Position Paper

Topic 1 : The Control of Bio-Chemical Weapons


Country: United Kingdom of Great Britain and Northern Ireland
Name: Mr. Yasser Bouslah

The delegation of United Kingdom of Great Britain and Northern Ireland is concern
about the significant impact caused by the traffic of the weapons including the bio-chemical
weapons. Understand that nations need to have self-defense for their country, military is one
of the most important institution to a country. But we have to make sure that those weapons
are going into the right hands, otherwise we will have a huge threat presented by the
terrorism.
As the world is developing in an unimaginable pace, it led to a knowledge exploded
generation. The progress of technology led to the innovation of ground breaking dangerous
weapons. These products should be carefully regulated by every nation. United Kingdom is
one of the 5 Nuclear Weapon States, and we participate in Biological Weapons Convention,
cooperate with North Atlantic Treaty Organization, G8 and other organizations, devote to
eradicate negative influence resulted from bio-chemical weapons.
The new weapons are getting more dangerous , it did not only damage the target , but also
harm towards the whole population and have a long lasting toxic that human body and the
environment need to spend a long period to recover, such as smallpox.

Our delegation believe we should first urge those states that arent a part of the biological
Weapon Convention participate to help decrease the damage of bio-chemical weapons.
.Every nation cooperate with organizations and fully exchange the information of these
technologies, display every nations product , in order to regulate it efficiently , and aim the
harmful weapons that need to be discussing on its treatment. Second, establish policies to
further control the new weapons, tighten the regulations on development, acquirement .
possessing, transporting , transferring and manufacturing, control substances and make up
those weapons. And last, we should focus on the treatment, to help society and environments
to overcome the damage caused by bio-chemical weapons , set up medication systems with
experts that research to improve the medical treatments.
With the discussion of eliminate the damage cause by bio-chemical weapons, this
delegation strongly urges nations to cooperate, focus on what really benefits our society ,
display bi-chemical weapons resources , in order to achieve eradicating this issue . And we also
emphasize the importance to be cautious with the new technology, which we have to keep update those
new inventions, in order to perform right actions and policies. Thank you.

Topic 2 : Counter Terrorism


The UK has always been very passionate about their fight against terrorism. As of the past
few years , the UK has been at the forefront for the war against terrorist. They have passed
multiple laws to restrict terrorist activity, such as Terrorism Act of 2000 and the Counter
Terrorism Act of 2008. These acts define terrorism as the use or threat of action where the
action falls within subsection the UKs definition of an action , the use or threat is designed to
influence the government , to intimidate the public or a section of public, and the use or threat
is made for the purpose of advancing a political , religious , racial , or ideological cause.
Action falls within this subsection if it involves serious violence against a person, involves
serious damage to property, endangers a persons life, other than that of the person
committing the action, creates a serious risk to the health or safety of the public or a section of
the public, or is designed seriously to interfere with or seriously to disrupt an electronic
system.
The acts then allow the United Kingdom government to give longer terrorism sentencing ,
seize assets of convicted terrorists and hold terrorist suspects for up to 42 days. The United
Kingdom had to establish such laws in response to terrorist attempts such as the 2006
transatlantic aircraft plot where eleven individuals tried to detonate liquid explosives on
several airliners traveling from the United Kingdom tothe United States. The United Kingdom
feels strongly that countries which softened their policies in response to terrorism would not
protect themselves.
Even though The United Kingdoms position is clear on domestic terrorism, the question then
becomes how to respond to non state actors in other countries. There are countries like Hezbollah
and the rebels in Syria that are acting against their countries, and using weapons provided for

them by the United Nations. In addition to causing violence overseas, the militant groups that are
being armed in other countries also pose a threat to The United Kingdoms safety. The Security
Services has already identified a young British man in Syria, who is in charge of a gang of 50 men
that has waged a holy war against President Bashar al-Assad. Authorities are particularly worried
that these men will come in contact with the global jihad movement and return to Britain knowing
how to use arms and explosives, which could threaten Britains security. While the problem may
seem alienated in the unstable countries, arming militant groups could bring domestic terrorism.
The United Kingdoms stance on arming non state actors is obvious based on its own domestic
policies. According to Britains Terrorism Act of 2000, any use of explosives or arms to intimidate
a government or the public, or to advance a political, racial, or ideological cause is considered
terrorism. Therefore, The United Kingdom views all non state actors that use violence to express
ideas that are against the views of the masses, such as Hezbollah in Lebanon, as terrorists, and
they should not receive any military aid or arms. The CTC is most definitely responsible for
dealing with the issue of providing weaponry for non state actors. There should be regulations on
arming them with military issued weapons such as anti aircraft, anti tank, carbines, mortars, sniper
rifles, automatic rifles, machine guns, tanks, and fighter jets. If the world does not defend itself
against terrorist organizations, big or small, then the terrorists will only grow stronger. Why must
the United Kingdom pay for its own destruction? Thank you.
