ThefirstandoldestintergovernmentalorganizationistheCentralCommissionforNavigationonthe
Rhine,createdin1815bytheCongressofVienna.
Theroleofinternationalorganizationsarehelpingtosettheinternationalagenda,mediatingpolitical
bargaining,providingplaceforpoliticalinitiativesandactingascatalystsforcoalitionformation.
Internationalorganizationsalsodefinethesalientissuesanddecidewhichissuescanbegrouped
together,thushelpgovernmentalprioritydeterminationorothergovernmentalarrangements.
