CITIZENS CHARTER

The Directorate General of Home Guards and Civil Defence is


an integral part of the Home Department of Government of NCT of Delhi.
The Directorate is headed by a senior IPS officer with the designation of
Director General of Home Guards and Director Civil Defence. He is
assisted by another senior IPS officer with the designation of Deputy
Commandant General of Home Guards and Deputy Director of Civil
Defence and some other intermediate senior officers. The office of the
Directorate is located at Nishkam Sewa Bhawan, CTI Complex, Raja
Garden, Delhi. The Central Training Institute (CTI) for imparting training
to Home Guards & Civil Defence volunteers is also functioning in the
same premises.

BRIEF HISTORY OF DELHI HOME GUARDS


The Delhi Home Guards was raised in 1959 under the Bombay
Home Guards Act of 1947 as extended to Delhi to create an auxiliary
force to assist the police in maintenance of law & order and smooth flow
of traffic. These volunteers also assist the community in emergencies like
air-raid, fire, flood, epidemic and in promoting communal harmony. They
also assist the local administration in protecting vital installations.
Initially, the number of enrolled Home Guard volunteers was small but
gradually the authorized strength has risen to 10,285.

ORGANISATIONAL STRUCTURE OF DELHI HOME GUARDS


The overall administration of the organization is under a Director
General, assisted by a Deputy Director General, a Commandant and
other intermediary supervisory officers such as Junior Staff Officers,
District Staff Officers and instructors.

Home Guard volunteers are generally assigned to a district or


traffic circle, where they perform their duties under the operational
control of the local police. Also, they are deputed for the security of vital
installations, government offices, etc.
It is a uniformed service and volunteers are expected to observe
strict discipline as other uniformed force personnel do.

They are

recruited for tenure of three years. Since this is a volunteer service, they
are paid nominal daily allowance. They are permitted to have other
employments also.
Before being deployed on duty, these volunteers are given training
of around 35 days at Central Training Institute, Raja Garden, Delhi.
ROLE & FUNCTIONS OF HOME GUARD VOLUNTEERS
Home guard volunteers are attached to a district under a District
Staff Officer (DSO) and are further supervised by a

Company

Commander at the Sub-Division level. While deployed with the local


police, they do patrolling, picket duty, escorting of arrested persons and
any other duty connected with maintenance of law and order.
While detailed with the Traffic Police, they assist the traffic police
in maintaining smooth flow of traffic, manning road crossings, helping
children, the aged and the disabled to cross roads etc. At this level, they
directly interact with the citizens of Delhi.

fit, mentally alert and should fulfill the following eligibility criteria :-

BRIEF HISTORY OF DELHI CIVIL DEFENCE


Delhi Civil Defence was created under the Civil Defence Act of
1968 with the aim and objective of creating a corpus of volunteers to
work in tandem with other government agencies in disaster management,
external aggression and natural as well as man-made disasters, They
create awareness amongst common people about disaster hazards so
that the community is in a state of preparedness to cope up with
disasters. The civil defence corps has done exemplary works during the
1971 war and also during other natural calamities or disasters in Delhi.

ORGANIZATIONAL STRUCTURE OF CIVIL DEFENCE


The overall administration of Civil Defence in Delhi is under a Director, assisted
by a Deputy Director, Senior Staff Officer Civil Defence (Controller Headquarter), Dy.
Director (Medical), Junior Staff Officer (Civil Defence) and other subordinate staffs. The
offices of these senior officers are at Nishkam Sewa Bhawan, CTI Complex, Raja
Garden, Delhi. Civil Defence is a people oriented service and Civil Defence wardens (the
lowest functionary) come in close contact with citizens and as well as personnel of other
government agencies.
As far as the Operational role is concerned, the Delhi Civil Defence functions
under a Controller, who is the Join Commissioner of Police (New Delhi Range) having
his office at Police Headquarters, MSO Building, I.P. Estate, Delhi. The Controller is
assisted by 11 Group Controllers (District Deputy Commissioner of Police), 52 Zonal
Controllers (Sub-Divisional Assistant Commissioner of Police) and Instructors of Civil
Defence who are paid staff. Volunteers in a district are organized in a hierarchy of Chief
Warden, Addl. Chief Warden, Dy. Chief Warden (Zonal), Divisional Warden, Dy.
Divisional Warden, Post Warden, Sector Warden etc. The numbers of Civil Defence
volunteers as on date is 69560.
In a district, the Chief Warden is the senior most volunteer who is assists by Addl.
CW, Dy. CW (Zonal) and others wardens. A district is divided into Divisions (roughly
covering one lakh population) which are supervised by a Divisional Warden. In addition,
there are 14 depots located at various parts of Delhi from where necessary equipments are
issued to Civil Defence parties as per their requirements.

ROLE & FUNCTION OF CIVIL DEFENCE


Unlike home guard volunteers, Civil Defence volunteers are not required to wear
any uniform. Nevertheless, strict discipline is always maintained in their rank and file. As
stated above, it is a volunteer service and for duties performed by them, they are paid
nominal daily allowance. Any citizen, whether serving or not serving in any Govt. /nonGovt. office, who wishers to serve the community can be enrolled as a Civil Defence
volunteers. He is given a week long training and put on the job. Once on the roll of Civil
Defence, he is attached to districts or police stations where the local Civil Defence offices
exist.
The Civil Defence Organization is a second line of Defence and a social /welfare
service agency, which during wartime and disasters provides succour to the community.
In wartime services like air-raid warning, black out, rescue, firefighting, first-aid,
relief work, etc. are taken up by the Civil Defence corps. In peacetime, during disasters,

calamities etc. the Civil Defence volunteers provide rescue services. It also participating
in mock drills exercises and organizes Civil Defence Exercises-cum-Demonstrations in
various localities to educate and motivate the members of public. Blood-donation camps
are also organized from time -to- time.

CENTRAL TRAINING INSTITUTE


The Central Training Institute provides basic training to home
guards and conducts advance training courses for home guards & civil
defence volunteers and paid staff.
(I)

PROVISION OF BAND ON PAYMENT


This directorate has its own Band unit (both brass and pipe) . Any
member of public desirous of utilizing Home Guards Band on any
occasion can do so on payment. He/she may approach the office of
Commandant Home Guards, Delhi. The band will be provided subject to
availability on the scheduled date.

Mission Statement

The mission of the Directorate lies in the


essence of Nishkam Sewa volunteer or selfless
service to the community. Home guard volunteers,
as an auxiliary force, provide succour to the police
in maintenance of law & order and smooth flow of
traffic, while civil defence volunteers work in
tandem with the government agencies and citizens
in disaster management during external aggression
and natural as well as man-made disasters or

calamities.
