MASS MEETING OF THE REPUBLICAN PARTY OF VIRGINIA BEACH
As Chairman of the Republican Party of Virginia Beach (RPVB), and pursuant to the Plan of
Organization and as recommended and directed by the Committee, I, Kenneth J. Longo, do hereby issue
this call for a Mass Meeting to be held on Saturday, April 9, 2016 at the Corporate Landing Middle
School located at 1597 Corporate Landing Parkway, Virginia Beach, VA 23454 or its alternate site,
beginning at 12:00 P.M. (noon) local time on Saturday, April 9, 2016.
Registration will open at 10:30 a.m. and the doors will close promptly at 11:45 a.m.
All Mass Meeting attendees are required to be a registered voter of Virginia Beach and present an
acceptable form of photo identification, which may consist of one of the following:
Valid driver's license
Military ID
Any Federal, Virginia state or local government-issued ID
Employer issued photo ID card
Valid student ID issued by any institution of higher education located in the Commonwealth of
Virginia
The purposes of the mass meeting are:
a) Electing a Unit Chairman;
b) To elect up to 300 Precinct members of the Virginia Beach Republican City Committee, that
committee having the following seats available by precinct: North Beach, 4; South Beach, 3; Ocean
Lakes, 3; Linkhorn, 3; Seatack, 2; Alanton, 4; Kingston, 3; London Bridge, 3; Trantwood, 4; Great
Neck, 4; Cape Henry, 4; Plaza, 3; Mt. Trashmore, 4; Malibu, 3; Old Donation, 3; Aragona, 3; Ocean
Park, 3; Thoroughgood, 4; Lake Smith, 2; Bayside, 2; Davis Corner, 2; Point O View, 3; Arrowhead, 3;
Larkspur, 2; Avalon, 4; Fairfield, 3; Edwin, 4; Thalia, 3; Holland, 3; Red Wing, 3; Sigma, 4; Creeds, 2;
Capps Shop, 3; Blackwater, 2; Courthouse, 3; Windsor Oaks, 3; Chesapeake Beach, 2; Witchduck, 4;

c) Electing up to 3015 Delegates and an equal number of Alternates to the Republican Party of Virginia
2016 Quadrennial Convention April 29-30, 2016, for the following purpose:
- Electing 13 At-Large Delegates (National Delegates) and 13 At-Large Alternate Delegates
(National Delegates) to the Republican National Convention to be held on July 18-21, 2016, at the
Quicken Loans Arena in Cleveland, Ohio (or its alternate site) ;
- Nominating two Electors At-Large to be voted for in the presidential election on November 8,
2016;
- Electing a State Chairman
- Electing a National Committeeman and National Committeewoman; and
- For the transaction of such other business as may properly come before the Convention.
The convention will be held at:
James Madison University Convocation Center

Harrisonburg, VA 22807
(Convening on 4/29 at 2:30 pm and on 4/30 at 12:00 pm)
The Convention will open April 29 at 2:30 pm for the election of permanent Convention officers and
adoption of rules. No other election shall occur prior to 1:30 pm on April 30.
Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at
their last election, so that the Virginia Beach City Committee is entitled to 603 Delegate Votes. Each
unit shall be entitled to at least one (1) Delegate vote. Each units maximum number of Delegates is a
number five (5) times its respective Delegate vote.
d) Electing up to 1510 Delegates and an equal number of Alternates to the Second Congressional
District Convention, to be held on Saturday, May 21, 2016 at a location TBD or its alternate site,
beginning at 12:00 p.m. (noon) with registration beginning at 10:00 a.m. for the following purpose:
- Electing a District Chairman of the Republican Party;
- Electing three (3) members of the State Central Committee;
- Electing three (3) delegates and three (3) alternate delegates to the 2016 Republican National
Convention to be held at the Quicken Loan Arena in Cleveland, OH or its alternate site;
- Nominating one (1) Elector from the Second Congressional District of Virginia to serve in the
2016 Electoral College; and
- For the transaction of such other business as may properly come before the Convention.
Each unit is entitled to one (1) Delegate Vote per 500 Republican votes for Governor and President at
their last election, so that the Virginia Beach City Committee is entitled to 302 Delegate Votes. Each
unit shall be entitled to at least one (1) Delegate vote. Each units maximum number of Delegates is a
number five (5) times its respective Delegate vote.
Qualifications for Participation
All legal and qualified voters of Virginia Beach under the laws of the Commonwealth of Virginia,
regardless of race, religion, national origin or sex, who are in accord with the principles of the

Republican Party and who, if requested, express in open meeting either orally or in writing as may be
required, their intent to support all of its nominees for public office in the ensuing election, may
participate as members of the Republican Party of Virginia in its mass meetings, party canvasses,
conventions or primaries encompassing their respective election districts.
Filing Requirements
Candidates for RPVB Chair are required to pre-file their intentions, including a non-refundable check in
the amount of one hundred dollars ($100) made payable to RPVB with the Nominations Chairwoman,
Ms. Ann Garrett, at RPVB Headquarters no later than 12:00 p.m. (noon), Friday, March 18, 2016;
postmarks do not govern; emails and facsimiles will not be accepted. RPVB Headquarters will be open
from 10:00 AM until 12:00 P.M. (noon) on February 24 to accept filing forms. The approved filing
form must be used and can be obtained from the RPVB Headquarters or downloaded from the
Republican Party of Virginia website (www.RPV.org) or the RPVB website (www.RPVB.org). Only
those who properly pre-file can be elected at the Mass Meeting. In the event that only one qualified
candidate properly pre-files, that candidate shall be declared elected as Unit Chair. No nominations
from the floor will be allowed.
Candidates for RPVB City Committee Precinct Member are required to pre-file their intentions,
including a refundable check in the amount of fifty dollars ($50) made payable to RPVB, with the
Nominations Chairwoman, Ms. Ann Garrett, at RPVB Headquarters no later than 12:00 p.m. (noon),
Thursday, March 31, 2016; postmarks do not govern; emails and facsimiles will not be accepted. The
approved filing form must be used and can be obtained from the RPVB Headquarters or downloaded
from the Republican Party of Virginia website (www.RPV.org) or the RPVB website (www.RPVB.org).
Only those who properly pre-file can be elected at the Mass Meeting. In the event that a candidate is not
elected, his or her check will be returned or his or her money refunded.
Candidates for Delegate to the Second District Convention are required to pre-file their intentions with
the Nominations Chairwoman, Ms. Ann Garrett, at RPVB Headquarters no later than 12:00 p.m. (noon),
Thursday, March 31, 2016; postmarks do not govern; emails and facsimiles will not be accepted. The
approved filing form must be used and can be obtained from the RPVB Headquarters or downloaded
from the Republican Party of Virginia website (www.RPV.org) or the RPVB website (www.RPVB.org).
Only those who properly pre-file can be elected at the Mass Meeting.
Candidates for Delegate to the State Convention of the Republican Party are required to pre-file their
intentions with the Nominations Chairwoman, Ms. Ann Garrett, at RPVB Headquarters no later than
12:00 p.m. (noon), Thursday, March 31, 2016; postmarks do not govern; emails and facsimiles will not
be accepted. The approved filing form must be used and can be obtained from the RPVB Headquarters
or downloaded from the Republican Party of Virginia website (www.RPV.org) or the RPVB website
(www.VirginiaBeach.gop). Only those who properly pre-file can be elected at the Mass Meeting.
Registration Fee
There will be NO registration fee to participate in this mass meeting and no pre-filing is required to
attend.
There will be NO registration fee for delegates attending the Second District Convention.

A VOLUNTARY registration fee of Thirty-Five Dollars ($35.00) (for the Republican Party of Virginia)
is requested of each delegate or alternate delegate to the State Republican Convention.

Any and all resolutions to be considered at this Mass Meeting must be submitted to The Honorable Jim
Wood, Resolutions Chairman, at RPVB Headquarters no later than 12:00 p.m. (noon), Thursday, March
31, 2016. No resolution may come to the floor of the Mass Meeting that has not been submitted to the
Resolutions Chairman prior to the deadline.
