Secretary (P&D)

The Secretary P&D Department, Iftikhar Sahoo, introduced the participants to the changing
planning paradigm and imperatives for ADP 2016-17. He explained that the workshop was an
important step towards operationalization of Punjabs Growth Strategy; whereby government
representatives from each sector were being afforded the opportunity to identify development
projects that were aligned with government priorities and addressed the needs of the citizens,
including those who are poor and marginalized. He also advised the participants to best utilize
the opportunity to discuss issues and concerns with other colleagues, especially those from the
Finance Department, on operational issues and challenges being faced by the officials during
development, implementation and management of development projects. He also stressed on
the need to learn from last years development projects and build on those to achieve greater
results and value for the money that the government is spending on the development of Punjab
Province.

Dr. Ijaz Nabi Advisor to CM Punjab while discussing operationalization of Punjab Economic
Growth Strategy 2014-18 emphasized that the design of the ADP should be one that attracts
the private investment, which is the heart of Punjab Economic Growth Strategy. He also
highlighted that SDGs were important as benchmarks to measure our development gains. While
discussing the Punjab Economic Growth Strategy, he further explained that social cohesion had
also been anchored in the Strategy. He advised the participants to develop their development
interventions while keeping Punjab Economic Growth Strategy in view. Before starting his
address in order to assess the knowledge of the participants, he asked how many have actually
read the growth strategy document, which turned out to be very few.
He believes that the provincial government envisions Punjab as a secure, economical vibrant,
industrialized and knowledge based province, which is prosperous and where every citizen can
expect to lead a fulfilling life.
The Punjab Government has outlined the following objectives to help achieve its vision:
1. Achieving 8% economic growth (real GRP growth rate) in Punjab by 2018
2. Increasing annual private sector investment in Punjab to USD 17.5 billion by 2018

3. Creating 1 million quality jobs every year in Punjab


4. Training 2 million skills graduates in Punjab by 2018
5. Increasing Punjabs exports by 15% every year till 2018
6. Achieving all Millennium Development Goals and targeted Sustainable Development Goals in
Punjab by 2018
7. Narrowing security gap with regional neighbors such as India and Bangladesh by reducing
crime and improving law and order in Punjab
The key drivers that will play a critical role in transforming Punjab and help us achieve the
above objectives include, catalyzing Punjabs GDP growth, private sector led economic growth,
employment intensive economic growth, export buoyancy, complete social sector coverage and
effective security.
Acceleration in economic growth of the province is possible through manufacturing and
industrial development, skills and job creation, enabling cities to become engines if growth
through reforms and interventions, prioritizing areas for public investment, improving productivity
in agriculture and livestock.
Achievement of social outcomes and human capital improvement is possible through education
to enhance human capital, demography and population planning and focusing on preventive
health.
In the end he tried to relate strategies with the ongoing projects in order to gauge the relevancy
of growth strategy with the current developmental situation of the province.

Group No 5
1) Health 2) Population Planning and 3) Demography
Introduction
This group is of the view that health, population planning and demography are so deeply
interrelated that instead of treating them as three different ideas they should all be treated as
one concept. This group believes that better population planning will have a direct positive
impact on the demography and health. Due to this reason they came up with the following one
project which constitutes all three concepts.

Explanation
This project will be able to benefit on the grounds of positive social outcomes, employment
generation and export which are explained as follows:
Social Outcomes
The main aim of the project is to reduce population growth from present 1.8% to 1.6% by 2018.
The efficient way to go about it, is to engage both pre-service and in-service trainees of the
institute who will contribute towards the improvement of reproductive health of women leading to
reduction mortality of both infants as well as pregnant women. This objective can also be
achieved through reduction in fertility rate which automatically leads to the improved maternal
health. Due to this fact this project falls under the category of social outcomes.
Employment Generation
This project will also be able to generate employment specifically for the workers attached to the
construction field, because this project requires substantial amount of civil works which includes
construction of auditoriums and hostel.
Export
This project will have a positive impact on the export sector as well. Better health of the work
force will lead to improved productivity. Resultantly level of production of goods will increase,
which can lead to not only self-sufficiency but also, be able to increase exports of the country.
Therefore, third category where the project falls can be considered as exports.
