ABSTRACT
The Brazilian urbanizai-o process occurred and it occures, in short,
disjointed of an urban policy to guide and to regulate the reproduction of urban
space, expanding a series of socio-spatial problems already arising from the socioeconomic differentiation. The lack of housing is one of those problems and it has
received over the years different actions, mediated by interests and partnership of
state and private capital. Among these alternatives currently stands out the "Minha
Casa Minha Vida program, established by the Federal Government in 2009 in order
to build houses for families with monthly income of up to 10 minimum wages. The
program has shown great quantitative results, however, it has been the target of
considerable criticism, mostly related to the hegemony of the private sector and the
reproduction of segregation. This research seeks to understand the role and the
effects of Minha Casa Minha Vida in the (re) production of urban space in town of
Russas, Ceara. We seek to highlight the socio-spatial processes that may have been
generated or influenced by the Program in town, showing its influence on the
dynamics of the housing market, identifying the agents directly related to its
implementation and cartographically representing the distribution of the enterprises
sold in its scope. It is also presented a brief history of the formation of urban space
from Russas and about the Brazilian housing policies. The research is guided by a
qualitative methodology compound of collecting and analyzing data and documents,
literature review, field classes and dialogues with popular, users of enterprises and
real estate agents. It is noted the predominance of contracts in MCMVP Track 2, and
this has significantly stimulated the real estate industry in Russas, boosting the
business production of housing in town, creating new producing agents of the urban
space, architectural standards and companies in the construction industry. It can be
said that the MCMVP and the (re)production of urban space in Russas has been
maintaining and enhancing the socio-spatial segregation, the precarious access to
housing and the town, the sprawl of the town and to other urban problems.
