The Principles of Unitary States

Chapter I

Introduction
A. Issue Background
As we know, the form of the Indonesia state, is unitary state. Thats because the
highest authority of government is on the central government. To make the main purpose
of this form of state happen, there must be some principles to support it out. The
principles is like a guide to make that goals happen. Since Indonesia is consists of many
culture and religion, there must be some differences. This form of state having a purpose
to make Indonesia becoming a modern and democratic state.
In this papers, we will explain about the principles of unitary state. In Indonesia, each
regions have its own government, thats called autonoms,but still the highest authority of
this state is central government. These principles explain about the connection between
central government and the lower level of government.

Discussion
A. Unitary State
Unitary state is a form of state which is the higher authority of the state is on
the central government. Indonesia is one of the unitary state. That shows in UUD
1945 Article 1 no. 1 said that Negara Indonesia sebagai suatu Negara kesatuan yang
berbentuk Republik.
Indonesia has so many cultures and religion. By being a unitary state it doesnt
mean that all of the cultures and the religion in Indonesia have to be the same. They
can still unite but there will be a diversity of cultures and religion.
B. The Principles of Unitary State
The principle of unitary state , such as :

Decentralitation Principle
Give authority from the central government to the government of autonomous
regions to set and take care of their own region.
The purpose of this principle is to decreasing the concentration of
power/authority in the central governtment, and also to distributed the power
so there will be a public service that effective, efficient, and economic. The
point of all is to make democratic and modern government.
The government affairs that given to the autonomous government, such as :
1. The wisdom
2. The planning
3. The implementation
4. The financial
5. The implementer

Deconsentration Principle
The devolution of authority of the central government to the person of the
central government ( Governor or certain institution ) that stays in the region to
do the obligation of central government in the region

Medebewind Principle
The imposition of duties by the government from higher levels of government
to the lower level of government to do some project that were actually is the
authority of a central government but the implementation is given entirely to
the government who delegated to with given funds / the budget by the
government that has earned duty.

Chapter III
Coclusion
A. Conclusion
Indonesia as unitary state having 3 principles, such as, decentralisation,
deconsentration, and medebewind. This principles have a purpose to make Indonesia
become more democratic and modern.
