1. Introduction
Background
JRM requested a proposal for the supply and implementation of a GPS Tracking and fleet
management system.
The package will include a GPS/GSM vehicle tracking system installed with optional sensors to
detect variety of sensors status as well as activate live tracking. An optional Panic/Emergency
Button will be installed in the vehicle that can be activated in any personal safety risk situation
which will generate an immediate alarm in the monitoring centre.
The vehicles will be monitored by JRM with 24/7 telephone support by PUSAKA GPS control
centre. This information will be relayed in real-time to various monitoring stations at the sites of
JRM as per the Solution Overview below.

Positioning
Our unique position generating system allows for more accurate positional
tracking and replay of historical data on the vehicle, allowing the operator to see
an exact footprint of where the vehicle went.
The traditional way of timed interval reporting does not generate a clear picture of
the route followed, the Unit reports on measured variables.
Positioning Parameters: (All variables can be changed remotely).
Distance Change: Generate positional information if the vehicle
moved in a straight line for a specified distance.
Time Change: Generate positional information if the vehicle did not
moved in a straight line for a certain period of time with the ignition
On. Typically when idling or moving slowly in traffic

Software:
Fleet Management Java Web & Software:
installed in JRM control room or monitoring stations will give JRM the ability to set up JRM
sites, their own sites etc. This same function can be used to set up No-Go areas, which means
that the unit will report the exact time of a vehicle enters a site that has been identified as a
potentially dangerous or suspicious area.
JRM will be able to set up a specific route that a vehicle is supposed to use and the unit
will report immediately if the vehicle deviates from this pre-set route.
JRM will have the ability to create reports on all the conditions that could possibly be
monitored on the vehicle. The database allows easy export of the data into other
operational systems and databases like scheduling and payment systems.
Various parameters can be set on the vehicle for monitoring of driver behavior such as
harsh braking, harsh acceleration etc.
JRM will have user name and access level for Web access.
System Architecture:

There are three parts in the whole network architecture. They are Server Center, Management
Center and Disaster Recovery Center.
The Server center and Management Center are adopting similar structure, including network
insertion, load balancing, application servers, data storage system, etc.
Network Insertion
The network insertion part contains the firewall devices, intrusion detection systems, core
switch.
PUSAKA GPS

The system will automatically detect problem what happened in every part of the network
insertion. It adopt a way that is using high redundancy and transparently switching the network
connection to guarantee for high-availability and high performance of the network insertion
part.
Load Balancing
The load balancing part contains the insertion load balancing and management node load
balancing. They are responsibility for the business layer and the core level to do server load
balanced dispatching
The load balancing part uses the same Hot Standby mode to provide the high availability and
high concurrency to all applications.
The data streaming of the load balancing:

Application Server
The application servers are located in business node level and business core level. The
business node level accepts the request data from servers of load balancing part, the data was
come from the GPRS/CDMA network, terminal, external office work station. The business core
level is responsibility for the replying for request data of management center and GIS JRM.
Similarly, the business core level can also be balanced by the pre-scheduling load balancing
system.
Data Storage
This data storage of the system is composed of data storage disk array and the database
cluster system.

The disk array and database cluster system make that the application-level server read and
write documents and information high-concurrency. The disk array sub-system is composed of
NAS (Network Attached Storage) and FC-SAN (Fibre Channel -Storage Area Network). NAS
meets the needs of writing and reading of file of system. And the FC-SAN provide the high
speed accessing between the database and application cluster, likes the oracle RAC (Oracle
Real Application Cluster) it meets the high speed accessing of database and Block-level data
storage.
RAC structure:

System Composition
There will be 7 sub-systems build in the System platform. They are Tracking & Dispatch
System, Vehicle Management System, Device Management System, Vehicle
Maintenance System, Energy Management, Cost Count Management, Safety & Service
Quality Management.
