Background
A Self-Help Assistance Program (ASAP), a registered local NGO in Malawi, in partnership with Design
& Management Consultants (DMC), a registered WASH consultant and Engineer in Malawi, is seeking
to recruit suitably qualified individuals for an anticipated Global Sanitation Fund (GSF) supported project
through its executing agency Plan International. The project; Provision of Sanitation Business
Development Model that Leads to Climbing the Sanitation Ladder in Six Districts is planned to be
implemented in Rumphi, Ntchisi, Nkhota-kota, Balaka, Phalombe and Chikhwawa respectively for an
initial period of 15 months with possibility for extension following successful and replicable results of
this initial phase.

Key Objective and Strategies of the Project


The three key objectives of the project are, 1) to strengthen local private Entrepreneurals in provision
of sanitation services and products as a business, 2) to strengthen communities members financial
capacity to demand and invest in improved households sanitation and hygiene services, and 3) to
influence behavior change on uptake of improved sanitation and hygiene. To achieve these objectives,
the project will use the following key strategies and activities:
1) Facilitate a number of market-based and business development approaches to boost and
strengthen supply side of sanitation and hygiene services, products and technologies
2) Social Franchising which will focus on building the capacities of local private service providers
with business models and financial support for delivering sanitation as a venture
3) T/A Level Community Financing Fund for Sanitation(on a revolving scheme basis) to boost and
strengthen community members financial capacity to turn sanitation needs into market demand
whilst creating demand at the Base of the Pyramid
4) Formation of T/A Community Financing for Sanitation Committees as a sustainable structure for
managing the continuity of the T/A Level Loan Revolving scheme
5) Education Information and Communication (IEC) strategies designed with materials and
messages for influencing Behavioral Change that increase uptake and use of improved sanitation
and hygiene services.
6) Build capacity of GSF sub-grantees in the six districts to link the ODF at district scale(Pillar 1)
with sanitation business development( Pillar 2)
7) Build the capacity of district stakeholders, DCT in the six districts on sanitation business
development model and link it to pillar III, the institutional capacity building
Position Title: PROJECT COORDINATOR
Reporting to: Project Team Leader/Deputy Project Team Leader
Duty Station: Blantyre but with frequent travels to the six districts
Job Profile: An all-round proactive project leader with strong interpersonal relationship skills, ability to plan and motivate a
Project team to deliver anticipated plans and results. Strong solution driven attitudes and strong team
Working experience and skills that provide overall coordination of the project to ensure to improved supply of
sanitation and hygiene services, demand and uptake of the same services and products in the six targeted
areas.
Duties and Responsibilities:
Key Responsibilities:
1. Project Management

Oversee the effective planning, implementation, monitoring, reporting and evaluation of the project to achieve
the projects intended goals using market based approaches, community financing mechanism and IEC materials
to achieve sanitation and hygiene behavior changes

Provide technical advice, support and links to district level structures in designing of activities and developing

partner relationships ensuring effective delivery of services.

Ensuring that governance and gender issues are prioritized and monitored throughout the project cycle.

Oversee the monitoring and evaluation function of the project.

Coordinate linkaging activities between local service providers, government, NGOs players and the community
members and linkages between existing CLTS activities with this project

Develop capacity of the district councils to provide oversight role to the project

Continuously engage the DCT to buy in their full participation in the project

Build capacities of the project team in WASH and Sanitation as a business


2. Coordination of Project

Facilitate effective coordination and collaboration between and amongst all project implementation members.

Coordinate the project and give strategic oversight including organizing and convening quarterly and annual
meetings to review project progress and performance.

Linking up all project players to ensure the project is given optimum support for effective delivery.

Coordinate operational monitoring of project activities including organizing and convening monthly progress
meetings of the Project Management Team.
3. Financial Management and Reporting

Ensure that the projects work plan and expenditure conforms to the project budget and remains within the
agreed limits and facilitating any necessary revisions.

Compile and document risk register for the project.

Follow up and review financial reports from all project stakeholders to ensure compliance with reporting
schedule.

Ensure that all reports are properly filed and documented for referencing and verification during end of year
audits and project evaluations
4. People Management

Line manage Project officer and contribute to the management of matrix reports including recruitment,
induction, setting performance objectives, individual work planning, performance management, personal
development, coaching and mentoring.
5. External engagement and Representation

Represent the project in engagement with key national, regional and district stakeholders.

Develop communications plan, coordinate communications and dissemination activities ensuring that all
stakeholders are kept informed of progress and key issues.
Skills and attributes:

Sound knowledge and experience of the Water and Sanitation sector in Malawi including specific knowledge on
sanitation as a business, Innovative WASH technologies, community financing and Malawi Government
Sanitation Policies.

Strong project management skills and experience of managing complex projects with wide geographical scope.

Experience of developing, planning, managing and reporting on institutional donor funded projects.

Strong team and participatory coordination skills, ability to negotiate, influence and facilitate activities with
colleagues to get results without formal line management authority
Qualifications:

A post graduate degree in Social Science or its equivalent.

At least a minimum of five years of continuous managerial experience preferably in the water and sanitation
sector.

Minimum 3 years work experience in donor funded projects.

MONITORING, EVALUATION AND LEARNING OFFICER (MEL OFFICER)

Project Coordinator/ ASAPs Executive Director
A versatile individual with capacity to provide both strategic and operational MEL support with strong capacity
and experience in training others in MEL knowledge and skills and have the capacity to follow-up, document and
produce high quality reports on project activities in sanitation marketing, community financing for sanitation,
Behavior changes in sanitation, Village Savings and loans and community advocacy work.
Job Purpose: To provide strategic and operational Planning, Monitoring, Evaluation and Reporting support to WASH, VSL,
Human Rights, Renewable Energy Management projects
Duties and Responsibilities:

Design and Maintain MEL structures and operational workflows/monitoring and evaluation
protocols/milestones for tracking the progress and performance of the projects in WASH, VSL, Human Rights
and Advocacy

Provide technical oversight, coach and supervision of programmes/project staff on M&E team related issues.

Maintain projects implementation policies, guidance, systems, procedures and tools related to monitoring and
evaluation and reporting of ASAP/DMC projects

Oversee all the data collection and analysis processes to measure progress and achievements according to the
M&E plan of each specific project.

Develop stakeholders M&E activities, targets, budgets and log frames. Monitor and analyze stakeholders
performance, and propose any initiative that may be necessary, including termination of, or adjustments to
actions to ensure compliance with Fund policy and priorities.

Oversee the data clearinghouse and production of data reports to ensure that they are produced in timely
manner according to the schedule, or by ad hoc request from the Donor.

Write reports, analyze findings and provide recommendations as required for contributions to planning, risk
management and reporting. Ensure easy public access to M&E reports and data and support wide distribution.

Develop close working relationships with all project participants and stakeholders; establish and maintain good
working relations with the relevant government ministries, as well as other higher-level stakeholder groups.

Organize and undertake training with stakeholders, in M&E skills, including participatory aspects.

Promote dissemination of lessons and knowledge sharing.

Maintain detailed knowledge of all relevant issues in the field of Monitoring & Evaluation.
Skills and Attributes:

A minimum of 5 years of relevant work experience in M&E or Water and Sanitation related projects is required.

At least 2 years of management experience and leading teams is required.

A very good understanding of the Water and Sanitation sector in Malawi will be an added advantage.

Thorough knowledge of the following is desired:


1. The logical framework approach and other strategic planning approaches;
2. M&E methods and approaches (including quantitative, qualitative and participatory);

Position Title: PROJECT ACCOUNTANT

Duty Station: Blantyre


Reporting to: Finance Manager
Job Purpose: Effectively manage all project financial operations.
Duties and Responsibilities:
Manage cash and financial disbursements to cash recipients in the projects activity areas.
Provide supervision to finance officers based in the projects district offices.
Prepare staff salaries and wages and making monthly tax returns to Government.
Maintain books of accounts and perform monthly reconciliations including bank reconciliations.
Prepare and submit financial reports as required by the Donor, Board and Auditors in line with International Accounting
Standards in a timely manner.
Prepare and analyze budgets, and advise management on budgetary matters.
Attend to financial audits of the project.
Provide financial input for development of proposals, fund raising and project management.
Assist in designing and reviewing controls to ensure compliance in the project.
Perform additional ad hoc assignments as per request of the Finance Manager.
Qualifications:

Bachelor of Commerce in Accountancy Degree or its equivalent. Possession of a professional accounting qualification will
be an added advantage.
Minimum of 5 years proven relevant work experience.
At least 2 years supervisory/ managerial experience

Position Title: BOOKKEEPER( 3 POSITIONS)


Reporting to: Project Accountant
Duty stations: 1 Rumphi, 1 Nkhota-kota and 1 Ntchisi (For this position strictly indicate your preferred duty station)
Job Purpose: Maintain financial records at District level
Duties and Responsibilities:

Collect and record in books of accounts, information from project areas.

Effect and manage cash payments in project activity areas.

Prepare financial reports for the district level activities.

Reconcile all accounts including the bank account.

Conduct a monthly reconciliation of every bank account.

Conduct periodic reconciliations of all accounts to ensure their accuracy & Maintain the petty cash fund.

Calculate and issue financial analysis of the financial statements.

Maintain an orderly accounting filing system.

Calculate variances from the budget and report significant issues to management.

Provide clerical and administrative support to management as requested.

Any other duties as may be directed by the Project Accountant.


Skills and attributes:

Minimum of 3 years work experience in a donor funded project.

Ability to work with minimum supervision.

Excellent computer skills, preferably use of spreadsheets and accounting software such as QuickBooks.

Excellent communication skills & High level of integrity and confidentiality.


Qualifications:

Minimum of a Diploma in accounting from a recognizable institution.


Position Title: Business Development Facilitator( 3 Positions)
Reporting to: The Business Development Manager
Duty stations: 1 Rumphi, 1 Nkhota-kota and 1 Ntchisi (For this position strictly indicate your preferred duty station)
Job Purpose: Facilitating all community-based business related activities on community financing for sanitation and working
hand in hand with the community Capacity Building Officer to ensure coordinated activities of the Sanitation Marketing,
Sanitation Financing and Sanitation Education, information and Communication that leads to climbing the sanitation ladder in
the said districts.
Duties and Responsibilities:

Facilitate community and district mobilisation and engagement meetings working in close collaboration
with district stakeholders, GSF sub-grantees and others T.A level structures
Provide trainings on loan management of the community financing for sanitation fund
Facilitate loan applications and documentation
Inform/educate community members on the requirements and conditions of the community financing
for sanitation loan revolving fund
Lead and guide the community members and local structures at the T.A level on formation of a T.A
level loan revolving fund management committee
Approves loans by issuing checks or forwarding applications to the T.A level loan committee.
Facilitate capacity building activities that help local service provider develop viable business plans on
provision of sanitation and hygiene services/products in their communities
Completes loan contracts by explaining provisions to applicant; obtaining signatures and notarizations
Maintain detailed knowledge of all relevant issues in community financing for sanitation
Perform additional assignments as per request of the Business Development Manager

Skills and Attributes:


Demonstrable and traceable references in community financing: VSL, COMSIP, Community Revolving Fund
Business development and Value chain analysis and WASH
Strong community mobilization and engagement skills and experiences
Experience working with local private Entrepreneurals
Strong passion to work and live in very remote rural areas
A very good understanding of the Water and Sanitation sector in Malawi will be an added advantage.
Motorbike driving license and experience in the same.

institution with a minimum of 5 years of relevant work experience in community facilitation of development

Position Title: Capacity Building Facilitators (3 Position)

Reporting to: Business Development Manager
Job Purpose: Directly facilitating all community-based sanitation marketing and Sanitation IECs activities and working hand in
hand with the Business Development Facilitator to ensure coordinated activities of the Sanitation Marketing, Sanitation
Financing and Sanitation Education, information and Communication that leads to improved supply of sanitation and hygiene
services and demand and uptake of the same services and products in the six targeted areas.
Duties and Responsibilities:

Facilitate community mobilisation and awareness on the sanitation marketing and sanitation IECs
activities while working hand in hand with district and T.A. level development structures and Business
Development Facilitators
Facilitate activities that promote private suppliers of sanitation services to improve their value chain
activities and sanitation business model that lead to communities climbing the sanitation ladder in the
six targeted areas
Facilitate trainings and other capacity building activities of sanitation supply side to increase provision
of quality sanitation and hygiene services.
Facilitate training and other capacity building activities to empower local structures and communitymembers to demand sanitation and hygiene services and products
To provide training to other GSF-sub-grantees in the six districts to like the ODF at district level with
sanitation business development model(Pillar 2) of the extension plan
Build the capacity of DCTs in the six districts on sanitation business development model and link it to
pillar III, the institutional capacity building
Facilitate marketing and communication activities including supplier and customer linkages in the
supply and demand of sanitations and hygiene services in the targeted six areas.
Updates job knowledge by participating in educational opportunities; reading professional
publications; maintaining personal networks; participating in professional organization
Perform additional ad hoc assignments as per request of the Supervisor

Skills and Attributes:


A very good understanding of the Water and Sanitation sector plus sanitation marketing in Malawi will be an
