Kollam Development Authority

Introduction:
Kollam Development Authority (KDA) is the autonomous
statutory body overseeing the development of the City of
Kollam in the state of Kerala, India. KDA is the responsible body
for the planning and development of the major parts of Kollam
urban area which consists of the City corporation of Kollam and
its surrounding areas like Eravipuram, Sakthikulangara,
Neendakara, Uliyakovil, Anchalumoodu, Kottiyam etc. KDA is
one of the 5 significant city development authorities in Kerala
which gained in significance because of the importance of the
City of Kollam as the emerging 'Port City of Kerala'. Government
of Kerala constituted Kollam Development Authority (KDA) in
1981, under Town Planning Act. In 2007, the Government of
Kerala wound up the Kollam Development Authority, along with
the Kozhikode, Thrissur, Idukki and Varkala development
authorities. After 5 year, in 2012, the Government of Kerala
reconstituted KDA along with Kozhikode and Thrissur
development authorities.

Objectives and purposes:


The main objectives of Urban Development Policy as envisaged
by the National Commission on Urbanisation included the
following.
i) Saving the super-metros and national cities and also reviving
their economies;
ii) Development of fast growing intermediary level urban
centres by ensuring financial investment for maintaining the
existing infrastructure and augmenting it to a level wherein
they will be more efficient urban entities; and

iii) Development of stagnating towns by providing gainful


employment opportunities.
The National Commission on Urbanisation suggested that
urbanisation strategy should be a part of the major strategy of
generating economic growth. The Commission also observed
that urbanisation should be visualized as a major instrument for
promoting agricultural and industrial development as well as
implementing antipoverty programme in backward areas.
Owing to the emphasis on industrialisation and economic
development in the successive Five Year Plans, Urbanisation in
India has been characterised by the following special features:
a) Growth of towns and agro-industrial centres;
b) Setting up of institutional and administrative centres
including places of tourist interest, educational centres and the
state headquarters; and
c) Emergence of new industrial centres and major irrigation and
power projects.

Proposed works:
Government of Kerala have organized an urban development
meet in the name 'Partner Kerala' during the month February,
2014. Kollam development Authority proposed 10 projects in
that meet for the development of Kollam Urban Area. They are,
1. Organized park and open space, Thirumullavaram.
2. Organized park and open space, Thangassery.
3. Re-development of Payikkada commercial area in the city.

4. Beautification of TS Canal Kollam Boat Jetty to


Eravipuram Thottumugham.
5. Junction Improvement Project Kadappakada Junction.
6. Junction Improvement Project High School Junction.
7. Mobility Hub Opposite to Public Library, Kollam.
8. Oceanarium at Kollam Beach.
9. Road Development Project From new SP office Railway
Over Bridge to Vellayittambalam.
10.
Shopping Mall, Office Complex and Exhibition cum
Trading Centre for Micro Small and Medium Enterprises at
Thamarakulam.
