3.1.INTRODUCTION:

3.1.1 WIRELESSPLANNING&COORDINATIONWING.
The WIRELESS PLANNING & COORDINATION (WPC) Wing of the Ministry of
Communications,createdin1952,isthenationalradioregulatoryauthorityresponsiblefor
frequencyspectrummanagement,includinglicensingandcatersfortheneedsofallwireless
users(governmentandprivate)inthecountry. Itexercisesthestatutoryfunctionsofthe
CentralGovernmentandissueslicensestoestablish,maintainandoperatewirelessstations.
WPC is divided into major sections like Licensing and Receival (LR), New Technology
Group(NTG)andStandingAdvisoryCommitteeonRadioFrequencyAllocation(SACFA).
SACFAmakestherecommendationsonmajorfrequencyallocationissues,formulationofthe
frequency allocation plan, making recommendations on the various issues related to
InternationalTelecomUnion(ITU),tosortoutproblemsreferredtothecommitteebyvarious
wirelessusers,Sitingclearanceofallwirelessinstallationsinthecountryetc.
3.1.2 TheStandingAdvisoryCommitteeonRadioFrequencyAllocations(SACFA)isa
highlevelcommitteechairedbySecretary(DOT)/Chairman,TelecomCommission.Heads
of major wireless users/administrative ministries of the Govt. of India, Member
(Technology), Telecom Commission, and Wireless Adviser to the Govt. of India, Joint
Secretary,DoTareitsmembers.WPCwingoftheMinistryofCommunicationsprovides
secretarialhelptothecommittee.JointWirelessAdviser,WPCwingisthemembersecretary
oftheCommittee.

3.1.4 SACFAclearances areissuedaftergetting 'noobjection'fromvariousSACFA

memberswhohavetocarryoutdetailedtechnicalevaluationincludingfieldsurveys,etc.At
timestheyhavetoobtainevaluationsfromtheirfieldunits.Thetechnicalevaluationisdone
primarilyfor
a)
Aviationhazards.

b)
Obstructiontolineofsiteofexisting/plannednetworks

c)

Interference(ElectroMagneticInterference(EMI)/ElectroMagneticCompatibility
(EMC))toexistingandproposednetworks.

3.1.5. SACFAMonitoringcellheadedbyCCE/Dy.CSTE(Tele)oftherailwayshallmonitor
thetimelydisposalofpendingandnewcases.Thecellshallmaintaintheconcerndata
onPCwiththehelpofnominatedofficial/supervisor.SinceWPCisswitchingover
theSACFAclearanceproceduressuchasfilingofapplications,issueofIDs,etc.,on
line,thesestaffshouldbetrainedtoworkonline.TheclearanceforSACFAisonthe
softwaresystemnamelyAutomatedSpectrumManagementSystemprovidedbyWPC
forspeedyhandling.
3.2. CATEGORIESOFSITESFORWIRELESSSTATIONS:

3.2.1 MastHeightCategory:

3.2.1.1
SitesforHF/VHF/UHF:

Thosefixedwirelessstationswhosemast/towerheightdonotexceed30
metersabovegroundlevelandareoperatingincertainfrequencybandswithlimited
outputpowerasgivenbelowarecoveredunderthiscategory:
(a)

AllHFstationswithpoweroutputof125wattsorless.

(b)

(i)

AllVHFstationsbelow174MHzwithpoweroutputof50wattsor
lessexceptbroadcaststations.

(ii)
AllVHFstationsinthefrequencyrange174230MHzwithoutput
powerupto25wattsexceptbroadcaststations.

(c)
Broadcastingstationsintheband30230MHzwithanoutputpoweroutput
upto100watts.

(d)
AllVHF/UHFstationswithapoweroutputof10wattsorless.

SitingApplicationsoftheabovewirelessstationsaretobeforwardedtothe
membersofSACFAlistedinAnnexureIintheapplicationform(WPCS1).
3.2.1.2SitesforVSAT/MicroEarthStations(C,ExtendedCandKUbands)with
poweroutputupto5watts:
(A)

Antennasizeupto4.0Meters:

Incasethetotalheightofantennaincludingsupportstructureis30mteres
orlessfromthegroundlevel,thesitingapplicationneedtobeprocessedunder
Mast Height Category and Siting applications need to be circulated to
membersofSACFAasperAnnexureIVusingtheproforma(WPCS4).

(B)

AntennasizeMorethan4.0Meters:
Iftheantennaheightismorethan4metresbutlessthan20metres
AGL and the distance from airport reference point is less than 7 kms,
clearanceneedtobeobtainedfromArmyHqs.,AirHqs.,NavalHqs.,JCES
andAAIunderMastHeightCategory.Ifthedistanceofthesiteismorethan
7kmfromairportreferencepointandantennaheightislessthan20metres'no
objection' is to beobtained fromAAIonly.The sitingapplications ofthe
abovestationsmaybeforwardedtoSACFAmembersasperlistatAnnexure
IVinapplicationform(WPCS4).

3.2.2

ExemptionfromMastHeightClearance

:
3.2.2.1

SitesforHF/VHF/UHF

(i)

Those mast height cases which satisfy the following conditions are
exemptedfrommastheightclearance:
Antennamastshouldbeinstalledontherooftopofthebuilding.

Theheightofmastincludingantennatobeinstalledontherooftopshouldnot
bemorethan3meters.
(iii)
Thesiteshouldbeatleast3KMawayfromthenearestairport.
(ii)

3.2.2.2

SitesforVSAT,MicroEarthStations(C,EXTENDEDC&KU

bandswithpoweroutputupto5watts:
(A)

Antennasize1.8/2.4Meters:

Iftheantennaistobeinstalledontherooftopofanexistingbuilding
withmastheightnotexceeding3metresfromrooftopandwhichisatleast3
kms away from the nearest airport 'no objection' from
Department/Organization may not be necessary. These cases will be
processedunder MastHeightExemptionCategory. Thesitedetailsareto
be furnished to Secretary SACFA in the Mast Height (VSAT) application
proforma(WPCS4).
(B)

AntennasizeMorethan2.4Metersandupto3.8meters:

IftheantennadiameterofVSATismorethan2.4metresandupto3.8metres
andantennaheightupto4metresabovegroundlevelbeyondthedistanceof7km
fromairportreferencepoint(ARP)'noobjection'fromanyoftheDepartmentsmay
notbenecessary. Thesecaseswillbeprocessedunder MastHeightExemption
(VSAT).

3.2.2.3Theprocedureforfasttrackclearancesofapplicationsformastheight
exemptionisgiveninAnnexureIX

3.3 FullSitingCategory:

Thefollowingfixedstationsarecoveredunderthefullsitingcategory:

3.3.1(a)
AllHFstationswithpoweroutputmorethan125watts.
AllVHFstationsbelow174MHzwithpoweroutputmorethan
50watts.
(ii)
AllVHFstationsinthefrequencyrange174230MHzwith
poweroutputmorethan25watts.

3.3.2

(i)

(c)

Broadcastingstationsinthefrequencyband30230MHzwithpower
outputmorethan100watts.

(d)

AllUHFstationswithpoweroutputmorethan10watts

Stationinmicrowave,lineofsight,radiorelaysystems.

3.3.3 Allradarstations,SatelliteCommunicationSystem(includingEarthstations),
radionavigationandradiolocationsystem.
3.3.4 AllVSATs/microearthstationswithtransmitterpowermorethan5watts
3.3.5

(b)

ReceivingstationsinserviceslikeSpaceResearch,Radioastronomyandother
sensitivereceivingsystemsoperatingabove1Ghz.

3.3.6 Anyotherchangeinexistingparametersotherthanreductioninpowerand
mastheightoftheapprovedparameters.
Thesitingapplicationsfortheabovestationsaretoapplytomembersas
perlistatAnnexureIIinapplicationform(WPCS2).

3.4
AdditionalAntennaCategory:

3.4.1

SitesforHF,VHF,UHFandMicrowave

:
All those antennae which are to be installed on the existing mast,
already cleared under full siting category, fall under this category. The
applicationistobecirculatedtoallSACFAmembersasperAnnexureIIIin
theapplicationform(WPCS3)butthesiteisclearedbySACFASecttafter
ensuring receipt of applications by all members of SACFA except cases
fallingunderDIZareaforwhichclearancefromJCESisnecessary.

Wherevertowerspaceisbeingleasedtoprivateoperators,eitherby
railwaysdirectlyorthroughRCIL,theapplicationshallbeprocessedbythe
operatorquotingthefullsitingclearanceapprovalobtainedbytherailways.
3.4.2

SitesforEarthStation:

TheEarthStationdisheswithin50mts.fromanalreadyclearedsitemaybe
treated under this category provided the height of proposed installation,
including, building height does not exceed the height of already cleared
site/mast.
3.5 Theprocedureforfasttrack clearances ofapplications underadditional
antennacategoryisgiveninAnnexureX.

4. GUIDELINESFORFILLINGUPSITINGAPPLICATIONS:

4.1.
Application forms for all categories of siting may be obtained from SACFA
secretariatandnecessaryinformationmaybefurnishedkeepinginviewthefollowing:

(i)
Sixdigitcoordinatesofthesitearenecessary.Thesesixfigurecoordinatesmaybe
takenwiththehelpofGPSsystemoranyothermethodforaccuracy.

(ii)
Theheightofthesiteabovemeansealevel(AMSL)shouldbeobtainedfromSurvey
ofIndiaoranyotheragencyexceptinthecaseofadditionalantennacategoryfor
whichacopyoftheearlierSACFAclearance andAAIsclearanceforthatsiteis
mandatory.

(iii)
Nameofthenearestairportanditsdistancefromthesiteshouldbementionedinthe
applicationforcategoriesofsiting.Thisinformationisalsosuppliedbysurveyof
Indiaondemand.

(iv)
Ifthesiteiswithin5kmsfromtheairportthenthesitemapshouldbeauthenticated
byeitherthenearestairportauthorityoranyothergovernmentorganizationsuchas
municipalcorporation/localtownplanningcommittee,etcdistanceofthesitefrom
airportmayalsobeauthenticated.

(v)
(a)
Themapshouldbeofscaleof1cm=1kmornearestandshouldcoveran
areaof12kmsradiusaroundthesite.

(b) Thefollowingshouldbemarkedclearlyonthemap:

(i)
scaleofthemap

(ii)
locationofthesite

(iii) nameandgeocoordinatesofthesite

(c)
Mapshouldcontainatleasttwoparallellinesoflatitudeandlongitude.

(vi)
Geocoordinates of the site on the map should be authenticated by the applicant
himself.
4.2 Applicationshardcopyalongwithsoftcopyonafloppyof3.5"besubmittedfor
examination,verificationandissueofIDNos.toSACFAsecretariat.Softwareis
availablefromSACFASecretariate.

4.3 Notmorethan5applicationsshouldbesubmittedinonebunch.

4.4 Separateapplicationformsaretobefilledfordifferentfrequencybandanddifferent
site.

4.5 AfterissueofIDNos.,sitingapplicationistobecirculatedasperlistapplicableto
eachcategoryofsitingclearance.AforwardingletterissuedbySACFAisalsotobe
attachedwiththesitingapplication.
4.6

Theapplicationsforadditionalantennacategoryneedtobecirculatedtoallmembers
of SACFAbutnoNOCfromanymemberisnecessaryforapprovalofsiteexcept
siteswhichfallinDIZareaforwhichNOCfromJCESisnecessary.

4.7

A copy of the agreement letter assigning the frequencies from WPC should be
attachedwithapplication.

4.8 AcopyofDOTslicenseagreementmayalsobeendorsedincaseofvalueadded
service.

5.0CLEARANCEOFSACFACASESFROMRAILWAYS
Onreceiptoftheproposalforsiteclearancethefollowingaspectshavetobechecked
fromrailwaysactivitypointofview:
5.1
FREQUENCY:Thefrequencyoftheproposalandthebandatwhichitisproposedis
to be cross checked with the allotted frequencies and frequency bands of Railways and
clearancecanbegivenifitisnotinterferingwithRailwayfrequency.
In case if the proposal frequency and band are adjacent to the railway working
frequencyaconditionhastobeimposedinthenoobjectioncertificationthatpermissionis
givenprovidedthetransmissionwontinterferewiththerailwayfrequency.
5.2
SITE:TheLongitudeandLatitudeoftheproposedsitehastobecrosscheckedwith
theexistingLongitudeandLatitudeoftherailwaycommunicationsite.IftheLongitudeand
Latitudeareveryneartotherailwaysite,thelocationshavetobephysicallycheckedonthe
topographymapforclearanceofsignal.

5.3
TOWERHEIGHT:WhentheproposalisneartoLongitudeandLatitudeforthe
railwaysitethenthetowerheightproposedhastobecrosscheckedforanyinterferenceinthe
pathoftherailwaycommunication.
5.4. TRANSMITTERPOWER:Thetransmitterpoweroftheproposalhastobecross
checked whenevertheproposalisnearertotherailwaysiteandaconditional certificate
shouldbegivenforavoidingspurioussignalfromthetransmitter.

2.
ForthesitesfallingunderExemptionfromMastHeightClearance,theapplications
aretobefiledonlinelikeotherSACFAsitingapplications.Signedhardcopiesalongwith
thedetailsofIDnumbersandtherequiredamountofBankDraftbesubmittedtoSACFA
Secretariat.
3.
Inaddition,aconsolidatedlistofsuchsitesalongwiththedetailsaspertheprescribed
format(Annex1)aretobesubmittedinduplicate.
4.
AnearnestmoneyofRs.1000/(RupeesOnethousandonly)persiteintheformof
State Bank of India Demand Draft, drawn in favour of The Pay & Accounts Officer
( HQrs), Department of Telecommunications, payable at New Delhi, is required to be
submitted.

Subject:Fasttracksiteclearancesforadditionalantennae
Kindlyrefertoagendaitemno.5ofSummaryRecordof137thmeetingofSACFAheld
on 28.05.2002 where BSNL representative informed pendency of their cases for additional
antennaedespiteinvolvementoflessnumberofSACFAmembers.Afterdetaileddiscussion,it
wasdecidedthatnoNOC(s)fromSACFAmemberswillberequiredforsitingcasesfalling
under additional antenna category. However, siting applications are to be circulated to all
membersofSACFAandtheirreceiptistobeensured.Afterensuringreceiptofsuchcases,
SACFASectt.willissuenecessaryclearancesforsitesfallingunderadditionalantennacategory.
Thefollowingmodifiedprocedureforadditionalantennaecaseswillbefollowedinfuture
ApplicantwillapplytoSACFASecttinaprescribedproformaavailablewithSACFASecttfor
whichsoftcopymaybeobtainedfromSACFASecttforobtainingIDnumbers.
ApplicantwillencloseacopyofearlierSACFAclearance,NOCreceivedfromAAIwith
regardtositeunderconsiderationifsitewasclearedafter1995andappropriatemapindicating
thesite.
ApplicantwillbeissuedIDnumbersafterscrutinizingapplicationsforcorrectness.
WhenapplicantinformsSACFAaboutlikelydateofcirculationofsitingapplications,hewill
beissuedcirculationlettermeantforallmembersofSACFA,whichhewillattachwith
applicationsandcirculatewithinaweekstime.
ApplicantwillobtainacknowledgementslipintokenofreceiptofhisapplicationsbySACFA
members.
ApplicanthastosubmitacopyoffrequencyagreementletterissuedbyWPCatthetimeof
obtainingSACFAclearance.
