INTRODUCTION

The objective of the document is to provide the functional description of the LOW
PRESSURE STEAM & BYPASS SYSTEM of the project.
For design information on the system, as well as details and functions of each item, refer to

SYSTEM DESCRIPTION

2.1. MAIN EQUIPMENT, PERMISSIVES AND INTERLOCKS


The main equipment which belongs to this system is one (1) by-pass valve. Each HRSG
LP-steam supply line is connected via a common steam header which has one by-pass line
with a combined pressure reducing and steam desuperheating valve (by-pass valve)
connected to the exhaust steam duct. The TAG of this by-pass valve is the following:
A115-MAP10-AA101.

Selection logic architecture

As a general rule, if a signal is out of configured range, an alarm shall be generated in the
control system.
When two or more measurements are available for the same process value, the value used
for interlocking will depend on the selected logic architecture.

In a DUAL SELECT logic architecture, two measures are available, if both are healthy the
average of the two measurements is used. In case of bad quality of one of the
measurements, automatic change-over to the healthy measurement takes place and an
alarm is generated.
In a MEDIAN SELECT logic architecture, three measures are available if all of them are
healthy the average of the three measurements is used. In case of bad quality of one of the
measurements, automatic change-over to the other healthy measurements takes place and
an alarm is generated.
The selected logic architecture of each instrument has been identified in the previous table
(see section 2.5.1).

2.5.3.

Bad quality concept

In case of bad quality of one of the redundant measurements, automatic change-over to


the healthy measurement will take place and an alarm will be generated. Bad quality
means that the signal is out of range < 4 or > 20 mA.

2.6.2.

Drives/Actuators Fault Tolerance

When redundant drives/actuators are available, at least one of the followings strategies
shall be configured:

Maximum waiting time


When it is required to start a drive/actuator or to change its position, the control system
shall monitor the maximum admitted time to finish its maneuver. If this time is exceeded,
the control system will generate an alarm.

Fail safe position


It will be considered the Fail Safe Position the one that the device will go to in case of
control signal or air supply failure.
The fail safe position of each actuator has been identified in the previous table (see 2.6.1).

2.7.2.

Functional Groups Operation Modes

As a general rule, the system will operate in automatic mode, following not only required
sequences and settings, also taking into account required protections over the operation in
the control system. All functional groups could operate in one of the following modes:

Automatic mode
In auto mode the functional group will follow the control strategies configured in the control
system.

Manual mode
In manual mode the functional group will check required sequences, settings and
protections for system operation depending on control strategy, but in this case some
process actuators could be selected to be operated according to operators decision.

The DCS controller location for this system is the STG Control Compartment.

SYSTEM OPERATION MODES


The system operation modes are the followings:
Cold start-up: cover the initial filling and the initial preparation (system ready to start).
Hot start-up: cover all required sequences up to the moment the system is in operation.
Normal operation.
Shutdown: cover all required sequences up to the moment the system has been
stopped.
Emergency shutdown.

3.1. POSITION IN THE PLANT GENERAL START-UP SEQUENCE


This system belongs to operation systems and it will be set in operation following the steps
described in one of the following start-up sequences:

3.2. CRITERION FOR SYSTEM START-UP


From the plant general start-up sequence it will be required to start-up this system under
the following requirements:

3.3.1.

Start-up sequence with first HRSG (By-Pass not available)

Note: it has been decided to use HRSG-1 for system start-up sequence as an example but
it could be selected any other HRSG.
The start-up sequence of the system with first HRSG will follow the following steps:
During the first HRSG start-up and because the ACC isnt in operation, the pressure in
HRSG-1 LP Steam line and LP Steam Header will be controlled by LP start-up vent valve
(A111- LBA20-AA101) until the ACC is in operation, ensuring a minimum steam flow.
Step 01: HRSG-1 LP Steam drain valve (A111-LBB10-AA051) to AUTO MODE.
Step 02: HRSG-1 LP Steam Shut-Off valve (A111-LBA20-AA001) and LP Steam ShutOff Bypass valve (A111-LBA20-AA011) to AUTO MODE.
Step 03: LP Steam Header drain valves (A115-LBB10-AA051, A115-LBB10-AA053 and
A115-LBB30-AA052) to AUTO MODE.
Step 04: LP Steam By-Pass Shut-Off valve (A115-LBB30-AA051) and Condensate
water Shut-Off valve (A115-LCE20-AA081) to AUTO MODE.
Step 05: Condensate water control valve (A115-LCE20-AA101) and By-Pass control
valve (A115-MAP10-AA101) to AUTO MODE
Step 06: HRSG-1 LP Steam drain valve (A111-LBB10-AA051) OPEN. This valve will

this moment the valves will be released to AUTO CONTROL MODE, so they will open if

Step 08: Because the differential pressure upstream/downstream HRSG-1 LP Steam
Shut-Off valve (A111-LBA20-AA001) is less than 0,5 bar and the differential
temperature is less than 30C, the valve will OPEN.
Step 09: LP Steam Shut-Off Bypass valve (A111-LBA20-AA011) will CLOSE.
Step 10: LP Steam Header drain valves (A115-LBB10-AA051, A115-LBB10-AA053 and
A115-LBB30-AA052) OPEN. These valves will remain open (force open) until the LP
Steam Header reached the value of 6 barg. From this moment the valve will be released
to AUTO CONTROL MODE, so it will open if it is necessary.

Once the ACC system is in operation and the HRSG is soaked, the By-Pass valve is
released to be opened. Then LP Steam By-Pass Shut-Off valve (A115-LBB30-AA051) and
Condensate water Shut-Off valve (A115-LCE20-AA081) will OPEN.

From this moment the HP header pressure control will be transferred from HP start-up vent
valve to By-Pass control valve.
These steps are done by operation systems: see CC Simultaneous Start-Up Sequence and
CC Sequential Start-Up Sequence for further information.

3.3.2.

Start-up sequence with second, third or fourth HRSG (By-Pass available)

It has been decided to use HRSG-2 for system start-up sequence as an example but it
could be selected any other HRSG. The start-up sequence of the system with first, third or
fourth HRSG will follow the following steps:
Step 01: HRSG-2 LP Steam drain valve (A112-LBB10-AA051) to AUTO MODE.
Step 02: HRSG-2 LP Steam Shut-Off valve (A112-LBA20-AA001) and LP Steam ShutOff Bypass valve (A112-LBA20-AA011) to AUTO MODE.
Step 03: HRSG-2 LP Steam drain valve (A112-LBB10-AA051) OPEN. This valve will
remain open (force open) until the HRSG-1 LP Steam reached the value of 6 barg. From
this moment the valves will be released to AUTO CONTROL MODE, so they will open if it
is necessary.

Step 04: When the HRSG-2 Steam pressure reaches the required value according to
the start-up sequence, LP Steam Shut-Off Bypass valve (A112-LBA20-AA011) will
OPEN.
Step 05: When the differential pressure upstream/downstream HRSG-2 LP Steam ShutOff valve (A112-LBA20-AA001) is less than 0,5 bar and the differential temperature is
less than 30C, the valve will OPEN.

3.4. NORMAL OPERATION


In a normal operation, four HRSG supply LP Steam to the Steam Turbine through the LP
Steam Header.

By-Pass Station normal operation


There will be two normal operation modes: IPC (Inlet Pressure Control) Control Mode or ST
Load Control Mode
When the ST is in IPC Control Mode, the by-pass valve will control that the header

pressure variation rate is less than 3,5 bar/min.


When the ST is not in IPC Control Mode (in Load Control Mode or STG not running), the
by-pass valve will control that the header pressure is constant.
In case of emergency trip of the STG the by-pass system will open to by-pass the LP
superheated steam to the Air Cooling Condenser after reducing temperature and pressure
to the required levels.
In the event of an Air Cooled Condenser (ACC) duct high pressure or temperature, the

bypass valve will be forced closed to protect the ACC. This will result in an increase in the
LP Steam header pressure and (if not corrected) will cause the safety valves to open.
The By-Pass system has been designed using a Feed-Forward control strategy where the
amount of spray water required to achieve the desired outlet steam enthalpy is calculated
based on the inlet steam and spray water enthalpies and the outlet steam flow. Steam flow
is determined using the pressure drop across the downstream dump tube. The process
value flow rate of spray water is measured with an ultrasonic flow meter.

Drain Valves normal operation


These drain valves are used to remove condensate from the drip legs located in steam
lines. In normal operation they are controlled based on drip leg temperature measurement.
When the corresponding drip leg temperature is near saturation the valve will be opened.
When the drip leg temperature is sufficiently superheated the valve will be closed.
The saturation temperature is calculated with the pressures transmitters located in the
main steam line where the drip leg is located. For more information see section 4.1 where
each control loop has been identified.

3.5. POSITION IN THE PLANT GENERAL SHUTDOWN SEQUENCE

3.6.1.

Shutdown sequence

During the combined cycle shutdown sequence, all the HRSGs will be shutdown
sequentially. During this shutdown sequence, each by-pass valve will keep each HP HRSG

The same it will be done for LP Steam Header Drain Valves through LP Steam Header
Drain Valves Functional Group (LP-HRSG-DV), for LP By-Pass Valves 1 Functional
Group (LP-HRSG-BP1) and for LP By-Pass Valves 2 Functional Group (LP-HRSGBP2).
During system start-up the M.S.F.C will force drain valves to open in order to drain and

warm-up the HRSGs LP-steam lines.


When according to the established sequence a HRSG is required to be connected to LP
steam header, first the M.S.F.C will send an automatic command to HRSG-1 LP Steam
Shut-Off Valves. The shut-off valves will open according to the sequence explained in
chapter 3.3.
In normal operation, the LP by-pass will be controlling the pressure in the LP-steam header
supply line. The pressure set point for opening of the bypass station will be adjusted
according to the required operation conditions.
Because a feed-forward control algorithm is being used, the amount of spray water
required to achieve the desired outlet steam enthalpy is calculated based on the inlet
steam STM_ENTH and spray water WTR_ENTH enthalpies and the outlet steam flow.
The enthalpies are based on measured pressures and temperatures, and the steam flow
can be determined using the pressure drop across the downstream dump tube.
During the combined cycle shutdown sequence, all the HRSGs will be shutdown
sequentially.
