Respected Sir,
Sub Your kind intervention requested against harassment from recognized
union in railways and protection to victims requested-Reg
We request your kind attention to the following pressing issues in Southern
Railways which requires urgent intervention in restoring decent-peaceful
atmosphere, please.
1.Harassment and indecent ways in subjugating officials and staff:
Presently the Southern Railway Mazdur Union (affiliated with AIRF) is the only
recognized Trade Union in Southern Railway, which gained recognition by securing
about 40 percent votes. This union General Secretary Mr.N.Kanniah is known for
having proximity with DMK and spent several crores for the election expenses of
Shri.M.K.Stalin in Kolathur constituency and other top leaders.
Using their proximity with DMK they use all kinds of pressure tactics and
harassment in subjugating the honest officers (right from GM/S.Rly., to Assistant
Officers), staff, other trade union leaders & members.
In the enclosed joint memorandum, submitted by three major unions in
this Railway, which represent about 60 percent employees, some incidents of
assault, intimidation, police cases are enumerated.
2. Railway Properties occupied: Railway Institute and Stadium/Perambur
were under the control of Southern Railway Mazdur Union for about 20 years with
the connivance and support of some officers of Railway Board and Zonal Railway.
When Railway Administration is deprived of using the Railway Stadium and Institute
for official purposes the same places were given on rent to outsiders and the rent
not remitted with Railway or with the accounts of the Institute.

Several hundred Railway Quarters, office premises are under the control
and occupation of Southern Railway Mazdur Union for about 20 years without
payment of any rent.
3.
Rampant Corruption: Parcel and luggage offices (in-ward and Out-ward
depots) are under the control of some particular staff belonging to this union and
they mis-appropriate Railway money. Railway Vigilance afraid to enter these
premises. Even CBI could not enforce transfer of staff working in these offices.
Similarly several earning counters/areas of Railways are under the control of this
union without any check. Whenever, any Railway Official try to bring these offices
under control this union used all kinds of unfair practices including strike, assault,
intimidation etc., against such officials.
The Railway Employees Co-operative Credit Society, Chennai has been under
his control for over 25 years without any election to the Board of Directors.
Properties of this Society has been mis-appropriated and the directors became
crorepathis. The same is the case with the Society in Tiruchirapalli.
We have furnished some of the incidents in the enclosed memorandum for
your kind perusal.
4.
False Allegations against officers: The Southern Railway Mazdur Union
uses its money power and arrange to sent complaint from some Members of
Parliament against some of the honest officers and staff of Railway. Even officers
at the position of GM, PHODs, DRMs etc have became victims of this harassment
and some of them were transferred to other zonal Railways.
This Southern Railway Mazdur Union is said to have got influence at highest
level officials of Railway Board and use that influence against the officers and
staff of Southern Railway and several officers were transferred out of this Railway.
And now they claim that they will try to influence the Honble Minister for
Railways through some of the officials of Railway Board and some Members of
Parliament and prevent the General Manager and other officers from enforcing
any rectification measures.
Therefore, kindly go through the details of harassment, corruption, etc.,
furnished in the enclosed memorandum and arrange to take appropriate action
for protecting Railway officials, staff and Railway properties, please.
