noite, por exemplo, as lanchas so
acionadas.
A diferena que, como trabalham
menos, h mais tempo para manuteno preventiva, o que tambm representa economia; afinal, muito mais
barato conservar uma lancha do que
consert-la. Tambm a manuteno das
aeronaves por vezes impede que os
helicpteros estejam permanentemente
disponveis. Na verdade todos ficaram
felizes, porque quando o mar se apresenta raivoso quem faz a aproximao
do navio o helo, observou Lewin.
O prtico contou que inicialmente a
populao local temeu pelos incmodos
que as aeronaves poderiam causar, mas
no demorou muito tempo para perceber que, com o helicptero, os prticos
poderiam exercer servios paralelos em
prol da comunidade. Entre eles Lewin
citou salvamentos de pessoas em situaes de afogamento e enchente, resgate de crianas perdidas na floresta e
at ajuda polcia na captura de criminosos. O pblico nos ama! Queremos
agora receber a devida habilitao do
Estado para reagir a toda e qualquer
ameaa de poluio ao rio, declarou.
Durante o processo, um efeito colateral

Na sala de reunies da sede da praticagem de Paranagu h quadros com retratos pintados de todos os presidentes que por l
passaram. Um deles est em posio de destaque: o de Joaquim Tigre, patrono da Paranagu Pilots. Batizado Joaquim Mariano
Fernandes, o prtico recebeu sua carta de praticagem em 1917, embora tenha comeado na profisso alguns anos antes primeiro em
Santa Catarina e depois no Paran.
Em 1922 Joaquim Tigre (acima) organizou uma grande aventura como parte
das comemoraes do centenrio da
Independncia do Brasil. Um raide de
canoas partiu em 7 de setembro do litoral paranaense rumo ao Rio de Janeiro.
A travessia durou 17 dias e teve Tigre
como comandante. O feito foi noticiado
nos principais jornais da poca que
destacaram a liderana e bravura dos
valentes parnanguaras.

Lewin revealed that he and his colleagues learned from their experience
that there are many more benefits using
the helo than was first foreseen. The
time spent in reaching the ship was
dramatically reduced and the efficiency
of the service enhanced immediately
achieving one of the objectives. The
pilot would not only reach his boarding
point faster but also did not require to
stay outside the bar waiting for the sea
and wind to die down for his return.
The use of pilots was enhanced. In only
one trip, air transfer allows a larger
number of professionals to embark and
disembark. Lewin explains that pilots
are no longer idle when unable to do
their work, especially in the winter with
worse conditions. Being able to move
the pilot boarding point further out in
order to gain time for the Master Pilot
Exchange (MPX) and permit safer
boarding are additional advantages.
Last minute ETA (estimated time of
arrival) changes have now been
accommodated without detriment to
the service, and congestion of ships
and boats has been eliminated at
the pilot boarding point.
Safety, safety, safety
The use of helicopters considerably
reduced fatigue caused by the epic
saga endured by the pilots of the
Columbia River bar when approaching
a ship. Lewin told how now pilots

Silence:

The sound of safety is silence. This
was the message from Ricardo Falco,
president of CONAPRA, at the opening
of the conference. The pilot repeated
the words of Efthimios Mitropoulos
(former secretary-general of IMO) on
shipping safety at a recent international
event. Falco commented that lay
people and even some professionals in
the marine sector have a limited idea
of what a pilot does.
Our job is not merely a resource to
protect ships from physical risks relating
to navigation in restricted waters. This
is a simplistic view and does not take
into account the hazard that shipping
accidents represent for the general
public, environment and local and
national economy. Almost 100 years
separate the tragic shipwreck of the
Costa Concordia in January this year
from the disaster of the Titanic. This
shows that the wonderful technological
progress to ships and safety procedures
in this period was not enough to prevent
the accident off the Italian coast from
having been so widely and negatively
headlined in the global news, he argued.
The pilot explained that losses caused
by shipping accidents can only be
calculated after their occurrence. The
States responsibility to society is
enormous, and the pilot plays a leading
role in this requirement. One of his
duties is in fact to preserve the ship, its
cargo and crew. The pilots role in this
scheme transcends, however, material
goods and individual lives; it is macroprotection, since a shipping accident in
restricted waters is a risk for the economy and society in general.

pilotage has a very low accident rate.

Questions relating to the economic
rules of pilotage services were
addressed by lawyer and marine officer
Osvaldo Agripino, whose opinion is
that matters of this kind should not
go to court since competent authorities
exist to deal with these issues. The
lawyer believes that it is imperative to
restrict the pilots liability due to the
importance of his work and the insecurity that unlimited compensation can
create in this professional.
Since risk management is directly
linked to shipping safety, this matter is
often discussed in pilot conferences. At
the Curitiba event the topic was
addressed by pilot Siegberto Schenk,
from Esprito Santos Pilots, who did
not limit himself to the risks managed
by the pilots in their work. Schenk
gave a comprehensive and complex
presentation in which he showed how
each of us manages risks each day.
His extremely conceptual panel raised
various aspects of the subject: definition criteria, management methodologies, examples and consequences of
accidents, treatment strategies and so
on. Concerning pilotage, he recalled
that while the captain is trained to
keep the ship far from obstacles, the
pilot is trained to safely maneuver it
very close to obstacles. Hence the
saying: If you think pilotage is
expensive, try an accident.
The study on Proposed pilotage

delivered by Ronaldo Fiani, professor
of the Economics Institute of the
Federal University of Rio de Janeiro
via teleconference. The economist
presented a method to reduce
regulatory doubts, encouraging
investments in pilotage and
contracting its services.
With a record turnout of 70 pilots
participating, the president of CONAPRA
was congratulated on holding the

The Paranagu Pilot Association meeting room houses painted
portraits of all its presidents. One in prominent position portrays
Joaquim Tigre, patron of the Paranagu Pilots. The pilot whose
full name was Joaquim Mariano Fernandes received his pilots
certificate in 1917, despite having worked as a pilot some years
earlier first in Santa Catarina and then in Paran.
In 1922 Joaquim Tigre organized a great adventure as part of the centenary celebrations
of Brazils independence. A fleet of canoes set forth from the Paran coast on September
7th making for Rio de Janeiro. The crossing took 17 days and Tigre was in command. The
feat made headlines in the main newspapers of that time, highlighting the prowess and
bravery of the valiant pilots from Paranagu.

Pilot Jos Martins Ribeiro Nunes Z Peixe famous the world over, died on January 26th
in Aracaju, state of Sergipe at the age of 85. Z Peixe symbolized a generation of pilots
that learned the trade through intuition and love of the sea. This Sergipe-born pilot was
outstanding because of his admirable physical fitness that allowed him to swim to and from
ships. The pilot was a genuine seaman and saved several people from drowning, including
the former Sergipe state governor Jos Alves Filho, who paid verbal tribute to him during
the funeral. Authorities and business people attended the wake in the Praa dos Herois
(Heroes Square). Eron Gantois, State harbor
master, spoke about the importance of Z Peixe
for the people of Alagoas and the pilots
numerous services rendered to the Brazilian
Navy. One of the tributes he received from the
Armed Forces was the Admiral Tamandar
Medal. Z Peixe was a PZ-11 pilot and worked
in his profession for more than 60 years, having
begun informally when he was 14. Later,
when 18 years old, he joined the pilots
association. Pilots from all over Brazil attended
their colleague's burial. The local and state
governments decreed three days of mourning
in his memory.

A Diretoria de Portos e Costas conta com novo titular: o vice-almirante
Ilques Barbosa Junior. O oficial tomou posse em solenidade realizada no
Ciaga, em 2 de maio. Eduardo Bacellar Leal Ferreira, que ocupava
anteriormente o cargo, assumiu o posto de comandante em chefe da
Esquadra da Marinha, em 11 de abril, no Rio de Janeiro. O presidente
do CONAPRA, Ricardo Falco, compareceu s cerimnias.
The Coastal and Port Authorities have a new director: Vice-Admiral Ilques
Barbosa Junior, who took office in a ceremony in Ciaga on May 2nd.
Eduardo Bacellar Leal Ferreira, his predecessor, took over as commanderin-chief of the Brazilian Naval Fleet on April 11th in Rio de Janeiro.

Em 1979 a International Chamber of Shipping (ICS)
publicou pela primeira vez esse guia para operaes de
helicpteros em navios. Desde ento a publicao vem
sendo revisada, trazendo em cada nova edio as ltimas modificaes das normas para aes afins, alm
de se atualizar em relao ao desenvolvimento tecnolgico tanto dos navios quanto dos helicpteros.
O guia destina-se especialmente a comandantes, oficiais e tripulante de navios, a pilotos de
helicpteros envolvidos nesse tipo de operao e a prticos que a cada dia se tornam
usurios mais frequentes do transbordo por
helicptero nas operaes de praticagem.
A quarta edio, publicada no final
de 2008 e recentemente distribuda
pela ICS, inclui uma verso em
CD, o que facilita ainda mais a
utilizao do manual.
In 1979, the International Chamber of Shipping (ICS) published its first Guide to Helicopter/Ship Operations. Since then, the
publication is being constantly revised so that each new edition contains the latest modifications in norms for this type of
operation, as well as updated technology developments applicable to both ships and helicopters.
The guide is primarily intended for ship masters, officers and crew, but also for helicopter pilots involved in this type of
operation and for harbor pilots who more and more frequently use helicopter transfers in pilot operations.
The fourth edition published at the end of 2008 and recently distributed by the ICS includes a CD/ROM version which greatly
facilitates the use of the manual.
