which the appeal is to be based.

TITLE
Oral Presentations for RFP #16-R00006 Alternative Waste Processing
BRIEF OVERVIEW
On December 21, 2015, Purchasing and Contracts Department issued a Request for
Proposal (RFP#16-R00006) for Alternative Waste Processing.
Three (3) proposals were received on the opening date on March 3, 2016 from the
following firms (in alphabetical order) with the following scores:
1. Energy3, LLC, Annapolis, Maryland
2. Freedom Energy Hernando, LLC, Oakland Park, FL
3. WastAway, LLC, Morrison, TN
The Selection Committee (Hernando County Board of County Commissioners) will
review all proposals received and may establish a short list in order of preference of no
fewer than three (3) proposers deemed to be the most qualified to provide the
Alternative Waste Processing as identified in the RFP #16-R00006, Section 7, proposal
format.
On April 12, 2016, the Selection Committee recommended that Oral Presentations be
heard by all three firms. Oral Presentations are scheduled to start at 8:30 AM.
FINANCIAL IMPACT
No financial impact for approval of ranking order of proposals.
LEGAL NOTE
In accordance with Hernando County No. 93-16, Article 5, Section 2, Procurement
Ordinance. (LR #2015-832-3)
RECOMMENDATION
It is recommended that the Board hear Oral Presentations and provide staff direction on
one of the following:
1. Authorize staff to negotiate a contract with the highest ranked firms selected by the
Board following Oral Presentations. In the event that a satisfactory contract cannot
be negotiated with one of the highest ranked firms, staff requests Board approve

staff to terminate negotiations with the firm and enter into negotiations with the next
highest ranked firm.
2. Direct staff to do a site visit to the #1 ranked firm by the Board.
3. Direct staff to not proceed with any further action.
