B A C K G R O U N D
The Parkhurst Residents and Business Owners Association (PRABOA); the Parktown North
Ratepayers & Residents Association (PNRA) and Parksec have joined forces under the umbrella of
SafeParks, the Parktown North and Parkhurst Security Association NPC ("SafeParks"). SafeParks
wishes to evaluate various options in respect of the implementation of improved Public Space
security within its constituent suburbs of Parkhurst and Parktown North ("the Suburbs").
In this regard, "Public Space" refers to the streets, recreational and public areas in the Suburbs which
are not owned by private individuals.
It should be noted that:

SafeParks is a joint initiative of PRABOA, PNRA and PARKSEC;

SafeParks, through PRABOA, PNRA and Parksec has a current mandate from the members of
the Suburbs at large and it is the intention that once the preferred service provider is
selected, the results of this RFP process will be presented to the residents of the Suburbs to
acquire the necessary buy-in to take the process forward;

The Parkhurst and Parktown North topography is varied and Respondents are required to
acquaint themselves with the nature of the street layout, topography and nature of the
Suburbs and to provide an analysis of this to the extent that it impacts any proposed solution.
The Suburbs currently comprise:
approximately 2,100 and 1,100 households in Parkhurst and Parktown North
respectively;
a number of sectional title developments;
a number of premises with business rights. These businesses are predominantly
situated on 7th and 6th Streets which runs from east to west through the Suburbs as well
as on 4th Avenue running North to South through Parkhurst.
Schedule 1 contains maps of the Suburbs.
From a demographic perspective, the Suburbs present certain material challenges, namely:

the residents have been notoriously apathetic with regard to any community-based
initiatives and the experience of street captains has been a general disinclination of
residents to get involved/contribute financially. There has, however, been greatly
increased demand and desire from the communities to improve their commitment and
participation and so improve our security in our Suburbs;
the means of many residents, especially in the current economic environment are
stretched and accordingly it is essential that any solution proposed takes into account
that the Suburbs are extremely sensitive to the cost of any solution.

This is a closed Request for Proposal (RFP) which has been submitted to all the security
companies who responded to the Request for Information issued by PRABOA.
The purpose of the RFP is to elicit proposals from Respondents which specify:
the potential Public Space security solutions available to the Suburbs, including various
alternative options and/or progressive layers of security;
the challenges currently faced by suburbs implementing Public Space security solutions
of this nature; and
the associated costs of the various Public Space solutions.
It is not the intention of SafeParks to be prescriptive regarding the Solution to be provided and
Respondents are required to undertake an independent security evaluation of the Suburbs
and to propose one or more layered (yet integrated) solutions that address the particular
security issues facing the Suburbs.
Respondents should bear in mind that the demographic of the Suburbs is extremely varied and
that the cost of the solution will be a key element in selecting a service provider.
Respondents should bear in mind the development of the FTTH (Fibre To The Home) network
- the backbone of our Smart Suburbs initiative - within Parkhurst and that is expected to roll
out in Parktown North in due course. Respondents should indicate (or be prepared to indicate)
assumptions made regarding the cost of fibre connections.
Proposals will be assessed on the basis of expected sustainability, durability, practicality,
expected time taken for implementation and installation, extent of integration, effectiveness,
minimal impact on surroundings, technological suitability, standards and cost, as well as on
qualitative functions which affect peoples lifestyle.

It is specifically noted that multiple proposals from each Respondent may be lodged which
may provide for alternative approaches to the perceived Public Space security requirements
of the Suburbs.
All queries and requests for clarification in respect of the RFP must be submitted by
Respondents by no later than 17h00 Friday 21 November 2014 to the email addresses in
paragraph 11. All such queries will be circulated to all Respondents who have submitted an
expression of interest.

SafeParks will be open to all security methods, technologies, products, solutions and
mechanisms recommended. However, it is noted that certain methods and mechanisms have
a subjective bias and may influence the buy-in of the Parkhurst and Parktown North Residents.
To this end, SafeParks have a list of security resources (Price List) as well as a Public Space
security phased-in solution (Solution 1) that they would like to be priced by each
Respondent. In addition, each Respondent needs to provide their own comprehensive
subjective Public Space Security solution taking into account the contents of this RFP (Solution
2). Accordingly each Respondent must submit a price list and two Proposals (Solution 1
and Solution 2), including costings in the excel spreadsheet provided . Please note that this
does not mean that SafeParks will implement a solution on these lines but requires
Respondents to quote thereon for the purposes of comparison.
Although the RFP is expressed on the basis of a solution for the Suburbs at large, with a free
expression of method by the Respondents, the Questionnaire set out in Schedule 2 must also
be completed. Respondents should not assume that any questions contained in such
document indicate a preference of SafeParks for any specific approach. In addition, each
Proposal should address the following:
the Respondent's proposed security methods and mechanisms at a household, street
and Suburb level;
what is included in the Respondents proposed solution(s);
what is excluded from the Respondents proposed solution(s);
assumptions made by the Respondent regarding SafeParks and the Suburbs;
how long it will take to roll out the proposed solution(s) and the envisaged
commencement date;

arrangements for full and frank discussion of incidents with a view to remedying the
lapses (which we consider inevitable);
how open areas, recreation and sports fields will be treated, including the Braamfontein
Spruit, which runs to the west of Parkhurst;
how business areas - including shopping centres, parking areas and high streets - will be
treated;
how construction sites will be treated / managed. The Suburbs are subject to a great
deal of building and renovation projects and Respondents are requested to provide
practical solutions to address the problems that arise from these sites;
how the relationship with the community will be managed, from an operational and
contractual perspective;
how the relationship with the other security providers (that are likely to continue to
operate in the Suburbs) will be managed (if applicable);
how the relationship with the South African Police Services will be managed for crime
prevention, monitoring and response. The Suburbs fall under the auspices of the
Parkview Police Station and we are committed to working closely with the Parkview
Police and will expect any service provider we appoint to do the same. Respondents are
to indicate whether they have any existing relationship with the Parkview Police and the
nature of same;
the number and grade of vehicles and personnel that will be committed on a
permanent, support, managerial, supervisory and central basis;
weapons carried and by whom;
technology solutions that will be applied (software, communication protocols, nerve
centres, cameras, connectivity mediums, sensors etc.);
community training and awareness. Should the solution include a community training
and awareness aspect it should be explained, including the expected frequency thereof.
The Suburbs have a well supported domestic watch program and the active support /
participation of the appointed service provider is expected;
approach towards the subsequent follow-up, investigation, analysis and intelligence of
crimes and support of prosecutions;

communication to residents and businesses of relevant criminal trends and
recommended prevention and responses thereto;
reporting to SafeParks, residents and businesses of success in terms of the stated targets
suggested performance metrics, key performance indicators and penalty clauses to
ensure compliance, accountability and fair service delivery.
The appointed service provider will contract directly with SafeParks for the execution of the
proactive security initiative ("PSI"), which comprises cctv, patrolling of the public spaces and
proactive security services, together with any other initiatives proposed by Respondents.
Reactive / alarm monitoring services ("Reactive Services") will be contracted directly with
Residents solely on a month by month contract. The appointed service provider will not be
entitled to provide reactive services to any resident who does not contribute to the Proactive
Scheme
Respondents must provide the following documentation with their responses:
Copies of confirmation of membership of PSIRA (Private Security Industry Regulation
Association) SAIDSA (SA Intruder Detection Services Association), ISO / SANBS
compliance.
A copy of Respondents proposed contracts. In this regard it should be noted that
SafeParks reserves the right to draft its own contracts should it deem it necessary;
Annual financial statements for the last 2 financial years.
Company registration and SARS documentation.
It is specifically noted that multiple proposals from each Respondent may be lodged which
may provide alternate or progressive solutions.

The Respondent's pricing proposal should include:


a single Parkhurst and Parktown North quote per calendar-month for Suburb-based pro-active
Public Space security solutions including comprehensive camera installation throughout the
Suburbs at all intersections utilising City Powers poles or their own installed poles including:
number plate recognition cameras at all exit and entry points to Suburbs; monitoring using
analytical software, intelligent and integrated cctv surveillance software from high

performance control room; ensuring real time response to alerts raised by tactical proactive
teams; and
a quote per calendar-month per household for household-based alarm monitoring and armed
response service. The Respondent should note that it MAY NOT offer reactive services to
residents of the suburb who do not contribute to the PSI. SafeParks expects that this service
would be offered and an incremental rate;
an indication as to whether there is a different pricing approach for business premises,
sectional title dwellings and pensioners;
the cost (including an indicative cost of components), if applicable, of migrating residents from
a current alarm-monitoring service provider to the Respondent and the steps involved in same;
proposed penalties for non-compliance with service levels and key performance indicators. A
draft service level agreement should be submitted stipulating the KPIs and SLAs applicable to
the PSI;
a clear statement on what is being funded by who and what funding options are being offered.
Are there any periods of exclusivity required where the provider funds infrastructure and if so
how long. Any exclusivity and lock-in period must include a buy-out option.

The issue of this RFP and the submission of Proposals shall be regulated by the terms set out in
Schedule 3.
P R I N C I P L E S

C O N T R A C T

The following principles will apply to the contract entered into between the appointed service
provider and SafeParks:
Depending on the final solution agreed, the Appointed Service Provider will stipulate financial
thresholds in terms of gross turnover from the Suburbs from all security services provided
(reactive and proactive) at which resources are provided and additional resources can be
acquired. To the extent that the number of contributors exceeds one threshold but does not
meet the next, the contributions of such contributors will be retained by SafeParks.
Subject to appropriate performance and breach clauses, the contract will be awarded for 3
years, unless a compelling financial motivation can be advanced for a longer term.

The Services will be provided on a "cost plus" basis. SafeParks, or its nominated
representatives, shall be entitled to analyse the books of the Appointed Service Provider at
any time to confirm the amounts charged by the Appointed Service Provider under the
contract. In addition, the Appointed Service Provider shall be obliged to provide SafeParks a
certificate from its auditors verifying that the charges under the contract are in accordance
with the principles agreed.
All contributions to the PSI shall be collected by SafeParks and paid over to the Appointed
Service Provider on a monthly basis.
The Appointed Service Provider will be required to cater for all staff incentive and annual
bonuses and shall not approach SafeParks to contribute to these expenses.

NO LATER THAN 17h00 ON FRIDAY 5 DECEMBER 2014.

Respondents must submit an expression of interest indicating that they will be submitting a proposal
in response to this RFP in substantially the format set out in Schedule 4, by no later than 17h00 on
FRIDAY 21 NOVEMBER 2014.

After SafeParks has received responses from all the Respondents, these will be evaluated by
SafeParks and it is possible that follow on meetings will be held with specific Respondents for
greater clarity. SafeParks reserves the right to call for Best and Final Offers from Respondents.
Thereafter, the proposals will be presented to the residents together with SafeParkss
recommendation.
Should any amendments to a proposal be required through this process, the required changes
will be presented to the relevant Respondent for inclusion.
Thereafter all the Respondents will be notified of the solution selected by SafeParks following
which the succesful Respondent, together with the conditions of appointment and SafeParks
will canvass residents and businesses in the Suburbs to gain commitment to the chosen
solution and, subject to the conditions precedent of the agreement being met, the agreement
will be implemented.

By submitting a Proposal to SafeParks, the Respondent agrees to the following terms and conditions:
This RFP is not an offer and may be withdrawn, altered or amended at the sole discretion of
SafeParks. SafeParks is not obliged to accept the highest, lowest or any Proposal.
This RFP document has simply been supplied for the information of the Respondent to enable
it to work out the terms of its offer. The RFP may not contain all the information that may be
required by the Respondent to evaluate a possible submission in response to the RFP. All
Respondents should conduct their own independent analysis of the requirements and the
relevant data supplied or referred to herein or that have been obtained during its
investigations.
Receipt of the RFP documents does not confer any right on any Respondent.
All materials, information and data submitted by Respondent shall become the sole property
of SafeParks, and SafeParks shall be entitled to use same to develop a security solution for the
Suburbs, irrespective of whether the Respondent is selected as the preferred service provider
or not.
All pricing quoted for is to be provided in South African Rands and shall be valid for a period
of 12 (twelve) months from 28 November 2014. Any alterations in rates shall be adjusted
annually, with effect from 1 March 2016, subject to justification.
SafeParks may seek clarification on any Proposal after the closing date. If necessary,
clarification for this purpose may include consultation with the Respondent.
SafeParks reserves the right to enter into a phase of negotiation to ensure the optimum
solution in terms of the specified requirement for SafeParks with one or more Respondents in
order to establish a mutually acceptable solution. Such negotiations shall not constitute
acceptance of a Proposal by SafeParks.
All costs incurred in the preparation, presentation and demonstration of a Proposal shall be
for the account of the Respondent.
Any extension of the closing date of the RFP shall be granted at SafeParks's sole and unfettered
discretion.
Proposals are late if they are received at the delivery address indicated after the Proposal
closing date and time.

A late Proposal may be considered for acceptance at the sole discretion of SafeParks.
Respondents shall not be entitled to make changes to a Proposal after the closing time.
All Proposals shall remain valid and open for acceptance by SafeParks for a period of 90
(ninety) days from the closing time. The Respondent agrees that SafeParks shall be entitled to
extend such period to accept.
Any decision by SafeParks regarding the acceptance of a Proposal shall be final and SafeParks
shall not be obliged to furnish any reason for the acceptance or rejection of a Proposal.
Notwithstanding SafeParkss notification of the Respondent of SafeParkss conditional
acceptance of the Respondents Proposal and the entry into negotiations with the view of
concluding an agreement, SafeParks shall not be bound to enter into such agreement with the
Respondent should the negotiations fail to produce the conditions acceptable to SafeParks.
SafeParks is entitled to implement a surcharge on the selected solution monthly cost to each
Parkhurst and Parktown North Resident for the purpose of maintaining the function and
services of SafeParks, PRABOA and the PNRA to the community/communities they serve.
