Background
A Self-Help Assistance Program (ASAP), a registered local NGO in Malawi, in partnership with Design
& Management Consultants (DMC), a registered WASH consultant and Engineer in Malawi, is seeking
to recruit suitably qualified individuals for an anticipated Global Sanitation Fund (GSF) supported project
through its executing agency Plan International. The project; Provision of Sanitation Business
Development Model that Leads to Climbing the Sanitation Ladder in Six Districts is planned to be
implemented in Rumphi, Ntchisi, Nkhota-kota, Balaka, Phalombe and Chikhwawa respectively for an
initial period of 15 months with possibility for extension following successful and replicable results of
this initial phase.
Committed qualified Malawians with strong passion to work with rural communities can apply in line with the

Oversee the effective planning, implementation, monitoring, reporting and evaluation of the project to achieve
the projects intended goals using market based approaches, community financing mechanism and IEC materials
to achieve sanitation and hygiene behavior changes
Provide technical advice, support and links to district level structures in designing of activities and developing

Ensuring that governance and gender issues are prioritized and monitored throughout the project cycle.
Coordinate linkaging activities between local service providers, government, NGOs players and the community
members and linkages between existing CLTS activities with this project
Develop capacity of the district councils to provide oversight role to the project
Continuously engage the DCT to buy in their full participation in the project
Facilitate effective coordination and collaboration between and amongst all project implementation members.
Coordinate the project and give strategic oversight including organizing and convening quarterly and annual
meetings to review project progress and performance.
Linking up all project players to ensure the project is given optimum support for effective delivery.
Coordinate operational monitoring of project activities including organizing and convening monthly progress
meetings of the Project Management Team.
3. Financial Management and Reporting
Ensure that the projects work plan and expenditure conforms to the project budget and remains within the
agreed limits and facilitating any necessary revisions.
Follow up and review financial reports from all project stakeholders to ensure compliance with reporting
schedule.
Ensure that all reports are properly filed and documented for referencing and verification during end of year
audits and project evaluations
4. People Management
Line manage Project officer and contribute to the management of matrix reports including recruitment,
induction, setting performance objectives, individual work planning, performance management, personal
development, coaching and mentoring.
5. External engagement and Representation
Represent the project in engagement with key national, regional and district stakeholders.
Develop communications plan, coordinate communications and dissemination activities ensuring that all
stakeholders are kept informed of progress and key issues.
Skills and attributes:
Sound knowledge and experience of the Water and Sanitation sector in Malawi including specific knowledge on
sanitation as a business, Innovative WASH technologies, community financing and Malawi Government
Sanitation Policies.
Strong project management skills and experience of managing complex projects with wide geographical scope.
Experience of developing, planning, managing and reporting on institutional donor funded projects.
Strong team and participatory coordination skills, ability to negotiate, influence and facilitate activities with
colleagues to get results without formal line management authority
Qualifications:
At least a minimum of five years of continuous managerial experience preferably in the water and sanitation
sector.

Design and Maintain MEL structures and operational workflows/monitoring and evaluation
protocols/milestones for tracking the progress and performance of the projects in WASH, VSL, Human Rights
and Advocacy
Provide technical oversight, coach and supervision of programmes/project staff on M&E team related issues.
Maintain projects implementation policies, guidance, systems, procedures and tools related to monitoring and
evaluation and reporting of ASAP/DMC projects
Oversee all the data collection and analysis processes to measure progress and achievements according to the
M&E plan of each specific project.
Develop stakeholders M&E activities, targets, budgets and log frames. Monitor and analyze stakeholders
performance, and propose any initiative that may be necessary, including termination of, or adjustments to
actions to ensure compliance with Fund policy and priorities.
Oversee the data clearinghouse and production of data reports to ensure that they are produced in timely
manner according to the schedule, or by ad hoc request from the Donor.
Write reports, analyze findings and provide recommendations as required for contributions to planning, risk
management and reporting. Ensure easy public access to M&E reports and data and support wide distribution.
Develop close working relationships with all project participants and stakeholders; establish and maintain good
working relations with the relevant government ministries, as well as other higher-level stakeholder groups.
Organize and undertake training with stakeholders, in M&E skills, including participatory aspects.
Maintain detailed knowledge of all relevant issues in the field of Monitoring & Evaluation.
Skills and Attributes:
A minimum of 5 years of relevant work experience in M&E or Water and Sanitation related projects is required.
A very good understanding of the Water and Sanitation sector in Malawi will be an added advantage.

Qualifications:
Bachelors degree in, Social Science, Statistics or Public Health, Development or other related field is desired with not less
5 years of experience in similar responsible position in donor funded projects.
Bachelor of Commerce in Accountancy Degree or its equivalent. Possession of a professional accounting qualification will
be an added advantage.
Minimum of 5 years proven relevant work experience.
At least 2 years supervisory/ managerial experience
Conduct periodic reconciliations of all accounts to ensure their accuracy & Maintain the petty cash fund.
Calculate variances from the budget and report significant issues to management.
Excellent computer skills, preferably use of spreadsheets and accounting software such as QuickBooks.
Facilitate community and district mobilisation and engagement meetings working in close collaboration
with district stakeholders, GSF sub-grantees and others T.A level structures
Provide trainings on loan management of the community financing for sanitation fund
Facilitate loan applications and documentation
Inform/educate community members on the requirements and conditions of the community financing
for sanitation loan revolving fund
Lead and guide the community members and local structures at the T.A level on formation of a T.A
level loan revolving fund management committee
Approves loans by issuing checks or forwarding applications to the T.A level loan committee.
Facilitate capacity building activities that help local service provider develop viable business plans on
provision of sanitation and hygiene services/products in their communities
Completes loan contracts by explaining provisions to applicant; obtaining signatures and notarizations
Maintain detailed knowledge of all relevant issues in community financing for sanitation
Perform additional assignments as per request of the Business Development Manager
Facilitate community mobilisation and awareness on the sanitation marketing and sanitation IECs
activities while working hand in hand with district and T.A. level development structures and Business
Development Facilitators
Facilitate activities that promote private suppliers of sanitation services to improve their value chain
activities and sanitation business model that lead to communities climbing the sanitation ladder in the
six targeted areas
Facilitate trainings and other capacity building activities of sanitation supply side to increase provision
of quality sanitation and hygiene services.
Facilitate training and other capacity building activities to empower local structures and communitymembers to demand sanitation and hygiene services and products
To provide training to other GSF-sub-grantees in the six districts to like the ODF at district level with
sanitation business development model(Pillar 2) of the extension plan
Build the capacity of DCTs in the six districts on sanitation business development model and link it to
pillar III, the institutional capacity building
Facilitate marketing and communication activities including supplier and customer linkages in the
supply and demand of sanitations and hygiene services in the targeted six areas.
Updates job knowledge by participating in educational opportunities; reading professional
publications; maintaining personal networks; participating in professional organization
Perform additional ad hoc assignments as per request of the Supervisor
