Project Description:
Wind energy is a source of renewable power which comes from air current flowing across the
earth's surface. Wind turbines harvest this kinetic energy and convert it into usable power which
1

can provide electricity for various purposes. Wind energy is one of the fastest growing sources of
new electricity generation in the world today. In this project, sustainable energy source i.e. wind
energy is built to tackle power crisis at national level. In wind power generation most important
thing is the area, where wind farm is going to be constructed. This project is going to build at the
bank of river Sindh near Mirpur Bathoro in District Thatta. 6 square kilometers land require for
this project is provided by the Government of Pakistan. This project aims to provide 1500 MW
electricity for longer period of time. In the end it will be a valuable addition of electricity in
National Grid. The project is sponsored by Government of Pakistan with the help of Ministry of
Water and Power. Estimated time span for completion of project is six months.

Project Scope:
The demand for energy has increased in tremendous proportions in the last few decades in
Pakistan, the same is expected to increase further in coming years. Current demand of electricity
in Pakistan is 23000 MW, while total production in Pakistan is 17000 MW through different
resources i.e. 60 % from fossil fuel, 30 % from hydro power and 10 % from nuclear power. Wind
energy is the possible clean and low cost renewable resource for production of electricity. This
project will contribute 1500MW in the national grid station and it will revive the industry and
businesses, which are already declining due to shortage of electricity. The project will ultimately
contribute in the generation of direct and indirect employments. The consumers are not only
facing the shortage of the electric power but per unit cost is also high, which mainly contribute to
high production cost and major hurdle to compete in the regional and international market. The
project need less investment in installation of the power station as compare to other options,
logistically feasible as the location as well as market is close to the sea port, just 150 km
transmission lines needed to the national grid station and the operation cost are significantly less
than the other sources of electricity production.

Project Purpose or Justification:

The purpose of wind energy is to designing a new structure, and finding out how well the
functions will help in long term. According to Pakistan Meteorological Department 9700 square
kilometer potential area in Sindh and Baluchistan where economically feasible where wind farm
can be established. Wind energy is renewable, efficient and very low cost source of energy as
compare to other energy resources in Pakistan. The estimated cost of power generation is
estimated as Rs. 2.9/kwh. Followings are also the justification for starting this project.

It is a pollution free, infinitely sustainable form of energy.

It doesnt create greenhouse gasses and doesnt produce toxic or radioactive waste.
Wind energy is quiet and doesnt present any significant hazard to society, environment
and other wildlife.

When large arrays of wind turbines are installed on farmland, only about 2% of the land
area is required for the wind turbines. The rest is available for farming, livestock, and
other uses.
Each megawatt-hour of electricity that is generated by wind energy helps to reduce 0.8 to
0.9 tons of greenhouse gas emissions that are produced by coal or fuel generation each
year.

High Level Requirements:

Following are the high level requirements for the project.

Equipment (Turbines and Transformers) should be purchased by multinational company,

having presence in minimum 10 countries and also having experience in wind turbines
prospective.
Wind turbine spacing is determined by the rotor diameter and local wind conditions.
If prevailing winds are generally from the same direction, turbines may be installed 3 or
4 rotor diameters apart (in the direction perpendicular to the prevailing winds), under
multi-directional wind conditions, spacing of between 5 and 7 rotor diameter is
recommended.
Noise Pollution and shadow casting should be investigated and other environmental
aspects should keep in mind.
ISO 9001, ISO 9004, ISO 50001 and ISO 14000 certifications required after the
completion of project.

Assumptions and Constraints:

Followings are the assumptions and constraints:

Staying within the planned budget.

Political environment remains stable. (as opposite parties are in government)
Local public interference such as agitation against the project due to environmental
issues.
Resource availability throughout the project. (as funded by government)
Support from Water and Power Development Authority (WAPDA), National
Transmission & Despatch Company (NTDC) Ltd Pakistan, Alternative Energy
Development Board, and Provincial Government of Sindh.
Electricity generated from wind power is not reliable on a steady basis compared to coalbased power plants.
Inability of WAPDA to keep pace with the new technology and has to upgrade its weak
and crumbling infrastructure.
Installation of transmission lines by NTDC Pakistan.

Serious security threats for engineers and workers. (as linguistic based discrimination
observed in the territory in the past)
Weather conditions assumed suitable for work.
A minimum air speed between 20 kph to 30 kph. (minimum required for feasible
generation of electricity)
6 square kilometers land for the wind farm will provided by the Government of Pakistan

Project Quality Management Plan

Introduction and Purpose of Quality Management:
Almost 50000 Turbines and effectively producing reliable electricity globally. The capacity of
one single turbine is also increased as compare to past, because of induction of new technology
and research. As per research and global data previous production from a fully functional single
turbine was 500 KW at maximum, but after induction of new technology production of a turbine
is increased up to 18000 KW. The importance of electricity through wind is increasing rapidly
and with this, the demands stood rely on quality and reliability advancements.
As this project contains large number of production units in shape of turbines, there are two
phase completion process, which are construction and installation, as already mentioned in
Project life cycle. Purpose to implement quality management plan, is to fully assure and monitor
the Construction of base and installation of complete equipment.

Focus Area of Quality Management Plan:

Check and assure the import Equipment quality as per required certifications.
18

Construction of power grid building as PPRA rules and regulations.

Fence installation for security purposes.
Each unit initial inspection during installation and prototyping.
Monitoring of each unit power generation in fully capacity mode.

Objectives of Quality Management Plan:

1500 MW generation of electricity.

Each turbine meets required production capacity i.e. 1.5 MW.
Secure wind turbine farm.
Provision of quality equipment (turbines, transformers and building material) as per
required standards and certifications to meet the clients requirements.

Project Quality Management:

In this stage we consider the phases of planning, assurance and control. The team consists of the
two executives will arrange the meetings for the stakeholders and the local community so that we
can get the exact idea to meet our quality standards.

Quality Planning:
There are many stages to consider in the development of wind turbine or firm can be approved
and built. Once a site has been selected for construction, over all potential and the work begins
on several main tasks. And also the following tasks should be kept in mind.

Consultation with the local authority:

Its important to contact the local authority in the area where the turbine is considered before
committing any time and cost engaged them early in the planning process ask them and answer
them any question and keep an open dialogue with them throughout the whole development.

Consultation with the Public near the Site:

The local community who are likely to be affected by the proposal must be met to present the
project solicit their feedback and seek their support, and come up with new ideas like
advertisement in the local paper to inform the general public and invite them for general
discussion and debate.

Land Acquisition:
In the process, developers if not already the owners themselves usually approach the land owner
to negotiate agreements to use their land as the project progresses the developer will seek to
convert the option into land lease agreement.
19

Wind Assessment:
A data is used to estimate how much the energy the wind firm will produce. Its often assumed
that this has to be carried out before any serious consideration is planned.

Quality Assurance:
The key benefit of this process is that its facilitating the improvement of quality process. The
inputs tools and techniques and outputs are as follow:

Input:
Building of power grid and turbines foundation.
Power generation of each turbine.
Fencing around the wind farm.

Tools and Techniques:

Audit Analysis
Benchmarking
Meetings
Cost and Benefit Analysis

Output:
The project will be completed in a manner that meets the specified requirement and expectations.

Quality Control:
We use the quality control to assure the quality of all the windmill equipments and the weekly
inspection of the installed turbine and building material inspection to assure the quality of all the
equipment, materials, structures and the component and the system utilized in the construction
manufacturing operations of all types of industry facilities. It also verify the material parts and
final products through the independent checks, audits and inspections.

Standardization:
Following are the standards and certifications which should be met to ensure the quality of the
project.
IEC 61400
International Standard published by the International Electrotechnical Commission regarding
wind turbine. These are the requirements made to ensure that wind turbines are appropriately
20

engineered against damage from hazards within the planned lifetime. The standard concerns
most aspects of the turbine life from site conditions before construction, to turbine components
being tested, assembled and operated.
IEC 61400-3
61400-3 provides design requirements for offshore wind turbines. In our project most of the
turbines are going to install offshore.
IEC 61400-4
This Standard provides guidance on the analysis of the wind turbine loads in relation to the
design of the gear and gearbox elements. Also provide guidance on the engineering of shafts,
shaft hub interfaces, bearings and the gear case structure in the development of a fully integrated
design.
IEC 60076-16
Above mentioned IEC standard applies to dry-type and liquid-immersed transformers for rated
power. Quality transformers in the power grid as well as with the turbines are highly important
for the reliability of the project in the long run. So we are going to meet the standards for the
satisfaction of our clients.
ISO 9001-2015
This standard is based on a number of quality management principles including a strong
customer focus, the motivation and implication of top management, the process approach and
continual improvement.
ISO 14000
The ISO 14000 family of standards provides practical tools for companies and organizations of
all kinds looking to manage their environmental responsibilities.
These are primary standards we are going to meet for the quality of project. Other International
Standards are also kept in mind for the satisfaction of our clients. Other standards at National as
well as Provincial level also considered in the construction and installation of wind farm.
