Brief
Concept of condominiums is fast catching up among the community in Sri Lanka. It is considered
as an easy and economical mode of acquiring property within city limits and also as a mode of
fashion. Catering to this, large numbers of property developers have started various projects, known
as apartment complexes or condominiums. Most are constructed in areas where land prices are very
high, and therefore, have increased total project costs. In order to reduce total costs of a project and
earn quick profits, many developers are obtaining services from inexperienced contractors and
resorting to unsuitable, illegal and wrongful practices. In this context, it is necessary for there to be
an authority to effectively control developers and contractors, to ensure safe and well-constructed
condominiums.
In a condominium project, when the construction started, the contractor had found that there is a
discrepancy in approved site plan and actual plan. Thus the actual commencement was delay. Also,
the site fallen within a congested city center and third party person damage due to a sub-contractors
faulty.
1. Describe the responsibilities and roles of the parties in pre contact stage and post contact
stage to enhance value for money to and users or owners.
2. In half the way of post contact a new in-charge (QS) arrives on site, he finds that a number
of his key staff have close personal connections with contactors/sub contactors. Evaluate the
ethical behaviors of new in-charge.
3. Analyses the contractual procedures according to the JCT, NEC and PAM.
4. Make advice to client to build the contractual relationship to avoid dispute and the process
of the time claim.
5. Explain the procedure of health and safety legalization with consideration of the time and
cost implications to the above mention project.
6. Assuming that you are the consultant Quantity Surveyor and how you advise the
procurement selection criteria for this project.
