Published in part III section 4 of the Gazette of India upto December, 2009.
No. MCI-12(2)/98-Med./ In exercise of the powers conferred by section 33 of the Indian

Medical Council Act, 1956 (102 of 1956), the Medical Council of India, with the
previous sanction of the Central Government, hereby makes the following regulations,
namely:1.
Short title and commencement:
(1) These regulations may be called the Minimum Qualifications for Teachers in Medical
Institutions Regulations, 1998 amended upto December 2009.
(2) They shall come into force on the date of their publication in the Official Gazette.

Objectives: Appointment of medical teachers, with minimum qualification and

experience in various departments of medical colleges and institutions imparting graduate
and post-graduate medical education is a necessary requirement to maintain a standard of
teaching.
Minimum qualifications for appointment as a teacher: Minimum qualifications for
appointment as a teacher in various departments of a medical college or institution
imparting graduate and post-graduate education shall be as specified in the Schedules I
and II annexed with these regulations

SCHEDULE I
Every appoint ing aut horit y before m aking an appoint m ent t o a t eaching post in
m edical college or inst it ut ion shall observe t he following norm s:
1.
All Medical t eachers m ust possess a basic Universit y or equivalent

qualificat ion included in any one of t he Schedules t o t he I ndian Medical Council Act ,
1956 (102 of 1956) . They m ust also be regist ered in a St at e Medical Regist er or
I ndian Medical Regist er.

The clause 1A was inserted after paragraph 1, vide notification dated

16.3.2005. The last words of the paragraph i.e. shall be 65 years.,shall be
amended as under, in terms of notification dated 17.09.2010.

I n t he depart m ent s of Anat om y, Physiology, Biochem ist ry, Pharm acology and
Microbiology, non- m edical t eachers m ay be appoint ed t o t he ext ent of 30% of t he
t ot al num ber of t he post s in t he depart m ent . A non-m edical approved m edical M.Sc.
qualificat ion shall be a sufficient qualificat ion for appoint m ent as Lect urer in t he
subj ect concerned but for prom ot ion t o higher t eaching post a candidat e m ust
possess t he Ph.D. degree in t he subj ect . The Heads of t hese depart m ent s m ust
possess recognized basic universit y m edical degree qualificat ion or equivalent
qualificat ion. However, in t he depart m ent of Biochem ist ry, non- m edical t eachers m ay
be appoint ed t o t he ext ent of 50% of t he t ot al num ber of post s in t he depart m ent . I n
case of t he paucit y of t eachers in non-clinical depart m ent s relaxat ion upt o t he Head
of t he Depart m ent m ay be given by t he appoint ing aut horit y t o t he non-m edical
persons if suit able m edical t eacher in t he part icular non- clinical specialit y is not
available for t he said appoint m ent . However, such relaxat ion will be m ade only wit h
t he prior approval of t he Medical Council of I ndia. A non-m edial person cannot be
appoint ed as Direct or or Principal or Dean or Medical Superint endent . I n t he
depart m ent s of Com m unit y Medicine and Pharm acology, Lect urers in St at ist ics and
Pharm acological Chem ist ry shall possess M.Sc. qualificat ion in t hat part icular subj ect
from a recognized Universit y.

3. Medical t eachers in all Medical Colleges except t he Tut ors, Resident s, Regist rars and
Dem onst rat ors m ust possess t he requisit e recognized Post graduat e Medical
qualificat ion in t heir respect ive subj ect .

4. The appoint ing aut horit y m ay consider t he holders of equivalent post graduat e
qualificat ion, which m ay be approved by t he Medical Council of I ndia from t im e t o
t im e, t o have t he requisit e recognised qualificat ion in t he subj ect concerned.
5. The Medical Council of I ndia shall det erm ine equivalent qualificat ion referred t o in
t hese regulat ions.
6. The t eachers in a m edical college or inst it ut ion having a t ot al of eight years t eaching
experience out of which at least five years t eaching experience as Lect urer or Asst .
Professor gained aft er obt aining post graduat e degree shall be recognised as
post graduat e t eachers in broad specialt ies. I n t he case of super- specialt ies only
t hose t eachers who possess eight years t eaching experience out of which at least
five years t eaching experience as Lect urer / Asst . Prof. gained aft er obt aining t he
higher specialit y degree shall be recognised as post graduat e t eachers:
Provided t hat in t he case of super- specialit y courses which are being newly
inst it ut ed, m at t er regarding relaxat ion of qualificat ion and experience of
post graduat e t eachers m ay be t aken up by t he appoint ing aut horit y wit h t he Medical
Council of I ndia.
7. I n cases where candidat es wit h requisit e experience are not available, a reference
m ay be m ade by t he appoint ing aut horit y t o t he Medical Council of I ndia for
considerat ion on m erit s.
8. The nam es of t he t eaching post s, academ ic qualificat ions and t he t eaching or
research experience required for each t eaching post are given in Table I in respect of
graduat e and post graduat e / higher specialit y courses and in Table I I in respect of
super-specialit y courses.
9. The requirem ent of publicat ion of four research papers for t he post of Associat e
Professor and eight research papers for t he post of Professor m ay be a desirable
qualificat ion.

The following clause shall be added after Sl. No.9, in terms of notification
dated 03.11.2010.
10. A person possessing DNB in the concerned broad-speciality, is
eligible for admission in the Super-Speciality/Higher course
(DM/M.Ch.).
11. Persons possessing DNB qualification on the basis of which they
have already been promoted as Associate Professor/Professor in the
concerned department, may be treated at par with MD/MS in the
broad-speciality and DM/M.Ch. in the Super-Speciality without any
further teaching/research experience.
