I can't talk about the Bush Sr.

administration's UNKNOWN history without going back in time


and reviewing the history of Bush II. This history is linked to Bush II's history working with the
CIA and the Secret Team which I talked about earlier. First let me review with you some of the
history of the U.S. involvement with the mafia and drug trafficking. Here is a good… A brief
history of CIA involvement in the Drug Trade: by William Blum.

1947 to 1951, FRANCE

According to Alfred W. McCoy in The Politics of Heroin in Southeast Asia, arms, money, and
disinformation supplied by the OSS (now the CIA) enabled/facilitated the Corsican heroin
trafficking syndicates in Marseille, France. This helped France to wrestle control of the French
labor unions from the Communist Party. During World War II, the U.S. also made an agreement
with the U.S. mafia to prevent labor strikes by longshoreman at U.S. ports.

Early 1950s, SOUTHEAST ASIA

The Nationalist Chinese army, organized by the CIA to wage covert war against Communist
China, became the opium barons of The Golden Triangle (Burma, Thailand and Laos), the
world's largest source of opium and heroin. The ClA's principal airline proprietary (front
company), Air America, flew drugs all over Southeast Asia. ( Christopher Robbins, Air America,

1950s to early 1970s, INDOCHINA

Early in 1962, Robert Kennedy was trying to prosecute a top Mafia boss, Sam Giancana, when
he found the CIA interceding on Giancana's behalf.

During U.S. military involvement in Laos and other parts of Indochina, Air America flew opium
and heroin throughout the area. Many Gl's in Vietnam became addicts. A laboratory built at CIA
headquarters in northern Laos was used to refine heroin. After a decade of American military
intervention, Southeast Asia had become the source of 70 percent of the world's illicit opium and
the major supplier of raw materials for America's booming heroin market.

What is going on here is the development of a shadow CIA funded by drug trafficking. This
started with the assassination of President Kennedy and as the Congress started conducting
investigations into illegal activities of the CIA. As a result the extremist, anti-communist groups
in the U.S. went underground (developed a secret team) in order to continue their covert foreign
policy goals. The Watergate scandal, the end of the Vietnam war, and the election of President
Carter; forced these U.S. fascist political groups/outfits to move into the drug trafficking, money
laundering operations, and to work hand in hand with world wide mafias.

Professor Alfred McCoy's 1972 classic, The Politics of Heroin In South East Asia, and his 1991
update, The Politics of Heroin - CIA Complicity In the Global Drug Trade, tell of how CIA
helicopters in Vietnam were carrying drugs from the fields to the distribution points. He
describes how a Pepsi Cola bottling plant was used for this trade and how the media suppressed
this information. The CIA smuggled drugs into America in plastic bags hidden in the body
cavities of the dead soldiers being returned home for burial from Vietnam. CIA officer, Gunthar
Russbacher, has told how some bodies were gutted and filled with drugs for shipment back to
the States.

The bodies carried secret codes which allowed those carrying the drugs to be identified on arrival
at West Coast air bases, particularly the Travis Air Force Base in California.

1973-80 INDOCHINA

The Nugan Hand Bank of Sydney, Australia was a CIA bank in all but name. Among its officers
were a network of US generals, admirals and CIA men. With branches in Saudi Arabia, Europe,
Southeast Asia, South America and the U.S., Nugan Hand Bank financed drug trafficking,
money laundering and international arms dealings. ( Jonathan Kwitny, The Crimes of Patriots: A

CASTLE BANK AND NUGAN HAND BANK

After retiring from the CIA, Colonel Paul Helliwell, the founder of such CIA front companies as
Air America and Sea Supply Inc. (which shipped vast quantities of arms to the opium-growing
Kuomintang forces in Burma) opened a law office in Miami and formed Castle Bank offshore in
nearby Nassau. Castle Bank operated as a money laundry for both CIA and organized crime
funds. In addition, an investment firm for which Helliwell was counsel mingled CIA funds with
dirty money from Philippine dictator Ferdinand Marcos.

Lansky's mafia associate from Las Vega, Moe Dalitz, opened an account at Castle Bank. (The

In 1976, Castle Bank had been liquidated. Simultaneously with the closure of Castle Bank, came
the sudden rise of Nugan Hand's formal banking operations in the nearby Cayman Islands.
Retired CIA officers associated with Castle Bank were recruited by Nugan Hand, which took
over the role of shifting money for various CIA covert operations around the globe.

Nugan Hand Bank was the conduit through which the secret team formed by Ted Shackley,
Edward Wilson, Tom Clines, Richard Secord and co. funneled the massive fortune generated
by heroin pipeline. A central figure in the handling of Vang Pao's (Laos) drug profits was
former naval officer Richard L. Armitage, whose official duty in Thailand was "special
consultant" to the Pentagon. However, Armitage actually functioned as a "bursar", overseeing
the transfer of Vang Pao's heroin profits to Shackley's Nugan Hand account in Tehran. From
late 1973 until the ultimate withdrawal of U.S. forces from Indochina in April 1975, money was
smuggled out of Vietnam in large suitcases by Secord and Clines, and deposited in a secret
Nugan Hand account in Australia. Armitage later became Assistant Secretary of Defense for
International Security Affairs.

Unable to secure all the money needed to wage covert wars around the world, the CIA or
shadow CIA has maintained front companies, banks, and illegal trades to supply the needed
revenue. Connections and leverage in the outland world of drugs and weapons allows for
factions within the agency and like minded interests to act outside the confines of laws to
influence the futures of countries in the process of defining themselves.

Here are the names of the principal officers of Nugan Hand Bank. Note the high level of
linkage to the military and CIA.

Admiral Earl F. Yates, President, chief of staff for strategic planning of US forces in Asia and
the Pacific during the Vietnam War;

General Edwin F. Black, President of the Hawaii branch, the commander of US troops in
Thailand during the Vietnam conflict;

George Farris, operative with the Washington and Hong Kong branches, a military intelligence
specialist;

Bernie Houghton, the Saudi Arabia representative, a US Naval Intelligence officer;

Thomas Clines, of Nugan Hand in London, a director of training in the CIA's clandestine
service who was involved in Iran-Contra and operated with Michael Hand and Theodore
Shackley CIA Chief of Station Laos and Saigon, Vietnam;

Richard L. Armitage, special consultant to the Pentagon in Thailand who oversaw the transfer
of heroin profits from Indonesia to Shackley's account in Tehran:

Dale Holmgreen, of the Taiwan office, flight service manager in Vietnam for Civil Air
Transport which later became the infamous CIA airline, Air America;

Walter McDonald, head of the Annapolis, Maryland branch, the former deputy director of the
CIA economic research;

General Erle Cocke Jr. ,president Wash. D.C. branch;

General Leroy J. Manor ,manager of the Manila branch, the chief of staff for the US Pacific
command and the US government's liaison with President Ferdinand Marcos;
Dr.Guy Parker , an expert from the RAND Corporation, who came on as a bank consultant;

Michael Hand, a Green Berret and a Colonel in the US army assigned to the CIA. Hand was in
frequent contact with George Bush after his election to vise president, according to CIA
operative, Trento Parker. His partner was Frank Nugan

William Colby, former director of the CIA , Nugan Hand's lawyer;

Patry Loomis, former CIA officer.

In June 1972, Major General Secord was assigned as a staff assistant in the Office of the
Secretary of Defense, Washington, D.C. His duties included serving as desk officer for

security affairs.

Many of these men knew each other from Vietnam and Laos, which for some, was the training
ground for developing traits in covert profits, information gathering and shadow communities
that relied on companies and banks to remain secure and hidden from the press and
congressional oversight.

An Australian government investigation revealed that millions of dollars in Nugan Hand records
were unaccounted for and that it was serving as a money laundering operation for drug
traffickers. These profits were being used by the CIA to finance gun smuggling, and illegal
covert operations around the world. There was also evidence that the CIA was using the bank to
pay for political campaigns against politicians in many countries, including Australia, to ensure
the voters supported the CIA choice.

How does all this money laundering business have to do with the Bush Sr.'s history?

Operation Zapata was the CIA codename for the Bay of Pigs main landing beach, the Playa
Giron, is located south of the city of Cienfuegos on the Zapata Peninula, on the south coast of
Cuba.

1971. But if the Plumbers were called into existence by Kissinger, they were funded through a
mechanism set up by Kissinger clone George Bush.

A salient fact about the White House Special Investigations Unit (or Plumbers) of 1971-72 is that
the money used to finance it was provided by George Bush Sr.'s business partner and lifelong
intimate friend, Bill Liedtke, the president of Pennzoil. Bill Liedtke was a regional finance
chairman for the Nixon campaigns of 1968 and 1972, and he was one of the most successful,
reportedly exceeding his quota by the largest margin among all his fellow regional chairmen.
Liedtke says that he accepted this post as a personal favor to George Bush. In 1972, Bill Liedtke
raised $700,000 in anonymous contributions, including what appears to have been a single
contribution of $100,000 that was laundered through a bank account in Mexico. According to
Harry Hurt, part of this money came from Bush's bosom crony Robert Mosbacher, now
Secretary of Commerce. According to one account, "two days before a new law was scheduled to
begin making anonymous donations illegal, the $700,000 in cash, checks, and securities was
loaded into a briefcase at Pennzoil headquarters and picked up by a company vice president, who
boarded a Washington- bound Pennzoil jet and delivered the funds to the Committee to Re- elect
the President at ten o'clock that night."

Another key member of the Plumbers unit was John Paisley, who functioned as the official CIA
liaison to the White House investigative unit. Paisley's important place on the Plumbers' roster is
most revealing, since Paisley was later to become an important appointee of CIA Director
George Bush. In the middle of 1976, Bush decided to authorize a group of experts, ostensibly
from outside of the CIA, to produce an analysis which would be compared with the CIA's own
National Intelligence Estimates on Soviet capabilities and intentions. Bush chose Paisley to be
the CIA's "coordinator" of the three subdivisions of Team B. (

NOTE: It is highly likely this laundered money came to Mexico from the Nugan Hand Bank
money laundering operation noted above.

Then there is the Zapata Oil Corporation, which was set up by George Bush Sr.. The
evidence is mounting that this company is a CIA front (during the Bay of Pig invasion of Cuba)
and that its offshoot, Zapata Offshore, was implicated in drug smuggling while Bush Sr. was its
top man. Michael Maholy, who worked for the State Department and the CIA for two decades,
said that drugs were brought by seas to the Zapata Offshore rigs, unloaded, and then flown
ashore in the helicopters, constantly carrying goods and personnel between the rigs and the
American Mainland. He said he saw this happening and confirmed it through the cables that he
handled. Maholy said the ships of a company called Pacific Seafood were used to ferry the drugs
between countries.

NOTE: Gerald Ford August 9, 1974 to January 1977

Operation Whale Watch - Consisted of using offshore oil drilling rigs as a cover for drug
smuggling. The drugs are offloaded by ship onto the oil drilling platforms. The drugs are then
flown by helicopter to nearby U.S. coastal areas. Companies owning the oil rigs included Rowan
International and divisions of Zapata Corp., such as Zapata Petroleum and Zapata Off-Shore.
Zapata Corp. was partly owned by George Bush Sr..

The purpose of Operation Watchtower (March 1976) was to establish a series of three
electronic beacon towers beginning outside of Bogota, Colombia and running northeast to the
border of Panama. Once the Watch Tower teams (Special Action Teams) were in place, the
beacon was activated to emit a signal that aircraft could fix on and fly undetected from Bogota
into Panama, then land at Albrook Air Station.

The following is from an affidavit by Colonel Edward P. Cutolo who in 1978 assumed
command of the 10th Special Forces Group, 1st Special Forces, Fort Devens, MA, and who had
been ordered by the CIA to supervise Operation Watchtower.

72. (Former CIA officer) Edwin Wilson explained that Operation Watchtower had to remain
secret and gave these reasons: (1) If it became public knowledge it would undermine present
governmental interests as well as those in the future. (2) There are similar operations being
implemented elsewhere in the world. Wilson named the "Golden Triangle" of Southeast Asia and
Pakistan. Wilson stated in both areas of the world the CIA and other intelligence agencies are
using the illegal narcotics flow to support forces fighting to overthrow communist governments,
or governments that are not friendly towards the U.S. Wilson named several recognized officials
of Pakistan, Afghanistan, Burma, Korea, Thailand and Cambodia as being aware and consenting
to these arrangements, similar to the ones in Panama. (3) Wilson cited the military coup in
Argentina in 1976, the coup in Peru in 1976, the fall of the Somoza Government in Nicaragua in
1979*, and the growing civil war in El Salvador as examples of the need for operations like
Watch Tower. As these operations funded the ongoing effort to combat communism and defeat
actions directed against the United States or matters concerning the U.S.

*NOTE: Jimmy Carter January 20, 1977 to January 19, 1981 What we have here is this
secret private covert operations team working counter to Carter's foreign policy. Carter chose to
enhance the visibility of morality and superior democratic ideology, that our Government can be
both competent and more humane. Carter's human rights policies represented a fundamentally
realist approach to the relations with the USSR and the decision to explore more correct, if not
actually warmer, relations with Cuba. Carter withhold military and economic assistance from
Latin American dictators -- in Chile, Argentina, Nicaragua, and El Salvador.

generally prohibited the use of the

73. Edwin Wilson explained that the profit from the sale of narcotics was laundered through a
series of banks. Wilson stated that over 70% of the profits were laundered through the banks in
Panama. The remaining percentage was funneled through Swiss banks with a small remainder
being handled by banks within the U.S. Wilson indicated that a large portion of the profits are
brought into the banks of Panama without being checked. I understood that some of the profits in
Panamanian banks arrived through Israeli couriers. I became aware of that fact from normal
conversations with some of the Embassy personnel assigned to the Embassy in Panama. Wilson
also stated that an associate whom I don't know also aided in over seeing the laundering of funds,
which was then used to purchase weapons to arm the various factions that the CIA saw as
friendly towards the U. S. The associates name is Tom Clines. Wilson indicated that most of
Operation Watchtower was implemented on the authority of Clines.

16. Upon the assumption of command, I created and implemented 12 separate Special Action
Teams. ,,,, My authority for this action came directly from FORSCOM through Edwin Wilson
who appeared before me in my office at 10th Special Forces Group Headquarters. This action
was taken to develop surveillance of politicians, judicial figures, law enforcement agencies at the
state level, and of religious figures.

17. Mr. Edwin Wilson explained that it was considered that Operation Watchtower might be
compromised and become known if politicians, judicial figures, police and religious entities were
approached or received word that U.S. Troops had aided in delivering narcotics from Columbia
into Panama. Based on that possibility, intense surveillance was undertaken by my office to
ensure if Watch Tower became known of, the U.S. government and the Army would have
advance warning and could prepare a defense.

19. The surveillance was unofficially dubbed Operation George Orwell.

 20. I instituted surveillance against Ted Kennedy, John Kerry, Edward King, Michael Dukakis,
Levin H. Campbell, Andrew A. Caffey, Fred Johnston, Kenneth A. Chandler, Thomas P. O'Neill
to name a few of the targets. Surveillance at my orders was instituted at the Governors'
residences of Massachusetts, Maine, New York, and New Hampshire. The Catholic cathedrals of
New York and Boston were placed under electronic surveillance also. In the area of Ft. Devens,
all local police and politicians were under some sort of surveillance at various times.

21. I specifically used individuals from the 441st Military Intelligence Detachment and 402
Army Security Agency Detachment assigned to the 10th Special Forces Group to supplement the
Special Action Team's tasked with carrying out Operation Orwell.

22. I also recruited a number of local state employees who worked within the ranks of local
police and as court personnel to assist in this Operation. They were veterans and had previous
security clearances. They were told at the outset that if they were caught they were on their own.

77. As of the date of this affidavit, 8,400 police departments, 1,370 churches, and approx. 17,900
citizens have been monitored under Operation Orwell. The major churches targeted have been
Catholic and Latter Day Saints. I have stored certain information gathered by Operation Orwell
on Ft. Devens, and pursuant to instructions from Edwin

Wilson have forwarded additional information gathered to Wash. D.C. .

78. Per orders from Edwin Wilson, I did not discuss the implementation of Operation Orwell
with my staff or others outside of the personnel assigned to surveillance. The only matter
discussed with Operation Orwell personnel was what the SATs needed to know in order to
carry out their mission. Certain information was collected on suspected members of the Trilateral
Commission and the Bilderberg group. Among those that information was collected on were
Gerald Ford and President Jimmy Carter. Edwin Wilson indicated that additional surveillance
was implemented against former CIA director George Bush, who Wilson named as a member
of the Trilateral Commission. I do not have personal knowledge that Ford, Carter, or Bush were
under surveillance.

74. I was notified by Edwin Wilson that the information forwarded to Wash. D.C., was
disseminated to private corporations who were developing weapons for the Dept. of Defense.
Those private corporations were encouraged to use the sensitive information gathered from
surveillance on U.S. Senators and Representatives as leverage to manipulate those Congressmen
into approving whatever costs the weapons systems incurred.

76. Edwin Wilson indicated to me during our conversation while entailed the dissemination of
Operation Orwell information and the identification of the three weapons systems, that Operation
Orwell would be implemented nationwide by 4 July 1980.

On April 29, 1990, Paul Neri died. An unknown person wrote a short letter that was sent with the
Cutolo affidavit and Paul Neri's accounting of what had happened, writing:

"Mr. Paul Neri, of the National Security Agency, died on April 29, 1990. Before

his death, he requested that I mail the enclosed affidavit to you. Paul

Neri was concerned that he would be killed or lose his security clearance if

he revealed the affidavit before he died. According to him, these facts are

true. If you investigate and interview the parties named within the affidavit,

you will find the information is true. I am simply carrying out the wishes of

a good friend, but do not want to get involved any further; therefore, I shall

remain anonymous".

Army Colonel Edward P. Cutolo, who had been ordered by the CIA to supervise Operation
Watchtower, grew increasingly concerned about its illegality. He conducted an investigation in
an attempt to bring it to a halt. Fearing he

might be killed because of his investigation, he prepared a fifteen-page single spaced affidavit,
(part of which was noted above). Cutolo gave copies of it to several trusted friends with
instructions to release the affidavit to government officials and the media if he was killed or died
under suspicious circumstances. He was prophetic. Colonel Cutolo
died in a one-car accident in 1980.

Cutolo's affidavit identified the people who died in strange fashion and who had posed a danger
of exposing the drug trafficking:

· Sgt. John Newby received threatening phone calls and then died in a
parachuting

accident when his chute failed to open,

· Colonel Robert Bayard was murdered in Atlanta, Georgia in 1977 as he


went to

meet Mossad agent Michael Harari,

· Colonel Baker died while trying to determine if Harari had killed


Colonel

Cutolo,

· Colonel James Rowe was assassinated on April 21, 1989, in the


Philippines

within three days after Mossad agent Harari arrived in that country. Rowe

had been investigating Harari's links to Cutolo's murder and to CIA operatives

Edwin Wilson and Thomas Clines.

· Mr. Pearce was killed in a helicopter accident in June 1989 under


mysterious circumstances.

The affidavit stated that Mossad agents associated with Operation Watchtower were being
protected by CIA Director Stansfield Turner and George Bush and that Washington military
authorities had approved the drug trafficking operation:

"Harari was a known middleman for matters involving the United States in

Latin America [and] acted with the support of a network of Mossad personnel

throughout Latin America and worked mainly in the import and export

of arms and drug trafficking."


In 1994, President Clinton appointed Army General John Shalikashvili Chairman of the Joint
Chiefs of Staff. Shalikashvili was the commander of the army unit that carried out Operation
Watchtower. Colonel Cutolo succeeded

Shalikashvili as the group commander of the 10th Special Forces Group.

Colonel William Wilson, a Green Beret, described the drug trafficking in Operation Watchtower.
After retirement he authored two articles appearing in Freedom (Nov-Dec 1993 and Jan-Feb
1995) describing his knowledge and role in the operation.

Ted Shackley, Tom Clines and Richard Secord decided way back when, `75-'76, during the
Pike and Church Committee hearings, that the Congress was their enemy. They felt that the
government had betrayed them and that they were the real heroes in this country and that the
government became their enemy.

Reagan never really was the president. He was the front man. They selected a guy that had
charisma, who was popular, and just a good old boy, but they got George Bush in there to
actually run the White House. They made sure that George Bush was the chairman of each of the
critical committees involving these covert operations things.

One of these committees was the Vice President's Task Force On Combating Terrorism. They
got Bush in as the head of the vice president's task force on narcotics, the South Florida Task
Force (drug), so that they could place people in DEA and in the Pentagon and in customs to run
interference for them in these large-scale international narcotics and movement of narcotics
money cases. They got Bush Sr. in as the chairman of the committee to deregulate the Savings
and Loans in '83 so they could deregulate the Savings and Loans, so that they would be so
loosely structured that they could steal $400 to $500 billion dollars. The amount of taxpayer's
money it took bail out these Savings and Loans banks. They ran the whole operation, and Bush
was the de facto president even before the `88 election when he became president.

The House Government Operations Committee, under the chairmanship of Rep. Bella Abzug (D-
N.Y.), held several days of hearings, beginning July 22, 1975, at which CIA General Counsel
Lawrence Houston was grilled about a Memorandum of Understanding, dated March 1, 1954,
between the Justice Department and the CIA, exempting all CIA personnel from criminal
prosecution for actions they undertook in the national security interest of the United States.

On Nov 1, 1975 after writing the letter to President Ford, Bill Colby was fired as CIA Director
in what came to be known as the "Halloween Massacre." Colby was replaced by George H.W.
Bush as CIA Director.
1970s and 1980s, PANAMA

For more than a decade, Panamanian strongman Manuel Noriega was a highly paid CIA asset
and collaborator, despite knowledge by U.S. drug authorities as early as 1971 that the general
was heavily involved in drug trafficking and money laundering. Noriega facilitated "guns-for-
drugs" flights for the contras, providing protection and pilots, as well as safe havens for drug
cartel officials, and discreet banking facilities. U.S. officials, including then-ClA Director
William Webster and several DEA officers, sent Noriega letters of praise for efforts to thwart
drug trafficking (albeit only against competitors of his Medellin Cartel patrons). The U.S.
government only turned against Noriega, invading Panama in December 1989 and kidnapping
the general, once they discovered he was providing intelligence and services to the Cubans and
Sandinistas. Ironically drug trafficking through Panama increased after the US invasion.

There is a consensus among U.S. Congressional Investigators, former bankers and international
banking experts that U.S. and European banks launder between $500 billion and $1 trillion of
dirty money each year, half of which is laundered by U.S. banks alone.

Over the last 20 years, big bank laundering of criminal funds and looted funds has increased
geometrically. Over a decade then, between $2.5 and $5 trillion criminal proceeds have been
laundered by U.S. banks and circulated in the U.S. financial circuits. This amount does not
include illegal transfers and capital flows from corrupt political leaders, or tax evasion by
overseas businesses. These other elements of illegal flight capital would produce much higher
figures. The Brookings Institute expert also did not include illegal shifts of real estate and
securities titles, wire fraud, etc.

In other words, an incomplete figure of dirty money (laundered criminal and corrupt money)
flowing into U.S. coffers during the 1990s amounted to $3-$5.5 trillion, and the importance of
laundered money is forecast to increase.

Former private banker Antonio Geraldi, in testimony before the Senate Subcommittee projects
significant growth in U.S. bank laundering. Some $500 billion of criminal and dirty money was
flowing annually into and through the major U.S. banks. These yearly inflows surpass all the net
transfers by the major U.S. oil producers, military industries and airplane manufacturers. The
biggest U.S. banks, particularly Citibank, derive a high percentage of their banking profits from
serving these criminal and dirty money accounts.

After Pres. Carter won election and Admiral Stansfield Turner became director of the CIA.
Under Carter's direction, Admiral Turner began to dismantle large parts of the CIA's covert
(direct action) operations apparatus (laying-off CIA officers, who numbers had grown massive
during the Vietnam war).

Some time afterwards, CIA officer Ted Shackley, Richard Secord, and Eric Von Marbod
formed a company called EATSCO, the Egyptian American transport and Service
Company. Because Eric Von Marbod had been assistant Secretary of Defense, the company
received the contracts to ship all of the arms shipments into Egypt. The routes into Egypt had
been opened due to the Camp David peace accords. These shipments were partially coordinated
by Adler Berriman (Berry Seal's CIA cover name) ship via Air America airplanes). Air America
seems to have become a part of this private ENTERPRISE, instead of in the past in Vietnam
where it was a front company for the CIA operations and funded by the US. Congress.

Air America was mothballed for a period of slightly more than two months while Edwin
Wilson, then under multiple federal indictments, traveled to Nicaragua to negotiate a deal with
then dictator, Anastasio Somoza. After obtaining a contract to supply Somoza with U.S. military
hardware and private sector advisors in open contempt of President Carter's foreign policy, the
apparatus was reactivated. Even after Somoza was forced to flee to the Bahamas, Air America
continued to supply arms and advisors to the vestiges of his supporters in Nicaragua, now called
the Contras.

The Air America apparatus banked hundreds of millions of dollars over the next several years
until they came under the unwelcome scrutiny of U.S. Attorney Larry Barcella. Barcella
discovered that CIA officer, Edwin Wilson had been selling explosives to Col. Qaddaffi in
direct defiance of the U.S. arms embargo. Barcella indicted Edwin Wilson and Frank Turpel
and began an investigation of Shackley, Clines, Secord and Von Marbod. This investigation
lasted less than a week before it was quashed, but Deputy Director of Intelligence Frank
Carlucci did ask that Shackley and CIA officer Tom Clines resign from the CIA, they did.

Conviction of CIA Agent Edwin Wilson Tossed after Two Decades --

"A federal judge threw out the conviction of a former CIA operative who has
spent 20 years in prison for selling arms to Libya, saying the government
knowingly used false evidence against him.

Edwin P. Wilson, 75, was convicted in 1983 of shipping 20 tons of C-4 plastic
explosives to Libya -- something he said he did to ingratiate himself with the
Libyan government at the CIA's request. In a scathing opinion released Tuesday,
US District Judge Lynn N. Hughes said the federal government failed to correct
information about Wilson's service to the CIA that it admitted internally was
false... At his 1983 trial in Texas, prosecutors introduced a sworn statement from
a top-ranking official that Wilson did nothing for the CIA after his retirement in
1971. 'It was just a flat-out lie. He did a lot,' Adler said Tuesday. Adler said the
Reagan-era officials who pushed the case had been embarrassed by revelations
the government was trading arms for information and made Wilson a scapegoat."

Zbigniew Brzezinski, serve as perhaps the most powerful man in President Carter's
administration (1977-1981) serving as the president's national security adviser, responsible for
maintaining America's national security. Brzezinski is reported to be a supporter of the
Trilateral Commission was established in 1973. It is reported to be a WORLD SHADOW
GOVERNMENT? Its founder and primary financial supporter was David Rockefeller, longtime
chairman of the Rockefeller family-controlled Chase Manhattan Bank.

The Bilderberg group is similar to the Trilateral Commission in that it is funded and heavily
influenced by the Rockefeller empire and composed of international financiers, industrialists,
media magnates, union bosses, academics and political figures. The much older Bilderberg
group's membership is strictly limited to participants from the United States, Canada and
Western Europe - the NATO alliance.

The Trilateral commission was unique, though, in that it brought the Japanese ruling elite into
the inner councils of the global power brokers, a recognition of Japan's growing influence in the

During the 1980 presidential campaign, William Casey, George Bush Sr., and Robert Gates,
had secret meetings with Iranian officials in Europe and made an agreement with them to keep
the 52 U.S. Embassy hostages until AFTER the 1980 presidential election of the Reagan/Bush
ticket. Gates at that time was on the staff of the National Security Council in the administration
of Jimmy Carter.

Carter had also planned to get the release of the hostages in October by offering Iran to unfreeze
their assets in American banks. Hence, Bush coined the term "October Surprise". The hostages
were released in January, 1981, just at the moment Reagan was inaugurated.

Marc Rich handled the millions of dollars given to Iran by Bush as part of the deal. The funds
were trans-shipped via a highly corrupt functionary in the financial news industry, Earl Brian.

During the Iranian oil embargo, Marc Rich made hundreds of millions of dollars by violating
the worldwide embargo on Iranian oil. Rich did this with firms largely owned by the George
Bush Family jointly with Richard Cheney and their confederates. Many of Rich's dealings were
disguised as soybean and currency trading, on the Chicago Board of Trade and the Chicago
Mercantile Exchange. Cheney reportedly secretly helps supply Iraq oil exploration and pumping
equipment through overseas firms of Cheney/Bush's Halliburton Co., as well as units Dresser-
Rand and Ingersoll-Dresser Pump.

When Reagan/Bush took office, nothing was done to Rich who had brokered some of the

Both the Reagan Republicans and Carter Democrats "started from the proposition that Imam
Khomeini, having announced a policy of 'neither the West nor the East,' was forced to acquire
American weapons, spares and military supplies by any and all possible means." (in its war with
Iraq)

"After the victory of Reagan in the election, in early 1981, a secret agreement was reached in
London in accord with which Iran released the American hostages, and the U.S. continued to
supply arms, spares and military supplies for the Iranian army," the report continued. The
deliveries were carried out by Israel, often through private arms dealers, the Russians said.
Spares for F-14 fighters and other military equipment went to Iran from Israel in March-April
1981 and the arms pipeline kept flowing into the mid-1980s.

"Through the Israeli conduit, Iran in 1983 bought surface-to-surface missiles of the 'Lance' class
plus artillery of a total value of $135 million," the report said. "In July 1983, a group of
specialists from the firm, Lockheed, went to Iran on English passports to repair the navigation

The CIA and the Army jointly agreed to set up a special aviation operation called "Seaspray,"
New York Times reporter Seymour Hersh. This was old news to local and state police in affected
areas. Cops had already seen the cynical (and perhaps intentional) manipulation of this operation
flooding America with a river of drugs. When law enforcement authorities debriefed convicted
"drug smuggler" Berry Seal in late 1985, one of the cops present brusquely began by stating,
"We already know about Seaspray."

Operation SEASPRAY was a clandestine United States Army special operations unit. Its
existence within the Department of Defense was held secret insofar as it testifies to the close
links between the United States Army and the Central Intelligence Agency.

Established on March 2, 1981, Seaspray was charged with the clandestine transport of elements
of special operations units in the course of their operations. The management of the unit was
entrusted to a joint CIA/US Army command.

On one hand, the CIA became the only branch to run clandestine operations abroad, but lacked
the resources to do so; on the other hand, the Army had the equipment but not the authority to
carry out clandestine operations. A joint unit was created to bring these assets together

Seaspray operated under the cover of a private airline company associated with the CIA,
Aviation Tech Services. The unit, which was later renamed First Rotary Wing Test Activity, had
its principal base at Fort Eustis, Virginia. A detachment was based at the international airport of
Tampa, Florida, for operations in Central America. Among these, the best known is probably
Operation Queens Hunter concerned with weapons traffic between Nicaragua and Honduras.

The man who acted as liaison to the Contras was one of Ted Shackley ís old Operation 40
operatives (anti-Castro Cubans), professional assassin Chi Chi Quintero. Quintero took orders
from the Contras and relayed them to Adler Berrimen (Seal) who set up the shipping routes.
Shackley ís next coup was to negotiate a deal with the Iranians whereby the hostages were kept
on ice until the election was over. This enabled Reagan strategists to portray the Carter
administration as weak and vacillating.

All of this time and all of these operations were leading the Air America apparatus incrementally
toward Mena, AR. Berry Seal started bringing planes into Mena in 1979, but the operation
never really got into full swing until late 1980. There never seemed to be any deviation from the
cycle that ran until his death in 1986. Armaments were loaded at Mena. They were then flown to
a private airfield in Costa Rica located on a gigantic ranch belonging to a millionaire named
John Hull. From there, the planes were refueled, but wherever the planes finally did offload their
cargo, they picked up kilos of cocaine.

CIA-ONI Officer Gunther Russbacher ( aka Lt. Commander Gunsel and Gunslinger ) was
involved for decades in many high level undercover activities for the CIA and Office of Naval
Intelligence (ONI). He became a key member of Austrian intelligence in the 1990s. Russbacher
stated that Operation Indigo Sky had been in operation since approximately 1976. He told
Rodney Stich, author of the book, Defrauding America , in the third addition, that the operation
consists of producing heroin in poppy fields in Nigeria and processing in the capital city of
Lagos,

along with transportation to Europe and the United States.

Russbacher stated that the intent of Operation Indigo Sky was to get an alternate supply for
heroin coming from the Golden Triangle area and the Indian subcontinent. The operation began
with the 1976 purchase of the Star Brewery in Lagos and its subsequent multi-million-dollar
upgrade into a heroin processing facility. The brewery's name was changed to Star of Nigeria and
then to Red Star. The transportation of the drugs from Lagos was initially by the CIA and DEA
and then changed to contract operators. Most of the processed drugs in Operation Indigo Sky
went from Lagos to Amsterdam, where it was further packaged and then shipped to European
and United States destinations.

Former CIA officer Trenton Parker was employed by the CIA from December 23, 1964 to May
24, 1992. He played a key role in CIA activities in the Caribbean. Parker described the purpose
of a flight from Dobbins Air Force Base near Marietta, Georgia, in January or February of
1982. His last rank was shown as Colonel in the United States Marine Corp Parker also disclosed
to author Rodney Stich, the facts about Operation Indigo Sky.

Parker told Rodney Stich that the CIA, with Vice President Bush`s approval, set up a sham drug
bust in Miami during March 1980 using 4,000 pounds of cocaine, the biggest drug bust at that
time. The purpose of the scheme was to generate support in the United States for the newly
appointed drug czar, Vice President George Bush, justifying the use of the U.S. military in the
so-called war against drugs.

Parker stated the CIA set up the meetings in which various Colombian drug dealers organized
into a drug trafficking cartel. Parker mentioned two preliminary meetings in late 1981 arranged
by the CIA in which individual Colombian drug dealers organized into a cartel to facilitate the
sale and shipment of drugs to the United States. He stated that the first meeting occurred with
twenty of the biggest cocaine dealers in Colombia present; that the second and final meeting was
held at the Hotel International in Medellin attended by about two hundred drug dealers, pushers,
and smugglers. The Medellin Cartel was established in December 1981, and each of the
members paid an initial $35,000 fee to fund a security force for the cartel members to protect
their drug operation. Russbacher attended the September 1981 meeting, which was initiated by
the CIA to facilitate drug trafficking into the United States, permitting the CIA to deal with a
group rather than many independent drug dealers.

Parker said that after President Kennedy decided to pull U.S. troops out of the CIA's Vietnam
operation, which would cause the loss of billions of dollars from the CIA drug trafficking, and
certain CIA factions decided to assassinate Kennedy.

NOTE: Parker's statement agrees with the work by James Douglass in his book, JFK and the
Unspeakable that charges that the CIA and the Joint Chiefs of Staff, the military assassinated
Kennedy.
Parker said that his Pegasus group (Shadow Government) secretly gave files on the CIA criminal
activities from 1976 to 1982 to a member of the Joint Armed Services Commit- tee,
Congressman Larry McDonald. These files revealed corrupt activities by several U.S.
presidents, federal officials, the CIA, and other members of government. Parker said that
McDonald let it be known to the press that he was going to reveal startling evidence upon his
return from the Far East showing that the CIA and certain high-ranking public officials were part
of an operation responsible for drug trafficking since 1963 from Southeast Asia. McDonald was
killed with the 269 passengers boarded KAL Flight 007, which was shot down by the Russians
as it flew over Russia.

Former CIA Russell Bowen told Rodney Stich, author of Defrauding America, details of the
CIA ties to the Medellin drug cartel that Russbacher and Parker had described Bowen started up
several airlines in South America after the war that served as covers for the CIA. During a drug-
hauling flight in 1982 for the CIA Bowen was arrested hauling drugs.

He stated that when Ted Shackley was chief of station for the CIA in charge of Central and
South American operations, he reportedly directed the massive drug trafficking into the United
States that subsequently blossomed.

Bowen described one of the CIA proprietaries operated by Shackley, INTERCREDIT (bank),
with offices in Medellin, Amsterdam, and Ft. Lauderdale. He said that Shackley went to
Ascension, Paraguay to arrange for drugs to be shipped to Miami, meeting with the head chief of
one of the Indian groups and a Lieutenant Colonel in Paraguay's military.

Bowen stated "He (Shackley) was the mastermind of the drug operation. He had full authority to
set it up. CIA headquarters in McLean, Virginia, "They ordered him to do it."

DEA-CIA officer/pilot Basil "Bo" Abbott, was another airplane pilot who operated in the lower
levels of undercover operations for the Drug Enforcement Administration (DEA). His
experiences provided another insight into the bizarre world of CIA and DEA drug trafficking.
Abbott flew arms from the United States to Central and South America from 1973 to 1983 in
small general aviation planes that were provided to him by the DEA.

Abbott was ordered by the DEA to fly arms to numerous Central America locations. One of
these flights, occurring in 1982, flew arms into a dirt strip near Bluefields, Nicaragua for the
Miskito Indians. From there, Abbot flew to a strip known as B2E, where drugs were loaded for
the return flight to the United States. Some of these flights landed at a small airfield near
Memphis, Tennessee. These flights were profitable for everyone involved, including the pilots.
In

addition to being paid in cash for each flight, pilots flying for the DEA were sometimes given
part of the drug loads, which they later sold. Abbott received $60,000 and fifty pounds of pot for
this flight to the Miskito Indians and return with drugs. During Abbott`s DEA employment, he
worked out of DEA offices in Denver, Charleston, and in 1978 the DEA facility at Addison
Airport, north of Dallas.
Abbott named other DEA pilots who, acting under DEA orders, flew drug flights from Central
America to the United States. These pilots included Cesar Rodriguez, Daniel Miranda, and
George Phillips.

Abbott disclosed an operation involving smuggling drugs in frozen shrimp, using a CIA front
company, Pacific Seafood Transportation Company. Russbacher and other CIA operatives
confirmed the drug trafficking by Pacific Seafood. Russbacher said that shrimp containers "were
filled with ice and everything but shrimp." He said it was part of a joint DEA-CIA operation
called Operation Buy Back.

Abbott described his close contacts with Eric Arturo Del-Valle, a member of Panama's Jewish
community, and who was president of Panama. Arturo's family was in the sugar export business,
which Abbott said was a subterfuge for cocaine exports to the United States by the Mossad.

One of the Arkansas airstrips into which Abbott was directed to deliver drugs was south of
Interstate 30 just southwest of W. Memphis, Tennessee, called Marianna. Several of my other
deep-cover contacts described drugs goinginto that same airport, and the role played by state
police in protecting the drug and arms operations. He described how Arkansas State Police
protected drug loads by blocking off roads leading to small airstrips when drug flights arrived.

He described one such instance occurring in the spring of 1982. Abbott flew a Cessna 210
containing 300 kilos of cocaine from one of several warehouses at Tocumen owned by drug
traffickers Walter and Sonia Atala, to the crop-duster landing strip at Marianna, Arkansas. He
made a fuel stop in Belize, famous for transition of drug-loaded aircraft, and then proceeded to
his Marianna destination. A Memphis-based DEA agent took the cocaine from Abbott, while an
Arkansas state trooper blocked the road leading to the landing strip. A week later, Abbott took
off from that strip with six suitcases of money, delivering it to Cesar Rodriguez at Isla
Contadora. Abbott said the plane was provided by Robert Corson through Jim Bath of
Houston.

NOTE: Jim Bath was/is George Bush Jr's friend and was a Texas entrepreneur who invested
$50,000 in Arbusto Energy, Bush Jr's oil company.

Abbott described the CIA stealing of general aviation planes within the United States for use in
the CIA's arms and drug shipments. This information coincides with information provided by
several other CIA sources and was also disclosed by former CIA contract asset, Terry Reed, in
his book, Compromised. The stolen aircraft were repainted and new serial numbers applied, after
which they were flown to Central and South America with loads of arms, and then drugs

on the return flights.

CIA Cable Analyst Michael Maholy was a deep-cover officer whose primary duty was
monitoring cable traffic at different CIA locations. Maholy gave Rodney Stich, the author of
Defrauding America, details of CIA and Mossad drug trafficking. He named the companies
owning the oil rigs off the coast of the United States, Central and South America, Nigeria, and
Angola: Santa Fe, Zapata, and Rowan. He physically saw Evergreen International Airlines and
Southern Air Transport hauling drugs, confirmed by cable traffic he handled.

Maholy stated, `The real mission (of these oil and gas drilling platforms] was to funnel weapons
and money to the Nicaraguans, and also to bring illegal drugs into the United States.....Rowan
International was a cover for a branch of Zapata Oil. Zapata Oil and Exploration had many land-
based operations in Central and South America as well as offshore rigs." (Operation Whale
Watch)

"We had access to military cryptographics such as the kW 135, the KL 16, KL 10 and the CW 4
to decode and sifter out any cable traffic from transmissions from Guatemala, El Salvador, Costa
Rica, and Panama."

Pacific Seafood Maholy wrote: "This company [Pacific Seafood] used a number of vessels to
carry out covert missions to run weapons, drugs and cash from country to country. Not only
would their "shrimp" trawlers use the oil rigs for loading, unloading and refueling, and also to
deliver large sums of money for aid to the Contras. The shrimpers would constantly converge on
our rig to convert, store and transport all of the above. The crews were all seasoned paramilitary
experts in their abilities to search and destroy, CIA trained and specialists in their fields.

It was from one of the shrimp boat captains that I would come to meet Barry Seal' s main right-
wing contact from Morgan City, La. His name was Russell Hebert, and the name on his shrimp
boat was Southern Crossing. This boat had state-of-the-art radar, hi-tech navigation systems,
extra fuel tanks, and a crew consisting only of "special forces or [Navy] Seals."

Maholy described how the drug planes would fly low and proceed from the off-shore oil rigs to
the United States at very slow speeds of approximately 120 knots, so that they would appear on
radar as helicopters servicing the rigs Maholy described how the Ochoa drug cartel used the
coastal oil rigs for drug transshipments. He described the role of a Venezuelan naval officer by
the name of Lizardo Marquez Perez, who was in charge of this drug operation, and frequently
seen on the oil rigs by Maholy.

Maholy described the cover-up of the drug operation by such people as the Chief of the DEA
cocaine operations in Washington, Ron Caffrey, Oliver North, CIA's Duane (Dewey)
Clarridge, Army Lieutenant General Paul Gorman (commander of the Panama-based U.S.
Southern Command), and others.

In several congressional transcripts marked Confidential, consisting of depositions taken in June


1991. One of the witnesses was a long-time CIA officer/pilot, Richard Brenneke, who testified
in closed-door hearings conducted by members of the United States Congress and the Arkansas
State Attorney General's office. Brenneke's testimony described the CIA drug trafficking, CIA
ties to organized crime, and CIA money laundering.
Brenneke described his activities on behalf of the Central Intelligence Agency, about his
expertise in handling financial transfers worldwide, including money transfers for the Central
Intelligence Agency, commencing in 1968 and continuing until 1985. Brenneke testified to
"handling money for them [and] handling East Bloc weapons purchases primarily made in
Yugoslavia and Czechoslovakia." He described flying as pilot for the CIA, including C-130
aircraft from Mena, Arkansas, to various airports in Panama, including Tucuman Airport at
Panama City, and into Colon. Brenneke produced pilot logbooks showing the flights that he
made for the CIA into Mena and other locations.

Brenneke testified that the weapon shipments were met by "members of the Panamanian Defense
Forces" and "by Michael Harari." He identified Harari in congressional testimony as a Mossad
agent and "Manuel Noriega`s partner in a number of business deals in Panama. I know that first
hand because I had to deal with him." He described carrying weapons and military personnel
trained in Arkansas from Mena to Panama. He testified that the weapons frequently came either
from government stores or through the Tamiami Gun Shop in Miami, Florida, and that his co-
pilot on many of these flights was another CIA operative, Harry Rupp.

Brenneke described drug-trafficking flights from Medellin to Mena and to Iron Mountain
Ranch in Texas. He identified Rich Mountain Aviation at Mena Airport (Inter-Mountain
Regional Airport) and Fred Hampton as owning and operating the CIA-front operation.

When asked by congressional investigators about the nature of the cargo flown back to the
United States, including into Mena, Brenneke testified, "I found the cargo to be cocaine; in some
cases marijuana." He testified that on each return flight he carried 400 to 500 pounds of cocaine,
which was loaded by Panamanian Defense Force soldiers onto the CIA aircraft.

When asked about the disposition of the drugs, Brenneke testified that upon landing at Mena
Airport the drugs would be either off-loaded onto other aircraft, or stored in Rich Mountain
Aviation's hangar. Brenneke testified that in some instances the drugs were received by Freddie
Hampton of Rich Mountain Aviation, and in some cases "members of John Gotti's family in
New York. One of them was an individual known to me by the name of Salvatore Reale. "

,,,"Back as 1968 and early 1969, we [CIA] had begun to launder money from organized crime
families in New York. At that time, Mr. Gotti was an up and coming member of one of the
families. I got to know them at that time. We used to wash their money overseas and put it in
Switzerland in nice, safe places for them." "Actually the CIA told me to do that on his behalf."

The Gotti organization, through Reale, paid the CIA in cash for the drugs ," somewhere in the
$50,000,000 bracket. Brenneke said he knew this, "Because I banked that money for them in
Panama City, and ultimately transferred it to other locations in Europe". That money was
delivered to us in cash. There were occasions where there were wire transfers, but the generally
followed method was cash. That would be stored in the aircraft on its return trip to Panama.
Once it reached Panama, we would put it into a bank account, which at that time was in the
Banquo de Panama. And the account name was the initials IFMA, which was a company that I
set up in Panama City in 1970. Themoney would be subsequently and almost immediately
transferred to Spain or Liechtenstein. From there it went to Monte Carlo, and the ultimate
destination was Zurich or Geneva. But in any case, Switzerland."

The banks [in which accounts were] opened for the CIA." Panama City, Banquo DeMexico. At
one point we were using a Citibank correspondent down there whose name escapes me. We had
a man on-site who worked for us, as well as worked for Ron Martin, a man named Johnny
Mollina. John would spend a lot of his time in Panama City and worked in one of the banks that
we used. I set up more than one account in Madrid that was used. I set up an account in Brussels
at Bank Lambert that was regularly used. I set up accounts at Credit Suisse, a Swiss bank.
And Bank of Credit & Commerce (BCCI). Also, a bank that no longer exists called Bank
Hoffman. I set up a bank in Panama City on behalf of the mutual fund company I worked for so
that I could ultimately control how the transfers were handled.

"And the money that you got from the Gotti organization that you put on the airplane [in

"By 1986, it was getting uncomfortable in Panama, and so some of the Venezuelan banks in
Caracas were used. The same procedure was followed, though. The money would be deposited
into an account; you would walk into the bank, for example, and sit down with the Vice
President or Managing Director of the bank. You were clearly a large depositor and a large
customer of that bank. And you just simply explained that you wanted to deposit the money in
this bag, and he would just kindly go ahead and do so for you."

Brenneke testified: "When I found that we were bringing drugs into the United States, and that
we were receiving money which was being put into accounts which I knew to belong to the
United States government, as I'd set them up specifically for that purpose, I called Mr. Don
Gregg, who was a CIA officer with whom I was acquainted, and complained about the nature of
what we were doing".

Donald Gregg worked closely with George Bush Sr. when Bush was director of the CIA, and
became his national security advisor when Bush was vice president of the United States. Bush
later nominated Gregg to be Ambassador to South Korea. When asked about Gregg's response to
Brenneke`s concern about the drug trafficking, Brenneke testified:

"I was told that it was not my business what I was flying in and out of the

country. That I was hired to do specific things, and if I would do those

things and not pay any attention to anything else, we would all be very,

very happy. I didn't like that. He said shut up and do your job. I subsequently

talked to Mr. Gregg on a number of occasions as well as to other

people in the vice-president's office to voice my concern over the use of


drugs, importing drugs into the United States.

Brenneke testified about the criminal charges made against Heinrich Rupp concerning looting
the Aurora Bank in the Denver area, saying "that was common in our line of work with the CIA."
When asked if Brenneke ever complained to CIA director William Casey bout these activities,
Brenneke replied: "Yes, I did on a number of occasions. And Mr. Casey`s telephone logs would
reflect phone calls to me, made to me in Lake Oswego, which was at that time the location of my
office".

He testified that the CIA handler he was working for was CIA Officer Robert Kerritt, and that
Kerritt paid the various CIA assets in the Mena area. Brenneke continued:

Brenneke clearly testified, without hesitation, times, dates, places, and either telephone logs or
notes that he made of conversations with his CIA handlers in Washington. He provided the
investigators with copies of bank records, corporation papers, and detailed testimony, wherein
there could be little doubt that his testimony was true.

The airbase at Mena, Arkansas - a secluded airport in western Arkansas with HUGE landing
strips and close proximity to Central America was a key maintenance and outfitting base for this
operation.

The CIA drug cocaine drug smuggling operation was generating about $10 million per week in
cash or about $500 million per year. And it went on for years. A couple or several BILLION
dollars of drug money was made by the CIA drug smugglers with the help of Bill Clinton and his
aides.

Michael Riconisuito had said that the two men in overall charge of the Mena operations were
Clay Lacy and Charles Hayes. Charles Hayes, aka Chalmer C. Hayes, akaChuck Hayes and Bill
Clinton had known each other for years: Chuck Hayes had been Bill Clinton's CIA controller,
after Clinton was recruited into the CIA by CIA Officer Cord Meyer of the London CIA station.
Hayes had supervised Clinton's forays into the Soviet Union, and it was Hayes who had gotten
Clinton out of not-so-infrequent trouble while Clinton served the agency.

Chuck Hayes was one of the founders of the CIA's Division D that developed and
used new spying techniques of electronic bugging. He is also supposed to be part
of this group of contractors for the CIA called the Fifth Column.

Mr. Hayes was known to have been involved with another case in Kentucky,
known as the Bluegrass Conspiracy after the book by that name, and the Inslaw
case. He had been described as a "very heavy hitter" by (name deleted). Gene
Wheaton had told the interviewer that Hayes had once been an owner of 4469P,
the Australian C-130 that had been at Mena.

In Terry Reed's book Compromised he claims that Dan Lasater was a major recipient of Seal's
cocaine. It is a fact that in late 1986, Dan Lasater pleaded guilty to distributing cocaine and
received a 30-month sentence. It was cut short by a pardon from Governor Clinton who had
lobbied to give Lasater a $30 million State Police radio contract. Lasater contributed to Clinton's
campaigns, was a major underwriter of Arkansas bond issues, and had hired Clinton's brother,
Roger as a chauffeur -- even paid Roger's drug debts.

Although both Lasater and Clinton now claim that they have only met a few times at crowded
events, Congressman Dan Burton, former Chairman of the Republican Study Committee
strongly disagrees. "He was so close to the Governor that he got $664 million in Arkansas
development bonds from which he was able to get $1.6 million in commissions. And this was at
a time when Dan Lasater was under investigation by the state police for cocaine trafficking and
cocaine use."
