DISTRIBUTION/SUBSTATION TECHNICIAN, MUNICIPAL

LIGHT AND POWER


Incumbent serves as Distribution/Substation Technician for the Municipal Light and Power Department responsible for providing
efficient and reliable electrical distribution systems to the community.
DUTIES: Prepares construction and maintenance work orders, including performing field surveys, drawing maps and sketches, describing
project and giving detailed instructions, estimating project cost and material resources and maintaining regular communications with line
crews and contract crews.
Inspects construction and maintenance projects, ensuring proper completion and restoration of work site to original condition.
Assists department customers with developing electricity related projects, including easements, security lights, line extensions, underground
services, and petitions for street lights.
Inspects service connect orders and issues instructions accordingly.
Coordinates department projects with other City departments, state agencies, and utility companies, such as obtaining right-of-ways from
State Highway Department.
Supervises and directs activities of Draftsmen on assigned projects, and assists in effecting on-the-job training of Engineers and Draftsmen.
Performs substation mapping, testing, and maintenance as required, including relay calibration, troubleshooting, computer analysis, trip
checking of equipment, and other related duties associated with substation operation.
Oversees the digitizing of primary distribution system, as necessary.
Conducts special studies for the department, including traffic studies and security lighting studies.
Assists with locating underground faults using appropriate testing equipment, troubleshoots problems and makes necessary adjustments.
Reads special computer meters, enters information into department computer, reviews for errors and makes necessary adjustments, and
delivers printouts of results to Billing Department, as required.
Serves as a member of the Electrical Board attending meetings and making recommendations.
Calculates costs and prepares billing for streetlights, traffic signals, and cablevision.
Tabulates data regarding adjustments to rates and submits to rate consultants, as required.
Verifies and maintains a record of which circuits are used for life support systems and makes emergency arrangements in cases of electrical
outages.
Periodically develops and implements construction standards, as required.
Prepares and maintains a record of all trouble calls received by the department.
Annually prepares and maintains inventory of traffic lights.
Prepares annual reports of activities and submits to the Supervisor as required.
Maintains inventory of distribution supplies and testing equipment and submits requisitions as needed.
Periodically receives and investigates citizen complaints pertaining to the distribution of electricity and initiates appropriate action to solve
valid complaints.

Performs related duties as assigned.

Knowledge of standard practices and procedures of electrical engineering equivalent to


an Associates degree or related experience.
I. JOB REQUIREMENTS:

Knowledge of basic surveying and ability to use standard drafting instruments and equipment.
Knowledge of and ability to interpret and explain a variety of electrical and safety codes and regulations.
Knowledge and understanding of physics, geometry, and trigonometry, and ability to perform accurate mathematical calculations.
Ability to provide leadership and assist in effecting the on-the-job training of department personnel.
Ability to communicate with department personnel and members of the general public in a courteous and tactful manner.
Ability to follow all personnel policies and rules of the organization.
Ability to legally operate a motor vehicle.
II. DIFFICULTY OF WORK: Incumbent performs a variety of duties that are broad in scope, requiring consideration of several complex
variable and their potential interrelationships in the design and maintenance of distribution of electricity to the community. Guidelines are not
always clearly applicable to particular situations, calling for individual judgment in selection and modification of standard strategies and
procedures to best-fit existing problems or circumstances.
III. RESPONSIBILITY: Incumbent applies a variety of rules, regulations, and standard practices of electrical engineering to provide and
maintain distribution of electricity to the community. Work is reviewed for soundness of judgment and conclusions, general technical
adequacy, and conformance with customary practices and department policy. Unusual problems or situations may be discussed with the
Supervisor at incumbents discretion.
IV. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with department supervisors and associates, other
governmental units, other utility companies, and members of the general public for purposes of developing efficient and reliable electrical
distribution systems, explaining and interpreting department policies and standard practices, and rendering public service. Reports directly to
the Immediate Supervisor.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties both in and out of doors in varying weather
conditions. Incumbent may be required to operate heavy machinery that necessitates constant awareness of appropriate safety precautions to
ensure against injury. Incumbent performs duties that require walking, bending, stooping, climbing ladders, and carrying equipment.
Incumbent may be required to respond to emergency situations on a 24-hour basis.
