SCOPE
ENGG
This Specification and the "Basic Marine Vessel Specifications and Requirements"
document cover the minimum requirements for vessel performance and manning
requirements in offshore operations. Requirements for tugs, barges, navigation, and
moorings are the major topics covered in this Specification and the "Basic Marine Vessel
Specifications and Requirements" document. In the event of a conflict, the most
stringent requirement shall apply.
APPLICABLE CODES, STANDARDS, AND REFERENCES

International Classification, Safety, Navigation and Oil Pollution Prevention

Regulations
2.2
Rules and Regulations for Saudi Arabian Seaports, Parts 1 through 4, June
1980, and the latest revisions are specific guidelines to be followed.
2.3
SAUDI ARAMCO Marine, Operating, and General Instructions as included or

referenced herein and other CONTRACT requirements shall be adhered to at
all times. Appendix V includes SAUDI ARAMCO Marine Instructions.
Appendix VI lists SAUDI ARAMCO Operating Instructions and Appendix VII
lists SAUDI ARAMCO General Instructions.

GENERAL REQUIREMENTS
3.1
The method of transportation and equipment utilization shall be subject to

review and approval by SAUDI ARAMCO. Minimum acceptable bollard pull in
metric tons shall be calculated from the vessel's brake horsepower (BHP) and
taken to be (BHP/100) X 1.1.
3.2
At least four weeks prior to load-out, a procedure for the transportation of any
item to the work site shall be submitted. This procedure shall include all
necessary drawings and calculations needed to support the proposed
procedure.
3.3
If load-out and sea fastening is performed by others, CONTRACTOR shall

check the tie-down drawings and calculations and submit his written
concurrence with the tie-down details at least four weeks prior to
transportation.
3.4
In addition to selection of tugs, all equipment and gear which should be found
on board the towing vessel(s) shall be subject to a towage survey per Section
3.6 of this Specification. A current (within past 3 months) Bollard Pull
Certificate is required.
3.5
As all aspects of towage preparation and towing may not be covered in these
recommendations, prior to towing any alternative arrangements or additional
recommendations that may be necessary shall be submitted in conjunction
with the transportation plan.

A towage survey shall be performed by a recognized authority such as Noble

Denton or the Salvage-Association at each load-out from the fabrication
yard(s), and at time of mobilization of the marine vessels. Copies of towage
certificates shall be provided for vessels, tugs, barges, and other similar
spread components whether manned or unmanned.
3.7
Every marine spread working in or moving through the SAUDI ARAMCO

concession shall be supported by dedicated anchor handling tugs (AHTs).
The AHTs shall have a rated bollard pull acceptable to SAUDI ARAMCO,
current certificates provided, and be in accordance with recognized
international towage standards such as Noble Denton.
3.8
SAUDI ARAMCO's approval shall in no way relieve CONTRACTOR of his

responsibilities.
3.9
CONTRACTOR shall comply with the requirements and provisions of SAUDI

ARAMCO Operating Instruction Nos. 1.519 and 6.020 at all times during
performance of the work.
3.10
CONTRACTOR shall adhere to SAUDI ARAMCO General Instruction 7.030

requirements pertaining to crane operator and rigger qualifications.
3.11
CONTRACTOR shall move onto the work site only after all applicable
provisions of SAUDI ARAMCO Operating Instruction No. 1.519 have been
met. This obligation includes, but is not limited to, compliance with specified
notification period, approval of offshore installation and testing procedures,
Work Review and Planning Meeting with CONTRACTOR Representative
present and the issuance of the required Work Permit. CONTRACTOR is
responsible for obtaining the Work Permit. These provisions apply to each
separate work site move-in. No work shall be performed without a valid Work
Permit.

TOWING REQUIREMENTS
4.1
General Requirements
4.1.1
The towage shall be performed by sea-going tug(s) holding a towage

certificate. SAUDI ARAMCO may inspect the tug while afloat and
under working conditions along with its equipment and machinery.

CONTRACTOR shall ensure that all barges and vessels are clean and
sanitary. All barges and vessels shall be infestation free. SAUDI ARAMCO
reserves the right to perform periodic inspection of CONTRACTOR's barges
and vessels to confirm compliance with their obligation. Any deficiencies
discovered by SAUDI ARAMCO shall be corrected by CONTRACTOR within
five days of notification. If corrections are not accomplished in a timely
manner the barge or vessel may be removed from the work site at SAUDI
ARAMCO's direction until the deficiencies are corrected.

Upon receipt of the barge dimensions, weight and the center of

gravity of the cargo, SAUDI ARAMCO will assess towage resistance
and submit recommendations for the tug's minimum brake
horsepower (BHP)/bollard pull requirements. See the "Basic Marine
Vessel Specifications and Requirements" document which accompanies Operating Instruction No. 1.519 for additional information.
Also, for additional details see Section 6.0 of this Specification.
4.1.3
The minimum towing equipment shall include a motorized work boat

to be carried by the tug to enable men and equipment to be
transferred to the barge without the tug going alongside. An
inflatable dinghy with hardboard bottom, powered by an outboard
motor may be accepted at SAUDI ARAMCO's discretion.
4.1.4
Tug(s) shall be in possession of a valid Towage Certificate as

applicable.
4.1.5
The proposed route, speed, and possible ports of refuge shall be

pre-established with the Master of the towing vessel. Navigation
warnings shall be issued at the discretion of the Master of the towing
vessel.
4.1.6
At least two seamen shall be able to demonstrate proficiency in

splicing rope, including polypropylene rope and wire.
4.1.7
Copies of all vessel related documentation shall be forwarded to

SAUDI ARAMCO with the submissions itemized in Sections 3.2 and
3.3 of this Specification.

A recovery wire of approximately 3/4 inch (19 mm) diameter led from
a recovery winch through a snatchblock mounted on an "A" frame on
the bow and attached to the delta plate (or suitable alternate
arrangement) shall be provided. The recovery winch shall be
operated from its own power source and shall not be less than 5 tons
capacity.
4.2.2
A clear space shall be provided on the deck so that men may be

landed by winch from a helicopter to access emergency anchor
and/or towing gear.

Unmanned Tows

A floating main towing bridle retrieval line with buoy shall be attached to the
towing shackle or the delta plate on the main towing bridle. This pennant shall
be looped back to the barge and led down the port or starboard side and tied by
light lashings that will easily part when pulled on by the floating pick-up line (with
buoy). This may then be picked up by the tug crew. See Appendix I of this
Specification for additional details.

5.0
CARGO BARGE REQUIREMENTS

Navigation Requirements
5.1.1
The combined stability of the barge with cargo shall be shown to

have a range of statical stability of at least 40.
5.1.2
Factor of safety against wind overturning shall be such that the area
under the curve of statical stability is in excess of the area under the
wind heeling curve by a factor of 1 to 4, bounded by the angle of
downflooding or the second intercept which ever is greater. As a
general rule for shamal period towages, wind speeds used shall be
60 knots. For summer tows, 5 year returns of meteorological data for
a maximum 1 minute sustained wind speed applicable to the towage
area may be considered.
5.1.3
For damage stability, the barge and cargo shall be shown to have
positive stability with any single compartment flooded and a factor of
safety against wind overturning of 1 to 4 calculated as above for 40
knots wind speed (this wind speed may be reduced depending on
season, area and length of tow).
5.1.4
Draft shall be commensurate with

lifting/launching/skidding considerations.
5.1.5
Trim shall allow for the best towage control condition (normally 12 to
24 inches (305 to 610 mm) by the stern), but also at the discretion of
CONTRACTOR's Marine Superintendent. Preferably, trim will be
obtained by disposition of cargo.
5.1.6
Items such as navigation light signals, pumps, lifesaving equipment,

and other similar items required by the 1983 Regulations for
Prevention of Collisions at Sea shall be supplied by the
CONTRACTOR.
5.1.7
Cargo barges transiting Tanajib Channel shall be accompanied by a

tail tug in addition to the tow tug.

Mooring Requirements
5.2.1
In addition to the towing tug and crew, approval of moorings shall be

at the discretion of SAUDI ARAMCO.
5.2.2
A representative from CONTRACTOR and from SAUDI ARAMCO

shall be present in order to assure that contractual obligations are
met and to agree on the release of the towing tug.
5.2.3
Notation shall be made in the log of the towing tug by

CONTRACTOR and SAUDI ARAMCO that effective mooring has
been made and the tug is free to demobilize from site.
5.2.4
If mooring takes place at an offshore location, then CONTRACTOR

shall inspect barge and mooring at regular 12 hour intervals, and
more often in inclement weather. Each barge requires a dedicated
tug at all times.
5.2.5
If mooring takes place at an inshore location or pier, SAUDI

ARAMCO will make arrangements either for CONTRACTOR's
personnel or for SAUDI ARAMCO personnel to inspect barge and
mooring at regular 24 hour intervals.
5.2.6
Mooring buoys shall be supplied and maintained by CONTRACTOR

to satisfy Operating Instruction 1.519 requirements.
5.2.7
Unless otherwise agreed by SAUDI ARAMCO in rig move meetings

and installation procedures, no vessels shall soft line moor to
members on a offshore structure.

7.0
WORK IN OFFSHORE OIL FIELDS

7.1
General Requirements
DESCRIPTION
While working in the SAUDI ARAMCO concession, CONTRACTOR shall fully

comply with all operational requirements, including those in O.I. 1.519. Part of
O.I. 1.519 requires CONTRACTOR to furnish, set and tie marker buoys to mark
locations of existing submarine cables and pipelines, and other SAUDI ARAMCO
facilities as relevant.
Anchoring Vessels in Oil Fields
7.2.1
Boats under the direction of a stationary barge or rig will be granted

permission to drop anchors only in SAUDI ARAMCO designated
anchorages.
7.2.2
CONTRACTOR shall verify daily that all marker buoys are on

location and indicate the status of all buoys in the vessel log. If a
buoy is missing, CONTRACTOR shall immediately replace it. SAUDI
ARAMCO will revoke the Work Permit if CONTRACTOR fails to
maintain buoys.
