More than 4,000 drivers are yet
to collect their driving licences and
logbooks, the National Transport and
Safety Authority has said.
The agency said 1,604 driving
licences and 2,617 logbooks are uncollected after they were returned by the
Postal Corporation for non-collection
at the post oces.
According to recent data published
by NTSA on its website, 51 of the
uncollected logbooks are for government-owned vehicles, some of which
were allocated to ministries and departments in the previous government
system.

ODM leaders who blew whistles in
Parliament during President Kenyattas State of the Nation address last
Thursday have vowed to use a new
movement to push for reforms in
the country.
The lawmakers said yesterday they
had formed the Firimbi movement
to awaken Kenyans.
This is a team of change. It is
a team that took courage to blow
whistles in Parliament to let the
President know that the country
requires change. It is the start of
Firimbi movement. We will blow
whistles everywhere, said Dagoretti
North MP Simba Arati.
He accused the President of leaving
the management of the country to
Jubilee MPs and advisers, who have
been misleading him.
He needed to be awakened. They
have torn the economy and unity of

Education stakeholders and leaders
from Busia and Vihiga counties have
opposed plans by the government to
scrap the 8-4-4 education system.
Nambale MP John Bunyasi and
Vihiga county Deputy Governor Mr
Caleb Amaswache said in separate occasions that the changes will stagnate
learning in schools.
Mr Bunyasi, speaking during the
ground breaking ceremony of Sh60
million Mungatsi Technical Training
College in Nambale, said that though
he supports curriculum change, the
proposals being made were confusing
and too complicated.
The changes being proposed in the
planned review to have in place lower
and upper secondary are confusing,
he said.
Mr Bunyasi noted he does not see
why the government is in a hurry to
overhaul the system because the content of the current education system
can be changed without interfering
with its structure.

OPERATION LINDA
NCHI BEGAN IN 2011
The Kenyan military was sent to
Somalia in October 16, 2011 after
a string of Al-Shabaab attacks,
especially at the Coast. Later, the
force was incorporated into the
African Union Mission in Somalia,
Amisom.
A Kenya Defence Forces unit was
attacked at El-Adde, Somalia
on January 15, resulting in many
casualties. Maj Georey Obwoge
(below) was the head of the unit.
He was killed but his body only
identied two weeks ago.

El-Adde, Somalia, two months ago. The body was identied two weeks ago.

make an impact at the Kenya Open, with only
three of them making the cut, Kenyas junior amateur
team nished a poor sixth at the All Africa Junior Golf
Championship in Sousse, Tunisia.
It was Kenyas worst performance in the championships, where they have always been among the top
three teams, as they failed to qualify for the World
Junior Championship set for Japan later this year.
Even more worrying is that none of the Kenyan juniors made it to the top 10 in the individual title.
A long-term solution is required to improve the
game. For Kenyan golf to grow, the game needs to be
included in schools so that golf clubs can have the
numbers to train young golfers. Clubs should be willing to adopt some of the schools.
There should be a transition plan with proper structures, from the amateur to the professional level.
Local professionals need to play in many tournaments to enhance their chances at the Kenya Open.
Kenya Open Golf Ltd should re-examine its role
by coming out to help local professionals by, for instance, sponsoring those who make the cut at the
Kenya Open to participate in other challenge events.

land rent property owners should pay, has not done so
this year, causing a lot of frustration as the alternative
is referring them to a website link that is not working,

Finally, rain is here and
its a reason to celebrate
After weeks of intense temperatures, the country is now receiving
heavy rains. Various economic activities had been adversely aected
by the sizzling heat. It has hardly
been a week since the rain started
and, already, Kenyans are complaining about its negative eects,
especially ash oods in Nairobi.
Authorities must ensure that there
are no cases of water contamination, blackouts are curbed, drainage
systems work properly and children
are kept safe in ood-prone areas.
Kenyans should view the rain as a
blessing, not a curse.

The disruption of the Presidents
State of Nation address by opposition MPs cannot go unchallenged.
This is an event well documented
in the Constitution and which
MIGINGO TUSSLE: The Kenyan government should not give up on Migingo Island. The welfare of Kenyans living there
is at stake. That island is of importance to
them because shing is their sole source of
livelihood. Migingo belongs to Kenya and
so the struggle to reclaim it must continue.
And if our government really has to give
it up to Uganda, then the Kenyans staying
there should be given better places to settle and also jobs. Kenyans depending on
the island are already living in anguish and
they are still made to suer more by those
in power. How are they expected to pay
taxes when their only source of income is
at risk? The government should, therefore,
think twice before making any decision,
even though Kenya has many islands. Ofcials should know there are people whose
lives depend on the half-acre piece of rock.

DONT INCITE: Politicians should be
warned against inciting people and funding
gangs ahead of the 2017 General Election.
They should not incite the masses at their
political rallies or incubate illegal gangs.
Leaders should be warned they will be
held accountable for any incitement case

cause havoc must be tamed in order to save
lives of Kenyans and avoid repeat clashes
during the election. The President also
needs to secure and unite the country.

STUDENTS RIOTS: Stoning motorists,
breaking into shops, damaging street lights
and generally disturbing the peace is common whenever university students protest
in the city. Its time strict measures were
taken to ensure our institutions deliver students who can oer solutions and not add
onto the ones we have. University of Nairobi students had a right to protest against
irregularities in their elections. But they
should always remember that they have an
obligation to focus on their studies and the
elections are not a do-or-die aair. They
must realise that Kenya needs focused people. It is time the university administration
found a lasting solutions to their problems.

CONTAMINATED MEAT: I writing in
respond to a story carried by the Daily Nation on Friday about an incident where two
people died in Bomet County after eating
contaminated meat. To me, we missed the
point by only reacting to the case instead of
nding the root cause of the problem. Whoever eats meat from a dead animal is a scavenger. It is hard to dierentiate the meat of
an animal that died from a disease from one

EXPRESSION OF INTEREST
Background
In 2013, the Kenya Government unveiled a new transport policy aimed at leasing of vehicles. This was a departure from the prevailing practice
of government purchasing and maintaining vehicles for its use. The Leasing Programme was expected to include insurance, scheduled and
unscheduled maintenance, replacement of non-functional vehicles, and fleet monitoring.
The new Leasing Programme that was implemented on a pilot basis was expected to ensure value for services provided, secure improved delivery of
public services, create more jobs and pursue enhanced value for money. Other anticipated benefits included securing a comprehensive and capable
network of service centres, world-class technical training resources and top-notch fleet management team. This was expected to secure improved
cash flow management, professional fleet management, enhanced fleet availability and utilization, better driver training and effective countrywide
support. Currently the Government has a total of 3280 vehicles under the leasing programme.
Rationale and Objectives of the Study
The Government of Kenya clearly stated its desire of securing improved utilization of available scarce public resources for improved public service
delivery. The Vehicle Leasing Programme was one of the key interventions in this effort. Desirous of enhancing the performance of its transport fleet,
the Government of Kenya wishes to review the implementation of the Vehicle Leasing Programme for the period July 2013 to December 2015. The
general objective of this review will be to determine the performance of the Leasing Programme against the stated policy goals and subsequently
identify the necessary interventions for improving the Vehicle Leasing Programme in the subsequent phases.

the total declared capacities for Degree Programmes under Government Sponsorship, and
the performance analysis of the 2015 K.C.S.E examination results, set the Cut-off point for
placement to Degree programmes at B of 60 points for male candidates and B- of 58

Okode yesterday criticised the recent
ruling by National Assembly Speaker
Justin Muturi that could see Ugunja
MP Opiyo Wandayi suspended from
Parliament until December.
Mr Okode termed the ruling irrational
and unacceptable and not in line with
Section 111 of Parliaments standing
orders. He said the MPs oence did
not, in any way, relate to the ruling.
At a press conference yesterday, Mr
Okode asked Mr Muturi to reconsider
his decision since the ruling will not
only aect the MP individually but also
those he represents in Parliament.
I think the Speaker erred when he
made the ruling of blocking Mr Wandayi
from attending parliamentary proceedings until the end of this session, said
Mr Okode. I compare Mr Muturis action with that of a person who blew up
a termite hill with a bomb.
Reading mischief in the manner in
which Mr Muturi conducted the proceedings during the State of the Nation
address by President Uhuru Kenyatta,
he said the Speaker should have warned
the MP of the consequences of his behaviour prior to invoking the rule.
Normal procedure recommends that
a member is barred from attending a
minimum of eight and a maximum of
24 sittings, he said. Mr Muturi showed
outright bias in the Assembly.
This was openly seen by the irrational rulings he imposed on the Cord
members without issuing warnings. A

Assembly Powers and Privileges Committee, which is set to deliberate on Mr

CHALLENGES
Getting access to basic requirements
such as clean water and unpolluted soil
in urban areas could be a big impediment
to the production of healthy food. For
instance, vegetables grown in certain urban areas such as Gikomba and Kibera in
Nairobi, are irrigated using sewage.
Such water, if used for only a short
time, should not be a cause for worry.
In fact, the sludge in sewage has been
shown to add nutrients to the soil. Experience in Asian cities has shown that
partly-treated sewage is especially ideal
for the production of hydroponic crops
and sh. However, if used for long periods, sewage can be harmful since it
increases the acidity of the soil.
It is also worth noting that the rivers
that ow through Nairobi city are polluted not only with human waste, but also
with industrial euents. In the case of
the Nairobi River, for instance, this poses
a threat to farmers downstream in areas
like Korogocho, Eastleigh and Pumwani,
and there
There is a real risk of crops being contaminated with dangerous metals such
as lead. Crops can also take up the metals through the heavily-polluted urban
atmosphere.
Many consider soil erosion associated
with urban and peri-urban agriculture an
environmental hazard. Farmers in Kibera
were often faced with this problem, according to research around Nairobi. To
combat the problem, they were forced
to dig drainage ditches to prevent gully
erosion and use crop residues to prevent
sheet erosion.
Meanwhile, free-range animals tend
to cause congestion and even accidents
on roads.
With the increase in cases of lifestyle
diseases such as cancer, diabetes and
hypertension, it is imperative for current
food systems to ensure good quality,
taste and safety.

positive eect on our
physical and mental
health through cleaner
air, fewer carbon particles,
and better micro-climate and by
providing visual respite.

There was this girl I dated from 2012 until
the beginning of 2014. She introduced me
to a certain church, and things were good
when we began attending that church. One
day, she told me she was pregnant, and that
she needed to see me urgently. Since I didnt
have a job, I went to see her and she showed
me the test kit, whose results I did not believe
at rst. We talked about it and she told she
wasnt ready to have a child since she was
still on attachment at a hotel, among other
reasons. I told her I would think about it. The
next day, she called me and we met. She was
with her cousin and told me that she was
ready to terminate the pregnancy, which
made me mad but they said everything
would be just ne. I contributed money
for the abortion because, although I was
mad, I didnt have any option. Six months
or so after the abortion, when we were out
shopping, she told me she felt sad about
losing my baby. I didnt say anything.
My problem is that even after what she did,
we ended up breaking up after her mother
told us we could not be friends because a
servant of the church had said so. I agreed,
because I knew I couldnt force things.
I need help because I need forgiveness for
every wrong I have done and need guidance
as well as to repent for everything. What are
the consequences of an abortion? What can
I do to stop thinking about it now and then?
Will she be able to conceive again? She has
become so desperate that she is hooking
up with several men, some of whom are my
friends, but her relationships dont last.

The Manager Research and Development will be responsible for providing primary
marketing research services to management and business units for strategic
decision making. The role will provide guidance and direction to both primary and
secondary research functions in respect to business requirements.
PRIMARY RESPONSIBILITIES
Gathering of market intelligence and data analysis and providing insights with
a view to providing Kenya-Re with a competitive edge.
Continuously liaise with the Marketing Division and Investment Division to
understand the economic trends both within and outside the country with an
objective of proposing suitable investments as necessary.
Creation of actionable insight that informs decision making on customer
behavior
Provide insights into the changes in operations to optimize the performance of
business.
Make recommendations to the management team on the prioritization of the
innovative ideas and advice on ways of improving innovation.
Champion innovation through analysis of the current situations to foster
improvements, better works systems, costs savings, faster processes and
turnaround times.
Advice on research results against objectives set
Identifying problems, opportunities and/or gaps through primary and

PERSON SPECIFICATIONS
Applicants should be holders of a Bachelors degree in Business related
studies, preferably in Marketing, Economics, Statistics or Insurance.
In addition they should have a Diploma in Insurance. They should have 6 years
relevant experience preferably in research from financial institutions two of
which should be in a managerial position.
They should have excellent interpersonal and communication skills, be able to
operate in a performance driven environment and be a team player with the
ability to work under pressure to meet deadlines.

The main purpose of this role is to assist in prudent investment of the Corporations
surplus funds and maintain an optimal investment portfolio that will ensure correct
and up to date investment records.
PRIMARY RESPONSIBILITIES
Assist in advising management on sound investment policy procedures and
control systems that ensure accountability in all areas;
Assist in preparing divisional annual budget and long-term projections;
Assist in reviewing the investment portfolio with a view to acquisition/disposal
for capital gain/interest income/liquidity;
Assist in analysing and gather intelligence on all investment proposals and
make appropriate recommendations;
Assist in preparing of periodic investment reports to management, including
cash flow projections;
Assist in Creating and maintaining an investment database;
Research and analyse financial and other information with a view to providing
pro-active response to market changes;
Facilitate the Preparation of investment schedules on weekly/monthly basis or
as required by management, investment committee or the Board;
Assist in the analysis of accounts relating to deposits, shares, treasury bills,
bonds income and other securities.
Liaise with brokers, bankers and other market participants;
Assist in maintaining, reviewing and reporting on performance of mortgages;
Ensure preparation of annual and half yearly financial statements
THE PERSON
Applicants should possess a Bachelors degree in Finance or a business related
field and be holders of CIFA, CFA or CPA (K). They should hold membership in
recognized professional bodies.
Must demonstrate a deep understanding of the Capital and Money markets.
They should have at least five years relevant working experience in Investments,
two of which should have been in a supervisory role. In addition they should
have excellent interpersonal and communication skills, high integrity and an in
depth understanding of International Financial Reporting standards.

Monitor risks and prepare reports to management and other risk committees
on various aspects of risk management e.g. reports of monitoring key risk
indicators.
Conduct risk modelling in line with the various established risk analysis
models. A good understanding of the Solvency II or Basel frameworks is
critical.
Conduct risk analysis and quantification financial and insurance risks through
sensitivity analyses and stress testing for financial and insurance risks as well
as major projects in the Corporation.
Scanning environmental risks and identifying new threats and opportunities
that may impact on the business.
Create awareness on risk management to facilitate embedding of a risk
conscious culture across the Corporation.
Follow-up proactively on action plans put in place by management or the
various risk committees to address risk exposures and report on the same.
Conduct reviews to evaluate compliance to laws, regulations and internal
procedures.
Performing any other duties as may be assigned.
THE PERSON
Applicants should possess a Bachelors degree from a recognized institution.
Risk Management specialization and possession of Actuarial papers will be an
added advantage.
They should have at least two years relevant working experience in risk
management, underwriting, claims or actuarial functions preferably in a
Reinsurance company or financial institution. In addition the persons attributes
includes quick learner, analytical, self-driven and excellent communication and
computer skills.
The main purpose of the role is to assist the Database Administrator in administration
of enterprise database management systems through ensuring availability, security
and optimum performance of all functional enterprise database systems with their
applications tools.
PRIMARY RESPONSIBILITIES

5. ASSISTANT NETWORK ADMINISTRATOR
The main purpose of the role is to assist the Network Administrator in installation,
configuration, operation, and maintenance of systems hardware and software
and related infrastructure. The job entails participating in technical research and
development to enable continuing innovation within the infrastructure. The holder
ensures that system hardware, operating systems, software systems, and related
procedures adhere to organizational policies.
PRIMARY RESPONSIBILITIES
Install new/rebuild existing computers and configure hardware, peripherals,
services, settings, directories, storage, etc. in accordance with standards and
operational requirements
Perform daily system monitoring, verifying the integrity and availability of all
hardware, server resources, systems and key processes, reviewing system and
application logs, and verifying
Completion of scheduled jobs such as backups.
Resolve operating system technical problems on the Kenya Re server
platforms;
Research and recommend to immediate supervisor, automated approaches
for system administration tasks. Identify approaches that leverage our
resources and provide economies of scale.
Creating and maintaining of users in Domain Controller and Exchange
Servers
Provide Service desk support to users and ensure problem tracking and
resolution;
Managing of Preventive Maintenance of Computers and Allied Accessories;

CONDITIONS OF SALE
Viewing will be from 04.04.2016 to 12.04.2016 (during normal working hours) at Ruaraka Auto Garage behind
Uchumi Supermarket, Opposite Maximum miracle Centre, off Thika Road, Nairobi.
All amounts shall be deposited in Kenya Orient Insurance Limited Account No.06800000259 at Family Bank
Limited, Fourways Towers. No cash shall be accepted in their offices.
A refundable deposit of Kshs50,000 will be payable to Kenya Orient Insurance Ltd by prospective bidders
through bank deposit as under 2 above, and receipt thereof issued in their offices. We shall issue a catalogue and
a bidding number to prospective bidder upon production of receipt from Kenya Orient Insurance Ltd. Please note
that there shall be no bidding whatsoever without a bidding number. Further note that no bankers cheques
or CASH will be accepted at the venue of the auction.
Please note that each Kshs50,000 bidding deposit will be limited to purchasing a maximum of 3 (three) vehicles
only. Any bidder intending to purchase more vehicles must pay the requisite amount of bidding deposits
before the auction date.
Unsuccessful bidders shall be refunded their deposits immediately after the auction.
Successful bidders will pay 25% of the bid amount by close of business on the same day (amount includes deposit
of Kshs50,000) failing which the deposit shall be forfeited and the salvage sold to the second highest bidder. The
75% balance shall be paid within 7 days after the auction through bank deposit as under 2 above. The buyer will
forfeit any amounts paid, if he/she fails to pay either the deposit or the balance within the stipulated time-frame.
Kenya Orient Insurance Ltd shall bear storage charges up to 7 days after date of auction. Any further accrued
storage will be borne by the buyer.
Sale will be subject to reasonable reserve prices and the full amount for all vehicles bided shall be paid before
release of any other vehicles.
Bidders who successfully bid for more than one vehicle will have to pay the full purchase price for all
vehicles bidded for before any of them is released.

CONDITIONS OF SALE

before launching the transfer and re-registration process is required to sign
the sale contract. When done, the receipt will be handed over to ICRC by
the buyer, to confirm transfer of ownership, ONLY then will ICRC release
the vehicle to the new owner. The buyer is given 10 working days from the
auction day, to complete the process of transfer of ownership, after which
the ICRC reserves the right to charge storage at the rate of Kshs1,000 per
day.
6. Before items can be removed from the principals compound, the buyer
MUST produce confirmation letter of full payment, or confirmation of new
ownership (for motor vehicles only), Sale agreement duly signed by the
Auctioneer and the buyer, ICRC to sign sale agreement upon receipt
of amended documents. All items meeting above conditions must be
removed within 10 working days from ICRCs compound. If the buyer
causes delays, he shall be liable to pay storage charges of Kshs1,000 per

5.30pm to offset the medical bills and funeral expenses.
The cortege will leave Montezuma Funeral Home on Friday 8th April 2016 at 7am for a brief church
service at Nairobi South SDA church, and thereafter proceed to Kisii rural home at Mache Achumbi,
Nyaribari Masaba constituency on the same day. Burial will be on Sunday 10th April 2016 from
10.00am.

and Frank Wanangwe ensured a
comfortable win for the Kisumubased team.
The result saw Butali complete
a successful weekend after they
came from behind to beat Kenya
College of Accountancy University (KCAU) 4-1 on Saturday
evening.
The champions now lead the
log with 64 points, leapfrogging
Kenya Police, who lie second
with 63 points.

praised his charges for the two
