D.1 PACKAGING, HANDLING, STORAGE AND TRANSPORTATION
a. Unless otherwise stated in the Delivery Order, packaging and marking of the deliverable items
shall be in accordance with FAA Order 4600.27B, and as set forth below.
b. The contractor shall be responsible for the preservation, packaging, and packing of all items
delivered under the terms of this contract in such a manner that adequate protection is provided
against corrosion, deterioration and physical damage during shipment and handling from the
source of supply to the ultimate destination and until removed from the packaging at time of
final installation in accordance with the applicable paragraphs of the Statement of Work of this
contract.
c. Equipment shall be unit packed (with LRUs and Interface Equipment packaged separately
from the system Equipment Racks).
d. Items subject to damage by electromagnetic and electrostatic field forces shall be initially
wrapped in material conforming to MIL-PRF-81705E (1), Type III. ESD intermediate and
exterior containers shall be marked with the yellow and black ESD label in accordance with
(IAW) current standard of MIL-STD-129P.
e. The contractor shall provide all PHS&T requirements IAW (1) ASTM-D-3951-10, Standard
Practices for Commercial Packaging, (2) MIL-STD 2073-1D, DOD Material Procedures for
Development and Application of Packaging Requirements, (3) MIL-STD 129P, Marking for
Shipment and Storage, (4) FAA Order 4600.27B, Personal Property Management.
f.

All components and equipment (except spares) with a consignee other than the FAA Logistics
Center (FAALC) shall be preserved, packaged, and packed in accordance with (IAW) ASTMD-3951-10.

g. All components and equipment (except spares), consigned to the FAALC shall be individually
preserved, packaged and packed Level B IAW MIL-STD 2073-1D.
h. Spares shall be preserved and packaged Level A and packed Level C IAW MIL-STD 2073-1D.

Kits shall be preserved, packaged and packed Level C in accordance with MIL-STD 2073-1D.

j.

Exchange and Repair items shall be packaged IAW MIL-STD 2073-1D.

k. All shipments shall be made IAW FAA Order 4600.27B.

Components, equipment, and spares shall be transported by the most economical means
considering, dependability, safety, urgency of need, traceability, and the use of the least costly
mode meeting these considerations. All material shall be shipped FOB destination.

D.2 MARKING
a. Marking shall be IAW MIL-STD-129P Marking for Shipment and Storage.

b. All components, equipment, and spares with a consignee other than the WJHTC shall be
marked IAW ASTM-D-3951-10. In addition, each unit, intermediate, and exterior shipping
container, shall be marked with the following:
Serial Number
Part Number
Warranty Expiration Date
Contract Number
Federal Stock Number
c. All components, equipment, and spares consigned to the WJHTC shall be marked IAW MILSTD-129P. In addition to MIL-STD-129P, each unit, intermediate, and exterior shipping
container, shall be marked with the following:
Serial Number
Part Number
Warranty Expiration Date
Contract Number
Federal Stock Number
D.3 REQUEST FOR SHIPPING INSTRUCTIONS
a. The Contractor shall notify the Contracting Officer in writing of all upcoming shipments and
request shipping instructions at least 45 days prior to the anticipated shipping date. Lack of
required information may delay issuance of shipping documents, thus delaying shipment. The
issuance of FAA Form 4500-1 authorizes shipment.
b. The notification and request for shipping instructions must include the name and telephone
number of the shipper, number of pieces, weight, and dimensions to be shipped in each
shipment, any material handling equipment, which may be necessary, and any storage
requirements.
c. For equipment items shipped to the FAA Logistics Center (FAALC), the FAA will provide the
vendor a FAA Form 4500 to support equipment delivery processing at the FAALC for
shipment. Vendor will attach one (1) FAA Form 4500 to each equipment kit and ensure that
the National Stock Number (NSN# __________ provided in 4500) is clearly marked on the
exterior shipping container of each end item. One (1) copy of Form 4500 will be placed inside
the container.

data elements:
