Minister proposes non-taxable income at Rp56 million

REPUBLIKA.CO.ID, JAKARTA -- Finance Minister Bambang Brodjonegoro has proposed an
increase in the non-taxable income (PTKP) from Rp36 million to Rp56 million per annum to be
effective beginning this year.
"We are proposing to raise the annual PTKP from Rp36 million to Rp56 million for unmarried
workers," the finance minister noted on Wednesday.
Bambang stated that the PTKP rate for married taxpayers will be adjusted to the number of their
children.
The plan to raise the PTKP, which is expected to increase the people's consumption, will be
consulted and reported in the first place to the House of Representatives (DPR).
Although the regulation on the plan to raise the PTKP will officially be enacted in June 2016, yet
it is expected to be implemented retroactively from January 2016.
Bambang noted that the plan to increase the PTKP from Rp3 million to Rp4.5 million per month
can contribute 0.16 percent to the country's overall economic growth.
"The DPR lauds the plan as it would have a positive macro impact and contribute to the growth
in consumption and investment, including the gross domestic product (GDP), which we predict
at 0.16 percent," the minister explained.

Bambang admitted that the increase in PTKP, aimed at maintaining the people's purchasing
power, will slightly reduce the state's tax receipts, particularly income tax receipts. However, the
government is also ready to step up efforts to uphold the law.
"We hope that the plan, if implemented, will contribute to the efforts to strengthening the
people's purchasing power. State receipts will decrease, but it will be compensated with intensive
efforts by the directorate general of taxation, including the tax auditing of individual taxpayers,"
the minister stressed.

Govt disburses KUR credits worth Rp31 trillion

REPUBLIKA.CO.ID, PALEMBANG -- The distributors of the government's micro loans (KUR)
have channeled Rp31 trillion worth of KUR credits until April 7, 2016, or 25.8 percent of this
year's Rp120 trillion target, a government official stated.
"Based on the trend observed in the previous years, the KUR credits can be distributed faster in
the subsequent quarters," Bobby Hamzah Rafinus, the deputy for fiscal and monetary
coordination of the Office of the Coordinating Minister for Economic Affairs, stated at a
discussion on the national economic policy here on Monday.
Rafinus noted that the demand for KUR credits in the next three quarters will be higher due to
the improvement in business climate as a result of the government's deregulation policies and
increase in public consumption.
The increase in the demand for KUR is also boosted by the government's policy to offer interest
subsidy, which led to a reduction in the interest rate of KUR credits from 12 percent in 2015 to
nine percent in 2016.

"The nine percent interest rate subsidy has been provided, and this information can be obtained
by inquiring with KUR distributor and executing banks," Bobby explained.
He said the government had set aside Rp10.4 trillion in the state budget to support the subsidized
interest rate of nine percent. With this subsidy, the distributor banks target to channel KUR
credits worth Rp120 trillion this year.
Bobby has forecast that the target can be achieved even before the end of the year.
The government has not yet planned to increase the amount of KUR credits through the next
2016 revised state budget as it is too risky to widen the budget deficit, which has been
maintained at 2.15 percent of the gross domestic product.
Bobby also believes that the faster availability of KUR credits in the coming quarters would be
fueled by the increase in the number of KUR credit distributors.
Earlier, only a handful of banks acted as the distributors. Now, financing institutions and
cooperatives can also function as KUR credit distributors.
Until April 18, four financing companies were still completing the administrative process to
become new KUR distributors.
The KUR credits until this month had been channeled by seven banks: Bank Negara Indonesia,
Bank Rakyat Indonesia, Bank Mandiri, Bank Sinarmas, Bank Maybank, Bank Pembangunan
Kalimantan Barat, and Bank Pembangunan NTT.
Edy Putra Irawady, the deputy for industry and commercial coordination of the Office of the
Chief Economic Minister, stated on the same occasion that the government was keen to channel
the KUR credits equitably among all Indonesian regions.
The ministry's statistical data indicated that until the end of March this year, the realization of
KUR credits in Central Java had reached Rp6 trillion; East Java, Rp5 trillion; and West Java,
Rp4.5 trillion.
For Sumatra, the highest KUR provision was recorded in North Sumatra, reaching Rp1.1 trillion.

The provision of KUR credits in Kalimantan, Sulawesi, Maluku, Papua, and Nusa Tenggara was
still generally below one trillion. South Sulawesi, with a credit provision of Rp2.6 trillion, was
the only province to have exceeded one trillion rupiah. The realization of KUR in Bali was
recorded at Rp1.6 trillion until March 2016.

Govt to create forum to boost economy in regions

The government is set to establish a regional forum for financial and economic coordination, in
order to provide optimal support for the planning and implementation of economic and financial
development in the regions.
Three government institutions, Bank Indonesia ( BI ), the Finance Ministry and the Home
Ministry, say they are committed to strengthening their coordination and cooperation to speed up
economic and financial development in the regions, as outlined in a memorandum of
understanding ( MoU ) signed in Jakarta on Friday.
BI Governor Agus Martowardojo said the cooperation would be focused on three strategic
activities, namely the synchronization and synergy of policies to accelerate the implementation
of structural reform programs, the exchange of data and information and analysis related to
economic and financial development in the regions and the establishment ofa regional forum for
financial and economic coordination.
"Through this forum, various strategic issues will be discussed to produce policy
recommendations on economic and financial development in the regions, said Agus. He added
that it was expected the forum could further integrate various forums, activities and initiatives
related to economic and financial development in the regions.

Earlier, the government formed regional inflation control teams ( TPID ) to control inflation in
the regions. Currently, there are 451 TPID set up across the country.
Agus explained that during the 2005 to 2010 period, Indonesias inflation rate stood at 8.5
percent. In 2010 to 2015, it went down to 5.8 percent and by the end of 2015, it had further
declined to 3.35 percent. As of March 2016, Indonesias inflation was 4.45 percent.
The central bank governor said through closer coordination of the central government and local
administrations, Indonesias inflation was expected to fall below 5 percent.
"With the regional coordination forums, it is expected that economic growth in the regions will
improve, which will eventually boost the peoples welfare," he added.
Finance Minister Bambang Brodjonegoro said the central government urged all local
administrations to use their regional budgets efficiently. With an increase in regional transfer
funds, it was expected all regions could contribute to the countrys economic growth.
"The transfer funds will decrease the burden of the central government but it is also expected that
economic growth should increase, driven by the improved economy of the regions. Overall, it
should begin with sound spending policies," he explained.
In the 2016 state budget, the central government is set to transfer Rp770 trillion ( US$58.20
billion ) to regions and villages throughout the country. ( ebf )
