WOMENS DEVELOPMENT
Background: Throughout Indian history, from the time of Sita, the consort of Lord Rama,
there have been women who have occupied a special place in society. Laxmibai, Razia
Sultan and Meerabai are names that now belong to history. From contemporary times,
women who have left their imprint include Mrs. Vijayalaxmi Pundit, the first woman president
of the United Nations, Mrs. Indira Gandhi and Mother Teresa, who was born in Albania but
won the Nobel Prize as an Indian missionary for spreading the message of love and peace
among the neglected. In the field of sports, many Indian women have won laurels in
international events.
The principle of gender equality is enshrined in the Indian Constitution in its Preamble,
Fundamental Rights, Fundamental Duties and Directive Principles. The Constitution not only
grants equality to women, but also empowers the State to adopt measures of positive
discrimination in favour of women.
Within the framework of a democratic polity, our laws, development policies, Plans and
programmes have aimed at womens advancement in different spheres. From the Fifth Five
Year Plan (1974-78) onwards, there has been a marked shift in the approach to womens
issues from welfare to development. In recent years, the empowerment of women has been
recognized as the central issue in determining the status of women. The National Commission
for Women was set up by an Act of Parliament in 1990 to safeguard the rights and legal
entitlements of women. The 73rd and 74th Amendments (1993) to the Constitution of India
have provided for reservation of seats in the local bodies of Panchayats and Municipalities for
women, laying a strong foundation for their participation in decision making at the local levels.
In spite of various initiatives by the successive governments in India, women are among the
most vulnerable and marginalized group in work arena. Almost two-fifths of the Indian
population lives below the poverty line. Most of these are women and their proportion is
increasing. With lower literacy rates than men, and limited access to skills and training,
women are less likely than men to find paid work. The vast majority of working women are in
the informal economy, characterized by work that is low-paid, with low status and little or no
security.
Women's wages, on an average, are at least one fourth less than men's. Women's
employment is becoming increasingly informal, across all sectors and most regions. Labour
laws are difficult to apply in the informal sector, especially when workers lack the ability to
organize themselves effectively. Very few women are members of trade unions and
associations, and even fewer hold decision-making positions.
