-B17F, series engines are affected by this bulletin.

Reason
(1)
There have been reports of 1st-stage turbine nozzle shield assemblies (nozzle shield)
(684721 0, 6890040, 6895826, 6892828, 23062750, 23062765, and 23062752) developing
cracks at the dome braze joint as well as in the dome details themselves. The cracking can
result in holes in the dome or separation of the dome itself.
(2)
There have been reports of nozzle shields (23073533, 23073565, and 23073566) being
produced with inadequate braze material in the joint between the -2 to -3 detail. This lack of
braze material can result in partial or complete separation of the dome detail.
(3)
Two possible engine failure modes could result from the cracking and separation of a piece of
the 1st-stage nozzle shield dome, the entire 1st-stage nozzle shield dome, the partial or
complete separation of the dome detail:

(b)
Oil could coke, thus plugging the scavenge port and leading to increased oil consumption,
potential oil fire and/or coking of the number eight bearing.
Description
The following nozzle shield assembly must be removed and inspected for cracks at the dome
attachment each 1000 cycles of operation. This inspection will continue for nozzle shield assembly
(6847210, 6890040, 23062750, 23089605 Series I and Series II; 6895826, 23062765 Series 111;
and 6892828, 23062752 Series IV). When the new nozzle shield assembly (23073533 Series I and
Series II, 23073565 Series Ill, and 23073566 Series IV) is installed, the repetitive inspection is no
longer required.

Engines
All 23073533 Series I and Series II, 23073565 Series Ill, and 23073566 Series IV nozzle shields
installed prior to April 2005 (with date code 0405 and prior) must have a one time visual and
Fluorescent Penetrant Inspection (FPI) inspection at either the 600 hour inspection or at first access
if the engine has over 600 hours to inspect for inadequate braze material in the joint between the -2
to -3 detail. When the new nozzle shield (23084382 Series I and II, 23084381 Series Ill, and
23084380 Series IV) is installed or subsequent part numbers, the one time inspection is no longer
required.

Compliance
Compliance Code 2. To be complied with as follows:
(1)
If the nozzle shield assembly (684721 0, 6890040, 6895826, 6892828, 23062750, 23062765,
23062752, 23089605) has not attained 1000 cycles of operation, then do the inspection when
the nozzle shield assembly gets to 1000 cycles and every 1000 cycles thereafter.
(2)
If the cycles are unknown or the nozzle shield of part numbers (684721 0, 6890040, 6895826,
6895826, 23062750, 23062765, 23062752, 23089605) has more than 1000 cycles, do the
inspection within 100 cycles after receiving this CEB and every 1000 cycles thereafter.
(3)
If nozzle shield (23073533, 23073565, 23073566) has not attained 600 hours of
operation, then do the one time inspection at the 600 hours.
(4)
If nozzle shield (23073533, 23073565, 23073566) has attained 600 hours of operation,
then do the one time inspection at the first access or within the next 600 hours.

At any time the owner/operator can replace the nozzle shield assembly (684721 0, 6890040,
23062750 Series I and Series II; 6895826, 23062765 Series Ill; or 6892828, 23062752 Series IV)
with nozzle shield (23073533 or 23089605 Series I and Series II, 23073565 Series Ill, or
23073566 Series IV) with one time inspection complied with, or replace with new nozzle shield
assembly P/N 23084382 Series I and II, 23084381 Series Ill, and 23084380 Series IV.

ACCOMPLISHMENT INSTRUCTIONS

A.
Get access to the 1st-stage turbine nozzle shield assembly (Ref. OMM).
B.
Do an inspection of the 1st-stage turbine nozzle shield assembly on the P/Ns that follow:
-Series I and II PIN 6847210, 6890040 and 23062750
-Series Ill P/N 6895826 and 23062765
-Series IV P/N 6892828 and 23062752
(1)
Using Met-L-Check flaw finder dye or equivalent do a dye-check inspection of the nozzle
shield dome in all areas other than spot welds. Cracks in spot welds are acceptable provided
the length is less than 50% of the distance around the weld. (Ref. Fig. 1).
Or
Do a fluorescent penetrant inspection and a visual inspection of the nozzle shield dome in all
areas other than spot welds. Cracks in spot welds are acceptable provided the length is less
than 50% of the distance around the weld. (Ref. 0/H and Fig. 1).
(2)
If cracks are found, send the nozzle shield to a Rolls-Royce Authorized Maintenance Center for
repair, or replace the nozzle shield assembly (684721 0, 6890040, 23062750 Series I and Series
II; 6895826, 23062765 Series Ill; or 6892828, 23062752 Series IV) with nozzle shield assembly
(23073533 or 23089605 Series I and Series II, 23073565 Series Ill, or 23073566 Series IV) with
one time inspection complied with or replace with new nozzle shield assembly P/N 23084382
Series I and II, 23084381 Series Ill, and 23084380 Series IV.
(3)
If no cracks are found, the nozzle shield assembly (6847210, 6890040, 23062750 Series I and
Series II; 6895826, 23062765 Series Ill; or 6892828, 23062752 Series IV) can be reinstalled
on the engine or replaced by nozzle shield assembly (23073533 or 23089605 Series I and
Series II, 23073565 Series Ill, or 23073566 Series IV) with one time inspection complied with
or replace with new nozzle shield assembly P/N 23084382 Series I and II, 23084381 Series Ill,
and 23084380 Series IV.

Do a one-time inspection of the 1st-stage nozzle shield assembly on the P/Ns that follow:
-Series I and II P/N 23073533
-Series Ill P/N 23073565
-Series IV P/N 23073566

Do a one-time fluorescent penetrant inspection and a visual inspection and make sure that
there are no cracks, gaps, voids or inadequate braze material in the joint between the -2 and
-3 detail on nozzle shields. Cracks or lack of braze material can result in partial or complete
separation of the dome detail. Cracks in the spot welds are permitted provided the length is
less than 50% of the distance of the weld. When new nozzle shield assembly (P/N 23084382
Series I and II, 23084381 Series Ill, or 23084380 Series IV) is installed, the one-time
inspection is no longer required.
(2)
When cracks or inadequate braze is found send the nozzle shield assembly to an authorized
repair facility or install new nozzle shield assembly (P/N 23084382 Series I and II, 23084381
Series Ill, or 23084380 Series IV).

Identify the one-time compliance of CEB on nozzle shields P/N 23073533, 23073565, and
23073566 when no cracks or inadequate braze joints are found by Vibro-Peening the
applicable CEB number next to P/N per AS478-2D1.
The first stage turbine wheel must be fluorescent penetrant inspected if one or more of the following
conditions exist (Ref. 0/H):
(1)
If the dash 3 dome has cracked and moved away from the dash 2 detail to create a gap that is
0.1 0 inch or greater.
(2)
If the dash 3 dome has a hole in it the size equivalent to the area of a 1.0 inch diameter circle.
(3)
If there is a piece of metal missing from the dash 3 dome and it is believed to have traveled
through the first stage turbine blades.
Record compliance in the Engine Log Book, Engine Assembly (white pages) and Turbine Assembly
(pink pages), Part Ill, Modification Record as applicable with the following:
NOTE:
8 1/2 in. x 11 in. log book pages are all white, make sure appropriate entries are made
into all applicable locations.
