1.0 Executive Summary


In South Africa there is a high failure rate among women-owned contractors. It is
one of the Government imperative tasks to uplift women in South Africa. As a
BTech student at the University of Johannesburg I have been appointed as a special
advisor to the Construction Industry Development Board (CIDB) on the Contractor
Development Programme to develop a ten-year plan of action to be followed by
the CIDB to assist women-owned contractors in South Africa on how to become
successful in the construction industry as we know that the construction industry is
a male dominated industry.
1.1 Introduction
Women-owned contractors in South Africa are facing a huge number of challenges
that causes them to fail in becoming successful in their businesses. Women-owned
contractors are easily discouraged, for instance; by gender inequality, lack of
information, lack of advance technology, lack of registered personnel, etc. and this
are some of the factors that causes a high failure of success in their business.
Regardless of major progress since the establishment of a democratic government
in 1994, South African society is characterized by racially based income and social
service inequalities. Consequently, the huge majority of South Africans remain
excluded from ownership, control and management of productive assets and from
access to training in strategic skills. This 10-year action plan will be followed by the
South African (CONSTRUCTION INDUSTRY DEVELOPMENT BOARD) CIDB to assist
the women-owned contractors of South Africa to develop and grow their

businesses. All women-owned contractors will be required to follow this action plan
from the first ten years of starting their own companies as well as for those who
already own their companies must also follow this action plan for good reference.
Over the past two decades the women owned contractor sector has experienced
declining investment and increasing demand volatility, combined with an unstable
employment environment. The growth trajectory is currently on an upward trend
with expansion closely linked to new investment. It can therefore be an incentive
for development and job creation in the economy. These prospects present a
considerable challenge to the construction sector to increase capacity and double
output over the next decade. The CIDB will ensure that women-owned contractors
are moving from one grading to another grading through the use of this 10-year
action plan because this action plan it is planned and designed to empower and
grow small and medium women owned contractors in South Africa. This action plan
will lay out our goals and tasks to make this transition successful and create
enough market shares to succeed in this highly competitive market.

1.2

Process

The CIDB will issue this 10-year action plan to all women-owned contractors who
are currently registered to assist them in developing and growing their companies
in the construction industry. This action plan will reduce the high failure rate of
women-owned contractors in South Africa. The cidb will then advice women-owned
contractors to register their companies as BBBEE because it provides a competitive
edge independent of your organisations size and Large companies are encouraged
to invest in smaller companies, like yours, should you be compliant, greater
opportunity for smaller BEE companies to compete with larger companies, as
suppliers, particularly for organizations that show potential to assist in
unemployment and poverty in the long term. Your organization will be able to
apply for government tenders and you will be able to showcase your B-BBEE level
in your marketing material.

Objectives

1. To achieve a sustainable growth for women owned contractors over this 10year plan
2. To develop all women owned contractors in South Africa using 10-year plan
3. To assist the CIDB to ensure that there is an increase number of women
owned contractors in South Africa.

Mission

To define, maintain, and provide access to all the women owned contractors of
South Africa a reference system plan on how to become successful in their
businesses.
1.4 Vision
To deliver outstanding service to all women owned contractors, to empower them
as well as to make them successful entrepreneurs.

1.5 Goals
This 10- year plan focuses and developed goals to be achieved by women owned
contractors in order for them to become successful in the construction industry by
growing and developing them for strong position in the construction industry. The
following are the goals to be achieved within this 10-year plan.

Goal 1: Registering of contractors


The CIDB Construction Registers Service comprises the Register of Contractors
which have been established in terms of the CIDB Act (Act 38 of 2000). The
Register of Contractors grades and categorises contractors according to financial
and works capability. It is compulsory for women owned contractors to apply for
the register of contractors when considering construction works tenders. The
Register of Contractors facilitates public sector procurement and serves as a
framework for women owned contractor development.
The cidb has also developed the i-Tender service which enables clients to advertise
tenders on the cidb website. i-Tender automatically alerts registered contractors of
tender opportunities by email and sms. Tenders are also displayed on the cidb
Register of Projects website. This will assist all registered women owned
contractors to easily obtain the tenders because the system will quickly notify
them when there is a tender on the advert of i-tender.
Women owned contractors must update the cidb database at all the times should
they change information they used when registering their companies. There are
certain important documents that are required when registering with the cidb
system. The information will appear on the system under the contractors company

details. The documents that are required when registering with the cidb are as
follows;

in regard to the specific contractor;

This information will assist women owned contractors should there be a selective
tender on the system with the required information as per their information, it will
advantage them by being selected to tender for that specific tender and the
selected contractor from the list who fairly met the requirement will obtain the
tender to execute the work.
Goal 2: Operational goal
An operational goal is focused on maintaining the good work through the women
owned contractors operational products and activities. This goal will motivate all
women owned contractors who are currently executing the construction work to
maintain the good quality work throughout the end of their projects. This will
further encourage those who hasnt obtain the operational work to do the same as
the other contractors as this will be the standard for all women owned contractors
status. This operational goal will also assist the cidb in checking whether the
contractors are operating their work accordingly or as required.

Goal 3: Training
The cidb will provide workshops or training to all women-owned contractors who
are starting their own enterprises. This will assist contractors who are new on the
construction business industry on how to run and operate in the construction
industry as a woman. There will programme that will be available for all women
contractors to attended in order to have a good knowledge about the construction
industry. Contractors will choose from the list of pragramme that the cidb will be
offering them according to their choices. The below tables are the examples of

small enterprise agency with the list of the programmes they are offering to all
women-owned contractors in South Africa.

Programmes offered by the private organizations have the cost to be paid


depending on which programme one will be attending however the programmes
are very useful. The programmes offered by the government are for free, see table
2 below.

Women-owned contractors must attend programmes and workshops offered to


them as they are highly favored as targets by both the private organization as well
as the government departments. This will make them stronger in the construction
industry with the knowledge they obtain through this programmes.

Goal 4: The Workforce

Goal 4 is about employees, current and future, who enable women-owned


contractors to fulfill its mission. This goal focuses on ensuring women-owned
contractors has the most qualified workforce and employs experts in many fields,
and that existing employees are trained and compelled to be better, so that
women-owned contractors can meet its mission in the long term. Each of the
objectives under this goal aims to develop employees and the workforce as a
whole to best meet the needs of women-owned contractors to be successful in the
construction industry. Goal 4 also attempts to instill best practices in the workforce,
so that projects, like those undertaken to fulfill the preceding goals, can always be
performed consistently.

The objectives for women-owned contractors to meet goal 4 are as follows;

Develop four in-house classroom training courses employees and


contractors and offer these courses on a bi-annual basis through the Training
Center.
Increase the number of employees actively involved in professional
organizations.
Provide at least one day of training each year to each employee.
Provide and encourage rotational assignments within and outside the
organization to share and gain knowledge of core function areas.
The company will have a solid structure as employees are motivated and
valued accordingly

Women-owned contractors in south Africa will surely become successful in the


construction industry through the use of the discussed goals above and best
achievement is guaranteed.
1.5 SWOT Analysis
The SWOT analysis captures the key strengths and weaknesses within the
company, and describes the opportunities and threats facing women-owned
contractors therefore all women-owned contractors must have the SWOT analysis
in their companies in order to analyze all their Strength, Weakness, Opportunity as
well as the Threats in the construction industry

Financial performances
Women-owned contractors must have financial advisors in their companies in
order to be advised on how to handle and use their finances. It can be a
Quantity surveyor, Financial Accountant or Financial advisor. The company must
always ensure that they make a profit on every project they are involved with.
The cash flow on every project must be used wisely and as when as it is needed
to be used. The cash-flow will show adequate estimated provisions for the
expenses that will be ongoing, to meet the needs of the company as the
business expands operations. The company should keep record of their
financials for the period of 10 years in order to track whether they are making
profit or loss. Table:3 below is an example of the projected income statement of
how it will be within the period of 10 years with all the expenses and income to
the company. This statement keeps a good record of finance to indicate whether
the company is making a loss or a profit

Conclusion

The 10-year action plan of uplifting women-owned contractors in South Africa will
play a huge role in the cidb as it will assist the cidb to uplift all women-owned
contractors in the South African construction industry and I have elaborated as
much information as I could that will assist all women-owned contractors who are
in the construction industry.
