An increase in the education portion of the


property tax recently released in the Alberta
governments 2016 budget is railroading town
council to collect hundreds of thousands of
dollars more from taxpayers and continues to
tie their political hands in the process.
Numbers released for 2016 show that Strathmore is subjected to an eight per cent increase
in the education property tax, equivalent to an
additional $371,233. Every year municipalities
are required to collect the education property
tax and redirect the money to the province to
be deposited into the Alberta School Foundation Fund (ASFF) a fund established by the
province in 1994.
The number is derived from the provinces
calculations of each municipalitys assessment
value for taxable properties, to then contribute of the public education system. Along with
an $8,900 increase to the Wheatland Housing
requisition, and slight decreases in the municipal mill rate calculated from the 2016 budget
and the assessment roll for taxable properties
the average residential property will experience an increase of 2.3 per cent, resulting in
$55.
The increase that we do have, I think is safe
to say, is pretty much exclusively as a result
to the education requisition increase, said Director of Corporate Services with the Town of
Strathmore Mel Tiede.
According to the provincial 2016 to 2019 fiscal plan, the education property tax revenue
collected from Alberta municipalities for the
2016 to 2017 year is foreshadowing a climb
of 6.8 per cent or a $2.4 billion windfall. As a
result, the funds make up 32 per cent of the
2016 to 2017 education operating costs.
Tiede presented this information within the
2016 Tax Rate Bylaw to council on April 20,
where council was once again left powerless
against the tax and in agreement with other
municipalities who publicly voiced their opposition to the process.
I know certainly many communities across
this province are strenuously opposing this
provincial government assessment regarding
education taxes and are very upset that the
province is continuing to insist that municipalities gather a provincial tax, said Councillor Denise Peterson.

Council received glimpse into NDP budget


effect on municipal finances

Local officials were left dismayed during last weeks regular council meeting,
when information regarding the impact
of the NDP budget on Strathmores financial affairs revealed mounting expenses and an increased financial burden over the next few years.
Town council was made aware of
the growing monetary fallout from the
2016 provincial budget as a result of
the surge in the education property tax
and newly proposed carbon tax, which
directly affects all of Alberta including
Strathmore.
With fuel prices forecast to swell and
natural gas expected rise, town staff
estimated the town to dish out an additional $17,200 specifically for carbon
tax costs.
Now it doesnt end there, said Mel
Tiede, director of corporate services.
We have no definite information on
grant funding on infrastructure or on
funding on operations from the province at this time. That would be on the
revenue side, if the province was going
to step up to the plate to give us some
additional money. Theres not detail on
that.
According to Tiede, the town utilizes nearly 100,000 litres worth of fuel
for town vehicles and equipment. Under the carbon tax, gas and diesel fuel
will be exposed to climbing prices over
the next two years. This includes an

increase of 4.5 cents per litre by next


year, and a 6.7 cents per litre increase
the following year. Diesel fuel, in comparison, will see a rise of 5.4 cents per
litre in 2017 and an eight-cent increase
by 2018. Therefore, the town will spend
an additional $4,600 next year, and
$6,900 in 2018.
In addition, the carbon tax proposed
a tax rate of $1.1 per gigajoule of natural gas in 2017. In turn, the town will
spend $12,600, and with a tax rate of
$1.52 in 2018 that number will rise to
$19,000 for additional taxes.
Strathmore is among numerous other
Alberta municipalities that are experiencing the pinch and are vexed about
the situation.
Mayor Nenshi was complaining
about the same thing, said Councillor
Rocky Blokland. He was told the cities,
towns, and villages are not eligible for
any rebates at all.
The 2016 Alberta NDP budget excludes municipalities from being eligible for a rebate in regards to the carbon
tax. The tax only provides rebates for
those couples earning up to $100,000
and singles making an annual net income of $51,250.
Strathmore will also be affected in
correlation to electricity consumption.
While no direct tax on electricity is
specified in the budget, the electricity
is generated from natural gas generators, Tiede said. Although the town had
previously purchased contracts fixing
the price of electricity until 2020, the

cost of natural gas will impact taxpayers without such exemptions.


Residents will also notice an eight per
cent increase in the education property tax, amounting to approximately
$371,000, which the town is required
to collect for the province, to then be
redirected to public education operational funding.
After being asked about changes
to the Municipal Sustainability Initiative (MSI) funding, Tiede assured the
council that no information about an
increase to MSI funding had been released and no details have been provided regarding additional funding for
infrastructure. The carbon tax and education property tax will come into effect early next year.

(i) a Recreational Vehicle in a front
yard for longer than seventy-two
(72) hours in any one hundred and
sixty-eight (168) hour period;
(ii) a Commercial Vehicle of gross
weight exceeding five thousand
five hundred (5500) kilograms to
be parked in a yard in a residential
district for longer than twenty four
(24) hours to load or unload the

(vi) a motor vehicle to encroach
onto the sidewalk, curb, or

COUNCIL HIGHLIGHTS
APRIL 20, 2016
Mr. Darren Adamson from Young Parkyn McNabb LLP presented
Council with the 2015 Draft Audited Financial Statements. Council
accepted the 2015 Financial Statements as information and authorized
two members of Council to sign the financial statements.
Representatives from the Strathmore Library spoke with Council in
regard to their Annual Year in Review. Mr. Jim Greer and Mrs. Rachel
Dick Hughes presented Council with the report. Council accept the
Strathmore Library Annual Report for Information.
Council gave first, second, third and final reading to Bylaw No. 16-04
Tax Rate Bylaw.
Council gave first reading to Bylaw No. 16-08 West Strathmore
Conceptual Scheme.
Council will hold a Public Hearing for Bylaw No. 16-08 West
Strathmore Conceptual Scheme on Wednesday, May 18, 2016.
Council gave first, second, third and final reading to Bylaw No. 15-32
Chief Administrative Officer Bylaw.
Council authorized Mr. James Thackray to carry out the powers,
duties and functions of Chief Administrative Officer for the Town of
Strathmore commencing April 23, 2016 at 12:01AM.
Council postponed consideration on Bylaw No. 15-27 Taxi Bylaw to
the May 4, 2016 Regular Council Meeting.
Council appointed Ms. Marlene Risdon to the Strathmore Library
Board for one term ending October 30, 2016.
Council accepted the letter from the Town of Fox Creek and the
request for a letter of support for information.
Council forwarded a letter to the Town of High River in support of
their efforts to have changes made to the Alberta Disaster Recovery
Program.

NOTICE OF PUBLIC HEARING:


MAY 18TH 2016, BYLAW #16-08
Bylaw 16-08 is a Bylaw to adopt the West Strathmore Conceptual
Scheme. The Town of Strathmore retained Dillon Consulting in 2014
to prepare the West Strathmore Conceptual Scheme, affecting
approximately 384 hectares of lands comprising the westerly six quarter
sections annexed to the Town in 2010. Dillon Consulting, through
consultation with the affected landowners, other stakeholders, and the
Town of Strathmore Administration, has now completed the Conceptual
Scheme. The Conceptual Scheme is a long-range planning policy
document, identified in the Municipal Development Plan as a necessary
next step to set a framework for the eventual preparation of Area
Structure Plans.
A copy of the proposed Bylaw may be inspected by the public during
regular office hours, 8:30 am to 4:30 pm, Monday to Friday at the Town
Office (680 Westchester Road, Strathmore, AB), or can be found on the
Town website (www.strathmore.ca/bylaws_under_review). Please
contact the Town Office if you would like an opportunity to review and
provide input on the proposed amendments prior to the Public Hearing.
The Public Hearing will be held in the Council Chambers, Strathmore
Municipal Building, 680 Westchester Road, Strathmore Alberta on
Wednesday, May 18, 2016, commencing at 7:00 pm with procedures in
accordance with the Town of Strathmore Council Procedural Bylaw #0711 and amendments thereto.
Any person or group of persons, or person acting on someones behalf,
who claims to be affected by any or all of the proposed bylaws may
present suggestions or concerns by making a submission to the public
hearing.
Written submissions to the Public Hearing or the name of any person
wishing to make an oral presentation at the Public Hearing must be
received by the Planning and Development Department prior to 12:00
noon on Thursday, May 12, 2016 as outlined in Bylaw #07-11 and
amendments thereto. If your written submission is not received by this

Sometime when things become so prevalent in

fair process. Its not only onerous for
a municipality to have to pass this on
with not power or no input basically,
and its even worse for school boards
who are still expected to carry out
their book of business without being
able to impact the situation.
Strathmores 2016 Tax Rate Bylaw
also outlined a decline in the municipal
residential mill rate to 5.476 from 5.557
the previous year. The non-residential
mill rate also decreased to 6.251 from
6.312 in 2015. While the town collects
the taxes including the education
property tax annually, some council-

We will be getting a lot of complaints about this rate, and I think
its just really important to remember
that we have nothing to do with this
rate increase, said Councillor Bob Sobol. That $371,000 is money we collect from our taxpayers and we write
a cheque to the provincial government
for that amount. Thats our job, thats
required by law. We have no choice in
the matter. We like to see it changed.
We tried very hard over the last few
years to get that changed, but it does
go on our tax bill. It is certainly not
funds, its not a municipal tax, because
we dont see one cent of it.
Council did pass the 2016 Tax Rate
Bylaw on April 20, with Mayor Michael
Ell and Councillor Steve Grajczyk absent.

Wastewater woe solution for Muirfield imminent

It was standing room only, at Wheatland County council
chambers on April 19, as a public hearing outlined resident
concerns over a vote on the servicing bylaw 2015-35, revisions to the direct control district guidelines of 2015-39 and
the repeal of bylaw 2005-03.
There have been ongoing deliberations for many years,
causing residents and Wheatland council to wade through
the muddy issues generated by the cancellation of a wastewater contract held with the Lakes of Muirfield community

On May 14th is our 10th annual Shoot for the Troops, and we are now accepting items for
our silent auction at the branch, until May 13th. Please make sure nothing is broken or chipped
or needs parts and put your name on the item so your donation can be mentioned on the bidding sheets. All of the proceeds of this exciting day will be donated to non-profit organizations
to help them with their fight against PTSD.
Our cook, Jan, has informed us that she is looking to retire as of May 15th. If anyone
reading this is interested in taking over the Legion kitchen, please put together your resume/
tender and drop it off at the Legion bar in an envelope addressed to the attention of the Kitchen
Chairman.

their waste to Strathmore treatment facilities.
Staff offered Wheatland council four options for
consideration regarding the servicing bylaws:
Keep the existing servicing requirements
Change the existing servicing guideline and
have staff to report back to council six (6) months
from the date of adoption of Bylaw 2015-39 (Direct Control (DC-9) District), as to whether or not
the Bylaw should be amended to include regulations pertaining to servicing requirements within
specific Development Cells.
Amend the servicing requirement regulations with application only to parcels owned by
0747744 BC Ltd., as of the date of adoption of
this Bylaw.
Rescind the bylaw
Submitted feedback letters indicated residents
didnt want and couldnt afford more costly servicing and taxation, objections to any blockade
of development, clarification on which developments guidelines applied and encouragement to
develop something that would deal with future
development issues.
Lakes of Muirfield project manager Jim Souza
came to council waving an encouraging letter received from the Town of Strathmore CAO Dwight
Stanford that might finally answer the development and servicing problems for the Lakes of
Muirfield.
Stanfords letter said, generally, that Strathmore would be open to the builder connecting to
Strathmore utility services from an 18.3 km pipeline that would be run from the Lakes of Muirfield
to Strathmore.
The town (Strathmore) is in favour of becoming a regional treatment center, if residents assume their financial responsibilities, said Souza.
I want to make sure that all residents are clear
that I am hoping council chooses option two. We
have not been sitting on our hands; we have been
out there going to work. If we look at a one year
time frame by 2017, this should be put to bed.
I am looking to all of you for support regarding this pipeline. said Hassim Harmani, Lakes
of Muirfield current owner/developer, as he addressed council. Over the last three years we

have left no stone unturned to come up with a


solution to this problem. We will make this happen but we will need your support.
Harmani said he was not asking for financial
considerations from the county for the pipeline,
which would cost about eight to 10 million dollars, as he was prepared to arrange financing.
Harmani said it would be crucial that council and
other stakeholders cooperate throughout the process of getting the pipeline in place and the sixmonth visitation clause would help everyone put
into motion the steps needed to see the project
completed.
Previously there were plans to coordinate with
Douglas Homes and the Homestead Development, to hook into a pipeline that would direct
waste from all the developments to a sewage
lagoon situated near Cattleland north of Strathmore. There were some delays in getting that process up and running.
Harmani said he will always work with his
neighbours to achieve good results for everyone.
However, he said the other developers had to
raise significant finances to begin their sewage
lagoon and pipeline project. He felt that the residents of Muirfield should not be made to wait on
speculation that this process will be funded. He
qualified that if the other developers were interested in tapping into the proposed pipeline connected to Strathmore, he would be willing to enter into discussions with them.
Staff indicted that the revisions to the direct
control guidelines were needed, as originally the
Muirfield area did not include plans for areas like
RV storage, servicing buildings, commercial development and semi-detached residences. It was
part of a process to make things easier for county
residents and developers in the future.
These revisions will provide more clarity, said
Gerry Melenka, community planner.
Council approved Option 2 giving the bylaws
second, third and final reading.
Alice Booth was in opposition to the first reading. She indicated that the six-month grace period didnt necessarily ensure that good intentions
would lead to tangible results.

Students from Brentwood Elementary School will have their
handiwork displayed at the
2020 Olympics literally.
The Strathmore school was
chosen to create a section of the
Biggest Painting in the World,
a project designed to nurture
peace, love and community in
children all over the world. All
the sections will be sewn together and the finished product
will be showcased in Tokyo, Japan, the site of the 2020 summer games.
Brentwood staff received a
length of fabric and painted the
school mascot, Bucky, in the
centre. Then, with help from
volunteers, students from Kindergarten to Grade 3 chose a
color and surrounded Bucky
with their painted handprints.
This is an exceptional oppor-

tunity for our students to connect with other students around


the world, said Erin Friesen,
Associate Principal. Its a huge
honor. Theyre taking part in
something thats bigger than all
of us, and its teaching them the
value of peace and respect for
others.
The project came with a tight
deadline, so staff and students
rallied and took a true team approach.
A lot of work went into the
project, said Friesen, and the
entire team pulled together to
create a beautiful work of art in
a short period of time.
Once it was dry, the painting was sent to Japan to be displayed with others at Tokyos
Haneda Airport Terminal 1 Sky
Gallery, under the theme Connect All the Towns in Japan,
Connect All the Countries in the
World.
Friesen says teachers and students alike are excited about

having their work displayed on


the world stage.
The students cant wait to
watch the Olympics on tv in
the hopes of seeing their painting, she said. Theyre proud of
the valuable contribution they
made.
Even though the 2020 Olympics are four years away, the
teachers are confident their students will remember the role
they played.
My students will be in junior
high by then, but I think this
will really stick in their minds
and give them a sense of connection to the Olympic Games
that they wouldnt have had otherwise, said grade three teacher Wendy Hatton.
After the Olympic games are
over, the Biggest Painting in the
World will be placed in the reference library of an A-bombed
primary school in Hiroshima, as
a gift for future generations of
children.

Ag industry training is not just for farm kids

Over 80 high school students from across Golden
Hills School Division, including Standard, Rockyford, Hussar, Gleichen, Strathmore, Drumheller,
and Three Hills participated in an Agriculture Industry Training Day at Standard School on April 19.
The purpose of this day was to allow students
to connect theory from an Agricultural Workplace
Safety course with industry experts and community
partners.
This day was made possible due to the generosity
and support of local organizations, businesses, and
individuals. Several Agricultural Societies stepped
up in a big way to support this event including
the Standard and District Agricultural Society who
sponsored a lunch for all of the participants and
presenters and the Hussar and District Agricultural
Society made a generous donation to help cover
expenses.
Agriculture for Life, a not for profit organization
dedicated to building a greater understanding and
appreciation for agriculture, coordinated morning,
small group, break-out sessions. These sessions
included Rocky Mountain Equipment, CHS, ATCO
Underground Utilities, The Co-Operators, ATV
Safety, and FORTIS. Scott Elias, a local area farmer brought in a Quad Track tractor for the Rocky
Mountain Equipment session.
In the afternoon, students had their choice of
four fantastic industry focused tours. A Greenhouse Production Tour included stops at AVB
Greenhouses and Eagle Lake Nurseries. Standard

School teacher Kirstie Rougeau took students out


to Rougeau Farms for an Equine safety and handling workshop. Cattlelands Feedyards near Strathmore hosted students on a tour of their operation
as part of the Livestock Production tour. Finally,
four companies participated in the Crop Production Tour which featured CHS in Standard, Strathmore Seed Cleaning Plant, Crowfoot Ag, and Agrium in Standard.
Many of the presenters, including Andy Stender
of Crowfoot Ag, spoke to students about the diversity and range of careers and post-secondary opportunities available in the Agriculture Industry.
Agriculture is one of the fastest growing, in-demand areas of the economy. From opportunities
for value-added strategic planning of Ag products,
to the growing need of professional services in this
industry, Agriculture offers many opportunities to
explore a wide range of occupations and develop
many competencies in an authentic, hands-on way.
With all high school students of Standard School
participating in this training day, it is clear that agriculture education isnt just for farm kids anymore!
The skills and competencies that can be developed
in Agriculture experiences are highly sought after
and are believed to be transferable across many
sectors of the economy. Experience in agriculture
through classroom learning and engagement offers
students a competitive advantage in a growing and
globalized labour force.
The Standard School Agriculture Industry Training Day is one such program providing students in
Golden Hills School Division with that competitive
advantage through community-based learning.

Recent work on the House of Commons Committee


on environment and sustainable development

Bow River Member of Parliament

One of my main Ottawa responsibilities as a
Member of Parliament is serving as a member of
the House of Commons Standing Committee on
the Environment and Sustainable Development.
This committee, which sits twice during weeks
that the House of Commons is in session, meets
with stakeholders from across Canada as well as
across the world to hear their expert testimony.
The information they provide to Members of Parliament on the committee is crucial, and usually
forms the basis of a final report that is published
and tabled in the House of Commons.
We are currently looking at the Federal Sustainable Development Act, as well as the current Minister of Environment, Hon. Catherine McKennas,
Draft Sustainable Development Strategy. We are
also conducting a review of the Canadian Environmental Protection Act, which we are required to
do as part of the law every five years. We also have
plans to study federally protected areas and conservation, as well as clean technology. Finally, we
will take a comprehensive look at climate change.
At the request of our Conservative Members on
committee including myself, we were able to get
the Liberal and NDP Members to agree to include

an economic focus in this study. We know that


not only can the environment and the economy
go hand in hand, but they absolutely must do so.
The Minister and other Liberal officials have stated
they feel the same way, so I hope that we can produce a fruitful study on this issue while working
collaboratively with all parties.
Many of the issues coming up at committee are
relevant to you, my constituents across Bow River.
We have talked about water for example, which I
know is of great interest to municipalities as they
grapple with infrastructure issues. We recently
heard from witnesses how some jurisdictions, such
as Wales for example, have evolved the sustainability title to Well-being of future generations.
This means that they are taking a holistic approach to sustainability, focused on leaving a better world for their children, and grandchildren. We
also heard from Minister McKenna on her mandate
letter, as well as her plan for the next year, where
I had the opportunity to question her.

Keeping the doors open

County of Wheatland Community Enhancement
Fund money has been allocated and board spokesperson Marci Field addressed councillors on April
19, with the options suggested for community support from the Community Enhancement board
members.
Fifty three applications were received, 40 applications were recommended and 13 were declined,
said Field. The board followed the guidelines set
out for them and speaking for all the board members, they extend their thanks to council for allowing us to be involved in this worthwhile process.
Total money recommended was $371,166.84.
There is a reserve fund of $13,760.19. Eight projects were required to return funds to the reserve
that totaled $11, 917 of the reserve. For a complete
breakdown of projects, see www.wheatlandcounty.
ca under the April 19 council agenda package.
Nine projects from last year had yet to reach
completion and the board granted an extension,
encouraging local fundraising to get the projects
completed. All 2015 projects had completed their
reports required to be submitted to the board.
Field said that over the last five years the board
has seen about 41 per cent of community project
grant applications approved.

Council had some concerns about this years


awards, as many of the recommendations approved applications to cover costs of utilities and
insurance on community and club facilities.
Councillor Ben Armstrong indicated that the
fund was not intended to support those areas.
I would rather see funding go to one-off projects, said Councillor Brenda Knight. If they are
that bad off, will we eventually have to take these
over and will this mean all community organizations will come forward for us to pay their utilities?
Field said the number of applications for utility costs may be due to the breakdown for funding put forth. As it is almost impossible to obtain
grants for operating expenses, the board split applications into two general categories of operations
and other projects. It was suggested that funding
granted for utilities and insurance would allow the
various groups the ability to spend fundraising on
other projects. She indicated that in the current
economic downturn, there has also been a reduction of funding to community groups by private
businesses.
At this present time, we felt it was important to
keep these buildings operational, said Field.
It is still community enhancement, said Councillor Rex Harwood. We are short on recreation facilities and this allows them to sustain themselves.

staff are working diligently to spread
awareness and shed light on physical
fitness and health by providing citizens with free recreational activities

Inspired by the impact of technology on children and todays generation, organizers Kendra
Armstrong and Tracy Simpson brainstormed to
create a month-long first-of-its-kind event REC
the Streets to bring the community together and
celebrate fitness and the outdoors. Their initiative
already attracted an overwhelming response from
local health-related businesses and fitness facilities to get involved.
I just feel in the times today, the way the people and children are, its got to the point that kids
arent getting outdoors and experiencing the parks
and playing outside and feeling safe to play in the
streets anymore, said Kendra Armstrong, community events assistant for the Town of Strathmore.
Its all become about electronics, television,
and forgetting what it is to enjoy the outdoors and
whats available in our communities.
The Alberta Recreation and Parks Association
(ARPA) deemed the month of June recreation and
parks month, in order to encourage more Albertans to take advantage of their parks and environments. Therefore, REC the Streets will make
activities available for residents four days a week,
including yoga, zumba, stretch-and-tone classes,
self defense, outdoor spin classes, and painting
in the park.

When made aware of the event, Strathmorebased organizations didnt hesitate to jump on
board and offer free classes on the downtown
streets, where two blocks will be closed off on
2nd Avenue. Such businesses included APEX
MMA, Pranava Yoga, Anytime Fitness, Strathmore
Curves, and That Fitness Place to only name a
few.
To ensure a successful turnout, organizers have
also been canvassing various local businesses
who sell health and fitness related products, and
already collected prizes for the different fitness
classes.
REC the Streets provides activities for all ages,
with specific classes suited more directly for
adults, and some for those with limited mobility
and seniors.
We are just hoping to initiate a healthier way
of life within our community and promote whats
available in Strathmore for recreational opportunities, Armstrong added.
The organizers have created a Facebook Page
with more information, and a detailed schedule
will be available in the Strathmore Times in the
first week of May.
REC the Streets will start June 1 and run throughout the month of June, Monday to Thursdays 6
p.m. to 8 p.m.

Deadly crash
takes the life of
Langdon resident

Langdon residents have once again come together after
another fatal collision occurred near the hamlet only one
month after a collision took the lives of two of their own.
Twenty one-year-old Katie Ditto lost her life on April 19 in
a two-vehicle collision on Highway 797, south of Langdon.
Strathmore RCMP were called to the scene around 11 p.m.
A candlelight vigil and balloon release were held on April
22 at the site of the crash to remember the life that was lost.
The driver of the other car was transported to hospital
with serious injuries. Both drivers were the sole occupants of
their vehicles. A GoFundMe page was set up to help Dittos
family with financial support and so far has already raised
over $16,000. Her funeral was held on April 25 at the Wheatland Funeral Home in Strathmore.

Gleichen cemetery. The
purchase and installation
cost was covered by fundraising and supplemented
by a $10,000 grant from the
county.
The columbarium niches,
plaques and plots are for
sale, but prices have gone
up. On April 19, a fee amendment to Bylaw 2013-19 was
set by council, along with
some guideline revisions
regarding cemetery care issues and maintenance.
A niche or lot will cost
$600 for residents and
$1200 for non-residents and
plaques will cost $150, excluding the engraving.
There is a $100 disinterment fee for lots and a $50
processing fee. Plaques
posted on the columbarium
scattering wall, for those
loved ones ashes scattered
in the memorial garden, will
also have different prices for
residents ($300) or non-residents ($600).
The fees are based on
comparisons from other
area cemeteries. We are considerably lower than everyone else, said Wheatland
CAO Alan Parkin.

Wheatland County gives nod


to Oxbow annex

On April 19, Teslec Property Corporation and the Town of Strathmore wanted
some indication as to Wheatland County
councils leanings toward the possible
annexation by the Town of Strathmore
of approximately 320 acres containing
the Oxbow golf course.
Adding the above lands to the Town
of Strathmore would enable full consideration of servicing, including but
not limiting, the provision of potable
water to the prospective subdivision,
said Mayor Michael Ell, in his correspondence to Wheatland council. Annexing
the adjoining roadways, namely the affected portion of the Wildflower Road,
along with a one-mile stretch of the

North Boundary Road and mile stretch


of Range Road 254, will enable the town
to revisit and refine the future ring road
planned along the northwest perimeter
of town.
Teslec Property Corporation is proposing to develop villa-style senior residences by the golf course, add a wetlands interpretive centre and link pathways into
the Town of Strathmores parks and pathway system. The owner indicated if the
annexation did not take place, there may
be a real possibility that the golf course
would no longer be economically viable
and may have to close. Current county
servicing requirements, in their opinion,
would make it difficult to go ahead with
future development.

proposal makes sense, said Councillor

landowners close to Strathmore.
Other councillors had similar reservations and wondered if it would set precedents for county landowners surrounding Strathmore boundaries.
The proper processes would have to
be followed, indicated Wheatland County CAO Alan Parkin. But in this particular case, it will speed things up considerably if council is on side with this.
Council indicated that it was favourable to the idea; however, they would
revisit this particular request after they
received more information and they met
with the Town of Strathmore at a meeting scheduled in June, which will include discussion of land adjacent to each
others boundaries.

centre the man who still regularly continues to enjoy a meal
at the fast food restaurant 60 years later.
The loyal customer first stepped into the restaurant when he
was only 17 years old and has been enamoured with it ever
since. His first love, however, was his wife who he used to
meet up with at the restaurant.
Back then we used to meet our girlfriends there, reminisced the 83-year-old Dolphin. We would meet there and
have a hamburger and a milkshake.
When the picture was taken the franchise was a little different. Waitresses brought food to parked cars on roller-skates
while music played in the parking lot; Dolphin and his friends
would meet up to dance the jitterbug and have a good time.
Nowadays, Dolphin still meets up with friends at A&W.
The restaurant has been a staple part of his life, especially
during the 25 years that he was a truck driver, a job he loved to
do even if the roads were narrower than they are today.
Margery Weatherby is a long-time friend and was amazed
that Dolphin has been going to the A&W for most of his life.
I think not only is it good for the A&W to have a continued
patron for the past 60 years but he has been coming here since
he was a teenager, said Weatherby. He is still going there, it
is absolutely amazing.

Following numerous questions and
various concerns about the financial
implications and need regarding the
Strathmore Overnight Shelter (SOS),
the Harvest Healing Centre Church is
hosting an open house to provide answers and information to eliminate rumours and the unknowns.
Last year, John Hilton OBrien, Pastor
Elizabeth Karp, Pastor Dawn Nelson,
and Waldo Munoz approached council about a financial commitment to
their proposal of a transitional shelter
to help address the issue of homelessness in Strathmore and its surrounding
area.
With a mild winter and a homelessness problem that remains largely hidden in Strathmore, some residents have
voiced their concerns regarding the
initiative. Yet according to Outreach
Director for SOS Richard Rodgers, the
need for a shelter, when Calgarys facilities are turning individuals away and
community members are losing their
homes as a result of the economy, remains evident.
Therell be a lot of questions thatll
be answered at the open house and
I think the main thing is, why do we
need it? said Rodgers. Thats a general question from the public. Is it a
waste of money? Can we use the money elsewhere? Were going to be answering everything. With the economy
it doesnt matter if its cold or hot outside, people still need a place to go.
The Harvest Healing Centre Church
has the space necessary for the shelter,
but required specific renovations and
modifications to the sleeping areas and

bathrooms and was hit with an unexpected obstacle of having to install


a pricey sprinkler system in order to
meet safety standards.
Although the town did invest $40,000
for 2015 and $20,000 in matched funds
for 2016, a mild winter, donations, and
volunteered labour already cut costs
dramatically, without accessing the
towns funds.
A lot of people stepped up for
parts, did some labour, discounts on
plans for the building to determine
how much it was going to cost. Theres
a lot of people that stepped up and it
probably cut our costs in half.
While rooms are updated and only
require furnishing, the sprinkler system, renovations to the bathrooms,
carpets, and a paint job are still required before the shelter can open to
the public. However, on May 6, the
open house will include a tour, a slideshow of the homeless in the area, followed by a presentation of the shelter,
and information regarding other initiatives and fundraising, staffing, and the
shelters general operations. The public will also have a chance to engage
in discussions to receive clarity about
the project and its impact on the com-

The shelter, which is planned to have
10 beds, will provide overnight accommodation for adults only, with an average stay of five days. The individuals
will also receive breakfast and be connected with local non-profit organizations and other resources available. To
ensure the shelters ongoing operation
year-round, costs are expected to reach
$164,000 annually a portion of the
money that will be allocated to a paid
staff member with mental health training. Members of the shelter are still
looking for interested volunteers and
are actively pursuing post-secondary
institutions for prospective students
interested in gaining work-term hours
towards a practicum.
The open house will address costs,
operations, construction, unveiling of
the new logo, and speak to other related issues associated with the project.
The SOS board extended an invitation to organization representatives to
attend the event from 5 p.m. to 6:30
p.m. on May 6. The public is encouraged to tour the facilities and receive
information over coffee from 7 p.m.
until 9 p.m. at the Harvest Healing
Centre Church, at 102 Canal Street.

Badminton players head to zones;


half may struggle, coach says

For the past few years Strathmore
High School badminton players have
put their best serving side forward and
continuously snatched up wins when
competing in zones. Following last
weeks Counties Badminton Tournament, a contest to determine those players qualified to advance to zones, 27
SHS athletes are among a total 46 badminton players, including athletes from
Standard School and Holy Cross Collegiate, representing the region at the
competition with hopes of advancing to
provincials.
Yet while half of those qualified from
SHS are in Grade 12, head coach Kenton
Zandee anticipates most of his athletes
to struggle this year.
We had a very strong last three or
four years, and we won zones every
year quite easily, said Zandee. This
year I think will be a tough challenge.
We dont have the number of players
and were retooling a bit. We have a lot
of new kids theyre eager, but theyre
not quite there skill-wise yet.
In comparison to previous years, lack

of experience has deemed 2016 a rebuilding year. While the sport continues
to grow in popularity - registering 48
players this season, the most Grade 10s
to date, and an increase to 15 male participants Zandee focused practices on
proper technique, good practice methodology, and shot making. Although
this years skill set doesnt rival that of
the previous seasons, the Grade 12 students have shown initiative to challenge
each other and influence the younger
athletes.
If you only have one or two good
players its difficult to motivate them and
challenge them to get better, Zandee
said. We still have a lot of good Grade
12s and theyve pushed each other. I
think theyll do well in zones. I think a
few of them should go on to provincials
hopefully. The Grade 10s and 11s are
learning that.
Having qualified for Zones the last
two years and competing at provincial
level last year, Grade 12 student Libby
Wheeler is looking forward to being
among her 26 other team mates and
competing in zones for the last time.

We have a really fun team, we have a
good time with each other and were all
close but its pretty competitive throughout all the tournaments and zones, she
said. The last three years were pretty
strong, so I think the Grade 12s will

have a pretty good year again.


All 48 members of the SHS badminton team tried out at the Counties Badminton Tournament, which took place
on April 20. Forty-six athletes from
Holy Cross Collegiate, Strathmore High
School, and Standard School will take
part in zones in Three Hills on April 30.

Strathmore go-kart club on second year around

The Calgary Kart Racing Club
opened its second season in Strathmore on the weekend and has already
seen growth in both membership and
the facility since bringing the franchise
to the town last year.
This past year has been awesome,
said Mario Gimenez, a 10-year-long
member of the club who had just finished his qualifying lap on April 24,
the first race day of the season.
We have had so much support from
the [town] here that we have never experienced anywhere else before and
the facility is becoming quite nice
probably one of the nicer ones in Canada.
Officially, the club opened its new
headquarters last year, and has already
seen a great enthusiasm grow for the
sport locally. The club has grown to
130 members. Naomi Hanna is one of
the newer members, who has being
racing since she joined up last year.

Its really fun first of all but you also


build up a sense of community with
the people here who have the same
interests as you and its kind of like
having a family here.
John Kwong, the president of the
club, mentioned this sentiment, referring to the club as family friendly with
racers ranging in age from as young as
five to 75 years of age. Many competitors are families with parents and children sharing a love of the sport.
The club is proud of their new headquarters, which was once pastureland
and through the hard work of local
builders and club volunteers has managed to become the Strathmore Motorsports Park. Kwong explained that
the past year was hectic as they were
continuously improving the facility.
Some of the developments planned for
this season include installing their new
grandstand, fixing their BBQ shack
and improving parking. Kwong said
that there would also be a new lighting system for the track that will be
installed by mid-season.

The Calgary Go-Kart Club opened up their new season on April 24 at the Strathmore Motorcross Park.
The club is celebrating their second year in the town.

I love antiques. I love the history


and the solid workmanship which
rarely exists in modern day, slap
together theology in order to
make more money. You cant put
a value on workmanship and
quality.
I think that heritage is so important, yet it seems to be another
value slowly fading out along with
family. It is sad to think of how
many are put away at the end of
their lives and forgotten about.
Yet, these are the very people
who pioneered, invented and
blazed trails for us. They have
seen changes beyond comprehension and a lot carry wisdom
that only comes with a lifetime of
learning and experience.
Somehow we have to take a step
towards bridging the gap between
the younger and the older.
I think there is much to be learned
and imparted about their integrity
and patient determination and
faith no matter what life throws
at you.
I love being with a lot of the
people that come in to volunteer.
These are the salt of the earth
people who stick things out no
matter what and are not surprised
at lifes curves. They still have
genuine caring and concerns for
others no matter what they are

in their presence is a privilege
and always encourages my day.
The Bible also talks about the
importance of honoring and continuing to impart heritage to the
next generation. It is our mandate
to teach future generations about
character building and heritage
that they are never going to get
from a book or computer. It is our
job to live and teach faith that can
only be taught by example.
It was a command in the Bible to
teach their children about who
God was and tell stories of what
great things He had done from
generation to generation. They
imparted their faith in God and
taught them diligently just like
Deuteronomy 4:9 said to do.
It captures my attention far more
when someone is telling me a
story from their heart and personal experience rather than just
reading about it.
I want to encourage us and challenge us this week to impart Gods
heritage and future into someone
in our life, teaching them to honor
and value those who have blazed
trails ahead of us. The blessing
will be theirs when they do.

at the national championship in
Weyburn, Sask. April 17-23.
The Okotoks-based triple-A
midget female hockey team went
3-1 during the round robin portion of the 2016 Esso Cup, en
route to the franchises first-ever
bronze medal.

the bronze medal, said head

coach Paul Pozzi. We certainly


came very close in the semifinal
to moving on to the gold medal
game but we certainly had our
chances but I guess it wasnt
meant to be. But the girls performed amazingly. They worked
so hard and even after that loss in
the semifinals its easy to just sort
of not show up for that bronze
medal game, but just like they
have all year, they just bounced
back and played a great game for
the bronze medal and won it very
convincingly.
According to Pozzi, the girls
really started clicking after the
Christmas break, leading into the
second half of the season and
playoffs.
I think just, we sort of established a culture early in the year
that were going to always be supportive of each other, said Pozzi.
Our main vision was really based

on hard work and that nothing


was going to come easy for us
and that its always about hard
work and supporting each other
those types of things and we
carried that right through.
Its great for the seniors, the
ones that are graduating, this is
a great way to end their midget
career. Its a good way to end the
season.
According to Wheeler, it was a
season to remember.
It was a really surreal experience, she said. We didnt really
expect too much going into nationals, so coming out even with a
bronze is a really big honour. Its
the first time that our association
has ever won the league, or won
Pacifics and even go on to nationals, so it was a really big year for
us. Its not every day you get to
say youre one of the top three
teams in Canada.

HCC to get football team

Holy Cross Collegiate (HCC) remains
optimistic about a future football team
following possible success in their upcoming spring football camp. Students
have already shown much interest over
the years. However, it was the initiative of Joshua Jalbert and Michael Annicchiarico, both HCC teachers, which
allowed for this opportunity to occur.
We were pretty gung-ho about it,
said Jalbert, the athletic director at the
school.
We were pretty excited to get something going so having each other to
work off of was a big part of it.
Now that the idea has been approved, the school will be hosting a
three-week-long football camp for boys

A decision was made by the Strathmore Wheatland Kings Junior B Board
of Directors to apply for an extension to the ALGC commission; allowing more time to reach the 1999 ticket
sales required.
The Board of Directors is confident
that the draw will be a future success
for the Junior Hockey Society. The new
draw date is set for July 30, 2016 with
the draw being held at the Strathmore
Family Center at 160 Brent Boulevard
Strathmore. Ticket sales are close to the
quantity required as part of the application to AGLC for the extension.
Its definitely disheartening to have
to extend again, said Mike Langen,
President Wheatland Kings. I think
maybe it is a sign of the times with the
economy being as it is. I feel for those
who have purchased and who are going to purchase that the value is extremely affordable.
Its a $50 ticket on a $50,000 truck
and the odds will be very good this
year. I think our advertising and direct
sales approach will change to get us
up to the break-even point moving forward.
We are investigating online purchasing to make it easier to access for those
that are busy and dont have time or
are from the surrounding area. We appreciate the community support and
for those that have bought tickets, and
please bear with us as we cross the
threshold

interested in playing. The camp will allow the students to learn the fundamentals of the game, such as tackling
and blocking, in order to prepare them
for a number of skirmishes planned at
the end of the camp.
According to Jalbert the first scrimmage will be against St. Josephs Collegiate from Brooks and will then
celebrate the end of the camp with a
jamboree. These will involve a number
of different teams competing against
each other.
If the camp is successful, Jalbert
hopes to officially join the Alberta
Schools Athletic Association (ASAA)
six-man football league in September. The league was started about five
years ago in order to allow for smaller
schools and communities to compete
competitively.

The Strathmore Venom peewee B Lacrosse team won gold at the Edmonton Icebreaker Tournament
April 22-24. The team went undefeated for the tournament against teams from across Alberta, before
playing in the gold medal round against Sherwood Park and winning 5-3.

Obituaries
Margaret Bertha

Ross passed away on April 22, 2016 in Strathmore,


Alberta, where he was born in 1921. Ross was predeceased by his three brothers and two sisters. He
is survived by Lorraine McKendry, Gail Cleeve, Carol
McKay, and numerous nieces, great-nieces, greatnephews, and many friends. Ross was formerly a
personnel manager at Calgary General Hospital. He
then moved to Winnipeg and worked with Dominion
Bridge and later with the Government of Manitoba.
He enjoyed traveling, which he did extensively and
will be fondly remembered for his wit and humour.

It is with the greatest sorrow that


we mourn the death of our beloved
daughter, Katherine Faye Ditto Katie, who passed away suddenly late Tuesday, April
19, 2016, at the age of 21 years old. She will be
deeply missed by her mother, Kristie Adams and
her father, Brian Ditto; her sister, Kevanne; and her
brother, Cooper. Also left to mourn this tragic loss
are her grandparents, aunts, uncles, cousins, friends,
co-workers, classmates and many other people who
were touched by having our precious Katie in their
lives. She was a beautiful, hard working, talented,
funny, kind, caring, enthusiastic young woman and
while we are devastated beyond belief by her passing, we feel blessed to have had her in our lives for
the time we did. We will love you forever and you will
always hold a place in our hearts. A viewing will take
place on Sunday, April 24, 2016 at Wheatland Funeral
Home from 7:00 8:30 p.m. A memorial service was

Community in Strathmore. Don, her husband and
constant companion for 66 years predeceased her
in 2014. Margie will be remembered by her unquestioned devotion to her family and friends. She is survived by her children, Bruce (June) McArthur, Sandra
(Mark) Ganes, Marilyn (Don) Stewart; her grandchildren, Amy (Matt) Gamracy, Brad (Kelly) McArthur,
John (Paula) McArthur, Clint (Cortney) Ganes, Noah
Ganes and Hannah Maclean; great grandchildren,
Cole, Manney, Hardy, Henry, Jack, Barett, Ivy, Isla and
Celie; sister-in-law, Pat Robson; many nieces and
nephews as well as Don Stewarts daughters and
their families; Claire (Gord) DAoust, Georgia and Max;
Kate (Brett) Armstrong, Emma, Grace and Evan. We
cannot fully express our gratitude to management,
staff and the many friends at Sagewood who have
supported our family through the years. Extra special
thanks to everyone from the Rockyford Neighbourhood wing who took such tender, loving care of Mom
for the last two years. She called them her angels
and treasured them dearly. A Funeral Mass will be
celebrated on Thursday, April 28, 2016, at Hope

Sean Jones beloved father of three of Strathmore


AB, passed away on Thursday, April 21, 2016 with
his family by his side, at the young age of 40 years.
Sean was the eldest of two children born to Bruce
and Julia Jones in Creston BC. At a young age Sean
moved to Calgary AB to attend the Calgary Academy
from which he graduated in 1993. He began his
sales career in the gas and oil industry shortly after
graduation. It is within this he remained working for
the majority of his years until recently switching career paths working with Namaka Feedlot. Sean was
blessed with three beautiful children Peyton, Sawyer
and Connor. He was a fiercely devoted father who
lived for his children. Seans greatest joy was spending his time either at the hockey rink cheering on
Sawyer and Connor or attending Peytons numerous
dance recitals, choir performances and gymnastics.
He also loved family camping trips, fishing with his
Dad and brother, and any event that allowed him to
spend time with Family. He will greatly missed by all.
Sean is survived by his three children Peyton, Sawyer and Connor; Father and Mother Bruce and Julia
Jones; brother Patrick (Heather, Avery and Leah); his
partner Angie (Camryn, Ashlyn, Lauryn); grandmother
Anna Kellow; numerous aunts, uncles and cousins.
Funeral Services will be held at Hope Community
Covenant Church (245 Brent Blvd, Strathmore, AB) on
Saturday, April 30, 2016 at 4:00 p.m. A Celebration
of Life to follow at Travelodge Strathmore (350 Ridge
Road). Condolences may be forwarded through www.
