P.M.Sayeed.

Lakshadweep
Born on 10th May, 1941 at Androth Island
in the Union Territory of Lakshadweep, Late.Shri P.M.
Sayeed took his B.Com Degree from Government Arts
College, Mangalore and L.L.B. from Sidhartha Law
College, Bombay was an advocate by profession.

Shri P.M. Sayeed was Minister of State in the


Ministry of Home Affairs from 19th January, 1993 to
15th September 1995 and Minister of State in the
Ministry of Information & Broadcasting from 16th
September, 1995 to May 1996. Earlier he had been a
member of the Union Council of Minister as Minister
of State for Steel, Mines and Coal during 1979-80.

Shri Sayeed has the unique distinction of


having been elected ten times in a row to the Lok
Sabha, from the 4th to the 13th Lok Sabha. He has
been representing Lakshadweep right from the time it
was declared a parliamentary constituency and he
became eligible to contest as MP from age point of
view. He was first elected as an Independent in 1967
and was the youngest MP in the 4th Lok Sabha. He
was the lone member who was returned unopposed in
the Lok Sabha in 1971. He was again elected to the
Lok Sabha in 1977, 1980, 1984, 1989, 1991, 1996, 1998
and 1999 from Lakshadweep. He lost by a thin margin
of 71 votes in 14th Lok Sabha elections but he was
elected to Rajya Sabha from Delhi.

Shri Sayeed was unanimously elected


Deputy Speaker of 12th Lok Sabha in December 1998
and held this position till dissolution in April 1999. He
was again unanimously elected Deputy Speaker of the
13th Lok Sabha in October, 1999. He was sworn in as
Union Cabinet Minister on 23rd May, 2004.

By virtue of his hard, sincere and dedicated


work Shri Sayeed rose from the rank and file in the
Congress Party to play a prominent role at the
national level. In January, 2000 he became a member
of C.W.C., the highest body in the Congress Party.

Shri Sayeed has been a member of the


Standing Committee of Congress in Parliament. He
was appointed as General Secretary of All India Youth
Congress. He was elected Secretary of the Congress
Parliamentary Party. He represented AICC in the Silver
Jubilee celebrations of Arab Bathe Socialist Party held
atBaghdad.

Shri Sayeed always raised the voice of the


SC/STs, the depressed classes of the society and
minorities in the House. He has championed the cause
for the welfare of labour and the poor. He has brought
peace and communal harmony, equality and
happiness in the scattered islands of Lakshadweep.
The progress in the fields of education,
communication, health housing, shipping fisheries in
Lakshadweep owe it to the efforts of Shri P.M.Sayeed
Sahib.

P.M.Sayeed Sahib was equally respected


by the ruling party as well as the Opposition Members.
During his long Parliamentary career, Shri Sayeed has
been a member of several important Parliamentary
Committees and made valuable contributions. He was
a member of the Committee on Public Undertakings
(1967 to 1971), Committee on Petitions (1971-72),
Committee on Government Assurance (1974-76) and
again from 1977 to 1979, Select Committee on Salaries
& Allowances of Members of Parliament (1971 to
1974), Estimates Committee (1984-1988) and Joint
Committee of Offices of Profit (1985-86).

He has also served on several other


Committees including the Joint Committee on the
Contract Labour (Regulation & Abolition) Bill, 1967,
Joint Committee on the Companies (Amendment) Bill,
1972, Joint Committee on the Constitution (32nd
Amendment) Bill, 1973 and the Consultative
Committee constituted under the Tamil Nadu State
Legislature (Delegation of Power) Act, 1976. He was a
Member of the Parliamentary Consultative Committee
attached to Ministry of Communications and Ministry
of Surface Transport.

P.M.Sayeed has also been associated with


the Advisory Council for the Union Territory of
Lakshadweep, Advisory Committee (Lakshadweep)
attached to the Ministry of Home Affairs, Central Haj
Committee (1968-70), Central Haj Advisory Board
(1970-71), National Welfare Board for Seafarers (1974-
77), Island Development Authority (1984-till date)
Rules Committee, General Purpose Committee and
the Official Language Committee. He led Indian Haj
delegation to Saudi Arabia in 1994. He was also a
member of the Joint Parliamentary Committee
constituted to probe into the share market scam.

P.M.Sayeed Sahib was a widely traveled


person having visited Canada, United Kingdom,
France, Austria, Australia, Japan, Mongolia, China,
United States of America, Holand, Switzerland,
Denmark, Sweden, Germany, Russia, Lebanon, Syria,
Kuwait, U.A.E., Egypt, Bahrain, Italy, Iraq, Algeria,
Saudi Arabia, Sri Lanka, Australia, China, Kenya,
Hong Kong, Bangkok, Togo and Maldives.

P.M.Sayeed Sahib has represented the


country as a member in several important Indian
Delegations abroad. He was included as a member of
the delegation to represent India at the 24th Session
of United Nations General Assembly in 1969 and again
in 1982. He was a member of the delegation to the
59th Inter-Parliamentary Union at Paris in 1971, at
Moscow in 1988 and at Togo. He was also a member
of Indian Delegation to Non-Aligned Youth Conference
held at Algeria and of SAARC Speakers &
Parliamentarians delegation to Pakistan.
The great P.M.Sayeed Sahib contributed immensely
for the development of Lakshadweep and it’s
people.He loved the people of Lakshadweep..People
of Lakshadweep lost their guardian on 18th December
2005.

But soon his son Adv.Hamdulla Sayeed filled


the big void left by the demise Sayeed Sahib.
Now he represent Lakshadweep in the Parliament-MP
from Lakshadweep,15th Loksabha.
