1. INTENT OF SPECIFICATION
1.1
This specification is intended to cover the design, engineering,

manufacture, shop fabrication, assembly, pre-assembly, tests and
inspection at manufacturers work, packing, shipment at site of
M/s.Visalam Energy Pvt. Ltd., Kanadukathan, Sivaganagai District,
Tamilnadu.
1.2
The equipment and services furnished shall meet all the requirement of
this specification, data sheets etc., In case of any conflict /
contradiction among various part of the specification, data sheets the
same shall be referred to the engineer for clarification whose decision
shall be final and binding.
1.3
It is not the Intent to specify completely herein all aspects of design

and construction of equipment. Nevertheless, the equipment shall
conform in all respects to high standards of engineering, design and
workmanship and shall be capable of performing in continuous
commercial operation in a manner acceptable to the PURCHASER
who will interpret the meaning of the specification, drawings and shall
have right to reject or accept any work or material which in his
assessment is not complete to meet the requirements of this
specification and / or applicable national and / or international
standards mentioned elsewhere in the specification.
1.4
Whenever material or item is specified or described by the name of a

particular brand, manufacturer or trade mark, the specific item shall be
understood as establishing type, function and quality desired. Other
manufacturer's products may also be considered provided sufficient
information is furnished so as to enable the PURCHASER to
determine that the products are equivalent to those named.

2. SCOPE OF WORK, TERMINAL POINTS & EXCLUSIONS

2.1
Scope of Work
2.1.1
The scope of work for the Civil works covered under this specification
shall include but not limited to the following:

Scope of work for Erection and Commissioning
2.1.5.1
Unloading, handling and storage at site, assembly if any, erection,

testing, commissioning, trial operation, final painting of items /
materials as specified in this document with all necessary accessories
and auxiliaries.
2.1.5.2
Review of all the quantities / materials indicated in the schedule, in

coordination with the EMPLOYER at site.
2.1.6
Services Under Scope of Erection and Commissioning
2.1.6.1
Providing
warehousing,
testing
facilities,
facilities
for
CONTRACTOR's personnel, obtaining approvals from statutory
authorities and providing required documentation, data etc.

3. GENERAL TECHNICAL SPECIFICATION

3.1
Introduction
3.1.1
This section of the report covers the basic requirements of civil works
and Module Mounting Structures (MMS) erection works to be
executed in the Solar PV Power Plant. The CONTRACTOR is
expected to execute the civil works strictly in line with the execution
drawings that will be provided to them during execution.
3.1.2
While the system requirement and general specification are furnished

in this section, the CONTRACTOR shall refer Price Schedule / BOQ
(Bill of Quantities) for specific requirements & estimated quantities.
3.1.3
Drawings attached in this RFP shall be read in conjunction with the

General specification & BOQ / Price Schedule.
3.1.4
Before submitting the offer, the BIDDER is advised to inspect the site
and the environment and be well acquainted with the actual working
and other prevalent conditions, facilities available, position of material
and labour. No claim will be entertained later on the ground of lack of
knowledge.
3.2
Site Levelling & Grading
3.2.1
As the proposal site is generally levelled, only a minimum quantum of

cutting & filling for a few tables will be required. However, there shall
be filling requirement of road / pathway forming.
3.2.2
Natural grading will be utilized for drainage.
3.3
Static Foundations
3.3.1
All the static equipment foundations shall be constructed with cast-insitu reinforced concrete. Foundations for the solar panel supports,
foundations for all the buildings and sheds are included under this
category. All spread footing foundations when used shall be extended
to a depth, as in the drawings.
3.3.2
All short pile foundations that will be used for MMS (Module
Mounting Structure) shall be designed as standalone friction piles.
Short Piles of minimum 1.5M below ground level, cast-in-situ shall be
used for PV module support structures with M25 grade of concrete
and Fe 500 Reinforcement.
3.3.3
The construction shall be done as per provisions laid down in Indian

Standards. The grade of concrete shall be at least M25. The HYSD
reinforcement steel bars shall conform to IS 1786.

3.4
Buildings
3.4.1
General
3.4.1.1
The building in general accommodate solar inverters and other

switchgears. Depending on ventilation requirement of inverter,
ventilation louvers (Not in Civil CONTRACTORs scope) shall be
attached to front wall of the room. Also, exhaust ducts from inverter
top shall be routed on rear side in the inverter room.
3.4.1.2
The building will be designed and constructed as per applicable IS

codes, by using standard computer programs as per technical
specifications and Indian Standards and using reinforced concrete
(Grade of concrete M25) & HYSD reinforcement steel bars Fe 500,
conforming to IS 1786. The building shall be designed to suit the
climatic conditions of the region. Roofs of all the building shall be
weatherproof and leak-proof under all conditions. The building shall
be provided with suitable approach roads / pathways connecting to
main plant roads.
3.4.1.3
The sub-structure of the building will be with concrete shallow

foundations and superstructure when in steel will be with steel
columns, steel frame work, RCC flooring with concrete cast in situ
floor slabs and pre- coated steel roof truss with insulated roof sheets
where required. However when the superstructure is in RCC it will be
a framed RCC column beam arrangement with RCC floor and slabs
3.4.1.4
External walls will be of 230 mm thick brickwork and internal walls

will be of 115 mm thick brickwork as per functional requirements of
the building. The walls adjacent to transformers shall be fire proof
(230 mm thick RCC or 355 mm brickwork).
3.4.1.5
Brickwork walls shall be plastered and decorated with easily cleaned

washable matt finish paints internally and approved exterior paint
externally.
3.4.1.6
Doors shall be of hollow steel in steel frames. Adequate windows /

ventilators with anodized aluminium / steel frame with 6 mm thick
glass shall be provided.
3.4.1.7
Around the buildings a 1.0 m wide smooth finished concrete walkway

and necessary steps and ramps shall be provided.
3.4.2
Roofing
3.4.2.1
The roof shall be provided in single way slope. Insulated roof when
provided shall have total thickness of roof panel as 50mm. The
thickness of PU foam shall be 49 mm in case of 50 mm design. Roof
loading of 75 kg / Sq. M shall be considered while deciding sheet steel
thickness. Single sheet roof when provided shall have 0.60mm thck

PPGI (pre-painted galvanized) corrugated sheet fixed on to the frame

work of trusses and purlins using self-taping self-drilling (STSD)
screws with suitable washers. The roof-sheeting junction will be
covered using 0.60mm thick PPGI ridge cover. The roof will have
minimum projection of 400 mm from the eaves walls and 300 mm at
the gable end.
3.4.3
Floor Finishes
The floor shall be finished with ceramic tiles with skirting.
3.5
Transformer Foundation
3.5.1
Transformer, breaker etc. shall be supported on reinforced concrete

(Grade of concrete at least M25) pedestals and foundations. The
foundations shall be extended to a depth which conforms to the
allowable bearing pressure of the soil. Necessary embedment, guide
rails shall be provided for installation and easy manoeuvrability of the
transformers.
3.5.2
Brick, blast / fire wall (if required) shall be provided to prevent the
spread of fire or explosion from one transformer to another
transformer. The height of the blast / fire wall shall be extended 0.5 m
above highest point of the transformer.
3.5.3
Cable Trenches will be constructed as in the execution drawings.
3.6
Pathways
3.6.1
Any new pathways proposed within the plant shall be single lane sub
grade compacted to 95% modified proctor density.
3.6.2
The sub grade shall be compacted to the levels, falls, widths and
cambers as per the grade requirements. Sub base of brought out gravel
shall be laid & compacted as shown in the drawings.
3.7
Surface Drainage
3.7.1
All the areas shall be adequately drained. The surface drainage system
shall be designed for surface washings and/or rain/fire water as the
case may be.
3.7.2
Water flowing out through surface drainage shall be led to

neighbouring plots.
3.8
Site Clearance
3.8.1
All the materials and equipment employed for construction purpose

shall be taken away from the site. All the rubbish and unwanted plant
material shall be cleared and dumped away from the site. All areas

within and outside the site which have been used during the
construction shall be cleared and the ground surface shall be left in a
safe and aesthetically good condition.
3.9
Fencing / Compound Wall
3.9.1
Property fencing with Gates for entry into the plant will be provided.
No compound wall is envisaged. The fence will have RCC fence posts
and tied with PVC coated steel wires at intervals along the 2.1m height
of the post. PVC coated welded steel chain link fabric will be tied
between the tie wires to serve as fence fabric. Over the top of the RCC
posts, bands of barbed wire runs will be attached.
3.9.2
Double leaved painted steel gates for vehicle entry with single leaved
wicket gate for personnel entry shall be provided. The guard house
will be located near this entry point
3.9.3
Fencing will be provided for the transformer area also as a mandatory

safety measure.
3.10

3.10.2.1
The drawings and documents to be furnished by the CONTRACTOR

after the award of the contract shall include but not limited to the
following. A drawing / document submission schedule clearly
identifying the documents to be submitted and the purpose of the
submission (for information, approval etc., as elaborated elsewhere in
this document) shall be furnished after discussions and in consultation
with the CONSULTANT / EMPLOYER.
3.10.2.1.1
Detailed time schedule in the form of network or bar chart for the
design, manufacture, delivery, erection, testing and commissioning
period with critical milestone activities and other important
intermediate dates for uninterrupted progress of the project.
3.10.2.1.2
The following drawings and documents shall be compiled in a single

set and submitted for approval:

Should there be any variation between total and unit prices, total prices shall govern and shall be used for evaluation.
The bill of quantities furnished in this schedule are indicative, which will be used for finalisation of the order. However, the CONTRACTOR shall work out the bill of quantities
