To Whom It May Concern:

Please excuse my pseudonym, but I must remain anonymous as I am still in jeopardy of becoming a target
again myself. This is meant to be a legitimate plea for outside assistance for someone who has already been
railroaded and is about to be exterminated without just cause.
There is a hidden crime wave occurring in Los Angeles of which only the victims and a few assistance
agencies seem to be aware. However it is devastating to thousands of residents and contributing significantly to the
number of homeless people in this city. This is naturally being done for profits to certain greedy apartment owners
without a thought to the hardships imposed on the very people who can least afford it. These villains are so
abundant, experienced and organized at their lawbreaking that they have become an unofficial white collar mafia.
The court, despite its intent, is being used as both an enabler and their primary collaborator. This also automatically
utilizes the divide and conquer strategy by making each of their quarry have to deal with them on a one to-one
basis covering up the fact that they are multiple offenders.
I won't take the time to elaborate on that crime wave more here, because I have already written extensively
about it. You may find many of those writings in the Tenants Joining Resources (aka 10jr) pages on the Scribd.com
website. I am mainly writing this as a last ditch effort to try and find someone to help salvage the home of a young
couple who have been under siege for over a year by one of those premeditating perpetrators before all is lost.
On April 16 I attended the annual Renters Day event in the Los Angeles City Council chambers. Afterwards
I met one of the attendees, a young woman, who had spoken about her current plight, being assaulted by their
landlord's phony eviction attempts. The main part of his real reason for doing this is an obvious attempt to
circumvent rent control. She and her roommate are the last of a group of low income renters that leased
apartments at a discount rate five years earlier. He already has illegally coerced all the others out so he could jack
up the rents to market value. It is also statutory retaliation because the first UD was started within a month of her
making a complaint about conditions in their unit with the Housing Dept.
Among other things, he filed two UDs against her, one on top of the other, did not give her proper notice on
either of them, and did not give her any notice at all on one of them, which resulted in a default because she didn't
even know about the second one while she was still struggling to defend the first one. This sneaky tactic effectively
deprived her of the right to have her day in court and any chance of achieving justice. He refused to cash her timely
rent payment so he could claim nonpayment as grounds for the suit, though she has proof that she paid it, and on
time. His lying lawyer had to fight tooth and nail to keep the default from being overturned, because if that
happened, they knew that she could prove their perjury and win the case outright, and likely have sanctions
imposed as well.
She turned to Legal Aid for assistance in the first one, but when that was finally dismissed, they refused to
try to help her in the other case, which was filed while they were representing her in the first one. She then tried just
about every resource available to low income tenants, and was denied assistance by all of them. This includes the
Eviction Defense Network, claiming that her case was too complicated and that, as Ms. Popp personally told me,
they could help ten other people in the time it would take to help her. Nobody would even try to aid her in getting the
phony default overturned, let alone represent her in the case.
When I heard her pleadings to the City Council that day, it brought to mind the situation that occurred a few
years ago when another crook did the same kind of thing to some other people that I had brought to the attention of
an attorney I knew. Amazingly, in a day or two she got the whole thing thrown out and got him sanctioned for what
he was trying to do to them. So I told the lady that I knew someone who was actually capable of helping in this
case. I was disappointed to find out that, in her desperate groping for someone to turn to, she had already even
contacted their office through normal channels and had been turned down.
I wrote them in hopes that they might entertain an appeal for reconsideration of her case, and give it a closer
look, but it was to no avail. It's just not right that a thieving crook can so readily turn laws to protect tenants against
the very people they are supposed to protect, and illegally cheat them out of their home at will. The case was heard
at an L. A. county courthouse, and she has done everything she can think of to get any relief or assistance and has
just run out of options. She has now lost the motion to vacate the faked default, and is desperately trying to prolong
the hours until they get thrown out in the street and all their belongings hauled away like yesterdays garbage. She
is a valiant fighter, but despite all her efforts, is at the edge of oblivion in this battle.
Below is the preliminary info you would need if youd be so kind and care to investigate this particular case
to see if you can possibly help them, and maybe even numerous other victims of this type of destructive crime.
