The Life of a Flea

The life of a flea begins with a single female flea, a small wingless
insect big in jumping ability. Give her the perfect living situation on
a hospitable host.
Before long she’s laying 20 eggs a day (peaks of 40-50 have
been recorded). Half hatch to become female and egg production
by those females begins in 24-36 hours.
Within 60 days this single prolific flea is responsible for bringing
20,000 adults into your pet’s world with 160,000 youngsters in tow.
Adult females lay white, oblong shaped eggs on the host that fall off
into the living area of the pet. In one-and-a-half to 10 days larvae
emerge, making their way into dark protected areas such as carpeting
to feast on adult flea feces, organic matter, and other larvae. In five
to 10 days the larva produces a silky cocoon where it makes a final
transformation. The adult flea remains in the cocoon waiting for
just the right temperature and stimulus, emerging in eight to nine
days, though they can wait as long as 140 days. Once making their
way into the world, fleas need to catch a ride on a source of blood
(dog or cat) to survive. The typical life cycle is three to four weeks,
although this depends on environmental conditions.

Minimizing Tantrums: Part 2

Tantrums are a normal part of child development,
though that does not mean that parents and teachers can-
not do things that help to minimize the frequency and inten-
sity of tantrums. This month I will outline a ‘Time-in/Time-out’ strategy
that has proven to be effective for even extreme tantrums (e.g., tantrums
lasting for more than 2 hours).
The purpose of time-out is to remove all opportunities for positive
reinforcement (i.e., ‘good things’). For toddlers, this is best accom-
plished NOT by moving the child to a specific ‘time-out’ location, but
rather by simply removing all positive reinforcement wherever the child
happens to be. For most children, the most powerful reinforcement
comes in the form of attention—so to conduct an effective time-out,
parents must make sure that there child receives no attention until the
time-out is over. No eye contact. No talking. Nothing. Parents can
accomplish this simply by walking away from the child or turning their
back. If a child is playing with a toy, parents can calmly and quietly take
the toy from the child, so that the child cannot ‘play’ in time-out. Many
children will try to ‘test’ their parents at this point by seeking out other
toys to play with, screaming, throwing things, etc. Unless children are
doing a behavior that could cause them injury, parents should calmly,
without speaking, continue to take objects/toys away from the child. It
is critical that parents do this without making eye contact or speaking to
the child. Once the child recognizes that crying, screaming, throwing
things, etc. does not get a reaction from their parents, they will then be
able to self-soothe. It is important that parents help their child learn to
self-soothe via time-in.
Time-in is what it sounds like—the opposite of time-out. This is any

Harvester Christian Academy names new Head-
master
Mr. Joel Satterly has been selected as Headmaster of Harvester
Christian Academy. As Headmaster, Satterly brings
with him a strong background in Christian Educa-
tion, leadership and strategic planning. Mr. Satterly
was approved for the position by the HCA School
Board in March. He will assume his official duties
on June 1, 2010.
Mr. Satterly has served in Christian Education for seventeen years,
with eleven of those years in the capacity as Headmaster. His ex-
perience also includes high school principal, junior high principal,
history and social studies teacher. Mr. Satterly comes to Harvester
from Seven Rivers Christian School in Lecanto, Florida where he led
as Headmaster for nine years. During his tenure at Seven Rivers,
Mr. Satterly developed and implemented a strategic plan for school
advancement. His plan established strong financial and develop-
ment foundations leading to substantial improvements in facilities,
academic and athletic programs, and faculty development. Mr.
Satterly was elected among his peers as the President of Christian
Schools of Florida, a state-wide accreditation association represent-
ing 25 accredited schools, and served as an officer from 2005 until
the present.

diPA offers scholarships for summer program
diPA Center is fixated on assisting diPA’s artistic director, La Shaun
Dodds, in accomplishing her goal to, “plant seeds of life, hope, and
faith in the hearts and minds of God’s rainbow of children”. Diversity
is the goal. diPA originated as the “Summer Dance Academy” in
2005 when first developed as a pilot program at Los Angeles Uni-
fied School District’s top public elementary school, Hancock Park.
It’s program was embraced by Dr. Perez, principle of Hancock Park
Elementary and a progressive and well respected leader in educa-
tion. Located in the Miracle Mile area of Los Angles, the program was
widely participated by children of families of all diverse backgrounds,
allowing students to benefit greatly from a sense of unity, education,
community, and self awareness through dance. In its early stages,
the program focused on dance education and diversity and later,
in 2007, evolved into placing ministry at its forefront. diPA has had
great success in enriching the lives of children through excellence in
dance and ministry in Douglasville.
In an effort to service a more diverse population of children, diPA
Center has allotted a number of partial scholarships for its 2010
Summer Dance Academy toward its efforts to enrich the lives of chil-
dren of all backgrounds.

• Just do it. The loose ends of unfinished business can often tie us

• Learn to say no. Go back to that list of guiding principles you
established earlier and ask yourself questions like: Is this going to help
me or someone I love reach a goal that is part of our value system

yourself to feel guilty for having to say it. Think about how pruning a
tree releases more energy for growth, ridding yourself of extraneous
activity will make a tremendous difference in your overall effectiveness.
Consider letting go of the trivial and latching on to the important things
in life.
• Delegate. I know you hear me talk about this one all the time
but that is because I think it is so important (and probably because I
assume you’re like me and struggle with it the most) Share responsibili-
ties with your co-workers, family and friends. When you’re especially
bogged down, look at ways to “out source” - consider hiring someone
to handle your taxes, clean the house etc … Don’t be afraid to ask
friends for help when you’re feeling overwhelmed.

Did you know that you can keep bees in a small family hive in
your backyard? You don’t
need a lot of space for it.
A normal size yard will do.
I know several people who
live in average-size spaces
and have two or even three
bee hives. They enjoy
honey, wax candle making,
body-product crafting, teaching their children the wonders of bees,
while pollinating local fruit trees, vegetable patches, and other im-
portant fauna. This idea, and the fact that my vegetable garden
suffered from lack of pollination last year, lured me to start a few
colonies in my yard. We have the hives ready, have taken a class
from the Atlanta Bee Keepers Society and are anxiously awaiting
our first bee colony.
Why are bees important? It has often been said that bees are
responsible for one out of every three bites of food we eat. Most
crops grown for their fruits (including vegetables such as squash,
cucumber, tomato and eggplant), nuts, seeds, fiber (such as cot-
ton), and hay (alfalfa grown to feed livestock), require pollination
by insects. Pollinating insects also play a critical role in maintain-
ing natural plant communities and ensuring production of seeds in
most flowering plants. Pollination is the transfer of pollen from the
male parts of a flower to the female parts of a flower of the same
species, which results in fertilization of plant ovaries and the pro-
duction of seeds. The main insect pollinators, by far, are bees, and
while European honey bees are the best known and widely man-
aged pollinators, there are also hundreds of other species of bees,
mostly solitary ground nesting species, that contribute some level
of pollination services to crops and are very important in natural
plant communities. Why are bees good pollinators? Bees make
excellent pollinators because most of their life is spent collecting
pollen, a source of protein that they feed to their developing off-
spring. When a bee lands on a flower, the hairs all over the bees’
body attract pollen grains through electrostatic forces. Stiff hairs on
their legs enable them to groom the pollen into specialized brushes
or pockets on their legs or body, and then carry it back to their
nest. Individual bees tend to focus on one kind of flower at a time,
which means it is more likely that pollen from one flower will be
transferred to another flower of the same species by a particular
bee. Many plants require this kind of pollen distribution, known as
cross-pollination, in order to produce viable seeds. The business
of collecting pollen requires a lot of energy, and so many flowers
attract and also reward bees with nectar, a mixture of water and
sugars produced by plants.
Maintaining good cultural practices whether keeping bees or
attracting native bees to your garden is important. Minimal use
of pesticides, providing water, and planting a variety of flowers will
ensure your garden is bee ready.

Adult carpenter bees overwinter in wood within abandoned
nest tunnels. They emerge in the spring, usually in April or May.
After mating, the fertilized females excavate tunnels in wood and
lay their eggs within a series of small cells. The cells are provi-
sioned with a ball of pollen on which the larvae feed, emerg-
ing as adults in late summer. The entrance hole and tunnels are
perfectly round and about the diameter of your finger. Coarse
sawdust the color of fresh cut wood will often be present beneath
the entry hole, and burrowing sounds may be heard from within
the wood. Female carpenter bees may excavate new tunnels for
egg-laying, or enlarge and reuse old ones. The extent of damage
to the wood which has been utilized for nesting year after year
may be considerable.
Carpenter bees prefer to attack wood which is bare, weath-
ered and unpainted. Therefore, the best way to deter the bees is
to paint all exposed wood surfaces, especially those which have
a history of being attacked. Wood stains and preservatives are
less reliable than painting, but will provide some degree of repel-
lency versus bare wood. To further discourage nesting, garages
and outbuildings should be kept closed when carpenter bees are
actively searching for nesting sites.
Liquid sprays such as Sevin or a synthetic pyrethroid can be
applied as a preventive to wood surfaces which are attracting
bees. Residual effectiveness of these insecticides is often only 1-
2 weeks, however, and the treatment may need to be repeated.
Tunnels which have already been excavated are best treated by
puffing an insecticidal dust into the nest opening. Aerosol sprays
labeled for carpenter bee control are also effective. Leave the hole
open for a few days after treatment to allow the bees to contact
and distribute the insecticide throughout the nest galleries. Then
plug the entrance hole with a piece of wooden dowel coated with
carpenter’s glue, or wood putty. This will protect against future
utilization of the old nesting tunnels and reduce the chances of
wood decay.
Although carpenter bees are less aggressive than wasps, fe-
male bees provisioning their nests will sting. Treatment is best
performed at night when the bees are less active, or while wear-
ing protective clothing.

The Benefits of Maintenance

Spring is here and we all know what that means .. it is time to turn
on the air conditioner. Most of the time our air conditioner is taken
for granted. We get hot, we turn it on, and that is all we think we are
expected to do. The air conditioner receives little or no maintenance
unless the unit breaks down. When a system is neglected, there is
gradual loss of efficiency, which can add to operating cost without
your knowledge. You tune up your car; why not tune up your air
conditioner?
An air conditioner tune up can reduce operating costs and prolong
the life of your system. Before hot weather arrives schedule a tune
up with a service professional for your air conditioning system. They
will make sure it is operating as efficiently as possible; it has enough
refrigerant to cool properly, clean & oil moving parts if necessary, and
replace or clean your filter. A clean filter keeps dirt out of the return
air duct vent and out of your system. A dirty filter that causes a 10%
reduction in airflow can increase your operating costs by 11%. When
you schedule this vital service in advance, you can go into the sum-
mer season without worrying about the unexpected breakdowns.
Below is a list of some of the services that are performed on an air
conditioning tune up that will benefit your system:

Douglas County Board of Commissioners
Roads and Bridges Update, and Other Transportation Issues
It has now been 8 months since the devastating floods of September, and, as I write this, every road in Douglas County that was
damaged during the flooding is now open to traffic with the exception of two: Mason Creek Road at Mobley Creek, and Whitestone
Boulevard in the Whitestone Subdivision.
I have always been proud of the work of the Douglas County Department of Transportation, but never more so than the past 8 months
when they have gone over and above to get our roads back into passable shape. Flood waters closed 170 roads at the height of the
storm, and 60 were damaged to the extent that they had to remain closed until repairs could be made. For the first couple of weeks
following the flood, the DOT staff worked almost around the clock on the roads and bridges. For the next couple of months, they
worked 12 - 14 hour days. Their efforts paid off.
The Board of Commissioners enacted emergency procurement proceedings early in the response and recovery phases of the flood
disaster so that the County could bring in assistance to our DOT. These procurements allowed us to have Georgia Department of
Transportation-certified contractors to work on some of the sites, and also more quickly get bridges inspected, debris removed, and
materials delivered. The total cost of damage to our roads, bridges and culverts in the County was approximately $10 million.
We were also mindful that FEMA rules and regulations had to be strictly followed or we would not be eligible for FEMA or GEMA
reimbursement of some of our expenses. FEMA reimburses up to 80 percent of eligible costs; GEMA reimburses up to 10 percent; and
the remaining amount we pay locally. The Federal and State agencies review costs and reimburse - therefore, the County was required
to pay all costs up front and maintain the necessary contacts and paperwork to get reimbursements. Thankfully, the Board of
Commissioners set aside monies in a reserve account as part of our regular annual budget, monies we hoped we would never have to
use for this kind of purpose, but they became necessary for us to recover as quickly as we did. I am grateful to the Board of
Commissioners for maintaining a reserve account for these (literally) “rainy day” needs.
We submitted project worksheets to FEMA on every damaged location to ask for their help. FEMA has allowed us to slightly upgrade
many locations - for example, replacing washed-out corrugated metal drainage pipe with reinforced concrete pipe, and upsizing one
size in diameter. We hope that we never see this type of flooding again, but if we do, we should be in better shape to withstand it.
A new Mason Creek Road bridge should begin construction this autumn. Before the floods, we knew this bridge needed to be replaced
due to its age and deterioration, and preliminary engineering for a new bridge had begun. FEMA regulations will only allow the repair
of the current structure - not a complete replacement as is needed - so we had to make a difficult decision. Do we use the $300,000
from FEMA to temporarily fix the bridge and then tear it down again, or use a lesser amount from FEMA towards a complete
replacement, even though it meant being closed longer? We chose to be wise with the money and build a complete new bridge.
In spite of the September floods, the Board of Commissioners adopted the first-ever Comprehensive Transportation Plan in the history
of the County last autumn. This is our blueprint for roadway and transportation projects and improvements for the next 25 years, and
will help us get matching dollars from Federal and State agencies. The Plan development was mandated by the State, but regardless,
it was just a good thing to do. It gives us guidance, identifies current problems and solutions, and helps us figure out what we need to
do now so that we don’t end up with the same type of traffic problems that plague Cobb, Gwinnett, and other developed counties.
Dollars for roads and transportation are also very competitive, and the new Plan will help qualify us for monies that are rapidly
shrinking at the Federal and State levels. As I write this in April, it doesn’t look as if we are going to get any relief out of this year’s
Georgia General Assembly. The State charges 4 percent sales tax on gasoline, of which 3% goes Statewide to road and bridge projects
and the remaining 1% goes into the State’s General Fund. I would prefer that the 1% come back to the county where the tax was
generated for our own transportation projects. As Vice Chairman of the Atlanta Regional Commission’s Transportation Committee, I
am working every day to find funding opportunities for the projects we need to construct now.

x Riverside Parkway at Old Lower River Road intersection improvement
x US Hwy 78 (Bankhead Highway) at Sweetwater Road interim intersection improvement project
x Bright Star Road at Douglas Boulevard intersection improvement project
x Roadway resurfacing projects at various locations throughout the County
We are in better shape than many of our surrounding counties; however, we are trying to fix small problems before they get bigger.
We must plan well to survive disasters, growth and traffic. We are doing so with our reserve fund, our Comprehensive Transportation
Plan, and our intersection improvements.

Arbor Place recently announced that a Charming Charlie store
will soon open inside Arbor Place mall. The new 7,900-square-
foot store will be located on the first floor between Bed, Bath & Be-
yond and RadioShack. The store design will reflect their unique retail

Mixed reviews on local economy


On April 7th, Chapel Hill News & Views conducted an email sur-
vey of area businesses to see how they felt the local economy was
doing. The survey consisted of the following one question; “Do you
feel like the local economy this year is improving, about the same,
or declining?”.
