PART I
CONDITIONS OF TENDERING

INVITATION FOR TENDER

1.1

PURPOSE
The purpose of this Tender Document is to invite Tenderers and to furnish Tenderers
with information for fabrication and erection of Shed over existing additive and
corrective stockpile on a Supply & Erection Package basis in the existing
cement plant of Nirma Cement Ltd. at Nimbol, Pali, Rajasthan.
Tenderers are invited to submit the Tenders to:

1.3

THE PROJECT
The Project is referred to as Fabrication & Erection of a Steel Shed over
Existing Additive / Corrective Stockpile.
Hereinafter called "the Project"
The plant shall be built at Nimbol, Pali, Rajasthan under the name of Nirma Cement Ltd
- Nimbol.

CONDITIONS OF TENDERING

2.1

GENERAL

2.1.1

Explanation of Invitation
Tenderers are required to quote in accordance with this Tender Document. The
successful Tenderer will be required to enter into a Contract under the terms and
conditions as stated by Nirma Cement Ltd during Commercial Negotiation.
References throughout the Tender Document to "Tenderer", Bidder or "Contractor"
shall be construed as meaning the same in so far as the responsibilities of the
"Contractor" would ultimately become those of the successful Tenderer.
References throughout the Tender Document to "Project", "Works or " Cement Plant "
shall be construed as meaning the same.

2.1.2

Site Visit during Tendering


Tenderers are invited at their own expense to visit the site and obtain for themselves all
information which might be deemed necessary to enable them to submit a fully
comprehensive and sufficient Tender. Any such visit must be prearranged with the
Owner at the address given in the relevant para.
No claims whatsoever will be entertained arising out of the Tenderers failure to study
local conditions, specifications, drawings, documents, etc., or to obtain reliable
information in respect of the project or otherwise.

Taxes
Local Taxes
All local taxes {except service tax on the services (if applicable) provided by the
contractor} applicable pursuant to execution of services in India (by Central/State
government) shall be borne by the Contractor.

2.1.3.2

Other Taxes and levies


The prices tendered by the Contractor shall include all taxes, levies, duties and other
charges imposed by Central/State government on things to be used or provided in the
Tender, if applicable.

2.1.4

Laws and Regulations


The Tenderer shall be fully conversant with the laws, regulations and practices prevailing
in India and in particular in the State of Rajasthan.

2.1.5

Data and Documents (To be enclosed with the Tender)


Time Schedule
Time Schedule of the Employer is provided in the Tender Document. However the
owners requirement is to fabricate and erect the structural shed in 5 months complete in
all respect including sheeting work. Elaboration of this schedule, for structural steel work,
shall be done and provided by the Tenderer. Alternatively, Tenderer shall provide his
own schedule for structural steel works.
Execution time is critical requirement of the Employer. More weightage, for early
completion shall be awarded during tender evaluation. Commitment of resources to meet
the Contractors time schedule shall be the key requirement of the Contract.
This time schedule shall clearly indicate, for each of process structure, the following:

Planning period (planning shall be carried out based on first issue GA drawings
of the Supplier; these drawings shall be certified as good for civil design &
construction planning).

Civil Works Construction period (for this phase good for construction drawings
shall be released in progressive manner by Civil Engineer with a lead time of at
least one week). Requirement of lower lead-time shall be given more weight age
in evaluation of tenders.

Finishing Activities

Resource Deployment Schedule


Tenderer shall provide the description of resource deployment covering men, machine
and materials. Organiogram for the Contractor Site Organisation shall be provided.
Before commencement of the work at site, the contractor shall insure his workman.
Resources to be deployed, for the Project, shall be classified under two heads,
Committed Resources (along with their deployment schedule) and Peak Time or
Specialist Resources (these resources shall be to cover peak project needs and/or
needs for special item of work such as critical equipment erection etc).

Configuration of core project team along with CVs of this core team shall be provided
along with tender (Alternative names can be suggested at tender stage). However prior
to final negotiations/contract formulation, the composition of this core team shall have to
be made binding by the Contractor.
Core team experience shall be accorded due to weight age during the evaluation of the
tenders. Familiarity with equipment, proposed to be procured by the Employer for the
project, shall be accorded additional weight age points.
Material Schedule
Contractor shall provide material procurement schedule that he intends to follow for the
project for items. This shall be based on the indicative quantities as mentioned in Bill of
Quantities for civil works. The work schedule shall be carried on Lump Some basis.
It is understood that initial procurement based on indicative quantities of materials.
Necessary corrections in the Bill of Materials shall be done with progress of engineering.
Latest Indian Standard Codes are intended to be followed for civil designs.
Material procurement set-up and required leads along with basic prices of materials shall
be indicated by the Tenderer for the purpose of evaluation. Agreements on these
elements shall be incorporated in the Contract.
Method Statement
Proposed method statement for various elements of Works shall be provided with the
tender. Agreements on proposed method statement shall be incorporated into contract
with successful Tenderer.
Contractor can propose, unique or innovative solutions, to expedite the Works. These
may be incorporated in civil design stage if accepted by Civil Engineer.
Quality Assurance
Tenderer shall provide details of their quality assurance procedure and method, which
they intend to follow for at site for the project. These elements shall be integral part of
the Contract. Agreements on proposed Quality Assurance shall be incorporated into
contract with successful Tenderer.
Organisation Details
Tenderer shall provide brief write up of its organisational setup, current commitments,
total resources and financial standing.
Reporting relationship between site and head office (typical for project of this magnitude)
shall be provided.

Reference List
Reference list of similar works (type or magnitude) in last five years should be provided.
Approx contract value, time contracted and actual time taken (if work completed) shall be
indicated. Employer may contact these references to obtain first hand feedback.
Any accolades received during last five years should be indicated.
2.1.5.1

Terms of Payment
Shall be discussed with Nirma and informed by commercial department separately.

2.1.5.2

Deviation list
The tenderer is requested not to deviate from technical / commercial conditions.
However in case tenderer desires to deviate on any specific point, the same shall be
furnished in the deviation list as attached to this Chapter.

2.1.6

General Instructions
The Bidder shall provide all additional information necessary to identify the works.
Should the Bidder wish to propose any deviations from the Tender Document, he shall
submit with his offer a list describing kind and reason for the deviations from the
Tender Document. The Purchaser is at liberty to reject any Tender containing material
deviations from the Tender Document.
Any additional works considered necessary shall be included regardless of whether or
not such work is described in these specifications. The Purchaser reserves the right to
request further technical data should this become necessary during the Tender
evaluation.

2.1.7

Language, and Technical System


The Tender and all related documents and all correspondence in connection herewith
shall be in the English language.
All dimensions and other numerical data shall be given in the metric system.

2.1.8

Addendum During Tender Preparation Period


It is anticipated that during the Tender preparation period explanations of the Tender
Document and/or further information may be sought by Bidders, the Purchaser may
circulate addenda for the same. Such additional information shall be acknowledged in
writing by the Bidders and will be deemed to form part of the Tender Document. All
such additional document/information, asked for and provided to one Bidder shall be
circulated to all participating Bidders.

2.2

PREPARATION / SUBMISSION OF TENDER

2.2.1

Tender to be Complete
The Tender shall be complete in all respects particularly in respect of the Conditions of
Contract and the Forms thereto filled in, together with the completed sheets provided
Any Tender, which is not complete, may be rejected.
The Tender for the structural works to be submitted considering the
following:
1) Structural Fabrication at Contractor Works which shall also include procurement of
steel, sheeting etc. transportation to site and then erection at site which includes
application of sheeting on the shed.
2) Structural Fabrication at Plant Site which includes procurement of steel, sheeting
etc. and then erection at site which includes application of sheeting on the shed.
Both the above alternatives to be considered by the contractor and offers to be
submitted in accordance with above guidelines.

2.2.2

Submission of Tender
The bids to be submitted by the Bidders shall be complete in all respect.
The offers should be submitted to the following persons at required address and the enquiry
form attached in the beginning of this document.
The un-priced Bid Document shall be addressed and delivered in Two (2) sets (Both
Hard as well as Soft copy) one each to:

The Tender shall be endorsed:
"TENDER FOR ADDITION OF SHED OVER ADDITIVE / CORRECTIVE
STOCKPILE.
The Tenderer must ensure that his Tender arrives on or before the Tender Closing Date
as no Tender received afterwards will be considered.
2.2.3

Tender Closing Date


The Tender is to be received by the Owner not later than 5TH JAN 2015 local time
1430 Hrs at Nirma office in Ahmedabad and 1430 Hrs at Holtecs office in Gurgaon.
Validity of Tender
The Bidder is required to commit himself to a binding validity of his offer for a period
of not less than 120 days commencing from the Tender Closing Date.

2.3

CONFIDENTIALITY OF DOCUMENTS
The Bidder, whether his Tender is accepted or not, and all other recipients of the
Tender Document, whether they submit a Tender or not, shall treat the details of
these documents as private and confidential.
All Tenders and accompanying documents will be treated in the strictest confidence
and no information will be passed on to any person who is not entitled to receive it for
the purpose of evaluation of the Tender.

2.4

COPYRIGHT
The copyright for Tender Document, including drawings, belongs to the Purchaser.
The Bidder is not entitled to make use of the documents for others than for tendering.
These documents may not be handed over or their contents communicated to third
parties not involved in the Tender without the clearly written consent of the Purchaser.

2.5

EXPENSES OF TENDERING
The Purchaser will neither be responsible for any expenses nor losses which may be
incurred by any Bidder either in the preparation of his Tender or in any way
whatsoever arising out of the invitation and elaboration of offers for the project.

2.6

ACCEPTANCE OF TENDER
The Purchaser will evaluate all conforming Tenders submitted to the Purchaser within
the specified tendering period, and the Bidder shall provide such further information
during the Tender evaluation period as the Purchaser/Consultant may require.
The Purchaser shall have the right to waive-off any deviation or irregularity in any
Tender received and to accept the Tender, which, in his judgment, is of his interest.
It is, however, pointed out that the Purchaser is not bound to negotiate or to accept
the lowest or any tender or to elaborate upon reasons of his choice.

2.7

ERRORS AND OMISSIONS


It is the responsibility of the Bidder to ensure that his tender is correct and fully
reflects his intentions. In the event of obvious errors and omissions being discovered
in any Tender, the Purchaser reserves the right to contact the Bidder for clarifications
or to correct such errors and omissions in a manner, as he considers appropriate
without reference to the Bidder.

2.8

TENDER EVALUATION
The Purchaser as per the following procedure will evaluate all conforming Tenders
submitted to the Purchaser within the specified tendering period:

Tenders, which are incomplete, i.e. lacking substantial information or containing


unacceptable deviations from the Tender Document and Tenders offering an
excessive price, may be disqualified and such Bidders shall be informed
accordingly.

All Tenders substantially conforming to the Tender Document shall be preevaluated by the Purchaser in respect of technical and commercial aspects. Based
on the assessment of the overall merits of the Tenders, the Bidders will be short
listed for further evaluation.

The Purchaser shall issue the respective weak point list to the short listed Bidders
for clarification on technical and commercial queries, commenting on data and
information. Bidders will be requested to furnish, complete or if required revise
their Tender in accordance with the instructions from the Purchaser.

The final (revised / updated) Tenders shall further be evaluated by the Purchaser.
If required, the Purchaser for clarification meetings may invite Bidders. The
conclusions from such clarification meetings will be recorded in minutes of meeting

signed by the participants. Bidders may be requested to further complete and / or


revise their Tenders.

Based on the result of final evaluation the Owner will invite the selected Bidder(s)
at his premises, or any other place as the Purchaser may deem proper, for contract
negotiations on a convenient date.

NCL do not bind it selves to accept lowest bid and reserve the right to accept in
whole or in part, of any bid submitted.

NCL limited reserves the right of cancelling this Tender without assigning any
reason.

The Purchaser will give written notice(s) of the acceptance to the successful
Bidder(s).

The successful Bidder shall prepare two original copies of the Contract collating various
documents and effects of contract negotiations meetings.

GENERAL INFORMATION OF SITE AND BRIEF
DESCRIPTION OF STRUCTURES

GENERAL SITE CONDITIONS

Location
Nirma Cement Ltd is located at village Nimbol, Jaitaran Tehsil, in Pali district of
Rajasthan. The plant capacity is with 2.28 mio tpa cement production.
The co-ordinates of the proposed cement plant location are:

Road
The proposed location has good road connectivity from nearby cities of Jodhpur
and Beawar. The nearest connecting point from the existing main district road for
the proposed location is about 5km. The existing connecting village road will
require leveling, broadening and bituminous layer to ensure smooth connectivity.
Accordingly, the cost towards construction of approach road for about 5 km has
been considered in the investment cost estimates.

The proposed site for Cement plant has connection with the Indian railway
network. The nearest broad gauge railway station is Jodhpur station which is
approximately 100 kms from the site.

The terrain in the area proposed for Storage Shed site is generally flat having
gentle slope towards south with rocky and firm strata.

hard strata would be encountered at a depth of approximately 3 - 8 M below
ground level.

Where information given above does not suffice the bidder has to conduct his own
survey of the local conditions.

1.2

BRIEF DESCRIPTION OF STRUCTURES:

1.2.1

General
The location of the proposed structures for the proposed storage shed for additive
/ corrective stockpile are shown in drawing, enclosed in Part VI.
Salient features of some of the structures forming part of this contract given below
are only for general guidance. It should be understood clearly that the tender
drawings enclosed with the tender document are not complete/final and are
only preliminary drawings meant for giving general guidance to the
tenderer. In case the contractor's quotation is made for any of the items of works
based on the informations given in the tender drawings, (which are not final
construction drawings) the company shall not be responsible for the
consequences arising thereof and no claims of whatsoever nature shall be
entertained on this ground.
The contractor is deemed to have satisfied himself as the nature of work involved.
The execution drawings, based on which the actual construction is to be carried
out, shall be passed on to the contractor progressively during the period of the
contract. The contractor shall clearly understand that neither all the construction
drawings shall be passed on to him for execution at one time nor the company will
entertain any extra claim for any additional compensation or extension of time of
contract on this account.

1.2.2

Corrective and Additive Storage Shed


For the correctives and additives materials existing stockpile structural steel shed
is envisaged to cover the same. The existing stockpile mainly consists of RCC rail
foundations for stacker and reclaimer. The reclaimed material shall be taken out
from the stockpile by a reclaim belt conveyor. The storage hall shall be covered by
colour coated galvaluminium sheeting (Tata Blue . Transparent sheet for skylight
shall be provided in the 5% of the covered area.
It is presumed that Civil Contractor understand the requirements of such works as
are involved in storage shed and is well acquainted with the nature and
complexities of the same. Sizes of the building may however, vary on account of
the requirement of equipment & machinery suppliers etc.

ANNEXURE II A

GENERAL SCOPE OF WORK


1. General Provisions
a)

Scope of Work shall be as elaborated in this Tender Document (and as will be shown
in the drawings for the project).

b)

All Codes of Practice and Standards referred to in Tender shall be those of latest
issue, and as approved by the Engineer

c)

Contractor confirms that the specifications provided in this tender are brief and do not
covers minute details. However, all works, including those for which separate
specifications have not been indicated in this Tender, shall have to be carried out in
accordance with the relevant Standards and Codes of Practices, or in their absence in
accordance with the Good Industry Practice practices or as directed by Engineer from
time to time. The decision of Engineer as regards the Specification(s) to be adopted
and their interpretation and the mode of execution of work shall be final and binding
on Contractor and no claim whatsoever shall be entertained on this account.

d)

Contractor accepts that in these Tender Specifications every item of work which is
generally shown in the construction drawings or for which directions/ instructions can
be provided by the Engineer is not elaborated. Contractor confirms that all materials
or labour or services for work, deemed necessary to complete and produce a desired
finished job, ready for satisfactory handing-over to the Employer, shall be provided by
the Contractor whether or not the work is expressly covered in these Specifications at
no extra cost to the Employer.

e)

Contractor accepts receipt of the construction drawings for the Project in a phased
manner with the progress of engineering. It will be Contractor responsibility to plan
and co-ordinate the specific requirements of the drawings for different fronts with the
Engineer.

f)

The Contractor shall make and maintain proper benchmarks, reference points, check
lines, levels etc. and should get the same approved by the Engineer periodically.

g)

All guarantees and test certificates obtained by the Contractor during the execution of
work shall be transferred to the Employer on completion of the works.

h)

Materials once brought to the site shall not be removed from the site without the
written consent of the Employer.

i)

The Contractor shall submit well in advance for approval at the site/ manufacturing
workshop, all samples and specimens, as the Employer may demand from time to
time. Contractor shall provide all facilities for such inspection. Any material brought to

site and rejected by the Employer shall be removed by the Contractor from the site of
work immediately at Contractors expense.
j)

The Employer may, during the progress of work or otherwise, order removal and/or
reconstruction of part or whole of the work executed that is found not in accordance
with the approved drawings/ specifications/ instructions etc. No extra claims shall be
entertained for removal and re-executing or altering of such work(s) whatsoever.

k)

No work shall be covered or put out of view without the approval of the Engineer. In
the event of failing to do so, the Contractor shall be made to uncover any part of the
work or make openings in or through the works as the Engineer may direct, and they
shall be made good with materials approved by the Engineer matching with
workmanship specified.

l)

The Contractor shall provide sufficient strong and stable scaffoldings and stagings so
as to ensure safety of the labour and structures.

m)

The Contractor shall dismantle and remove the stagings and other temporary facilities
on completion of work, clear and clean the site and make good any damages caused
to the structure and restore to original condition at his own cost.

n)

The Contractor shall provide for all necessary storage at the site in specified areas for
all materials such as steel and such other materials which are likely to deteriorate by
the action of sun, winds, rain or to other natural cause due to exposure in the open,
either in the compounds or in stores, in such manner that all such materials, tools, etc.
shall be duly protected from damage by weather or any other cause. All such stores
shall be cleared away and the whole site left in good order on completion of the
contract with the necessary approval from the Engineer. All materials, etc., shall be
stacked in such a manner as to facilitate rapid and easy checking of quantities of such
materials. The Contractor will not be permitted to store any of his material in the
buildings under construction or already constructed by him without prior approval of
the Employer.

o)

In addition to the Specifications furnished herein, latest relevant Indian Codes and
Standards shall govern the works. However, the Engineer reserves the right to take
the final decision towards the applicability of the same. It shall be mandatory for the
Contractor to seek approval of the Engineer wherever doubt arises.

p)

The contractor shall provide all necessary arrangement for stability of slope &
earthwork retaining so as to ensure safety of the labour and structures.

q)

Scope of Work shall be as elaborated in this Tender Dossier (and as will be shown in
the layout drawing for the project) covering complete Cement production facility .

r)

During the construction of foundation of shed, the contractor shall depute its site
engineer for proper match marking between the concrete part and steel. As built
location of the foundation bolts shall be taken care while fabrication and erection of
the steel structure.

2. Benchmarks
s)

Employer shall furnish within the plant site property area one (1) reference
benchmark. All levels established by Contractor in the field shall be with reference to
this benchmark.

t)

Employer shall also establish two mutually perpendicular reference grid lines in the
field, from which Contractor shall carry out his setting out works. All setting out work
shall be carried out very accurately by Contractor with his own instruments. Contractor
shall have on site adequate number of accurate survey instruments such as levels,
theodolites, staffs, measuring devices, survey umbrellas etc. to ensure smooth
progress of work. Contractor shall give all facilities to Engineer for checking the
accuracy of the survey work. Contractor shall take all precautions to preserve the
benchmark, reference grid lines and other reference points provided by Employer.

SPECIAL CONDITIONS OF CONTRACT
2.1

2.2

MEASUREMENT
1.

The quantities set out in the Bill of Quantities are the estimated quantities of
the work as of now. However the final quantities shall be mentioned in each
drawing issued for fabrication. Payments shall be made in accordance with
the drawings only.

2.

The Engineer shall, except as otherwise stated, ascertain and determine by


measurement the value in terms of the Contract of work done in accordance
with the Contract. He shall, when he requires any part or parts of the works
to be measured, give notice to the Contractor's authorised agent or
representative, who shall forthwith attend or send a qualified agent to assist
the Engineer or the Engineer's Representative in making such measurement
and shall furnish all particulars required by either of them. Should the
Contractor not attend, or neglect or omit to send such agent, then the
measurement made by the Engineer or approved by him shall be taken to be
the correct measurement of the work. For the purpose of measuring such
permanent work as is to be measured by records and drawings, the
Engineer's Representative shall prepare records and drawings month by
month of such work and the Contractor, as and when called upon to do so in
writing, shall within fourteen days, attend to examine and agree such records
and drawings with the Engineer's Representative and shall sign the same
when so agreed. If the contractor does not so attend to examine and agree
such records and drawings, they shall be taken to be correct. If, after
examination of such records and drawings, the Contractor does not agree
the same or does not sign the same as agreed, they shall nevertheless be
taken to be correct, unless the contractor shall, within fourteen days of such
examination, lodge with the Engineer's Representative, for decision by the
Engineer notice in writing of the respects in which such records and
drawings are claimed by him to be incorrect.

3.

The works shall be measured notwithstanding any general or local custom,


except where otherwise specifically described or prescribed in the Contract
subject to Indian Standards as determined by the Engineer-inCharge/Company.

QUOTED RATES
i)

The rates quoted should include cost of all materials including steel and
sheeting except the materials to be supplied by the Company as mentioned
elsewhere, charges for labour, tools, plant, mobilising and demobilising
equipment, fuel, lubricants, fixtures, setting out, transport charges, taxes,
royalties, octroi, temporary and permanent works and any local taxes or
levies payable on all transactions, quarrying charges, testing, screening,
carriage of materials to site, stacking and removal charges of any rejected

materials (within notice period), water and power arrangements and


satisfactory completion of the work under this contract. Rates and prices
shall be firm for the entire duration of the contract. They should include the
cost for all activities and components of work whether specifically mentioned
or not for satisfactory completion of the work under this contract.

The unit rates quoted shall include for details of fabrication which are
obviously and fairly intended or which are necessarily implied and which may
not have been referred to in these documents but are essential for
satisfactory completion of work.
Rates quoted shall be for all superstructure upto all heights. Wherever
mentioned, the lifts in depths and heights shall be measured with respect to
the plinth level of the department or building. This plinth level shall be taken
as average ground level plus 450mm or the difference between the finished
floor level and the average ground level whichever is less.

iv)

The cement used for the construction of water tanks required for
constructional purpose ( In case applicable) shall not be accounted under
the Company's account, and cost shall be borne by the contractor. Cement
used for the construction of contractor's temporary office etc shall be issued
to the contractor at the specified issue rate or market rate +10% handling
charges whichever is higher. However, the cement required for the
construction of labour colonies shall have to be arranged by the contractor
and shall be at the cost of the contractor.

v)

Unless otherwise specified, the tendered rates shall include works in all
shapes, straights, inclined or curved and all sizes as shown or as required.

vi)

The rates quoted shall include any straightening of the raw steel as required
prior to fabrication.

ABNORMAL RATES
The Tenderer is expected to quote rate for each item after careful analysis of cost
involved for the performance of the completed item considering all specifications
and conditions of contract. This will avoid loss or profit or gain in case of
curtailment for any item. In case it is noticed that the rates quoted by the Tenderer
for any item are unusually high or unusually low it will be sufficient cause for the
rejection of tender unless Company and Consultants are convinced about
reasonableness of the rates on scrutiny of the analysis for such rate, to be
furnished by the Tenderer on demand.

2.4

Tenderer's rate should cover the entire cost of collecting materials from the
employer's store and it shall also cover the cost of unloading materials from trucks
when the materials are supplied near about the site of work.
All the transport of the materials, from the employer's store, or from the site where
it is unloaded, from the trucks to the contractor's store or work site shall be at the
cost of the contractor.

The contractor shall be responsible for the safety and proper storage of all
materials, supplied by the employer.
2.4.1

i)

All Contractor's materials shall be inspected and passed by the Engineer-inCharge from time to time at the source of suppliers, if he considers this
necessary the contractor shall provide all facilities for such inspection free of
cost. Notwithstanding any inspection at the source, the Engineer-in-Charge
shall have liberty to reject any material brought to site that does not conform
to specifications, without being liable for compensation.

ii)

Rejected material shall be removed from the site of the work or the site
earmarked for the materials conforming to specifications, by the Contractor
at his own cost and within the time stipulated by the Engineer-in-Charge.

CONSTRUCTION STORES
Suitable open areas near the site of work will be allocated to the contractor for
storing his equipment, plant, materials, etc. The Contractor shall be responsible
for constructing its own stores and temporary offices etc. He will, however, be
solely responsible for watching and guarding this property and materials issued to
him by the Company. The Contractor will cover all material at site with requisite
insurance against theft, dacoity, fire, rain etc. throughout the period of contract.
The Contractor shall provide for all necessary storage at the site in specified areas
for all materials such as timber, steel and such other materials which are likely to
deteriorate by the action of sun, winds, rain or to other natural cause due to
exposure in the open, either in the compounds or in stores, in such manner that all
such materials, - tools, etc. shall be duly protected from damage by weather or
any other cause. All such stores shall be cleared away and the whole site left in
good order on completion of the contract. All materials etc. shall be stacked in
such a manner as to facilitate rapid and easy checking of quantities of such
materials. The Contractor will not be permitted to store any of his material in the
buildings under construction or already constructed by him without prior approval
of the Owner.
Note:

2.6

The payment for final bills will not be made until the contractor has
handed over vacant possession of land including cleaning site allotted to
him for above as per order of Engineer-in-Charge.

CONSTRUCTION FACILITIES
i)

Water
The water required for the construction purposes will be made available to
the contractor at one fixed point near work site on chargable basis. The
contractor shall make his own arrangements for drawing water from these
points and further distribution at his own cost with the approval of the
Company. The contractor shall be required to avoid all wastage and limit the
consumption of water to the minimum requirements.

The contractor will install his own pumps, pipelines, buffer storage tanks
complete with all fittings, gate valves, Standard Water meter etc. at his own
cost, from the above supply point to the work site.
Water required for the labour colony will be provided by Owner on
chargeable basis at the prevailing rates at one point within the batten, limits,
meter for the same shall be provided and installed by Contractor at his own
cost.
The tenderer shall indicate his maximum average demand of water in the
tender.
The Contractor shall not be entitled to claim any compensation from the
Company for failure of supply or for inadequate supply or for non-continuous
supply of water.
ii)

Power
Power, shall be provided by the Company to the Contractor at one fixed
point in the plant area as well as labour colony on chargeable basis at the
rate of RSEB rates applicable to the company for construction work. Further
connection, distribution, installation of switch board, meter etc., shall be
arranged and maintained by the Contractor.
In case of power failure, bidder has to arrange emergency DG set for the
power on own cost.
The Tenderer shall indicate his maximum Power requirement while
tendering.
The Contractor shall not be entitled to claim any compensation from the
Company for failure of supply or for inadequate supply or for non-continuous
supply of power.

iii)

Land for Labour Hutment/Colony


NCL will provide to contractor, land free of charge during currency of project
work for temporary site work and site office, temporary stores. Land for
labour colony shall be provided by the company free of cost outside the plant
area.
On completion of works, the contractor shall handover vacant possession of
land after clearing labour colony, rubbish and temporary arrangements of
any kind and leave the whole of land allotted clean and workmanlike
condition to the satisfaction of Engineer-in-Charge.
Except as otherwise stated in the Specification, the Contractor shall provide
and maintain all necessary accommodation and welfare facilities for the
Contractors Personnel.
The Contractor shall not permit any of the Contractors Personnel to
maintain any temporary or permanent living quarters within the structures
forming part of the Permanent Works.

Contractor will ensure high-quality hygiene and well-maintained preapproved labour camp with crche facility.
Medical services like daily doctor visit, ambulance, tie up with nearby
hospital aid shall be made available.
An administrative officer solely responsible for labour welfare should be
appointed and a detail report of labours welfare is to be provided to the
Principle Employer.
The Contractor shall at his own cost provide suitable water supply, power
supply and sanitary arrangements approved by Owner.

iv)

Working Hours
The Contractor shall observe local rules and practices for the normal working
hours. Three shift working is allowed provided all arrangements for safe
working especially in evening and night shift has been made by the
Contractor at his own Cost. However for specific work applications where
continuous working is required for construction, three shift working shall be
considered. No work shall be carried out on the Site on locally recognized
days of rest or Holiday, or outside the normal working hours, unless;
a) Otherwise stated in the contract,
b) The Engineer gives the consent, or
c) The work is unavoidable or necessary for the protection of life or property
or for the safety of the Works, in which the Contractor shall immediately
advise the Engineer.
d)

2.7

The contractor will be responsible for performing all or any of the


services detailed in and arising out of the contract or incidental thereto,
round the clock, if required by the Owner throughout the period of the
contract without any additional remuneration. Overtime payable, if any, to
contractors workers shall be to the account of the contractor and Owner
will not be liable to make any extra payment on this account.

TIME SCHEDULE OF CONSTRUCTION


i)

The time fixed for completion of the contract shall be the essence of the
contract. The Contractor shall complete the whole work within the stipulated
time for completion as calculated from the date of placement of the order to
the satisfaction of the Engineer-in-Charge and Consultants.

ii)

The Contractor shall prepare a detailed time and progress schedule after
entering into the contract. This schedule shall keep in view the materials and
the drawings to be issued by the Company, available at that time, the overall
time of completion and requirement of the Company, machinery suppliers/
Erectors to complete any structure/structures/ buildings or any work at any
time before the date of completion as stipulated in the contract. This
schedule shall be jointly prepared with the Consultants and the Engineer-inCharge and submitted to the Company for approval as early as possible
after entering into the contract and not later than 15 days thereafter.

2.8

iii)

This schedule shall further be revised from time to time if so required by the
Engineer-in-Charge/Consultants for any reason whatsoever including nonavailability of drawings, materials, working space or requirement of
machinery suppliers/erectors etc. and shall be revised accordingly allowing
erection of machinery at intermediate stage of construction and restarting of
civil work after the completion of erection time. No compensation shall be
claimed by the contractor on this account in whatsoever manner.

iv)

If due to the design and other stipulations in the tender, or requirements at


site, a particular sequence of overall constructional operation has to be
followed due to which certain interruptions to any one or more types of work
or items of execution are inherent, no claims for such interruptions will be
admissible.

DRAWINGS
For the general guidance of the Tenderers, preliminary arrangement drawings of
the shed have been enclosed with the tender. The detailed G.A drawings for
fabricationshall be issued as per agreed schedule keeping in view the over all
completion date, between the company and the contractor during the execution of
the work to suit the time and progress chart prepared initially to suit the
requirements of the Company.
The drawings released initially for execution may have to be revised from time to
time to suit the requirements of the Machinery Suppliers/Erectors or the Company.
Such changes will not entitle the Contractor to any extra payment claim or
compensation other than the executed and measured work. Drawings to cover the
entire scope of work shall be handed over as per above agreed schedule.

2.9

2.10

DRAWING TO BE PREPARED AND SUPPLIED BY THE CONTRACTOR


i)

All detailed fabrication drawings which may be required under the conditions
of the Contract, to be prepared and furnished by the Contractor shall be duly
furnished in triplicate to the Engineer-in-Charge for approval at any time
before the commencement of the work or during the progress thereof, as
required. The shop drawings necessary for fabrication and erection of
structural steel works as per standard specified shall be prepared by the
contractor.

ii)

Before undertaking any fabrication, erection, centering, shuttering,


scaffolding or any other temporary work connected with the execution of
contracted work, either in his workshop or at the site, the Contractor, if
required by the Engineer-in-Charge, shall prepare detailed designs and
working drawings of the same and furnish the same for approval and shall
also furnish two copies of all such approved working drawings prepared for
reference.

Stamp duty as required in the contract deed will be borne by the Contractor.

2.11

The Tenderers should attach with their tenders, list showing their staff with
qualifications and experience of work, list of equipment and machinery to be
employed on this job (in proper working condition) and financial status, attested
copy of Registered Partnership Deed etc. Tenderers should also furnish the list of
core Technical Staff proposed to be posted at the site including phased planning
of deployment from the beginning of fabrication activity till completion of project
work.

2.12

EQUIPMENT
The Contractor shall make his own arrangement to procure all fabrication plant
and equipment for his work. He shall also state, while submitting the tender, the
type and number of different equipment, with their capacities, in good working
conditions which he will use on the site to ensure completion of the work in
specified and agreed time.
All materials, and equipment etc. once brought by the Contractor on the site are
not to be removed from there without the written authority from the Engineer-inCharge. Contractor shall submit to the employer a detailed list of all the
materials/equipments brought by him for the work. Also the Contractor shall have
adequate stocks of spare parts and repair service facilities for the equipment on
the site and no delay of the work should occur on this account. Similarly, all
enabling works built by the Contractor for the main construction undertaken by
him, are not to be dismantled and removed without the written authority from the
Engineer-in-Charge.

2.13

The Contractor shall be bound to pay wages which shall not be less than the fair
wages in the locality. The fair wages for the purpose will be at the rate specified
under Minimum Wages Law as may be in force at the time of execution of the
work in the State.

2.14

The Contractor shall be bound to give preference to local people whose land has
been acquired by the Company, and others according to any Indian Law.
The Contractor shall, during the currency of the contract, when called upon by the
Company engage required number of apprentices for such period as required by
the Company, and shall train them and shall be responsible for all obligations of
the Company.

2.15

In case of items of work where rate only has been invited, no work will be started
nor procurement of materials or any other arrangements made without obtaining
specified approval in writing from the Engineer-in-Charge.

2.16

All the materials required for construction, except those specified in Schedule 5.1
shall be arranged by the Contractor at his cost, and his rates quoted in the
itemised schedule of rates, shall be inclusive of the cost of materials at site.

2.17

No claim for extra payments on account of delay in supply of materials, machinery


etc. to be supplied by the Company will be entertained.

2.18

An order book (with page, machine numbered) will be kept at the site of the work
in which instructions and orders shall be recorded by the Engineer-in-Charge
and/or the Consultants. The Contractor or his authorised agent will be required to
sign the order book every time in acknowledgement of the instruction and shall
comply with the orders and instructions given in the book. The Contractor shall
also maintain such other books, records, files etc. as may be, from time to time be
directed to maintain by the Engineer-in-Charge/ Consultants.

2.19

TESTS FOR QUALITY OF WORKS


i)

All materials and workmanship shall be of the respective kinds described in


the contract documents and in accordance with the instructions of the
Engineer-in-Charge and shall be subjected from time to time to such tests at
the Contractor's cost as the Engineer-in-Charge may direct at the place of
manufacture or fabrication or on the site or at all or any such places. The
Contractor shall provide assistance, instruments, labour and materials as are
normally required for examining, measuring and testing any workmanship as
may be selected and required by the Engineer-in-Charge

ii)

All the tests that will be necessary in connection with the execution of the
work as decided by the Engineer-in-Charge shall be carried out at the cost of
Contractor at Government or any other standard testing laboratory as
directed by the Engineer-in-Charge in case such facility is not provided by
the Contractor at site.

iii)

If any tests are required to be carried out under the terms of the contract in
connection with the work or materials or workmanship not supplied by the
Contractor, such tests shall be carried out by the Contractor as per the
instructions of the Engineer-in-Charge and cost of such tests shall be
reimbursed to the Contractor.

iv)

Samples
The Contractor shall furnish to the Engineer-in-Charge for approval when
requested or if required by the Specifications, adequate samples of all
materials and finishes to be used in the work. Such samples shall be
submitted before the work is commenced and in ample time to permit tests
and examinations thereof. All materials furnished and finishes applied in
actual work shall be fully in accordance with the approved samples.

2.20

PROTECTION OF WORK
Should work be suspended by reasons of rain, strike, lockouts or any other cause,
the Contractor shall take all precautions necessary for the protection of work and
at his own expenses shall make good any damage arising from any of these
causes.

Contractor shall be responsible to maintain complete law and order by their


workers and supervisory staff inside and outside the factory area, labour colony,
and surrounding villages. Any one found violating the rules, which may be issued
by the company from time to time, the company reserves the right to remove such
persons from site without assigning any reasons and explanation thereof and such
persons will be treated as persona non grata.
All activities shall be carried out strictly as per the statutory regulations.
The Contractor shall employ and pay his staff and workmen in accordance with all
statutory regulations, Settlements, awards etc. as may be applicable to such
employment in Owners premises.
The Contractor shall confirm to all the Labour Laws governing the workmen supply
or engaged by directly or through a sub-contractor and implement the provision of
Factories Act, P.F, Gratuity Act, Minimum Wages Act, payment of wages Act,
Workmen Compensation Act, Contract Benefit Act, Contract Labour Regulation &
Abolition Act, and any other Act(s), Rules and regulations framed there under and
also provisions of any other Act as may be applicable.
If any amount becomes payable by the Owner as result of any claim or application
in terms of the Provisions of the said Acts and any other legislation and
Rules/regulations there under, such amount shall be recovered from the
Contractor by the Owner from his bills payment or otherwise.
The contractor shall cover all the workers engaged by him directly or indirectly
against risk arising out of any accident/injury during and in the course of
employment in accordance with provisions of Workmens Compensation Act.
1923, and he can commence and continue work only after submitting
documentary evidence in support of the above initially and on renewal.
The contractor shall ensure the age of workmen and the Contractor shall not
engage / supply any child labour in or for any work.
The contractor shall provide personal protective equipment (of approved quality
and having required test certificate ) like helmets, safety shoes, safety goggles,
hand gloves, to all his employees at his cost including Dust Masks, Earplugs,
safety belts etc. Contractor will not start any job of breakdown/shut down without
obtaining work permit from Safety Department of the Owner.
The Contractor shall indicate the report of accident, if any occurs while in the
course of execution of work within one hour from the occurrence of accident and
all the expenses to this effect will have to be borne by the Contractor.
The Contractor shall maintain and produce relevant records as per the provisions
of the aforesaid Acts, rules and instructions, on demand from statutory authorities
or from the authorised officers of the Owner and any failure on the part of the
Contractor in this regard, will be deemed as violation of the contract terms. The
Contractor shall also file returns / reports to concerned Statutory Authorities as
prescribed.

The Contractor shall take all necessary steps and precautions to ensure that his
workers and employees posted for the work under the terms of the contract, shall
work within the Factory in accordance with the provisions of the Factories Act and
all other Acts and Rules and regulations framed there under and shall also
maintain necessary records and shall be responsible to report to the Owners
authorized Officials in this regard and comply with their directions.
The Contractor shall indemnify the Owner (or its underwriters if any) against all
claims for damages, suits and demands preferred against the Owner by third
parties in respect of accidents, injuries of death of third person and also for loss or
damage to the Owners materials caused by the Contractor or his
employee/agents.
Contractor will ensure compliance of OHSAS-18001, ISO-9001 & ISO-14001
and impart proper training in safety and other procedures to his workmen from
time to time. Only those persons will be engaged who are trained/experienced on
that particular job.
Contractor should maintain proper records & entries of their workmen. All
workmen should have proper gate passes.
Workers are not to be engaged continuously for more than 8 hours unless & until
specifically asked by Engineer-in-charge and permitted as per law.
Proof of registration under Service Tax & Income Tax (PAN) will be provided by
the Contractor immediately on commencing the work.
Contractor will ensure that its employees and workers maintain necessary
discipline while working at Owners site and follow the Companys policies and
instructions in this regard. Unauthorized entry in non-working areas is strictly
prohibited. For any act of misconduct by the contractors labour, the contractor is
liable to initiate disciplinary proceedings against such workmen and submit copy of
proceedings to the Owner.
The contractor will comply with all requirements of the Owners P & A and safety
department with regard to engagement of manpower in Owners site and submit
copies of all required documents in this regard and obtain periodical clearances as
demanded. The Owner reserves the right to hold payment of any bill in part of full
in the event of Contractors failure to comply with the directions of the Owner in
this regard or in regard to safety requirements while working at Owners site.
Contractor shall submit list of experienced & competent manpower as required for
execution of jobs in safe & systematic manner. Company reserves the right to
test the skills/competency of Engineer/ worker as per role requirement. Spot
relieving on man to man basis to be ensured in case of continuous nature of job.
The jobs carried out by the contractor or its supplied manpower has to be
supervised properly by its supervisor. No work or any job will be carried out
without the presence of supervisor. A qualified Engineer / Site In charge should
remain at site throughout the operation of the contract. Site work should be
supervised under well qualified and experienced engineer & staff deployed by the

contractor. Daily report indicating manpower deployed and jobs executed are to
be furnished to Officer -in-charge.
2.22

SUBMISSION OF BILLS BY CONTRACTOR


The Contractor shall submit his bills on the prescribed form to the Engineer-inCharge for the work satisfactorily done by him in the opinion of the Engineer-inCharge and measured, recorded and signed jointly by the Contractor and the
Engineer-in-Charge. Alongwith the bill, the Contractor should submit the following
statements giving upto-date information or as desired by the Engineer-in-Charge.

Material issue statement - giving materials, received by the Contractor, jobwise and section-wise, duly reconciled by the Engineer-in-Charge.
Recovery statement - showing amount to be recovered from bill for materials
consumed (Ref. Schedule No. 5.1).

Loan material statement - showing material taken on loan by the Contractor


from the Company.

i)

All receipts given by the Material Suppliers or their authorised agents whose
names are to be intimated to the Company by the Contractor in writing, shall
be conclusive proof of the delivery of material.

ii)

Signature on receipt for Amounts


Every receipt for money which may become payable or for any security
deposit which may become transferable to the Contractor under these
conditions shall, not withstanding anything to the contrary contained in the
partnership deed, if signed in the name of Partnership by any one of the
Partners of a Contractor firm, or where the Contractor firm is dissolved by
any one of the ex-partners of the said firm be a good and sufficient
discharge to the employer in respect of the money or security purported to
be acknowledged thereby, and in the event of death of any of the
Contractor/Partners during the pendency of the contract, it is hereby agreed
that every receipt by any one of the surviving Contractor Partners shall, if so
signed as aforesaid, be a good and valid discharge as aforesaid provided
that nothing in this clause shall be deemed to prejudice or affect any claim
which the Company may hereafter have against the legal heir of any
deceased Contractor/Partner for or in respect of any breach of any of the
conditions of the contract and provided also that nothing in this clause shall
be deemed to prejudice or affect the respective rights or obligations of the
Contractors/Partners and of the legal heir of any deceased
Contractor/Partner interse.

2.24

Only such material which is in sound condition about which the decision of the
Engineer-in-Charge shall be final, left surplus with the Contractor after the
completion of work, including cut pieces shall be returned by the Contractor to the
Company's Store in sound condition and credit shall be given to him at the rates at
which the same was issued to him, provided the wastages and losses are within
the limits as stipulated in Chapter 4, Schedule 4.1, Clause-1.6 of this document.

Nothing will be paid towards his handling, transport charges from and to the
Stores. The Contractors shall not remove any unused material, cut-pieces or
waste from site of work without taking permission in writing from the Engineer-inCharge. The recovery rate of material issued in excess of actual requirement and
not returned back by the Contractor to the Company's Store, if so required by the
Company, will be higher than the issue rate as per decision of the Engineer-inCharge.
2.25

The Contractor shall not carry out any work between the hours of sun-set and
sun-rise except in cloudy weather without the prior permission of the Engineer-inCharge in writing. The Engineer-in-Charge may, however, direct the Contractor to
carry out the work during nights also and this will not entitle the Contractor to any
extra payment.

2.26

Machinery issued by the Company shall not be worked over-time without written
permission of the Engineer-in-Charge.
The hourly charges for overtime to be borne by the Contractor shall be higher than
normal charge as decided by the Engineer-in-Charge.

2.27

WORKS CONTRACT TAX


The price to be quoted by the Tenderer to be exclusive of sales tax on works
contract under Local sales tax Act. However, the contractor should opt for
exemption from this tax on payment of exemption fee wherever applicable. For
this purpose the contractor should comply with all rules and regulation including
making an application for exemption and obtaining local sales tax registration
within the stipulated time under the act. Any additional tax liability on account of
failure of the contractor to comply with the provisions of the Act will be to his
account and not reimbursed by the Company.
Sales tax on works contract under Local sales tax Act shall be paid by the
contractor and same shall be reimbursed by employer at actual on submission of
documentary evidence
All other taxes and duties shall be paid by the contractor.

2.28

INSURANCE
Before commencement of the work at the site, the Contractor shall insure his
workmen under Workmen's Compensation Insurance Coverage at his cost.

2.29

The Contractor shall afford all reasonable facilities and cooperation including
clearance of site, use of existing scaffolding to the various other agencies and
contractors for services not included in this contract working on the site
simultaneously so that the entire work can proceed smoothly to successful
completion. The Contractor shall also allow proper coordination and allow
execution of work of other agencies required to be executed on or within the civil
works simultaneously.

2.30

i)

Gate pass etc., will be arranged by the Engineer-in-Charge at the written


request of the Contractor giving full particulars of his staff and equipment on
periodical basis. If the activity of any worker or representative of the
Contractor is considered undesirable or detrimental to the security
arrangements, the Contractor will have to remove the person concerned
from the work site on demand.
The Contractor will also be responsible to make good the loss/damage, if
any caused by his men or machinery. The Contractor should submit daily
reports giving the number of workers, skilled and unskilled, trade-wise to the
Engineer-in-Charge.

ii.

The contractor shall submit the list of all material / equipment being brought
by them to fulfil his contract in TRIPLICATE to the security gate. One verified
copy will be returned to the contractor for his records and reference for
taking out any item of the listed material/equipment. The contractor shall be
required to refer the item number to the Engineer-in-charge while taking
away the item outside the factory premises for repairs or demobilisation.

2.31

i)

The tenderer shall inspect the site of work and its environments, and be well
acquainted with the actual working and other prevalent conditions and
fluctuations thereto and quote his rates accordingly after taking all the
factors into account.

2.32

POST PAYMENT AUDIT


The Owner reserves the right to carry out a post payment audit and/or technical
examination of the work and the final bill including all supporting voucher abstracts
etc. and to enforce recovery, if any found as a result of such examination, any
over payment, if discovered in respect of any work done by the Contractor under
the contract and such a recovery will be made by the Owner by any or all of these
modes or methods prescribed herein. If on the other hand any under payment is
discovered unpaid, the amount shall be duly paid to Contractor by the Owner.
Further, the Owner, reserves the right to make such recoveries and adjustments
notwithstanding the fact that the amount of the final bill may be included by one of
the parties as an item of dispute before any Arbitrator appointed under the
Arbitration Clause of the contract.

2.33

OTHER TERMS & CONDITIONS


Contractor shall submit list of experienced & competent manpower as required for
the execution of jobs.
The jobs carried out by the contractor or its supplied manpower has to be
supervised properly by competent supervisor. No work or any job will be carried
out without the presence of supervisor. A qualified Engineer / Site In charge
should remain at site throughout the operation of the contract.

Site work should be supervised under qualified and experiences engineer/staff


deployed by the contractor.
List of persons proposed to be deployed is to be given to the owner. The owner
reserves the right to test the skills/competency of worker as per role requirement.
Spot relieving on man to man basis to be ensured in case of continuous nature of
job.
Daily report indicating manpower deployed and jobs executed are to be furnished
to Officer -in-charge.
In case of any declaration of strike, lay off or lockout at the Site and if such
declaration affects the working of the equipment directly or otherwise, no claim
during that period by the contractor is valid and shall not be considered by NL.
The contractor shall be responsible for the safety & health of his men and
machinery at Site. Any injury caused to the operator(s) or the helper(s) it shall be
reported to NL immediately and the contractor shall take necessary action for a
speedy first aid/ medical treatment for the injured. The cost arising out of such
treatment shall be borne by the contractor only. All compensations payable to the
injured/disable shall be governed by the Workmens compensation rules 1924.
The contractor at the earliest shall settle all such compensation payments.
The contractor by virtue of his contract work under this agreement with NCL, shall
automatically come under the purview of the contract labour Regulation and
abolition Act 1970, and the contract labour (Central) rules 1971. The contractor
shall be required to maintain all registers and submit the periodic returns as may
be necessary under the above said Act and Rules.
No accommodation for the contractor or his employees shall be provided by NCL.

PART IV
SPECIFICATIONS

GENERAL

Unless otherwise stated in the following specifications, the latest Indian


Standards with the correction slips shall be followed.
It is not intended to mention every item of work in the specifications which
can be adequately shown in the construction drawings or to show in the
construction drawings all items of work described or required by the
Specifications even if they are of such nature that they could have been
shown thereon. All materials or labour or services for work which is shown
on the construction drawings or is reasonably inferable therefrom as being
necessary to produce a finished job, shall be provided by the Contractor
whether or not the work is expressly covered in the Specifications.

WORKMANSHIP
The quality of the workmanship shall be of first-class and shall conform to the
specifications in every respect and to the latest trade practices and shall be subject
to the approval of the Engineer-in-Charge. Unless otherwise specified tolerances of
various items of work shall be as per tolerance drawing (enclosed in Part VI).
For items/works not covered by these specifications, it shall be carried out as per
directions of the Engineer-in-Charge. In case there is any option or alteration in the
Specifications given herein, the decision of the Engineer-in-Charge shall be final
and binding on the Contractor and no extra claim shall be entertained on this
account. All persons employed on the work shall be competent and skilled in their
respective occupations.
Any deviation from these specifications shall be subject to prior approval of the
Engineer-in-Charge and such approval shall be necessarily discretionary and no
extra claim will be entertained on this account.
The tendered rates shall be for finished works including the cost and carriage of
materials (unless specified otherwise in the item of work) as well as supply of all
tools and tackles, scaffolding, etc., required for proper completion of the works. All
materials and/or workmanship which in the opinion of the Engineer-in-Charge is
defective or sub-standard, shall be immediately removed from the site and shall be
properly substituted with proper material and/or workmanship by the Contractor at
his own cost.

3.3

MATERIALS
All materials to be used in the work shall be new and of such quality and kind as
required to satisfy the standards of Contract Documents and the latest Indian
Standards. No re-rolled steel shall be used for the fabrication works. The structural
steel makes shall be from reputed companies like SAIL, JSPL, JSW or Tata Steel.
The sheeting material shall be from Tata Blue Scope only. The Contractor shall, if
required, furnish satisfactory evidence as to kind and quality of all materials.

Deliveries shall be made sufficiently in advance to enable samples to be taken and


tested if required. Materials shall not be used until approved. Materials of quality
other than given here may be used with prior approval of the Engineer-in-Charge
and such approval will be completely discretionary.
3.3.1

Structural Steel
It shall be of mild steel rolled sections and plates conforming to IS: 2062. It shall be
free from loose rust, millscale, paint, oil, grease fissures etc. In case of steel being
supplied by the Company, removal of rust, millscale etc. and other incidental
charges, such as carriage, octroi, loading, unloading and storing in separate stacks
section-wise, watch and ward etc. shall be borne by the Contractor.
Structural Steel / MS plate and Components
Type and Qualities
a)

The steel quality class and grade to be used for steel works shall conform to
the requirements of the Specification and latest relevant Indian Standards.
It shall be of mild steel rolled sections and plates conforming to IS: 2062.

b)

Structural steel materials shall generally be Mild Steel (Standard quality) or


of the quality as per technological requirement in compliance with the
relevant Indian Standards & Specifications. However, wherever required,
high strength structural steel may also be used in compliance with relevant
Standards.

c)

The material should be free from loose rust, mill-scale, paint, oil, grease
fissures etc.

d)

Steel for rails of cranes and other equipment shall be of carbon of medium
manganese grade.

e)

The whole of the steel used in the structural steelworks shall be of weldable
quality.

f)

All steel shall be straight, sound, and free from defects such as twists,
segregation, cracks, surface, flaws, lamination, imperfect edges and other
defects.

g)

In an aggressive environment an anti-corrosive coating on the Structural


Steel may be provided as per IS: 9077.

Information and Certificates


Before any delivery to the site, the supplier submit to the Owner/Purchaser copies
of the manufacturers certificates of the manufacture process, mill test reports
covering the chemical and physical properties of the steel according to the
relevant Indian Codes and Standards and test certificates giving the results of
mechanical tests including method specification.

Additional tests are not generally required for materials accompanied with such
certificates, but the Engineer reserves the right to ask for any additional/ second
test to be done by the Supplier at no extra cost to the Owner/Purchaser.
3.3.2

Other Materials
All other materials not herein fully specified and which may be offered for use in
the works shall be of first class quality and of such kind as is generally used in first
class works. Except where otherwise specified or authorised by the Engineer-inCharge in writing, all such materials shall conform to the latest edition of the
specification of the Indian Standard Institution. The Engineer-in-Charge shall have
right to determine whether all or any of the materials offered or delivered for use in
the works are suitable for the purpose.

3.4

TRADE SPECIFICATIONS

3.4.1

Structural Steel Work


1.0

General
The Contractor shall provide all items, articles, materials, operations
mentioned or scheduled on drawings including all labour, material, fixing
devices, handling and erecting equipment and other incidentals necessary
for their timely completion.

1.1

All steel work shall conform to IS:800 and the material to IS:2062 and shall
be free from defects impairing strength, durability or appearance and
possessing structural properties to withstand safely the stresses to which
these shall be subjected. The Contractor shall bear the cost of all tests.

1.2

Shop Drawings
The Contractor shall submit shop drawings within such time as asked by the
Engineer-in-Charge for approval. These shall show full size sections of all
joints and connections, thickness of material used and details of welds,
bolts, rivets etc. Shop drawings shall clearly distinguish between shop and
field rivets, bolts and welds. Shop drawings shall be made in conformity with
IS code and with due regard to speed and economy in fabrication and
erection. A marking diagram allotting distinct identification marks to each
separate piece of steel work shall be prepared. The diagram shall be
sufficient to ensure convenient assembly and erection at site. All shop
drawings shall show temporary bracings and connections required during
fabrication and erection. All shop drawings shall be prepared in advance of
the actual fabrication.
Approval of shop drawings by Engineer-in-Charge shall not absolve the
Contractor from rectifying the work in case of discrepancy.

Welding shall be done as indicated in the drawing and/or conforming to


IS:816 unless otherwise specified.
All welding shall be carried out by qualified welders. Qualification test shall
be conducted by the purchaser and only those welders who qualify this test
shall be engaged by the Contractor. All site weld shall be uniform and shall
be free from any slags, cracks and blow holes. Under-cutting of parent metal
must be avoided.
"Welding in specified areas shall be subjected to X-ray, gamma ray or
ultrasonic method, as will be specified by purchaser. The extent of such
checking shall be determined by the Purchaser. Proper equipment had
facilities are to be arranged by the contactor for such testing purposes.
Welders and work shall be protected from wind and weather.
The required number of welded joints as per approved specifications shall be
tested at the cost of the Contractor.
Welds should be made in flat position wherever possible. Adequate steps
shall be taken to maintain the correct arc length, rate of travel, current and
polarity for the type of electrode and nature of work.
Structural steel shall not be painted or oiled on any area where welding is to
be performed and shall be well cleaned to remove any paint, scale of atleast
2 Cm on either side.
The work shall be securely held in position by means of tack welds, service
bolts, clamps or jigs before commencing welding so as to prevent any
relative movement due to distortion, wind or other causes. When welding is
liable to cause distortion, the work shall be securely held in approved frames
or jigs.
The sequence of welding shall be such that when possible the members
which offer the greatest resistance to compression are welded first.
The welding of a joint shall be arranged so that the resulting tensile and
compressive stresses produced by back portion of the weld, tend to balance
each other. The step back method welding shall be adopted for continuous
run.
Fusion faces may be cut by shearing, chipping, machining or machine gas
cutting. Hand cutting by gas may be substituted for machine gas cutting only
if the latter is impracticable, and the cutter shall be adequately guided so that
the cut edge is clean and uniform. If the fusion face is rough, it shall be
dressed by chipping, filling, or grinding in a satisfactory manner.
Welds showing slag inclusion, porosity or lack of proper penetration shall be
cut and rewelded. Overlap of the toe of the weld and under-cutting of the
parent metal should be avoided and where present to a serious extent, shall
be rectified.

All slag shall be removed from each run before another run is superimposed
and from the final run when cold. The final run shall be protected with clean
boiled linseed oil and shall not be painted unless and until weld splatter is
removed and surface approved by the Engineer-in-Charge.
Grinding of finished weld is permitted provided the weld is not reduced below
the prescribed section. All exposed welds shall be ground smooth.
All welds which have not been ground shall be so rubbed, with a ten per cent
solution of Hydrochloric acid which shall be washed off with water before
paint is applied unless an alkali resisting paint is used.
The Contractor shall employ a competent welding Supervisor/ Charge-hand
to ensure that the Standard or workmanship and the quality of the materials
comply with the general requirements. Ultrasonic testing of welded joints for
built up sections, plate girders and columns shall be conducted by contractor
at his own expense.
The Consultants and the Engineer-in-Charge and his representative shall
have free access to the work site of Contractor at all reasonable times, and
all facilities shall be provided for inspecting any layer of welded metal during
the progress of work. His advices shall be strictly followed.
Parts to be fillet welded shall be brought in as close contact as practicable
and in no event shall be separated more than 5mm. If the separation is 1.5
mm or more, the size of the fillet welds shall be increased by the amount of
separation.
The separation between facing surfaces of lap joints shall not exceed 1.5
mm. The fit of joints at contact surfaces which are not completely sealed by
welds, shall be close enough to exclude water after painting.
Abutting parts to be butt welded shall be carefully aligned. Mis-alignments
greater than 3mm shall be corrected and, in making the correction, the parts
shall not be drawn into a sharper slope than two degrees.
During site assembly by welding, suitable jigs and fixtures must be used to
avoid distortion of members after welding.
1.4

Electrodes
The approved makes are ESSAB, D&H and ADDOR. For welding upto 16
mm thick plate contractor shall use E 6013 and above this thickness E 7018
shall be used.

1.5

Fabrication and Erection


In order to facilitate handling, transportation and execution, the Contractor
may fabricate the structural members in suitable sections and it should be
correctly numbered for erection. The details of the site connections and their
location shall be approved by the Engineer-in-Charge. All holes required for

erection / permanent bolts etc., (as indicated in drawing) shall be machine


drilled and no gas cutting shall be allowed.
The Contractor at his own cost shall design, manufacture, erect and
dismantle any false work, staging, temporary supports, bracings etc.,
required for safe and accurate erection of steel structures.
The erection of steel structures shall be carried out in correct sequence
ensuring stability and alterability of structures at all stages of erection and
alterability.
Frame or lattice sections intended for use as parts of composite construction
which are likely to deflect considerably during handling shall be suitably
stiffened by means of steel angles.
Roof and other structures shall be supported at close intervals during the
welding/bolting of site connections.
The Contractor shall prepare before commencement of erection work,
erection drawing giving full details of location and movement of erection
equipment in a manner that the erection work progress unhindered. The
erection plan shall be got approved from Engineer-in-charge before actually
taking up the erection work in hand.
The preparation of mating surfaces shall be done as per design drawing and
they shall be absolutely free from burrs, grease, lubricant, dust, rust, etc. and
shall be thoroughly cleaned before assembly.
The direction of tightening in a joint shall be from middle towards the
periphery/ends.
All holes must be drilled and burrs removed by grinding/filing.
Bolts shall not be hammered into position. Washers shall be provided both
under the bolt heads and nuts.
When sand blasting is adopted for treatment for mating surfaces, bolt
assembly shall be within 24 hours of sand blasting.
Immediately after assembly with HSFG bolts, the bolt heads, nuts, washers
and edges of mating surfaces shall be sealed with a coat of suitable oil paint
or peelant to obviate entry of moisture.
Bolts used shall be long enough so that at least three threads protrude when
the nut is fully tightened. Nut shall be tightened to maximum limit to prevent
loosening. All bolts shall be supplied with correct length of shank and thread
considering the grip length of the elements in the joint to be fastened
together.
The number of washers on permanent bolts shall not be less than two, one
for the bolt and one for the nut.

1.6

Erection Bracings
The frame of steel skeleton building shall be carried up true and plumb, and
(temporary) bracing shall be introduced wherever necessary to take care of
all loads to which the structure may be subjected, including equipment, and
the operation of same. Such bracing shall be left in place as long as may be
required for safety.

1.7

Adequacy of Temporary Connections


As erection progresses, the work shall be securely bolted up, or welded, to
take care of all dead load, wind, and erection stresses.
Alignment
No revetting or welding shall be done until, as much of the structure, as will
be stiffened thereby, has been properly aligned.
Erection
Required camber of trusses shall be shown on the erection diagram. If
camber involves the provision of any members under a straining force, this
shall be noted on the erection diagram.
Cambering
Cambering, if any, of trusses, beams or girders shall be as shown on the
drawings.
Expansion Gaps
Particular care must be taken to ensure free expansion and construction,
wherever provided for as per drawings or special specifications.

1.8

Shop Coat Painting


All structural steel work shall be thoroughly cleaned by wire brush and sandpaper and given the first coat of Red Oxide Zinc Chromate before erection.
Final painting of the structure shall not be done till such time as the
Engineer-in-Charge has satisfied himself that the rivetting, welding and
bolting has been completed in a workmanlike manner and all defective joints
have been replaced.
Painting Joints
The surface of all joints must be thoroughly scrapped and then painted with
a thick coat of red oxide zinc chromate before jointing up, which should be
done while the paint is still wet. This procedure shall not apply to welded
joints.

Care must be taken to see that all the component parts fit, correctly and
according to the distinguishing joint or match marks. No interchange of
pieces shall be made, unless absolutely necessary to avoid chipping and
filling, or serious delay. For such interchange of pieces, specific prior
approval of the Engineer-in-Charge is necessary.
2.0

Measurements
All fabricated trusses, frames, gantry girders, crane rails, fish plates, clamps,
square or round bars, wind ties etc., stanchions, built up girders, castellated
members, grating and purlins shall be measured as per standard net weight of
various members.
The net weight of cleats, brackets, packing pieces, rivet heads, bolts,
distance pieces, separators, gussets, and fish plates etc., shall be added to
the weight of the representative items, as per IS:1200. The holding down
bolts i.e. nuts and washers shall be measured by weight and paid under the
respective item. Welding of supports made from 30 x 6mm flat iron for
tendon supports in PSC silo with vertical reinforcing bars will be measured
and paid under this item.
In case of rivetted work the weight of rivets shall be paid without any
deduction for rivet and bolt holes. In case of welded work the weight of welds
is not to be allowed.
The weight of steel members shall be taken as per ISI Standard, and no
allowance shall be made for rolling margins in steel works.

3.0

Rate

welding, filling and every description of workmanship required to
fabricate, including bending of plates, sections etc. if required as per

Providing and fixing in position all Anchor bolts (steel for anchor bolts
to be supplied by free of cost by client), bolts, nuts including countersunk bolts/screws, round, square or tapered washer anchor plates,

Welding as per specification and drawings but weight of weld not to

Erection according to the requirement of plant suppliers and in pits or


at any level and in any sequence continuous or otherwise including
all temporary work required.

Colour Coated Galvaluminium Sheeting (Louvers and Cladding)


1.0

Shall be of the gauge specified in the drawing and/or schedule of rates and
shall be laid on purlins to a true plane, with corrugations truly parallel or
normal to the sides of surface to be covered, with minimum end laps of 15
Cm, and side laps of two corrugations. Laps with ridges, hills and valleys
shall be 23 Cms measured at right angle to the ridge etc. The fixing shall be
in the same manner and with the same specifications as per AC sheets
except that sheet shall be stitched with 25mm long and 8mm dia. GI stitching
bolts with GI and bitumen washers. Unless otherwise specified or directed by
the Engineer-in-Charge, hook bolts shall not be placed at more than 380mm
centres and spacing for stitching bolts for side and end laps shall not exceed
190 to 300mm centres for side walls. Wind ties of size 40mm x 6mm shall be
fixed at the eaves ends of the sheets and shall be fixed with the same hook
bolts which secure the sheet to purlins. The holes for 'J' or 'L' hooks and
stitching bolts shall be drilled and not punched from beneath with sharp tool
and shall be of the exact diameter of the 'J' or 'L' hook and stitching bolts.
The junctions of CGI sheet roofing with parapets shall either be protected
with proper flashing or by atleast 8 Cms projected drip course filled with
cement concrete 1:2:4 and finished with cement plaster and neat coat of
cement.
The connection shall ensure water leak proof ness into the
buildings/conveyor galleries. The spacing of these screws/bolts shall be
sufficient to prevent uplift of sheets by suction.
All roofing sheets shall be provided with double corrugation side lap and 150
mm end lap. All side sheets shall be provided with single corrugation side lap
and 100 mm end lap. All end laps of sheets shall be located over a
purlin/side girts.

Measurements Shall be on the basis of drawings by the consultant in Sq.M.


The length and breadth shall be of the finished work. The laps shall not be
measured except over valley gutter, roof light sheets and eaves filler pieces,
below ridges, hips, north light curves, apron finishing pieces, and barge
boards. Wind ties shall be measured separately and paid by weight under
structural steel. The cladding may be vertical or inclined for which actual
surface area shall be measured and the said rate will be applicable.
3.0

Rates

General
The surface shall be perfectly dry before painting. Painting shall not be done in
frosty or foggy weather or when humidity is such as to cause condensation on
the surface to be painted (relative humidity 80% or above) or ambient
temperature less than 40F.
General compatibility between primer and finishing paints shall be as certified by
the paint manufacturers supplying these paints.
Zinc-rich primer paints, which have been exposed several months before
finishing coat is applied, shall be washed down thoroughly to remove soluble
zinc salt deposits. In similar circumstances, the surface of paint based on epoxy
resin should be abrased or lightly blast cleaned to ensure adhesion of next coat.
In this document wherever a paint (primer or finishing) is recommended, it shall
conform to latest IS code. Paints shall be of approved make and grade 1st
quality only.

Colour scheme of painting of structures shall take into account national and
international safety standards on accident prevention including aviation norms
for safety and also shall be as per Owner's approval.
Surface to be painted shall be dry, free from dust and dirt and rubbed smooth by
means of sand-paper to the satisfaction of the Engineer-in-Charge.
3.4.4.2

Application of primer and finishing paints:


The paint shall be ready mixed synthetic enamel of approved make and
manufacture.
The prime coat shall be ready mixed of approved make and manufacture
and shall be applied evenly with brushes. After primary coat is applied and
perfectly dried, all holes, cracks etc., shall be filled in with putty and the
surface sand-papered. Then a second coat of paint of approved shade and
manufacture shall be evenly applied and allowed to dry. The third coat shall
be carefully applied as and when required, to achieve smooth and even
surface.
When the work is to be varnished, the varnish shall be best quality varnish
mixed with turpentine if required and evenly applied in the required number
of coats.
Unless paint immediately after mechanical cleaning at shop after appropriate
surface otherwise specified, all steel structures shall receive one coat of primer
preparation to be followed by a second coat of primer paint after erection at site
and two coats of finishing paints to meet the duty requirement.
Wherever primer paint is damaged the surface shall be thoroughly cleaned and
touched up with the corresponding primer paint.
All paints shall be of approved make and grade 1st quality. The finishing paints
shall be of approved colour. The under coat shall be compatible with the
finishing paint and shall have a different tinge to distinguish from the finishing
coat. All paints shall be applied in accordance with manufacturer's
recommendations to give a uniform coating and shade.

3.4.4.3

Finishing paints:
Choice of finishing paints shall be made from the following finishing paints
(unless specified otherwise), depending upon the environment to which steel
structures are exposed:
Synthetic enamel - IS: 2932, exterior type, as per approved colour scheme.
Aluminium paint conforming to IS: 2339.
Chemical resistant paints:
Epoxy based finishing paints.
Chlorinated rubber based paint suitably pigmented with acid, alkali and light fast
pigments.

The dry film thickness per coat of applied pains shall not be less than the

SCHEDULE OF RATES
4.1

GENERAL

4.1.1

The schedule of Rates should be read with all the other sections of the tender.
For : Corrective/Additive Stockpile Steel Shed.

4.1.2

The quantities of the items shall be as per the drawings prepared by Consultant.
Any increase or decrease in the quantities or deletion of some items shall not form
the basis for alteration of the rates quoted and accepted. The Owner/Engineer-inCharge reserves the right to change/modify size and type of sections at any time
and nothing extra will be paid, on this account. The employer does not guarantee
work under each item of schedule of rates (fully or even partially).

4.1.3

The tenderer shall be deemed to have studied the specifications, details of work to
be done within the time schedule, site and surface conditions prevailing at site.

4.1.4

All works, shall be measured upon completion of work done as per drawings and
paid for lumpsome rates quoted and accepted and shall include mending
damages for whatever reason, clearing and dressing work site after completion of
work.

4.1.5

The Owner/Engineer-in-Charge reserves the right to interpolate the rates for such
items of work falling between similar items of lower and higher magnitude.

4.1.6

The Owner/Engineer-in-Charge reserves the right to cancel the order for any item
or group of work, or split the work between two or more Contractors, if necessary.
Such a step shall not constitute a breach of the Contract.

4.1.7

All the items of work mentioned in the schedule of rates and covered by this
contract shall be carried out as per the execution drawings, specifications and the
directions of the Engineer-in-Charge and shall include all labour, materials, tools
and plants, tackles, testing, if any with Contractors testing appliances etc. required
to complete the job.

4.1.8

The rate shall include provisions of all tools, consumables, equipment required
and constructional aids.

4.1.9

Except cement , the issue of the other materials is subject to the availability in
Company store. In case of non-availability, the contractor shall make his own
necessary arrangement to procure in sufficient quantity in time so that work
should not suffer.

GENERAL

1.1

Drawings attached herewith are for the general guidance of the Contractor to enable
him to visualise the type of work contemplated and scope of work involved and are not
the working drawings. It is deemed that the Contractor has satisfied himself as to the
nature of the work.

1.1

Detailed execution drawings, on the basis of which actual execution of the work is to
proceed, will be furnished from time to time during the progress of the work, to suit the
latest construction programmes to be submitted by the Contractor in consultation with
the Company/ Consultants. The Company will endeavour to supply the drawings in
advance of the particular phase of work. In case it is not possible to do so due to other
reasons, the Contractor is not eligible for any extra claim whatsoever on account of this.

These drawings are subject to additions, alterations and modifications. The Contractor
shall always carry out the work with the latest issued execution drawings.
