The following are some of the suggestions for policy

making issues.
1.Customary notions of Rights and equities should be
recognized
both in policy as well as law
1. Every Rehabilitation and Resettlement committee
should be assisted by an women s Cell of the
Affected Area in order to look into womens issues
and the representative should be from the women
folk of the affected area and people representative
both from grass root level to the national level,
representative from National Womens Commission ,
National Human Rights Commission , Commissions
from Scheduled Tribes and Scheduled Caste .
2. At least the partner Ministries and Departments like
Ministry of Women and Child Development , Ministry
of Law and Justice , Ministry of Social Justice and
Empowerment, Ministry of Health and Family
Welfare , Ministry of Environment and Forest ,
Ministry of Rural Development and Ministry of
Housing and Urban Poverty Alleviation and Ministry
of Panchayat Raj and Misnistry of Tribal Affairs
should coordinate each other to have a close look at
the Rehabilitation and Resettlement site and should
help the authority with zest and zeal to fulfill the
objectives of a just Rehabilitation and Resettlement
of women DPs and PAPs.

3. Property Rights , land and other productive Rights

and tenancy Rights along with Rights of
maintenance , Inheritance and succession of the
women should be an inevitable part of the principles
of Rehabilitation and Resettlement policy for the
protection of the rights of the DPs and PAPs women.
4. Like many Resettlement Institutions of United
Nations and other developed countries there should
be a National Resettlement Institution which should
be a premiere institution for data bank , research for
rehabilitation and resettlement along with guidelines
for policy making decisions for Resettlement in
general and gender specific issues in resettlement in
particular. This institution should be closely
associated with institutions like Anthropological
Survey of India , ICSSR funded research Institutions
and Institutions of Development studies Tribal
Research and Training Institute ( TRI) who have their
thrust areas of research on tribal communities ,
gender studies and displacement and rehabilitation.
One of the objectives of this National Institution should be to examine
and scrutinize gender sensitive Rehabilitation and Resettlement policies and
laws are having the guidelines and principles of international agreements and
policy recommendations on gender equality and brought into action by effective
national implementation.
6.The important provisions like PESA and Forest Rights Acts should be
transformed into law in order to remove the great discrepancy between provisions
of the Acts and ground reality.
