Provincially-controlled changes to the Persons with


Developmental Disabilities (DPP) Safety Standards
Regulation, which requires thousands of dollars worth
of upgrades to residential detached and semi-detached
single family dwellings, is raising concerns of discrimination and the future of available accommodations for
such individuals in Strathmore.
Consternation grew after Municipal Affairs introduced an Approved Guideline Standata in August 2015.
Safety codes officers, municipally and provincially, previously reported that individuals with disabilities were
residing in living conditions that did not comply with
the Alberta Building Code (ABC) and the Alberta Fire
Code (AFC). As a result, the Standata aimed to improve
fire and life safety in existing residential detached and
semi-detached single family dwellings that have undergone a change of use to a residential support dwelling
or a residential care dwelling under the Government
of Albertas PDD program. The modifications could become pricey, and likely require rezoning from residential home to a care support dwelling, building permits,
electrical permit, site plans, floor plans, and financial
costs associated with possible renovations of widening doorways and hallways, installation of wheelchair
ramps, fire alarms, fire extinguishers, carbon monoxide
alarms and sprinkler systems.
According to a letter written by Minister of Municipal
Affairs, Deron Bilous, the deadline for compliance to
the regulation and its Standata was postponed to allow
for extensive consultation in what is being treated as a
pause-period a duration with a deadline of March 31,
2016.
The safety of individuals is a crucial priority, [and] I
have also heard the concerns about the potential disruptive impact of the regulation on the wellbeing of
individuals in the PDD program if they are implemented without full understanding of the context in which
these individuals live and in which care is provided,
Bilous wrote.
The Government of Alberta will work with persons
with developmental disabilities, their families, service
providers, and municipal governments to find workable
ways to ensure safety, while also respecting and supporting individuals in their homes and communities.
Following the consultation we will find an appropriate
balance.
Yet Albertans are concerned that if the proposed
changes are implemented, an opposite effect may be
observed promoting fear and panic rather than safety,
while possible housing opportunities for individuals
with disabilities may disappear.
Strathmore resident Vivian MacCallum approached
the Strathmore town council on March 16, encouraging
them to be vocal about the issue.

Search for local


man ends

Suspicions, hope, and
numerous questions about
the whereabouts of a local
man who disappeared last
year were put to rest earlier this month, after the
body was discovered, ending an extensive search.
Strathmore RCMP were
notified on March 10, that
a body had been discovered southeast of Carseland on the shores of the
Bow River. The Calgary
Medical Examiners Office
and the RCMP positively
identified the remains as
belonging to 41-year-old
Michael Ully.
Family members last
saw Ully on Nov. 22, 2015.

Upon finding his truck


near Carseland several
days later, search efforts
ballooned led by the police, family, and raised
awareness through social media a Help Find
Mike Ully Facebook page
that gained nearly 7,000
members. The search
also involved air rescue
teams and several ground
searches.
The death is not considered to be suspicious. According to a press release,
the RCMP and the family
wanted to thank the public, search teams, and media outlets who aided in
the search for Ully. The
family asked for their privacy to be respected during this time.

Standard calls for by-election

Two candidate hopefuls are knocking on doors and meeting with the Village of Standards community, vying for
a spot on town council a seat soon to
be vacated by Councillor Ron Corbiell
whos relocating to Strathmore.
Elizabeth Nystrom and Brandon Duffala hit the campaign trail last week after submitting their nomination papers
on March 7. With only one more week
left before the 390 Standard residents
cast their votes, each candidate is putting their best foot forward to impress
the village with their strongest attributes.
Theres only been three other female councillors thats not something thats heard of in our village,
said Nystrom. Its important for people to get involved, especially in little villages. Theres always the same
people getting involved so when you
have someone thats new, thats fresh,
with the kind of ambition to go and do
something, you need that.
The 32-year-old British Columbia
woman, who attended Olds College to
study economical sciences, has lived in
the area for 12 years, and relocated to

Standard nearly two years ago. Already


being a member on Standards Beautification Committee, Park Planning Committee, and the library board, Nystrom
accepted the challenge and tossed her
hat into the ring. The administration
assistant is aware of recent crime activity in the area, the regional water project, and the ongoing challenges with
the Wheatland Crossing school. Much
like her opponent, Nystrom plans to
attract more individuals to the community and work towards continual
improvement.
Former commercial pilot Brandon
Duffala, who is also originally from
British Columbia, also has a knack for
community involvement, having volunteered many hours over the past five
years hes been residing in the village.
If elected into council, the 47-year-old
said hes eager to learn from the experienced councillors in helping to support and promote the villages future.
I want to get a better understanding
of the inner workings and whats going
on before I start putting in two cents s
far as changes, and I think you really
need to know why things are the way
they are before you can help support
and promote improvement, Duffala
said. I see its difficult for these small

communities, but we have a good base


here. The council members, they seem
like theyre there forever, so they have
a lot of history and background to
contribute, and so its really a feather
in their cap. I see town councils as the
beating hearts of our small communities, and I cant think of a better way
to play an important role in the betterment of society.
Duffala also helped design and build
the float for the Standard Library for
the Sports Day Parade, which received
first place, and coordinates a visit from
Santa for the children at the library
Christmas party.
Nystrom and Duffala will continue
to meet with the community and press
on with their campaign efforts over
the next week.
I think its going to be a good election and I wish my running mate all
the best, said Nystrom. Its going to
be me or him so either way its going
to be great for our community.
The Village of Standard town councillor election is taking place on April
4 from 10 a.m. until 8 p.m. at the Village of Standard office. Residents can

Council gave first, second, third and final reading to Bylaw No.
15-28 Land Use Bylaw Amendment Bylaw Technical Amendments.
Council gave first, second, third and final reading to Bylaw No.
16-05 Fees Bylaw Amendment Bylaw.
Council authorized the CAO to accept the proposal from
Scotiabank to provide financial services for the Town of Strathmore.
Council directed Administration to consult with the Provincial
Government and MLA Fildebrandt to bring forward a recommendation
to the Province of Alberta advocating a stay for the Standata for
residential detached and semi-detached single family dwellings that
operate under the Government of Albertas Persons with Development
Disabilities program.
Council moved to bring the matter regarding the Standata for
detached and semi-detached single family dwellings under the
Persons with Developmental Disabilities Program forward as a
resolution to the AUMA for the Fall Convention.
Council approve the following donations through the Community
Investment Fund:
Strathmore Youth Club Rock and Ride Skate for Change - $1,000.00
Celebration of Lights 2016 Christmas Park - $7,500.00.
Council approved Councillor Walls to attend the Disaster Forum
Workshop on May 9 12, 2016 in Banff, AB.

A copy of the proposed Bylaw may be inspected by the public during


regular office hours, 8:30 am to 4:30 pm, Monday to Friday at the Town
Office (680 Westchester Road, Strathmore, AB), or can be found on the
Town website (www.strathmore.ca/bylaws_under_review). Please
contact the Town Office if you would like an opportunity to review and
provide input on the proposed amendments prior to the Public Hearing.
The Public Hearing will be held in the Council Chambers, Strathmore
Municipal Building, 680 Westchester Road, Strathmore Alberta on
Wednesday, April 6, 2016, commencing at 7:00 pm with procedures in
accordance with the Town of Strathmore Council Procedural
Bylaw #07-11 and amendments thereto.
Any person or group of persons, or person acting on someones behalf,
who claims to be affected by any or all of the proposed bylaws may
present suggestions or concerns by making a submission to the
public hearing.
Written submissions to the Public Hearing or the name of any person
wishing to make an oral presentation at the Public Hearing must
be received by the Planning and Development Department prior to
12:00 noon on Monday, April 4, 2016 as outlined in Bylaw #07-11 and
amendments thereto. If your written submission is not received by
this time, please provide fifteen (15) copies for distribution at the
Public Hearing. Each person wishing to address Council at the Public
Hearing shall complete their verbal presentation within five minutes.

TAX INSTALLMENT PAYMENT PLAN


The monthly Tax Installment Payment Plan allows taxpayers to make
automatic monthly payments for taxes rather than a single annual
payment. Paying on a monthly basis makes budgeting easier. If you
want to join please contact the Town Tax Department at 403-361-2114
or come in to the Town Office. We will complete your application and
require your signature and a void cheque. All persons on the T.I.P.P.
program are penalty exempt.
How does the Plan work?
The tax year is from January to December. Your first payment for the
current year taxes would be January 1st. If you enroll after January
a lump sum payment for any lapsed months must be paid. A 2%
administration fee is applied to this payment amount. The first five
payments are based on the previous years tax levy. Changes to the
installment amount as a result of increases or decreases to the annual
levy will be effective for the last seven payments. You will be notified
on your tax notice of the new installment amount. If you are on the
payment plan you do not need to reapply.

Bylaw 16-02 proposes to amend Land Use Bylaw 14-11 (LUB) by


creating a site specific modification of the Country Residential
District, namely a District Overlay, to enable the approval of a
development permit application for a Secondary Suite. The subject
property (See Map 1 below) consists of a portion of the NW of Sec.
16-24-25-W4thM, containing 1.619 ha (4.00 acres). It is bounded on
the west by Range Road 254 and on the south and east by an irrigation
canal. A single Detached Dwelling, a metal garage/barn and a shed
are located on the site and the site is currently designated as CR
Country Residential District in the LUB.

There is a farm near Campbelltown, in the County of Argyll,
called Pute-chan, which can be traced back to the1600s and still
exists today, now since 1954 in private hands. This is the ancestral home of Roy Clarks fore-fathers, who were tenant farmers
of the Duke of Argyll who lived in
Inveraray Castle. Word of land that could be owned in Canada
prompted the decision to leave Scotland. John Sr. and Katherine Clark, and their six children sailed from Campbelltown to
Glasgow, where they boarded the Allan Line ship Canadian.
They arrived 13 days later in Quebec, on June 8, 1875 and this

will begin at 8 p.m. and tickets are $25 per person. From the $25, Ms. Marshall will retain $20
and donate the remaining $5 to PTSD to benefit our Veterans. Jan, who runs the Legions kitchen,
is serving a turkey dinner, with all the trimmings, starting at 6:00 pm. Show Jan your ticket for
the Tina Turner show, and your dinner will cost you $10. If you are not attending the show, you are
still welcome to come for dinner, but the cost will be $15 per person. Show tickets are limited and
available at the bar during business hours. Join us for a wonderful evening!!
SPECIAL ANNOUNCEMENT: There is a hero among us by the name of Comrade George
Freeman! By order of the President of the Republic of France, he has been awarded the
rank of Knight of the French National Order of the Legion of Honour. This distinction (the
Legion of Honour is the highest national order of France) illustrates the profound gratitude
that France would like to express to him. It is awarded in recognition of his personal involvement in the liberation of France during World War II. Through him, France remembers
the sacrifice of all of his compatriots who came to liberate French soil. Comrade Freeman
is a survivor of D-Day, June 6th, 1944, where he was one of many brave Canadian soldiers who
landed on Juno, Normandy. He is to receive his medal on Friday, April 15th, 2016, at the Legion.
This special presentation will be made by Albertas former Lt. Governor, Col. (Retd) the Honourable
Donald S. Ethell. Also present will be Wild Roses Derek Fildebrandt, and our MP Martin Shields.
More details will follow in the next few Events in the Times.
The annual Steak and Lobster dinner put on by the Legion Sports Committee will be held on
May 7th, starting at 6 p.m. Tickets are on sale and available at the Bar. Steak and lobster: $40
per person; steak only: $15 per person and lobster only: $25 per person. The trimmings are
included. Please bring your own lobster crackers. Tickets are limited and this dinner is a sell-out
every year, so get them early!
On May 14th we will be holding the annual Shoot for the Troops, which is a fund-raiser for our
Veterans families by dart players from all over Alberta and there is also a silent auction. Anyone
who has items they wish to donate to this auction, are requested to please bring them to the
Legion between April 16th and May 13th. Please make sure nothing is broken or chipped or needs
parts and put your name on the item so you may be recognized for your donation.

living here, Roys grandfather John Jr. worked for the veterinarian
Dr. Duncan McCeachran, who became well know for his involvement with the Cochrane Ranch and the Waldron Ranch. In the
spring of 1883, John Sr. and his three sons James, Duncan and
John Jr. headed west to their homesteads on Crowfoot Creek.
Katherine, and her two younger daughters came in the fall. Their
eldest daughter had married and lived in Montreal.
John Jr. married Catherine Emily Wills in 1903, at the Shouldice
Farm at Namaka, with Rev. G.W. Kerby (Kerby Centre in Calgary)
in attendance. Their son John Roy ( Johnny) was born in Gleichen in 1909. Catherine had been born in England, but following
her fathers death had been sent to Canada with her twin sister at
the age of nine years. Her mother had been left with little option
to care for her children. She was taken in by the James Shouldice
family, and when that family came west,
she came with them.
Johnny and Violet Beatrice Leonard
(Bea) were married in 1935. She had
been born in Lipton, Sask. in 1907,
trained as a nurse and met Johnny when
he visited a sick uncle in Bassano Hospital. They lived on the farm with Johnnys mother Catherine, and after John Jr.
passed away in 1929, mother and son
continued farming and ranching together. Johnny and Bea raised
a family of four children of which Roy was the youngest. He was
born in Bassano Hospital on May 31, 1943, and along with his
two sisters and brother, was raised in the house built in 1918 by
grandfather John Jr. and Catherine, which is still lived in today by
Roy and Karen. Roy attended school in Bassano through Grade
9, then Cluny until the end of Grade 11. He then attended PITA
(The Provincial Institute of Technology), now known as SAIT.
Karens Dad, Olie Boesen, was born in Denmark in 1907, and
he immi-grated to Montreal in 1927, then came west to Calgary
by train. The fare was one cent per mile!
He first worked at Trochu, before moving to Bassano in the
fall, where he spent the rest of his life. Karens mother, Peggy
Lothrop, was born in Sas-katoon in 1922, and came to Bassano
at the age of 20 to work. Olie and Peggy were married in 1943.
Karen was born in the Bassano Hospital on March 12,1945 and
was raised on a farm, near the Hamlet of Crowfoot. She was an
only child, as her mother passed away when she was three years
old. She attended school in Cluny through Grade 11, before tak-

ing the rest of her education in Calgary,


at Mount Royal. Roy and Karens fami-lies
were friends and neighbours, so the couple knew each other from a young age.
They were married in 1968, and raised
two daughters and a son, and have now
been blessed with a son-in-law, a daughter-in-law, and five wonderful grandchildren.
Following their marriage, they moved
to the farm, Sec. 2-23-20-W4. This is a
mixed operation of grain and now Angus
cattle. Roys grandfather raised Shorthorn
cattle, and was one of the first to import
Hereford bulls into the area in 1894.
Roy and Karen have long been staunch
supporters of 4-H, being members themselves, along with their children and
two of their grandchildren. Both
have been club leaders. Hockey has
always been a big part of their lives
as Roy played and coached hockey
for many years, and now their son
and grandsons play. He is a past
Kinsman, a past county councilor,
founding member of the Crowfoot
Creek Watershed Group, past president of South-ern Alberta Pioneers
and their Descendants, past president,
governor, and lifetime director of the
Western Stock Growers Association. He
was the driving force behind the Centennial Cattle Drive that went from Buffalo to
Medicine Hat in 1996.
Some of the changes theyve seen in
the area include the arrival of power, telephone, and natural gas to rural residents,
road improvements and great strides forward with improved farming practices and
technology. The very dramatic change in
the cattle herd, with new genetics and improved feeding methods. A long way from
a huge 850-pound steer on 4-H show day!
It gives Roy and Karen great peace of
mind and satisfaction to know their Crowfoot Creek Ranch is in the capable hands
of generations five and six.

Regulation causes concern

Having a daughter with cerebral palsy with a roommate who
suffers from a brain injury in Calgary MacCallum found out
she would be on the PDD list, which would require rezoning,
alarm systems, a drywall rating of 45 minutes, and a sprinkler
system costing between $20,000 to $55,000 for her house in
the city. As the water pressure in her area does not meet standards allowing for sprinklers to run for 30 minutes, the family
would be required to install a 500-gallon water tank in the
basement by either removing the staircase or cutting a hole in
the floor. Furthermore she argued that people with disabilities
understand fire alarms from their school experience, but may
panic, seizure, hide, or attack when hit unexpectedly with water. MacCallum has been in touch with Strathmore Brooks MLA

receive PDD funding and require changes to their homes, residents continue to
wait until a decision is made regarding
the Standata on March 31.
Realistically any municipality, really
all you can do is sit on your hands, its
under the provincial government so we
dont have a hand in it. All we can do
is wait for direction from them and see
what that looks like and do whatever
needs to be done in conjunction with
that direction.
Town council agreed to take preemptive actions in consulting with the province and liaise with MLA Fildebrandt to
ask the province to stay the Standata for
the single family home duplex issue and
advocate strongly for PDD. Council also
passed another motion to send the issue
to the Alberta Urban Municipalities Association (AUMA) in the fall.

Looking at the numbers


To the Editor
Residents oppose historical designation 2:1; will
council listen?
The town held an Open House March 1 to ask
citizens whether they support designating the local
Anglican Church property a municipal historical resource. After hearing presentations by the town, historical society, and church, in a poll conducted by the
town, 64 people expressed opposition to designation
while only 33 expressed support.
On Wednesday, March 23, a special meeting of
town council will be held to decide whether or not to
proceed with a bylaw declaring the site historic. The
Anglican congregation is hopeful that council will
hear the will of the tax payers, vote to repeal their

freeze on the church property, and return control of


the property to its rightful owners. Unless the freeze
on the property is repealed very quickly, the real estate deals that have been made will be in jeopardy,
and the legal situation for everyone involved will become a lot more complicated.
This process has been a real challenge for the Anglican congregation. We spent a great deal of money
preparing our property for sale and have been unable to recover it. We have had a rental house on our
property sitting empty for months as we continue to
pay taxes and utilities and wait to see if we will be
allowed to complete our sale. We continue to spend
evenings at town council meetings even in this holiest
of weeks.

The events of the past several months have forced some changes on our congregation. In a bid to reduce our costs and consolidate our ministries, we are giving up our rental space at Hope
Church, and moving all of our activities to the lower level of Aztec Realty, effective April 1. We are hopeful that our property will
soon be returned to us so we can make more permanent plans.
We continue to ask for the support of the community. If you
oppose using taxes to preserve an aging building, oppose councils infringing on property rights, or simply want to see this small
congregation continue to exist in Strathmore, please ask town
council to lift its freeze on our property and allow us to close our
real estate deals and look to the future

Thanks for the article by Miriam Ostermann MLA
in Hot Water.
It is difficult to comprehend or to explain how foolish Derek Fildebrandts comments make him appear ...
Twitter is becoming an increasingly silly medium...
The world is advancing into the Fourth Industrial
Revolution, characterized by a range of new technologies that are fusing the physical, digital and biological worlds, impacting all disciplines, economies and
industries, and even challenging ideas about what it
means to be human.
It is surprising that as a politician and as a millennial, Fildebrandt does not recognize this. His actions
and words lead to an increasing lack of credibility

and influence because of this attitude and flippant disregard of an important social platform. Many of the
worlds most influential thought leaders, politicians
and public figures are on Twitter engaging effectively
with large audiences to create change.
Face-to-face interactions are indeed valuable but it
is not only in those meetings that the publics perception of public figures is built. Education/training on
how to most effectively use social media could benefit
Mr. Fildebrandt. Without it, his relevancy like that of
the unicorn, may disappear. Potentially, he will not
make it onto the Ark.

Expressions the Dance Gallery

We are so very proud to announce our newest
faculty member at Expressions the Dance Gallery,
Shalynne Standing.
Shalynne has been a student of Expressions for
the past 15 years. She is a resident of Calgary and
is so committed to her training and her dance studio that she along with two siblings and her mom
(our studio office manager) have been driving to
our Strathmore dance studio for the past 10 years.
Shalynne has worked through a variety of dance
syllabuses, completing each grade and level that
she was challenged with.
As a student she excelled in her dance classes
working in all disciplines. Tap, Ballet, Jazz, Acrobatics, Lyrical, Aerial and Hand Balancing, said
Heather Thomas, Owner of Expressions. I noticed
early in Shalynnes training that she has excellent
communication skills and how she really loves
children.
Shalynne began helping and demonstrating in
classes at the age of 12. This is when interested
dancers can be part of our STARS TEAM (student
teacher program) at Expressions. Always setting a
great example for her students and being a wonderful help to the teachers in the classes she was
assisting.
After many years of quality training and six
years of assisting, Shalynne was ready to join the
EDG faculty!
To further her accreditation Shalynne went on
to get certified in the Acrobatic Arts teachers program. Another plus to her, EDG and the students
she will be working with.
Its a great cycle to be continually sharing and

being part of the dance world, said Thomas.


Quality and knowledgeable training will develop
a high standard of dancers both recreationally and
competitive. Having a certified faculty is a priority for our students at EDG as we look at injury
prevention for our students from day one, along
with a sound technical foundation. Our students
are then able to pass their love of the arts onto
their students as they revolve into teachers. What
better way to have your faculty understand the
high standard of teaching that you expect, is to
train them yourself.
Shalynne is now one of six faculty members that
completed their training at EDG and moved into
teaching roles.
Were excited to spend many more years together, said Thomas.

In one weeks time the
Royal Canadian Legion in
Strathmore will be unrecognizable. The room will reflect
the hustle and bustle, lights,
and energy of Las Vegas, as
award-winning Tina Turner
tribute artist Luisa Marshall
takes to the stage in an effort
to raise money for Post Traumatic Stress Disorder (PTSD).
The British Columbiabased impersonator is touring across Canada to raise
awareness of the condition
and donate money to the
Veterans Transition Network
through her Hope Beyond
Thunderdome tour. The tour
started in early March on
Vancouver Island and is expected to finish in St. Johns,
Newfoundland in June. So
far, Marshall, who dedicates
$5 of each ticket to the cause,
already raised $3,600 with
three shows. Before the end
of the tour, she is booked for
37 more shows.
I think its very timely and
we hope that we can help
them because if we as a community become involved in
something like this, our veterans will really highly appreciate it, said Marshall.
Its psychological and thats
not easy. You hear about raising awareness for anti-bullying, for breast cancer, for
heart disease, but the PTSD
you dont hear much about.

I believe the more awareness


that we bring to this issue, its
going to be a win-win.
Post Traumatic Stress Disorder is a tenacious mental
and emotional stress that is
born out of an injury or severe psychological shock.
Over the past decade, the
Royal
Canadian
Legion
Branch No. 10 in Strathmore
has raised $20,000 through
the Shoot for the Troops fundraiser; funds that were dedicated to the Calgary Military
Family Resource Centre. The
organization supports members and families of the Canadian Armed Forces by offering programs and services
dedicated to support and intervention, counselling, personal development, child and
youth programs and much
more. As a result, some of
the money was allocated to
PTSD.
Its not only adults who
have PTSD; its children, said
Jenny Schumann. When you
look on the news now, all the
way across Canada, it isnt
only our veterans, its emergency services, its RCMP,
firefighters, and the suicide
rate has just gone up tremendously. I think that PTSD,
people need to be aware of
it. Just the fact that shes doing this here Im sure her
cross-Canada tour will raise
thousands and thousands of
dollars to help that. Were
glad to have her here.

the time, Dean said. So somebody like her, she cant chance
having any amount of peanuts
because shes anaphylactic to
them. So that means if shes to

Dean, who embarked on an
engineering career that spanned
15 years before staying home
with her two daughters one-anda-half years ago, made the decision to launch her own baking
business after being approached
by various parents at her daughters school. Having had aspirations of attending a culinary and
baking school as a high school
student, Dean enrolled in several culinary courses at SAIT in
September, received her business license and health permits,
rented a facility, and enlisted her

side-kick and secret weapon;


her mother-in-law, who used to
teach cake decorating for years.
Shortly after launching the
business, Nut Out Cakes was
approached to provide their
nut-free products for the hot
lunch program at Westmount
Elementary School, and for the
Little Flower Program at Sacred
Heart Academy. Now the twoperson operation averages 250
cupcakes for one schools lunch
program.
Its actually a lot busier than
I thought it would be, she said.
Most businesses you set it up
and it takes a good six months
for people to actually know who
you are and order from you.
Im actually surprised at how
popular it is. I thought Id have
a lot more pushback from the
schools.
The bakery has also provided
their cupcakes to a number of
birthday parties, including Hope
Covenant Churchs 19th birthday celebration, has recently received interest from a school in
Chestermere, and will soon be
busy preparing their product for
weddings this summer.
Because of her daughters allergy severity, the reputation of
the business, and stating that
the may contain label is voluntary, Dean said she contacts
the manufacturers personally to
ensure there were no peanuts
or tree nuts present on the production line. Furthermore, the
establishment refrains from using peanuts or tree nuts in their
products, has pre-operational
personnel and sanitation checklists, checks all product labels
carefully, and receives recall

The special occasion began with Respected Elder Clarence Wolfleg blessing the site of the future
Siksika Business Plaza before Siksika Resource Developments Ltd. (SRDL) CEO Tom Many Heads officially announced the new plaza broke ground in
the Siksika Industrial Park on March 18.
The Plaza will have a Petro-Canada, a Subway
Restaurant and The Grocery People (TGP) as the
main tenants in the building, while four retail bays
will be available for lease to third-party business
owners.
Five million dollars of the $11 million project has
been funded internally by a loan within Siksika Nation to get it off the ground, with funds coming
through Indigenous Affairs, Government of Alberta
and Peace Hills Trust.
Siksika now has the opportunity to boost its
own economy by capturing dollars that typically
leave the reserve, said Many Heads in a press release.
Along with addressing economic concerns that
are common among First Nation communities, we
are now able to use the prime location and services to invite non-nation members to spend their
money at Siksika.
Phase 1 of the Plaza will consist of the 3,800
sq. ft building that offer full products and services
offered by Petro Canada and a 21 seat dine-in Subway restaurant. Phase two will consist of an 8,000
sq. ft grocery store with 5,000 sq. ft of additional
retail space.

has, including building economic prosperity.

SRDL was built for one and single purpose and

grow stronger. Its going to create jobs. One of the
things that we want is shovel-in-the-ground opportunity. We need to see things happening in a short
period of time.
Petro-Canada Senior Sales Coordinator Sean
ODonnell said this will be their third aboriginal
site in Alberta, while there are 20 stations across
Canada.
He added that he drove the road several times
through Siksika Nation but never had a reason to
stop, but now can say he has a reason to stop.

ODonnell.
Its going to be unbelievable. I appreciate you
welcoming us to the community and its a very
strong brand and youre going to get a lot more visitors as well stopping in and being your customer.
TGPs Director of Retail Operation Reg Orell said
theyre very proud to be involved in Phase 2s food
store.
He added that good food, nutrition, wellness and
health can build a good community.

Human remains found near Gleichen

Investigators continue to search for answers regarding the identification of a weathered skull that
was found by a Gleichen resident in part of the
flood plain of the Bow River on March 16.
Calgary RCMP Major Crimes Unit (MCU) and the
RCMP Forensic Identification Section (FIS) examined the scene, which is located south of the Hamlet of Gleichen, the following day.
Its being treated like any other found-humanremains investigation, which is the scene where
the skull was located has been processed by our
forensic identification unit and the investigators
assigned to the file, said Hal Turnbull, with the
RCMP Strategic Communications Unit. The investigator assures me there doesnt seem to be any
evidence, on the skull itself, of foul play, or that it
was a recent death. By that I mean within the last

month or two. The skull is quite aged.


According to Turnbull, the skull is currently at
the medical examiners office where efforts are being made to determine gender, race, and dental records. While consideration is given to missing individuals two cases which are possible matches in
the area officials said there is a high probability
the skull was washed up from a burial ground during the 2013 floods.
Its known as an area that some time ago, maybe
100 to 200 years ago, there was a period of time
it was believed that one of the indigenous nations,
possibly the Blackfoot, may have used that as a
burial area, Turnbull said. Its possible that the
flood waters maybe eroded some land that contained remains and they got washed down.
Only the skull of the individual has been recovered thus far, and RCMP continue to wait to hear
from the medical examiner and specialists regarding the identity of the human remains.

In keeping with their unofficial mandate of providing programs when children are out of
school on holidays, the Strathmore Municipal Library is bringing back some of the old, a bit
of the new, and some twists and
turns for this years spring break.
Strathmore residents will have
an opportunity to create, show
off their dance moves, and win
a variety of prizes during the
program line-up running from
March 29 until April 1.
Due to the success of the
monthly-run Lego library program, which brings in 20 participants on average, the staff
chose to launch the week with
a Lego and Duplo larger build-

ing blocks for the younger children day.


I think what weve always
found, is that Lego brings out
creativity in children and any
way that we can foster that creativity is a good thing, said Carmen Erison, assistant director of
library services, at the Strathmore Municipal Library.
Kids love Lego; they love to
build. Even adults love to build.
This is a program where families are going to be able to come
and build together.
Furthermore, in the wake of
last years Karaoke Dance Partys success of attracting over 20
children, and with a new Karaoke machine and music made
available by the Marigold Library
System, the event is making a
comeback once again. However,

this year the party will include


more dancing to ease the children onto the dance floor and
build up their courage to grab
the microphone.
Another fan-favourite event,
the Edible Book Day, is also expanding its horizons by adding
more categories, palates, and
entry opportunities. Back for
its second year, the competition
encourages community members to turn their best-loved literary works into inventive edible creations. After listening to
concerns from last years pilot
project, the library will accept
entries from 5 p.m. on March
30 until 1 p.m. on March 31. Because families expressed their
desire to create together, the library also added a third category
the family category. Last year,

Thousands poured into Thomas Drive project

Despite less than satisfactory efforts for water
lines, sanitary, and underground utility replacement on Thomas Drive in the past, local officials
dished out a further $60,000 to complete an unfinished storm catchment solution as part of the
project.
In 2013, Northstar Trucking took on the reconstruction project of Thomas Drive that included
replacement of water and sewer lines, new road
base and surfacing, and installing new storm
water infrastructure. Over a two-year period, a
requirement allowing for the road to settle and
for the observation for issues, council members
and residents became progressively frustrated
with pooling water and potholes. While council awarded the company a chance to rectify
the issues, the reconstruction projected in 2013
included a large storm drainage pipe designed
for crossing into the Western Irrigation District
(WID) canal into Pond 2, a section of Grays Park.
According to the towns engineering department, the crossing was not completed because
of environmental issues and a lack of clearance
with the bottom of the WID canal. Therefore a
proposed larger line was to address the current
system that was lacking adequate capacity for a
1:100 year storm event.
It is in fact a storm catchment that were
designing, the name of the bio swale was adopted back originally with the project until the
design was finalized and determined that this is
the proper route to go, not the traditional bio
swale with trees and wetland area, said Bryce
Mackan, acting director of engineering. This

will be a storm catchment area that is grass and


will be dry for most of the year and maintained
by the parks. It will only contain water in large
storm events and its purpose is to slow down the
amount of water that reaches our pipe that runs
into Pond 2.
On March 2, the department approached council regarding necessary funds to install a linear
storm retention feature, or a bio swale, and council awarded the project to the lowest bidder with
the mandatory requirements.
Originally engineering services, construction,
and a 10 per cent contingency accumulated
to a total of $81,306. Last year, the town spent
$7,250 for engineering services out of an approved $50,000 budget. The 2016 budget allocated $15,000 towards the project. As $9,050 are
left for engineering services, $7,391 are required
for the 10 per cent contingency, and Black Site
Works was awarded the contact for $57,615, the
projects new funds required totalled $74,056 $59,056 short in this years budget.
As a result, council was asked to consider
awarding the Thomas Drive Bio-Swale construction as the project was originally called to
Blackie Site Works for the $57,615, and dip into
the Storm Offsite Levy Reserve and increase the
budget by nearly $60,000.
However, during the regular council meeting
on March 2, some local politicians discussed the
location of the project, which will be constructed
on the west side of Thomas Drive between the
curb and the pathway to retain storm water and
add protection from overland flow, and questioned the pipes that are now deemed obsolete
yet were previously paid for by the town.

Yet he didnt intentionally choose international stories
this season.
I picked these plays because of what they were saying,
and because I believe that they would be entertaining for
our audience, and I discovered that they took place all over
the world. And I just think thats timely, he said.
Especially right now where so much of what the conversation, certainly world-wide, is all about what are the ties
that bind us, as we invite people of other cultures to join
(us in Canada), he said. As we realize that we are citizens
of our world, not just a country.

At provincials in Hinton last weekend, the girls won their pool with a
3-0-1 record before having the only
blemish on their season in a semi final loss to Lloydminster, in a game that
head coach Clay Armstrong said was an
excellent game.
Despite being hit by the flubug and
sustaining a couple of injuries, the girls
stuck it out in the final two games.
They played the best hockey that Id
ever seen them play, said Armstrong.
They really gutted it out and I was
extremely proud of them. We were fortunate in the draw in the teams that
lined up against us. They got tougher
as we went which was lucky for us because the long travel time allowed us to
get into the speed of the game and two
toughest teams we faced were the last
two games we played. Our team had an

The CFR Bisons find themselves in
unfamiliar territory this postseason as
the Lloydminster Bobcats beat them
10-0 in Game 1 on March 18 and 5-0
in Game 2 the following day to a take
a commanding 2-0 series lead in the Alberta Midget Hockey League (AMHL)
Final.
Bisons head coach Sandy Henry said
in Game 2 they came out with a much
better effort and felt they outplayed
the Bobcats at times. However, they
couldnt get the puck to go past goalie
Austin McGrath.
In both games the Bobcats capitalized
on the first shift of the game. Henry
said theyre a hard team to play against
when they get a lead and if the Bisons
were to have any hope in coming back
they needed to keep the games a little
closer.
It didnt work out like that, said
Henry. Every time we made a mistake,
it went in the net. We made too many
mistakes in the first period and in the
first game. I thought we cut them down
and really cut them down in the second
game. They took real good advantage
of their opportunities, got that early
goal and that 5-on-3 goal, which is going to happen.
Additionally, the adjustments that
had to be made in between games were
tightening up in their defensive zone,
because the players were guilty of
watching the puck on the back check
and not focusing on their guys away
from the puck.
I think we talked about all zones for
sure, said Henry. I think we changed
our special teams a little bit. It helped
for sure, but it didnt get us all the way
yet.
The goal will be to build off of the
effort in Game 2 and the Bisons are
hopeful they can use the big home ice
to their advantage.
Game 3 was played March 24 in
Strathmore (result not available as of
press time) and if there is a Game 4,
that will be played in Strathmore on
March 25 (5:15 p.m.).
Game 5, if necessary, will go in Lloydminster on March 27 at 2 p.m.

The Rocky Mountain Raiders, featuring local
players Ethan Rycroft and Mitch Desserre, havent
hit the ice in over a month after getting knocked
out of the second round of the playoffs by the highly-touted Lethbridge Val Matteoti Golden Hawks.
However, head coach Mickey Kluner hasnt let
the boys off the hook over the last three weeks,
hes been putting the team through their paces in
preparation to host the Western Canadian Bantam
AAA Championship in Okotoks next week.
Since then its been reinforcing all of our systems and focus points that were going to need in
Westerns, said Kluner. The biggest thing is given
what were going to be up against, which is going to be Provincial Champions for their respective
provinces. Those teams will have been still playing
all way through. Compete and battle are our biggest thing right now because we need to be able
to, overnight, raise our level, having a month off,
to what the level of all these championship teams
are playing at.
The team only has one returning player, Peyton
Krebs, from last years second place finish at Westerns in Winnipeg and Kluner expects the former
championship MVP to bring his experience to the

table come tournament time.


He added that every year, teams have all new
kids, which will be a whole new experience for
them playing at that high level.
I dont think our team is at any disadvantage
not having players play at that because most teams
are in the same boat, said Kluner. Theres going
to be good hometown crowds and thats awesome.
I think if nothing else thats going to raise the
adrenaline and get them excited. These kids have
risen to the challenge all year and I dont think jitters are going to be a concern.
For local defenseman Mitch Desserre, nutrition
and sleeping well has been important for him to
stay motivated on this lengthy layoff from competition, while he said practice has been high paced
and itll be vital for his team to make its presence
felt early in the tournament.
Itll be huge just to set the tempo to keep going
on, said Desserre. I think we just have to block
everybody out and just worry on the game. I have
to be really physical, block shots, jump up in the
play and get as much opportunity as I can.
The Westerns will take place from March 31 to
April 3 at the Pason Centennial Arena in Okotoks.

The Crowther Memorial Junior High School
Cougars badminton teams concluded their tryouts,
with their singles and doubles playdowns earlier
this week and the final roster announcements
coming next week.
Between 180 to 200 kids tried out for badminton
this year, and vying for a spot on the three teams,
some players that didnt make it last year wont
make it this year because of the stronger ones that
signed up.
Crowthers badminton director, Brad Huntley,
said that with a large badminton team cuts can
become fairly obvious with some players but difficult to make with others, because in the end they
are close in skill development, and that is where
the coaches put it in the kids hands to challenge
each other.
Our playdowns are like a mini-tournament,
said Huntley. Each grade level coach does their

cuts, their own style and its a little different. The


first round of cuts is coach related. We do playdown tournament singles typically we look at
their records in their little tournaments to see who
should move on.
Once the roster is trimmed to more manageable
numbers, the players may not play through the full
21 points, but theyll play to 15 points.
Things are going well, said Huntley. Its awesome. It makes having to cut kids not a fun process because you want to let them all play. The
rules have changed as of a few years ago where we
can actually send three entries for Grade 7, 8 and
9, where it used to be three for Grade 9 and two
for Grade 7s and 8s. We can have a bigger team
than we used to, so that helps because in our divisions right now, we send the largest badminton by
far to counties.
The school does fairly well at counties but are in
tough at zones, where theyre up against specialized badminton players, which is significant for a
two-month season.

The Wheatland Cowboys and Cowgirls Rodeo Associations wrapped up
their 12-event winter schedule with the
Rodeo Finals at the Lausen Indoor Arena on March 19.
Vice President Crystal Stevens said
the sixth annual event was a success,
with $3,000 being handed out in prize
money, and the kids collected triple the
points that went into year-end prizes.
Every kid in the association won a
little bit of money yesterday, said Stevens. In different events, theres a different skill level. We have a well-rounded group and thats something thats
never happened before. Everyones skill
is improving.
She added that 60 kids that were registered again this season; however, the
skill levels changed, became more competitive, particularly noticeable where
eight kids in the roping events increased
to approximately 22 kids.
The average age of the club is also increasing, which has meant the kids have
been staying long-term.

The Strathmore Matrix Cheer team
has experienced tremendous results
from their Platinum, Shimmer, Sparkle
and Glitter groups, which placed in the
Top 5 over a dozen times in competition this season, most recently at the
Stampede City Showdown in Calgary
on March 12.
Matrix head coach Cassi Weiss said
much of the success was a result of the
growth in the sport in Strathmore after
seeing a strong turnout to tryouts.
In turn, the teams increased from two
to four and more coaches were brought
on board.
She added that with the great response this year, people are now starting to understand that cheer is a fullfledged sport and there is the need for
all body types with different capability
levels to make a cohesive team.
They definitely put in work, said
Weiss. They train hard but they also
play hard too. All of our teams are like
a family. Weve been pulling extra practices.

When were in it, it doesnt feel like


work, everybody loves what theyre doing. Weve seen a lot of growth in our
athletes this year because everyones
committed.
The areas that the team has improved
upon has been their tumbling and
stunting ability, while becoming more
detailed in what they bring to the table
in their routines.
She mentioned that coaches were
constantly educating themselves by going to clinics, and conference to invest
in their skills to pass on to the athletes
so they can shine through on education
and knowledge.
You have to stay humble, said Weiss.
You have to remember that on any given day anything can happen. When you
have a team of 15 athletes, every single
one of them has to be on that day and
have to rely on each other and stay calm
and collected.

head coach Cody Browns crew.
This weekend was definitely a huge
challenge, said Brown. We had lots of
guys go down and were playing with
a short bench the whole weekend. We
had a couple of injuries going into it
and lost a couple of guys during the
tournament and ran out of gas there towards the end. The boys battled right
through and didnt let up regardless of
how many guys we had sitting on the
bench.
Brown said the boys showed up
and played for each other, while some
of them were put into situations that
theyre not used to.
A positive to come of the weekend
was that they were able to beat everybody once in the tournament and left
there proud.
At the end of the day we were on the
hunt for that third banner, said Brown.
But regardless of how it turned out,
you look back and theres definitely no
disappointment in the guys. They did
what we asked of them time and time
again. A real solid group of guys that
shows up.
The local bantam AA team opened up
with a 3-2 win over the CBHA Rangers
and a 4-2 win over the Taber Golden
Suns on March 17. The Warriors defeated the St. Albert Bears 11-1 on March
18, before shutting out Beaumont 3-0
on March 19.

If we had more kids at the junior
high level starting from an earlier age,
we d have higher calibre competition to
practice against, said Chin.
Even if you do have the couple teams
that are quite proficient already, we
dont always have the numbers to necessarily give them good practice time.
Its just the consistency that will be our
biggest challenge.
Senior head coach Daniel Patterson
has seen a bigger turnout for the team
this year, including six Grade 10s and
the addition of a few more Grade 11s
coming out to play.
The focus this year will be having
more consistency in areas of the team
game.
This year were working on fundamental drills, working on not so much
the basics, a little more advanced than
that, said Patterson.
But keeping things consistent is the
goal this year. Just to maintain shots
consistently and play consistently
throughout the beginning of the games
to the end of the game. In this game,
the slightest centimeters off, whether
its your swing or its the placement of
the bird usually means its points in or
out.
He added that if theyre going to
see success this season theyll have to
go into matches with a positive attitude knowing that there will be games
against strictly badminton schools.

It is with great sadness that we


announce the passing of husband,
father, grandfather, brother and uncle. After a brief
but courageous battle with pancreatic cancer,
Gene passed away in his home on the Kootenay
Lake, at the age of 82. Throughout his battle he
was comforted by his loving wife Agnes and the
presence of his family and friends. There are no
words that can describe the sorrow and feelings
of loss and the love that his passing leaves behind.
He is survived by his loving wife Agnes of 61 years,
his daughter Suzette of Airdrie Alberta; Calvin (Linda) of Airdrie; Alberta, Douglas of Lacombe; Alberta, Scott (Laura) of Carseland Alberta; his brother
Joe (Delores) of Drumeheller, Alberta and sister
Ione of Wyoming, Ontario. Gene also left behind
7 grandchildren and 6 great grandchildren, whom
all adored him. , Brother and Sister in laws and
numerous nieces and nephews.
Special Thanks to the Community Home Care
Nursing services, of team one of the Kootenay
Boundary Health Service area and the Nelson and
District Hospice Society for their compassion care
and services.
A private service with family and close friends will
