SUBJECT: PUBLIC HEARING: Caselog #16-028, Conditional Use Permit for a Taproom
in the Central Business District at 214 Holmes St for Howling Pooch Brewing.
Action Requested
Approve Resolution No. PC16-028, a Conditional Use Permit approving a small brewery
with a taproom at 214 Holmes Street for Howling Pooch Brewing.

Introduction:
Kevin Culver, representing Howling Pooch Brewing, has applied for a conditional use
permit for a small brewery with a taproom at 214 Holmes Street. The building was most
recently occupied by Shakopee Auction Center. The building was originally constructed
as Eastman Drug. The applicant proposes to serve their beer in their taproom and
distribute to area bars and restaurants. Mr. Culver does not anticipate canning or bottling
of product. In addition to a taproom, an area is reserved for a kitchen area, which could be
operated by another business entity, or it may be used as an additional serving area for the
taproom.
Discussion:
In 2013, the City Council adopted ordinance language regarding breweries, microdistilleries, wineries, and taprooms. Small Breweries with taprooms are a conditional use
in the B-3 zone. A small brewery is defined as a brewery that produces no more than
20,000 barrels of malt liquor in a calendar year. The applicant anticipates the building
could accommodate production of up to 10,000 barrels / year. The minimum standards for
small breweries as defined by code are that the waste products must be disposed of in a
timely manner and in such a way to reduce odors and an annual production report shall be
provided to the Planning Department.
The applicant proposes to remodel the interior and the exterior of the building. Exterior
improvements proposed are replacing the entry storefront, replacement of the shingles on
the mansard roof, replacement of windows, and the installation of a glass overhead door,
and painting of the exterior (see attached plan). The interior remodel plan proposes
preparation of a production area and taproom area with 17 tables, with seating for 68 and a
bar area with seating for 12, and an outdoor patio on the south side of the building.
In the B-3, Central Business District there are no off-street parking requirements. The site
has off-street parking and the applicant intends to re-pave and stripe the parking lot, since
it is in poor condition. The site is also adjacent to two public parking lots; the City owned
parking lot across Holmes Street and the County parking lot to the south. There is
also angled parking along Holmes Street and parallel parking on 2nd Ave. The anticipated
opening will be in late 2016, or early 2017. Proposed hours of operation are Wednesday Sunday, with the latest operation being midnight on Friday and Saturday. The applicant
also intends to host occasional pet adoption events and a food truck.
Staff Recommendation:
Staff recommends approval of the conditional use permit, subject to conditions in the
attached resolution.

install manual 13x10 overhead door clear anodized framing, full glass panels.
13. Upgrade existing electrical service as required for new brewery equipment and use of space. Provide a minimum of
600A, 3P, 120/208V service. Provide ALTERNATE to upgrade to 800A service with multi-meter set-up, a minimum of (3)
minimum meters.
