Note:
1.

Candidates shall be allowed approximately 2.25 hours to complete the inspection on site from
9:45 a.m. to 12:00 noon on 3 July 2015 (Friday).

2.

On 6 July 2015, all candidates shall register at Training Room 1, 4/F, APB Centre, at least 15
minutes before the time of the presentation.

Candidates who are late are allowed to attend

the interview, but their presentation time will be shorted according to their time late.
3.

Each candidate shall have 20 minutes for presentation of the proposal and 25 minutes for
Q&A.

4.

A debriefing will be held at 12:00 noon on 6 July 2015 at 4/F Training Room for assessors to
share their observations with the candidates.

5.

Sharing of presentation materials in the mock assessment is NOT allowed.

Should the

assessment panel note any incidence that candidates are using the presentation materials of
other candidates, their presentation may not be graded and the incidence may be addressed in
their personal appraisal reports.

Proposed Conversion Works of Hostel at Kwun Tong, Kowloon
1

The Background

1.1 We are a non-profit making organization setting up with an aim to provide


affordable accommodation for travelers and backpackers around the
world. To provide our guests with an unrivalled travel experience, it is
our strategy to let our guests experiencing the life and history of the city
through their stay and participation of activities in our hostels.
1.2 Recently, we have been entrusted by the Urban Renewal Authority of
Hong Kong to participate in its urban renewal project in Kwun Tong and
to take up the operation of the subject Site for 20 years. We choose Kwun
Tong because it is one of the satellite district developed in the 60s with
unique culture and history.
1.3 The existing building on the Site was originally a clinic and Maternal and
Child Health Centre. We are intending to renovate and convert it into a
hostel with exhibition areas for providing an insight into Hong Kongs
folk life and the development history of Kwun Tong, where the building
has stood for about half a century.
1.4 You are invited to provide professional advice with a proposal which is
expected to be technically feasible and financially viable. Possible
upgrading and improvement of existing facilities as well as convenient
accessibility should be proposed for our decision but cost factor must be
cautiously addressed.

The Site

2.1 The Site is located at No. 457 Tung Yan Street, Kwun Tong, Kowloon

with a site area of 1,800 sq. m. It is a four-storey building built by the


Public Works Department in 1962.
2.2 We have arranged vacant possession for the whole building on 1 August
2015.
2.3 The Site is zoned as Comprehensive Development Area (CDA) under
the approved Urban Renewal Authority Kwun Tong Town Centre
Development Scheme Plan-Main Plan. We noticed that the proposed uses
are under Column 2 uses, we would like to have your advice on the
implications of such for our decision on whether to appoint a town
planning consultant or not.
2.4 The Government of HKSAR, in its lease terms, requires the leasee to
provide certain space inside the building for resettling hawker stalls
affected by the urban renewal project near the site.
2.5 There is no gross floor area or site coverage restriction under the approved
Development Scheme Plan; yet there is a restriction of maximum plot
ratio of 2 and 5 for domestic and non-domestic use respectively under the
land lease.

The Brief

3.1 General
You are required to carry out two stages of work. Firstly, you have to conduct
a condition survey of the existing building. Secondly, you are required to
prepare a design scheme for the proposed use according to the requirements
set out in 3.3 below.
3.2 Condition Survey
You are only permitted to access LG/F, part of 2/F and roof of the
building for inspection. Candidate who fails to follow this instruction will
be removed from the interview list.
Base on the condition survey, you should advise on the general condition of
the building. As you can gain access to LG/F, part of 2/F and roof only, you
may assume that the condition of the other floors is similar. You should
identify any defects on site with their locations, possible causes and the
recommended suitable repair and maintenance solutions.

3.3 Design Scheme


3.3.1

You are required to prepare a viable scheme for converting the


existing building into a hostel. We have done some research on
the basic accommodation requirements as listed below. However,
we do welcome any brilliant ideas which would provide added
value to your scheme.

3.3.2

The following requirements may assist you in planning the


scheme:(i)

3.3.3

Our organization has 15 staff including a director, 2


managers and other administrative staff. Office facilities are
required.
We intended to provide 100 to 150 accommodations for
visitors with a mixture of guest room size. However, we
would like to know how many we could accommodate at
most without jeopardizing the provision of other facilities.
Security, hygiene, smooth flow of internal circulation and
proper zoning are our primary concerns.
We want to have the following provisions:(a) Exhibition areas for displaying the history and folk life
of Kwun Tong and Hong Kong. These areas should be
open to the public;
(b) Suitable space for accommodating the nearby hawker
stalls as required under the lease. We would like to have
your views on how to operate and manage this area to
make it compatible with other uses in the building;
(c) Restaurant(s) with suitable size for the visitors and the
nearby citizens;
(d) Taxi drop-off point, loading/unloading bays and
carparks;
(e) Back of house facilities for the hostel;
(f) Suitable green feature(s) to create an environmental
friendly image to the building; and
(g) Suitable use for the main roof.

We are thinking of having a vertical extension of 1 to 2 storeys or


to cover part of the existing main roof to increase the floor area
for the building. We would like to have your preliminary views
on this idea, layouts, structural assessment or detail design for the
extension is not required.

3.3.4

You are also required to advise on suitable building services


upgrading works, in particular, the drainage, hot water and
ventilation provisions, by taking into consideration the existing
headroom of the building.

3.3.5

Please advise us the suitable treatment to the existing faade.

3.3.6

Please advise us the preliminary programme showing the critical


path and budgetary cost estimate of the design scheme.

You are NOT required to provide detail design of your scheme. You
should illustrate the layout and circulation design of the proposed scheme
by means of sketches and plans. Besides, please provide a furniture
layout plan for a typical unit in the scale of 1:50 for our reference.

The Information

A copy of the location plan and floor plans are attached for your reference. We
do not guarantee that the plans are accurate and to scale. You may need to
verify the layout and details of the site and carry out simple measurement
during your survey if necessary.

The Site Visit

5.1 Arrangement has been made for you to carry out inspection of the Site
from 9:45 am to 12:00 noon on 3 July 2015 ONLY.
5.2 You are required to observe all the instructions given during your site
inspection and avoid entering any restricted areas indicated on site.
Candidate fails to follow the instructions will be disqualified from the
interview.

The Interview

6.1 You are invited to attend a Board meeting to present your proposal on 6
July 2015 at the time and venue as shown in the attached schedule.
6.2 You are expected to spend 20 minutes to present your survey findings and
the proposed conversion scheme. We have also allowed time to discuss
with you on the major issues.
