The censure of Mayor Ell, which was imposed on the high-ranking official at the
end of 2014, was revoked last week when
council appeared as a united front to rescind their previous decision effective in
April, coinciding with the arrival of James
Thackray Strathmores newly appointed
chief administrative officer.
During a special council meeting on Oct.
29, 2014, council determined Mayor Ell had
violated a series of breaches of the Town
of Strathmore Mayor and Councillor Code
of Ethics and Conduct Policy and the statutory obligations of councillors and council
outlined in the Municipal Government Act
(MGA).
As a result, council introduced the censure, which is often described as an expression of strong disapproval.
Specifically, council referred to meetings
with staff members, interference with chief
administration, involvement in the administrative officers function as the administrative head for the town, and acting without
council authority in his dealings with the
CAO.
Under the censure, which council voted
for unanimously, Mayor Ell was required
to adhere to his obligations as a councillor
under the MGA and Mayor and Councillor
Code of Ethics and Conduct Policy; not interact or communicate with town staff without approval of the CAO or deputy CAO;
not interfere in the administrative functions
of the town; and not communicate with the
CAO without councils direction, unless the
communication occurs within the context
of a council or council committee meeting.
Although details remain scarce, Councillor Bob Sobol addressed council to remove
the censure as it pertains to the communication with the CAO on April 18 a motion
prompted by the retirement of current CAO
Dwight Stanford and the recent appointment of James Thackary who will take on
the roll effectively on the same date.
I will note that efforts were made without success for council to resolve this issue
privately due to the seriousness of the
matter and after obtaining legal advice in
this matter, council found themselves with
little choice but to censure mayor Ell, said
Sobol.

in hopes of Plebiscite

George Clark and the Albertans First Plebiscite Warriors
parked their fifth wheel in the Walmart parking lot last
week, testing the waters of Strathmores collective opinion
on Bill 6 and the Carbon Pricing Taxation, while attempting
to gather signatures to invoke a plebiscite.
Clark, the founder of the Albertans First movement, said
hes travelled to over 50 towns and cities across the province gaining thousands of volunteers and signatures in the
process. The petition drive aims to request a plebiscite under the Alberta Elections Act, in order to determine whether
Albertans are in favour of opposition to either Bill 6 the
controversial farm safety legislation or Carbon Pricing
Taxation. A plebiscite is the direct vote of all members of an
electorate on an important public question such as change
in the constitution.
Theyre not supposed to impose legislation that they feel
or know theres a good chance the majority of the citizens
that its going to be imposed on dont like it, thats simple
democracy, said Calgary-based Clark.
This government is operating as if the majority in the legislature has somehow given them a mandate to do whatever
they like. Thats not democracy. Were standing up to it.
Under the Alberta Elections Act section 128, the Lieutenant Governor in Council may by order give directions for the

holding of a general plebiscite of electors when and as often


as it appears to the governor that an expression of opinion
about the desirability of either amending existing legislation
or introducing new legislation relative to any subject-matter
should be obtained from the electors.
While his efforts have already gained province-wide traction, Strathmore-Brooks MLA Derek Fildebrandt remained
skeptical about the petition drives implications.
I certainly understand and appreciate peoples extreme
frustrations at the NDP government, but at the end of the
day theres only one way to remove the government and
that is to work and vote in the next election for a party
representing change, said Strathmore-Brooks MLA Derek
Fildebrandt.
For better or for worse, you can guess which one I believe, were stuck with the NDP for three years. Im working hard to build the Wildrose across Alberta to ensure that
when that time comes, Albertans have a real conservative
option to put their trust in for change in the province. I really dont see any other way to constitutionally change the
government.
In the past, stations were set up in parking lots and business throughout Strathmore, which Clark said amounted to
2,500 local residents signing up to support the cause and
help canvass over the course of a week in December. The
petition drive continues to gather signatures from citizens
across Alberta.

Impaired driving cases deferred for lack of disclosure

Missing breathalyzer maintenance documentation is giving rise to province-wide challenges and resulting in some
Alberta motorists alleged of driving impaired to have their
charges stayed a consequential issue thats affecting Strathmore where cases have also been withdrawn.
According to Strathmore RCMP, a private lab company,
Ottawa-based Davtech Analytical Services, performed annual maintenance on the breathalyzer instruments for areas
of RCMP jurisdiction.
However, after the maintenance records - which are used
to prove the devices were working at the time when used on
an individual - failed to be produced by the company, over
15 cases have already been withdrawn provincially.
The Strathmore RCMP would not comment on how many
cases were stayed involving the municipality.
Theres nothing wrong with our instruments, there never
has been, but what became an issue was the court started
demanding documents for maintenance that theyve never

asked for; ever in history, said Staff. Sgt. Steve Vince with
the Strathmore RCMP detachment.
These records that were traditionally kept by this private
lab company were difficult to obtain. So unfortunately, this
year, weve lost a lot of impaired cases because theyve had
to be withdrawn from the courts.
At the end of last year, the detachment laid 25 charges
municipally as well as an additional 23 charges as a result of
the Enhanced Traffic Program offences that were alcoholrelated and not necessarily defined as criminal charges. In
comparison, an RCMP official informed town council last
year that impaired driving cases took a nosedive of nearly
25 per cent, based on data collected from April 1 to the
end of October in 2014, compared to numbers for the same
timeframe in 2013.
Vince stated that the problem of driver impairment has
remained at the forefront throughout his career and active
efforts endure to manage the issue. He remains optimistic
that the matter of stayed charges due to lack of disclosure
surrounding breathalyzer equipment in Alberta will be resolved quickly.

Taxi bylaw shelved

Notwithstanding the recommendation to pass the newly
amended taxi bylaw, local officials sanctioned a rare opportunity allowing those directly affected to address the issue,
resulting in strong resistance towards the legislation and the
bylaw to be tabled until April.
Bylaw 15-27, often referred to as the Taxi Bylaw, underwent review and revision, after administration was directed

tickets are $25 per person. From the $25, Ms. Marshall will retain $20 and donate the
remaining $5 to PTSD to benefit our Veterans. Jan, who runs the Legions kitchen, will be
offering a very special dinner starting at 6:00 pm. Show Jan your ticket for the Tina Turner
show, and your dinner will cost you $10. If you are not attending the show, you are still
welcome to come for dinner, but the cost will be $15 per person. Show tickets are limited
and available at the bar during business hours. SEE YOU AT THE SHOW!!!!
A heads-up about the annual Steak and Lobster dinner hosted by the Legion Sports
Committee. It will be held on May 7th, starting at 6 p.m. Tickets are now on sale and available at the Bar. Steak and lobster: $40 per person; steak only: $15 per person and lobster
only: $25 per person. Of course, the trimmings are included. Please bring your own lobster
crackers. Tickets are limited and this dinner is a sell-out every year, so get them early!

Following consultations, meetings, and research, administration said the drafted bylaw was
amended on several occasions by the Policy Review Board, to ensure the safety of Strathmores
residents when using transportation services, and
addressing vital needs in the community. Furthermore, administration met with local taxi companies and local law enforcement to review the bylaw on Jan. 15.
In preparing this bylaw administration considered it imperative that the rules and regulations
in place within this bylaw ensures that those using transportation services within Strathmore are
doing so in a safe and sound environment, said
Jennifer Sawatzky, municipal clerk for the town
of Strathmore. Comments and concerns from
that [January] meeting were also discussed with
the Policy Review Committee and changes were
made in response to solve those concerns that
were brought forward.
Under the revisions, the bylaw creates a new
position of Chief License Inspector to ensure brokers, chauffeurs, and vehicles are meeting the
newly-proposed standards. The bylaw also clarifies brokers and chauffeurs responsibilities and
standards for vehicles. This includes vehicle inspections every six months, a monthly submission of a list of all chauffeurs employed by the
company, and the penalties involved for failing to
comply with the bylaw.
Most controversial, however, were the topics of
decaling and wheelchair accessibility, where the
bylaw states all vehicles much be decaled to advertise the company and permanently fix the taxi
number onto the vehicles, and for every eight vehicles, one must be wheelchair accessible.

Chestermere, said he wasnt given ample opportunity to voice his concerns, and if forced to decal
his company vehicles would not be able to carry
out his contracts due to restrictions of Calgary
bylaws that state advertised taxi companies from
outside Calgary cannot operate in the city. Yet
mostly De Peuter appeared frustrated with the
bylaws lack in addressing the operation of outof-town taxi companies operating in Strathmore,
showing a paucity of support for local companies.
There is no way you can police our town taxis,
you dont have the manpower, De Peuter addressed council. Youre not protecting your taxi
companies why should your taxi company protect
you? If youre not going to stop the out-of-town
taxis from doing business here, I will move it to
Chestermere and operate here, because you guys
are saying its OK. You have done so for seven
years. Youve had seven years to clean it up and
nobody has, and now you want the taxis to abide
by your rules? I think council better first look at
itself.
During the March 2 council meeting, De Peuter stated he had contracts with Alberta Health
Services, Social Services, Workers Compensation,
and Victims Services. While transporting goods,
such as blood and documentation and not passengers, to Calgary prevents De Peuter from advertis-

ing his companys information on his vehicles, he


suggested magnets would be a viable alternative.
However, administration assured town the reason
for permanent decaling is to also aid in the inspection process and validation of the vehicle.
While he added that a wheelchair accessible vehicle will be made part of his 14-car fleet as early
as this week, he remained adamant that the bylaw
does not create an even playing field for all taxi
companies a statement Councillor Bob Sobol
disagreed with.
It is a level playing field, and I think your concern is in regards to the eight vehicles, [but] the
fact of the matter is any organization, any taxi
company by this law, that has eight vehicles or
more must have one thats wheelchair accessible
so its fair for any group thats over eight, said
Councillor Bob Sobol.
Certainly the license inspector is a new position and is brought in specifically in this bylaw to
do many of the things that were discussing here.
I can guarantee you that person will be looking at
all taxi companies on the same playing field. This
is primarily about the safety of our personnel
one of the only issues in the Municipal Government Act that allows councils to be involved in a
private business.
Its for a good reason because it involves the
safety of our citizens. Thats what the purpose of
this is, and thats the only purpose of this.
Council also discussed the viability of the
wheelchair accessible vehicle, the costs involved,
and possible financial return, as well as the need
for the service in Strathmore. Councillor Denise
Peterson, who represents the town on the Seniors Advisory Committee and on the Wheatland
Lodge board, said 73 people at the lodge require
walkers, and praised De Peuter for his efforts in
providing such a vehicle and his services to the
community.
Yet Strathmore Shuttle owner and operator
Brenda Jan agreed with the changes in the bylaw,
stating that inspections should be maintained and
decals placed onto the vehicles when providing
such a service.
However, De Peuter remained steadfast that the
bylaw needs more consideration.
Its not a level playing field, said De Peuter.
Nobody is checking into insurances. Every cab
company has to have workers compensation on
their drivers. Is this council checking on their insurance to make sure those drivers are protected.
It wasnt brought up in the meeting and it hasnt
been brought up tonight until now. Theres so
many things in the taxi business that have to be
covered. Either you go all the way in, like the City
of Calgary, or leave it.
After being asked by Mayor Ell whether it is
the municipalitys responsibility to verify workers compensation, Sawatzky answered that to the
best of her knowledge it wasnt, but is looking
into the inquiry further.
Councillor Brad Walls had excused himself from
the discussions as Jan is his mother-in-law, and
council voted to pass the second reading with
Councillor Peterson opposed, before adjourning
the issue to come back before council on April 6.
Councillor Rocky Blokland voted in opposition.

Historical designation could cost town $750 000


To the Editor
In a presentation March 1 at the towns open house
to gauge public opinion on declaring a downtown
property owned by the Anglican Church a municipal
historic resource, Bruce Brander, attorney for the Anglican Diocese of Calgary, explained that towns almost never declare a site historic against the wishes
of its owner as they are required to pay compensation
for doing so.
In this case, as there are pending sales of the property and building, the churchs expectation for compensation would start with the value of the sales, include money the congregation has spent preparing
the property for sale, take into consideration funds
the congregation would have to spend preserving a
building they dont want or need, and include legal
costs. Brander estimates $750,000 as a starting point
in negotiations that would ultimately be decided by
the provinces Land Compensation Board. Brander
stressed that though the compensation must be paid,
it would not change the ownership of the property.
After the taxpayers of Strathmore had paid hundreds
of thousands of dollars for the privilege of declaring
the property a municipal historic resource, neither the
town nor the WDHS would own the property; both
the land and the church building would remain the
property of the Anglican Church.
It is difficult to understand why town council would
think this designation worth pursuing at this time. The
WDHS has been offered, both publically and privately,
the opportunity to buy both the land and the building

from those who purchased them from the church after the deals with the church close. If preserving this
building on this site is as important to the WDHS as
they say it is, let them deal with the buyers and leave
the taxpayers of Strathmore out of it.
For its part, the local Anglican congregation simply
wants to have town council lift its 120-day freeze on
the property and allow the Church to close the real
estate deals it made in good faith. At the same open
house, a representative of the local Anglican Church
spoke about the congregations desire to construct a
new worship space in the community, and emphasized that the downtown property is equity the congregation will use to fund construction. The representative stressed that though the congregation had
offered last year to sell the building to the WDHS for
a single dollar, it cannot and will not give away its
land. Neither will it attempt to undermine contracts
it has made.
Town council will debate a bylaw declaring the Anglican Church property a municipal historic resource
on March 23. They have previously stated that a hearing on the bylaw is not necessary, but have not announced whether one will happen. I encourage all
concerned residents and tax payers to let the members of town council know how they feel about the
possibility of having their tax dollars used in this way.

Fule for Thought
Lately, my whole nighttime sleep process has reverted to the past. I had always been a kid who could never fall asleep easily, and I always woke up a lot, too. So
Ive been trying things Doc has discussed with me.
I take a little Melatonin a half hour before bed, I try
to read at this same time, and I keep the room cooler
than the rest of the house. This has not been popular
with Debbie, as shes the type who likes warm rooms
in fact, if she could, thered be a fireplace in every
room! She does know the rooms too hot, when she
sees our old dog desperately panting!
Ive even bought a clock radio that has three, count
em, three different white noises to help you fall
asleep. Theres the sound of light rain in the forest,
with birds singing now and then. That ones not my
favorite, because I always feel like I have to go to the
bathroom! Im hoping I cant be the only one whose
mom toilet trained me by using running tap water!
Thanks Mom, every time someone turns on a tap in
our staff room, I have to use the mens room! So, that
gentle sound of rain from my clock radio cant be
used. When our kids were younger, Deb had a rainstick from one of our tourist stops. When shed turn
it over, stuff inside the stick would run to the bottom,
making the exact sound of rain. One trip, our young
son commented on a highway that he needed to pee.
Sure enough, Deb had the rainstick and began to turn
it one way, then over to the other, creating rain!
I was definitely worried wed have our own rainstorm from Brennen in the car, but we did find a gas
station quickly! It was pretty funny, though!
The second clock radio noise I tried to use was a
heartbeat. This got creepy really fast! I was trying to
fall asleep but I kept thinking, whose heartbeat was
this? Why was it so strong and loud? Howd they get
so close to record it? What happened to the guy with
the heartbeat it was all too much! I didnt last more
than five minutes when I had to switch to the third
sound.
It was the soothing sound of waves rolling into a
coast, breaking in a nice rhythm. It was going great
for a while, and then, every now and then, off in the

distance of this recorded ocean peace a stupid


seagull squawking! Youve got to be kidding me, I
thought. What genius in the design team of this company decided that a regular seagull cry would help an
insomniac fall asleep?!
Like that stupid heartbeat, I wondered all sorts of
things about finding that stupid seagull, and ending
his shrill squawking! I wondered what seagull wings
would be like, served at The Station or Roadhouse! I
also felt like I was caught in my own version of Edgar
Allan Poes The Raven.
Only instead of a black raven tormenting me with
his one word nevermore, I got a stupid seagull!
This also brought back memories of sleeping on a
classroom floor with the senior high boys basketball
team I coached way back in 1984! We were trying to
save money for the kids, so we decided that as a bonding experience, sleeping on that rooms floor was a
good plan. It was not.
With no foamies, a hard linoleum floor is pretty
bad. At various times in the darkness, there would be
whispers, struggling noises, gas, everything that could,
and did, end sleep! Our team manager had the misfortune to be a farm kid whose family also had goats.
That is the kiss of death for high school boys looking
to have fun! Things would get quiet, Id start to think
sleep would come, and then someone would make a
goat noise, a bleating sound from the dark!
The voice remarked, Hey Pete, zat remind ya of
home? followed by howls of laughter! After some initial comments and stifled snickers from me, I finally
barked out that they played at 10 a.m., and needed to
get sleep! In the last 32 years of teaching, I never slept
with a team on a classroom floor again!
So, Ive decided to give the wave noises another
chance, maybe it will help, and maybe if Im lucky
after a half hour, Ill hear that seagull get hit by a really
big wave! Now that would be peaceful!

Gearing up for competition

Calgary 4-H Regional Communication Event Committee

4-H members challenge judges with their high quality communication skills on Saturday, March 19 at the Strathmore
Civic Centre.
The Calgary 4-H region has three public speaking competitions starting at 9:30 a.m. with three presentation competitions starting at 2 p.m. The Regional competitions are the
fourth level of competition for these 4-H members.
This is also the last level of competition for the junior and
intermediate members but the top two senior members will
continue on to the Provincial 4-H competitions. Six senior
4-H members will also get to display their communication
skills by being the MCs in each competition.
4-H is very grateful for all the distinguished judges and volunteers that come from across southern Alberta to volunteer
their day to do the many duties throughout the event.
The Calgary 4-H Region consists of five districts as far west
as the Alberta/B.C. border, as far east as Kneehill County, as
far north as Innisfail, and as far south as Cayley. Each district
sends forward their Top 2 competitors in each age category
and competition event. Juniors are ages 9 to11 years old, Intermediates are 12 to 14 years old and seniors are 15 to 20
years old. There will be approximately 60 members competing, entertaining and educating everyone throughout the day!
4-H members are encouraged to choose topics to speak
and present on that they have an interest in. The speaking
competition consists of each member presenting their prepared speech within a set time frame. They will then give a
speech on an impromptu topic, which they will only have
one minute to prepare a one to two minute speech on. The
presentation competition consists of members presenting
their presentation in a set time frame followed by a question
from one of the judges which they must answer immediately.
The high quality of communication skills that 4-H members
have at this level of competition will challenge each other as
well as the judges!
A very special acknowledgement to AltaLink, CAPL (Canadian Association of Petroleum Landmen) and the Calgary
Regional 4-H Council for recognizing the importance of quality communication skills that 4-H members learn through 4-H

Crime statistics contradict last years decline

Veering off the propitious decline in criminal activity revealed
last year, residential property
crime and mischiefs of vehicles
are on an alarming climb, leaving law enforcement baffled for
an explanation.
Staff Sgt. Steve Vince provided
an update to town council on
March 2 that indicated numbers
werent falling as had been experienced the previous year.
While crimes against persons
continued on a downward trend,

property crimes rose to 783


criminal reports by the end of
2015, from 601 for the 2014 year.
That is quite a jump in the last
little while for us, said Vince.
Unfortunately things seemed
to have caught up, and we are
over what we have seen in the
past year and, unfortunately, the
past several years. Were seeing the same trend on the rural
side the increase on that rural
side is actually more dramatic
than what it is in town. What
contributes to that, your guess is
as good as mine at this point.
Vince speculated that some of

the increases in property crimes


may be attributed to overflow
from the Calgary area, and the
fluctuating patterns of jailing
and releasing repeat offenders.
In regards to the economy, the
official stated more research is
required to draw such conclusions.
We have half a dozen of our
usual groups that come in and
out of jail, and of course also see
slight spikes and slight dips depending on if theyre in jail or
not, said Vince.
I know a lot of people are

Despite already being in possession of the world
record for maneuvering a 46-horse hitch of Percherons, Neil Dimmock isnt putting the brakes
on the horsepower just yet, attempting to set an
American record this summer and using Strathmore to set the stage.
Farmers Dimmock and Bill Engman will recreate
Canadian cowboy Ralph Slim Moorhouses hitch
of 36 horses and 10 grain-wagons, claimed to be
the worlds longest hitch at the Calgary Stampede
Parade in 1925, in the city this year.
However, before taking their nearly 300-footlong hitch to Calgarys downtown streets from
Gleichen, the team, consisting of 50 horses and 40
walkers, will stop over in Strathmore to attempt
the American record for longest hitch involving 52
horses.
Were kind of history buffs, were kind of adventurers we have a film company in the [United
States] that is going to make a documentary of our
tour and of the tours is stopping here in Strathmore and were going to attempt a North American
record, said Dimmock, who was presented with
the world record of a 46-hitch in Mundare, Alta. by
the Canadian Percheron Association in 2003. For
myself, personally, its the history. Ive been surrounded by history my whole life, my whole family has. Getting through downtown Calgary with a
hitch thats over 300 feet long is a challenge.
The team will start their trek in Gleichen on July
2, continue on to Namaka, and arrive at the fairgrounds in Strathmore on July 3. Dimmock will
then attempt the record on July 4, hooking up
the 52 equines and riding them around for public
viewing before carrying on to Cheadle the following day with the regular hitch. The route then con-

While council was not provided with the current statistics for the 2015 calendar
year, the report during last
weeks regular council meeting further included discussion on the issue of impaired
drivers and supplied an update about the Enhanced
Traffic Program. The pilot
program, which has been
in effect for a full calendar
year, was said to be selfsustainable and averaged 70
violation tickets per month.
The program was initially
implemented for six months,
which revealed a greater
RCMP presence in the community, a decline in collisions and break-and-enters,

and hundreds of violations.


Since then, the detachment
offered members from outlining areas to participate in
covering shifts a situation
that hasnt happened yet.
With 15 municipally-funded
officers on active duty, and
nearly 10 officers in the rural areas, all positions are
currently occupied. The Enhanced Traffic Program will
come up for review in April.
Councillor Bob Sobol also inquired about impaired driving, which Vince stated had
posed a challenge as some
impaired driving charges
had been withdrawn province-wide as a result of a
lack of documentation from
a private company regarding
the maintenance of breathalyzer equipment.
Council asked to be provided with the current statistics and a full report regarding the Enhanced Traffic
Program.

A growing demand and Albertas economic downturn plIn an attempt to
amplify the voices of community members and provide a public forum for the
parties involved to address the issue of
the designation of the Anglican Church
property, the Town of Strathmore hosted a highly anticipated open house on
March 1.
Over 100 people attended the advertised event, which provided a platform
for the Anglican Church parish, the Western District Historical Society (WDHS),
the town, and the developer to address
the public, and allowed citizens to ask

We considered ourselves snubbed,
said Bruce Klaiber, member of the
WDHS. The WDHS became interested
in the former Anglican Church building
to make a project to maintain it and restore it on its present location. We had
no intent to be in opposing of
the Anglican Church here and
the diocese in Calgary. We
have not received the greatest
of consideration from either
of those parties.
The WDHS was also able
to speak at the meeting, informing
the public of their intentions with the
building, the importance of preserving
Strathmores quickly-waning history,
and outlining their funding
strategies. Yet when it came
to the verbal offer for the
property, the Anglican Dioceses legal representation
R. Bruce Brander felt it was
an open-and-shut case.
Anyone whos bought a
house knows an informal offer means
nothing, and hopefully none of us
would ever be stupid enough to accept
an informal offer when a written offer
is on the table in front
of them, said Brander.
Even if it hadnt been an
informal offer, so what?
The church had another
written offer for more
money. And you take
away the owners right.
Nothing has forced the town to entertain
this municipal historic resource designation. So now the churchs penalty for
not accepting a verbal offer is to actively
have their property tied up.
While not allowed to address the
people during the first session, the land
purchaser, who asked to remain anonymous, also took to the microphone. After speaking with the purchaser of the
building, the proposal was made public
that the WDHS could purchase two of
the lots and the church building for a
price that was not discussed in the forum.
This approach does not force anyones hand, does not impede anyones
rights and allows all parties to move
forward, said the land purchaser, who

plans to build a multi-family development on the remaining lots. The church


would remain in the community and
would be paid for by the parties with an
interest in preservation, not taxpayers
dollars. Town administration and council urged all parties to come to a win-win
situation, and I believe this is it. Ive extended this offer to the WDHS and they
declined. I would like to open
this discussion up again. If its
the building and the land that
you want, that is what we can
offer you.
Designation of the property could result in compensation paid for by the town,
and could end up costing $750,000 - a
financial decision which administration
said would be made by council and be
put in the budget, provided they have
all the information.
During the March 1 open
house, questions regarding
who pays for upkeep if the
designation is passed, the
consideration of designation if alternate plans have
already been made, and the
loss of eligibility for provincial funding
if the building is moved off the original
site the reason for the designation
also came to light.
In his closing statements, Klaiber accepted
the land purchasers offer
to open up communications. In speaking with
the Strathmore Times
previously he had said
the reason for declining
the offer when it was first presented
was that the society did not feel it was
acceptable at that time. The land purchaser said the offer was also presented
to the town.
The open house was to serve council with an opportunity to determine
whether there was enough support for
the designation. Just over 100 individuals filled out the ballots that asked the
public whether they were in favour or
opposed to designating the Anglican
Church property as a Municipal Historical Resource.
A petition also circled the room that
already had over 110 signatures in opposition of the designation.
As council is forced to wait 60 days
from when the 120-freeze was implemented before making a decision, which
is March 21, a special council meeting
was called for March 23.

REMEMBERING OUR ROOTS ~ Andrew Clifford Sanden

Cliffords father Jens J. Sanden was born
in Vester Hassing, Denmark in 1891, and
came to Garner, Iowa in 1908, where he
found work as a tiling contractor.
Clifford`s mother Anna Margaret Reiffenstein was born in 1893, the eldest of 13
children. Her parents Andrew and Katherine had come from Velby, Denmark to Garner, Iowa in 1892, on their honeymoon and
stayed. Andrew worked on the railroad.
Jens and Annie were married in 1916, and
that year the entire
Reiffenstein family
moved to the Standard Area, where
they acquired land.
Clifford was born
on April 1917, the
oldest of five children. Times were
very tough with
dust storms and
crop failures, so in
1921 they sold the
farm and moved
to Kelowna, where
Jens continued tiling and worked for
the highway department.
Missing Annies large extended family,
they moved back to Alberta in 1925, and
bought the home quarter section, one mile
west of Hussar. Clifford recalls the trip back
with the family and their meagre possessions, in a Model T touring car. The makeshift roads through the mountains were
very steep, and rough, and in places, they
often had to get out to push the car.
Cliffords dad and mom worked hard side
by side, from dawn into the night in the
field and on the farm, while Clifford and his
sister Marian watched the other children,
kept the house running and did chores.
His mother would stay up all night making
clothing by hand, under a kerosene lamp.
Clifford was thrilled on his ninth birthday
to get a small box of shiny new nails. Usually, his dad would put him to work straightening hundreds of used nails so they could
be reused. All five children walked the mile
to and from school in Hussar.
Clifford loved school, especially mathematics, history and spelling, and to this day
has remarkable penmanship.
He left school at age 15, to help on the
farm. He remembers spending hours behind a horse in the fields, and the salted
boiled eggs his mother gave him for lunch
that burnt his blistered lips. At age 18, Clifford assisted Arthur Toogood as the driver,
mechanic and cook, when they took a busload of teachers to and from New York in
an old refurbished bus. It had been converted so their passengers could sleep in it,
and their meals were cooked on an outside
stove. Arthur was the tour guide.
In 1939, Clifford purchased a new two
ton Chevy truck for $1,276. He built the

box and did custom trucking,


hauling grain and coal, all loaded and unloaded with a steel
shovel!
As a builder, Clifford was a
natural engineer, designer and
mechanic; he understood the
properties of wood and metal,
creating items that worked long
before they were invented and
mass produced. Examples include a loader, a cement mixer,
an ice house, kids toys, a motor
car and the new family home
completed in 1967.

wife, Helen
J. Thorssen
was
born
in 1918 in
Namaka.
Her family
originated in
Sweden, immigrated to
Wi s c o n s i n ,
then moved
to Namaka
in
1918,
where her
parents Theodore and Ellen had purchased
land from the CPR. Helen was
third of five children and they
rode to and from Ellwood
School on horseback.
After high school she attended Calgary Normal School, and
her first teaching position was
at Sunny Range. She boarded
with Alice and Charlie Reiffenstein, a wonderful home away
from home! Her annual salary
including janitor work was $690
a year. Helen was vivacious, fun
loving, hardworking and talented, and soon captured the heart

of the humble, quiet, and quick


witted Clifford! They were married in 1947, and moved to the
home farm, after Jens and Annie retired to Bowness.
Clifford and Helen had seven
children, 20 grandchildren, and
14 great-grandchildren, with
more coming!
Clifford was a Leader of the
Hussar/Chancellor 4-H Grain
Club, Treasurer of the Hussar
Seed Cleaning Plant for 25+
years, and a Director of the
Original Hussar Credit Union
for six years. Helen worked
with the Ladies Aid, and helped
form and lead the Hussar/Standard 4-H Clothing Club which
ran for over 20 years.
Regretfully she passed away
in 1996 at the age of 76. Clifford stayed at the farm until he
was 96 years old, and is famous
for his Cliff Hangers, his shoe
horns, and garden. His difficult
decision to move to the Wheatland Lodge was eased knowing
his beloved farm is in the capable hands of son Peter.
There have been many
changes in Cliffords lifetime
one horse to teams of horses, to
a John Deere tractor with steel
wheels! The biggest change is
the shift from labour-intensive
back-breaking work to our
gift and evolution of the machine! There was no power,
telephone, radio, TV, computers
and no GPS in the early 20th
century.
Both Clifford and Helen feel
blessed to have raised their
family in such a caring community with such wonderful
neighbours and friends.

roots, the garden of our community may be filled with justice and
compassion. Seeds like hospitality, sensitivity, hope and support.
What steps can we begin to take
now, to keep down the weeds and
the destructive things that can
enter in and destroy a garden in a
very little time.
In what way can we begin to provide the nutrients and the water
and good soil every garden needs
to flourish.
How will we continue to irrigate
as it were, our community with
caring for all that we have, and
support for the things that we
grow that nourish and sustain us.
My mom and the gardener were
correct. It is never to early to begin to plan our garden. A garden in
the dirt a garden in our hearts
our community as a garden.
When God created the world, he
looked out and saw that that it
was very good! Now it is our task,
as the gardeners that remain,
to look ahead and keep it very
good.
May we all join in the process of
planning and preparing for days
to come, making our community
a garden we can be proud to call
home!

GROW?
In the midst of one of those cold
and snowy days a couple of
weeks ago, my mom asked me
to take her to the garden center
in Calgary to get her seeds. It
seemed a little premature to me,
after all, there is still snow on
the ground and the forecast is

Hawks make history

The Holy Cross Collegiate
Hawks junior-A boys basketball
team finished off their season
by winning the schools firstever zone banner at the junior
high level over host StrathconaTweedsmuir with a score of 5249 on March 5.
The Hawks ended the season with a 21-3 record and
head coach Troy Filipionek said
the boys played really well to

achieve their goal of winning the


banner.
We have this group of boys
for three years now and they
grew up a lot this year, said Filipionek. The way they play as a
team, a five-man unit and they
just have each others back and
thats really the difference for us.
Its the schools first banner for
a junior high athletics. It even
makes it that much more special.
He added that what really
made an impact in the final was

their maturity level and picking


it up on the defensive end.
Filipionek said it came down
to work ethic. According to Filipionek the boys showed up to
practice every day eager to work.
When you have a special
group like this, it definitely
makes coaching a lot easier and
more pleasurable, he said.
Meanwhile the junior-A girls
went into zones in Black Diamond as the eighth seed but
were able to win the consolation
game to place fifth.

The CFR Bisons were able to tie up the South Division


Final at one game each after a 5-3 win over the Calgary
Flames at the Strathmore Family Centre on March 8.

The CFR Bisons rebounded after a 4-2
loss in Game 1 to the Calgary Flames on
March 6 with a more consistent effort en
route to a 5-3 win in Game 2 on March 8
at the Strathmore Family Centre.
Nursing a 5-1 lead heading into the
third period, it appeared the Bisons had
this game in the bag, but a couple bounces went the Flames way to make the game
5-3 by the halfway point of the third period, making for some anxious moments
in the latter stages of the contest.
The Bisons found themselves down
two men with less than five minutes to
go in the game and were able to find a
way to kill it off.
When youve had no momentum in

the period and youre hanging on for dear


life, its a poor time to be taking penalties
200 feet from your net, said Bisons head
coach Sandy Henry. Hats off to our penalty kill guys. I thought they really eliminated the 5-on-3 for them and thats a
talented offensive team (that) didnt generate hardly a shot and when they did,
Hunter was there. Thats adversity, thats a
learning curve for us and now we know.
According to Henry, the game plan
from the start was to get pucks on net
and it worked.
They like to push their forwards out
really high into the neutral zone, said
Henry. I thought we gave up too many
odd man rushes in the first period because we were pushing our forecheck
with three guys and once its through
those three guys its odd man.

Bisons defenseman Cole Clayton said


the team did a good job of buckling
down and sacrificing themselves to block
shots, all while getting the win for goalie
Hunter Virostek.
We knew last game we went up early
and then we gave it up, said Clayton.
This game we werent going to let that
happen. We just kept firing on all cylinders and at the very end of the game they
had some chances, but we just buckled
down and didnt let them score.
Kaden Hanas, Gary Haden, Cole Reinhardt, Matt Halkovic and Kyle Gordon
each scored in the win.
In Game 1, Henry said the Flames outworked them, which created too many
odd man rushes against them. As a result,
the boys were caught watching the puck
in their own end.

I think we need to get a little better


forecheck pressure on their defenseman

in our defensive zone. I thought we got
puck watching a little bit and it opened
up some back door opportunities for

Club has been overwhelmed
with the community support
theyve received this season,
seeing full capacity in all categories.
Coach Jennifer Wickson
said theyve measured success this season not by medals but by the skaters achieving their goals.
Theyve all moved up,
said Wickson. Its more of
the growth in the skater over
the season that we look for
and some of the kids have
just taken off and excelled.
As long as theyre improving
and having a good time thats
what makes the difference to
us.
First-year skating club
member Emma Bittorf made
great strides with her own
skating abilities, and it paid
off after she won the bronze
medal at the StarSkate Championships in the Special
Olympics Level 2 category
at the end of February in Edmonton.
Every time shes out here,
she smiles non-stop, said
Wickson. She accomplishes anything and is just over
the moon. We dont do anything different for the Special Olympics. She just skates
with the rest of the kids and
she does really well.

be able to showcase their

Fire on Ice show in Strathmore.
I think it builds their confidence, said Wickson. Its
always a good experience to
get the kids out there on their
own in front of a crowd. Its
a fun night for the kids. They
get to wear their dresses and
do their solos to the music
playing and get to be in the
spotlight for a few minutes.
Fire On Ice will take place
at the Strathmore Family
Centre at 6 p.m. on March 18.

Junior High School Cougars Grade 9 boys basketball team ended the season
on a winning note after
beating the Brooks B team
by 30 points in Brooks at
zones on March 4-5.
Cougars head coach Matt
Laslo said their best quality in all three games was
their unselfishness with
the ball which led them to
average around 50 points
per game. Against the topseeded Brooks team in the
semi-final, the team played
well and only lost by 26
points.
I thought we played really well in all three games,
said Laslo. With our team
this season we dont really
care who scores. We play
selfless team basketball.
In terms of teams that Ive
had, this has been one of

the highest scoring teams


Ive ever coached because
our boys just work together, pass the ball and move
side to side.
The team went into the
tournament as the fourth
seed; he thought the tournament wasnt seeded well
and felt as though they
shouldve been in the final with the higher-placed
Brooks team, but overall it
was great to finish out the
season with a win.
I think its really nice for
the boys and myself, said
Laslo. We ended the season on a win as opposed to
ending it on a lose. It was
close, by the end it was a
pretty fun game because
we were up 30 points.
He added that hes optimistic about the Grade 8s
who will be on the team
again next year and hopes
the Grade 9s move on to
have more success at the
high school level.

entrance fee, but shy of his goal of raising $1,000.
I have participated before, and Im
fundraising and seeing how much money I can raise for the people of Calgary
and surrounding areas for the sports
they involve us in, Szmydt said. I accomplish a lot of different things and
Im very sociable. I just enjoy the atmosphere of it and I love to have fun every
day.
While the sixth annual fundraising
event requires participants to contribute
only $50, the money raised continues to
subsidize the weekly program fees, as
well as costs associated with transportation and other special needs. Currently,
Special Olympics Calgary covers 50 per
cent of the athletes bowling costs, and
75 per cent of funding is a result of special events and community donations.
It lets them get involved in sports,
whereas they might not be able to join
a regular league and to be able to do
all of what Special Olympics actually
brings to these guys is fantastic, said

Without it they are limited what they
can join and participate in. This is their
own deal and they can compete against
each other. Its fabulous.
Curtis, a 25-year-old and avid fan of
the Saskatchewan Roughriders, which
is reflected on his customized bowling
balls, got involved in the sport three
years ago with a goal of participating
in the Special Olympics one day. With
it being his first time participating, he
aims to beat his personal best score of
141 and dreams of scoring three strikes
consecutively.
I love to bowl and I like to meet new

people, he said. Im looking forward


to the Bowl-a-Rama and hopefully
next year I can go to Medicine Hat to
bowl in another tournament. I just want
to do it for fun.
Rob Heenan also noticed much improvement in his sons bowling abilities
over the past three years and together
they have approached individuals in
their community, Langdon, for contributions. While Szmydt is also hoping
to beat his personal best of 222, the
athletes seemed more excited about
the glow-in-the-dark bowling and afterparty. To support Szmydt and Heenan

Hawks enjoy a great season

The U-10 Step 3 Strathmore Ice Hawks
ringette team has had a very successful
season. As of the end of February, we
have played 36 games with 19 wins, 14
losses and three ties. We have an awesome team of 13 players who are committed and have worked extremely hard
all season both during practice and in
games.
The coaches and other volunteers are
very well organized and have worked
very hard to provide the knowledge,
skills, and opportunity the players need
to grow as individuals and as a team.
The hard work of everybody involved
has paid off and as a team we have improved so much.
This past weekend we attended the
Ed Horvath Interprovincial Classic Ringette Tournament in Medicine Hat.
Our team went undefeated in the
round robin defeating the Medicine Hat
Dynamite 14-4, Lethbridge Chaos 11-5,
Medicine Hat Ring Robbers 10-8, and
earning a tie 8-8 with Airdrie Sting.

TRY A FREShLY MADE

The three wins and one tie meant we


were ranked No. 1 going into the semifinals playing against the fourth place
Medicine Hat Ring Robbers. The semifinals would see the winning team advance to the Gold Medal Final and the
losing team going home.
Even though the round robin game
was close the girls were very confident
that they could win. Their confidence
showed on the ice as they dominated
play from start to finish, winning convincingly 16-4.
The finals would be a rematch against
Airdrie. Again the girls were extremely
confident that they could win. Once
again they controlled the game early,
creating a number of chances and drawing penalty after penalty. The Strathmore
Ice Hawks went on to win 9-7, bringing
home the first ever U-10 Step 3 banner
to hang at the Strathmore Family Centre.
The girls had the most unbelievable
weekend of ringette and they were great
ambassadors of the Strathmore Ringette
Association. Congratulations on your
achievement you have made everyone involved very proud!

Two Advocacy in Motion Society
(AIMS) clients are asking the community for financial support in their quest
to raise money for Special Olympics
Calgary, where they will hit the bowling alley with their customary teams for
the sixth annual Bowl-a-Rama event on
March 19.
Cory Szmydt and Curtis Heenan have
already approached businesses and
families around Strathmore and Langdon over the past few weeks, and were
met with copious amounts of support
to meet their personal goals, participate,
and support the upcoming fundraising
event.
According to the staff at AIMS an
organization that ensures all people
with developmental disabilities are contributing members in their community
Szmydt received donations from their
staff, and some of Strathmores financial
institutions, drug stores, and members
of the community. Szmydt has already

Wheatland Chiefs forward Ryan Skytt
sent the Strathmore Family Centre into
a frenzy on March 6 after scoring with
58 seconds left to edge the Medicine
Hat Hounds 3-2, crowning his team
South Division Champions.
With the win, the local midget double-A team is heading back to the
league championship for the second
consecutive year.
Words cant describe that, said
Skytt, who also scored one earlier in
the contest.
It was a hard fought game. It was
good to see that final one go in after
getting the one called off earlier which
could be questioned if it went in it or
not. We didnt give them any time to
get back in it at the end so it was good
to see that.
Skytt said they didnt expect anything less from Medicine Hat in the
final game of the playoff tournament
because the Chiefs knew Medicine Hat
would come at them hard and it was a
matter of holding them off to win the
game.
Head coach Shadoe Stoodley said
he gives Medicine Hat credit for pushing harder at his team because he felt
it created a battle out there all game
long.
Its awesome, theres no better feeling, said Stoodley. Thats just the one.
We got a big one next weekend.
He said the boys stayed positive all
tournament long and were supporting
each other on the bench.
Moving forward into the league final
he cautioned they have to play their
game and keep the game simple where

The local midget double-A team got
to the final by shutting out Foothills
5-0 in the semi-finals on March 5 and
Lethbridge 4-0 on March 4 in their last
round robin game. Early on they tied
Foothills 4-4 and opened with a 6-1
win over Medicine Hat on March 3.
Stoodley said in the Lethbridge game
they stuck to the game plan, and being
up one goal going into the second, the
next one was going to be big for either
side.
It took a little longer than we wanted
but we got that next one and I thought
we took control, said Stoodley.
During the game all three lines were
going and they could rely on putting
anybody out there and consistency
played a big role in the win.
In the tie against Foothills, he said
the opposition fielded a different team
and came with a better effort; but the
Chiefs played a great two periods but
didnt play their best hockey.

For the team to come back and get


the equalizer in the third impressed
Stoodley because it showed the boys
didnt give up when it appeared they
had taken a few too many shifts off.
He added that he knew what to expect from Medicine Hat to open the
tournament and wanted to make sure
the boys were amped up to beat them
after losing to them to end the regular
season.
Game 1 between the Chiefs and Red
Deer Indy took place at the Strathmore
Family Centre on March 10 (results not
available as of press time).
Meanwhile the Wheatland Warriors
went 4-0-1 en route to beating Taber in
the final 4-2 to advance to the league
final.
Head coach Cody Brown said the
team fought right until the very end;
and was happy they came out on top
but now knows its on to bigger and
better things in hopes of wrapping up
the league.
Its a grind, said Brown. Youve got
to be prepared to come to work every day and when youre playing that
many games in that few of days its
definitely tough. But the boys kept it
together and gutted it out.
Despite having a battered line up,
Brown said it was in their shoes to execute the game plan and they did what
they had to do to win games.
They all came together and finished
it out as a team, said Brown.
Other scores for the Warriors included a 3-3 tie with Foothills and a 4-0
win over Medicine Hat on March 3, a
4-3 win over Lethbridge on March 4,
and a 4-1 win over Okotoks on March
5 before beating them again 6-4 in the
semi-final on March 6.
The local bantam double-A team will
begin the league final against the Central AB Selects at the Strathmore Family Centre on March 11 at 7:30 p.m.
The Wheatland Braves season came
to an end after losing to Taber 6-4 in
the semi-finals on March 6 and in the
end head coach Carl Knudsen said the
tournament format didnt fit their style
of play.
It didnt suit our needs with how
it all ended, said Knudsen. We simply didnt have our best stuff here
this weekend. The boys tried hard but
sometimes things werent clicking. The
Taber goalie stood on his head and
we put a lot of chances on net, but a
few mental errors and gave up some
big scoring chances. For the most part,
other than some mental lapses, we
controlled that game. We showed we
could be a strong contender and just
wasnt completely our weekend.
Knudsen said they had to climb
through hurdles and it was nice to see
the team battle back in the game with
gritty performances at times; but un-

Walt Wingfield
returns to Rosebud

Wingfield Unbound, a one-man comedy
about the misadventures of stockbrokerturned-farmer Walt Wingfield, comes to
Rosebuds Opera House, March 17 to 19.
This play starts with Walt and Maggie.
Theyve just come back from their honeymoon, said Rod Beattie, who plays Walt
Wingfield, his wife Maggie, and all their
friends and foes. Walt is still going two
days into the city to work at the brokerage firm because he has to do that to support his farming habit.
This is Beatties fourth time bringing
Wingfield to Rosebud, having previously
performed Letter from Wingfield Farm,
Wingfields Progress and Wingfields Folly, all written by Dan Needles.
We originally intended that to be the
whole thing and the marriage of Walt and
Maggie was kind of the end of the cycle,
Beattie said. But what we discovered, after about five years, was that while we
may have thought that, the characters
didnt seem to think that. And they woke
up one day with other stories to tell and
they said deal with it. And so we buckled
down and wrote them.
Wingfield Unbound represents quite a
new departure for Walt and for the story,
Beattie said. Its our first foray into the
world of the paranormal. Its kind of the
Wingfield version of the X-Files. Walt decides that he wants to preserve the heritage of the community by converting the
Hollyhock Mill into a museum, and he
doesnt realize that the locals know, or
think they know, that its haunted ... Walt,
of course, doesnt believe this, and he sets
out to prove them wrong. And he immediately runs into a lot of trouble.
Beattie uses small but distinctive differences in speech, gesture, and facial expression to distinguish the performances
of Walt and his fellow characters. Those
of us who arent actors may wonder how
he keeps them straight.
You try to feel the way it feels to be
that person, he explained. Once you
have switched to that person, then that
person is a whole entity with voice and
body, and how they feel in their middle,
and how they feel in their extremities ...
we (actors) have people running around
inside us that we play. Its just a matter of
bringing it out.
Beattie has had these people running
around inside of him for more than 30
years, since he began performing Wingfields stories across Canada and in the
U.S. in the mid-1980s. Why do people
keep coming back?
People get interested in the characters
and in their stories, he said. Its like the
appeal of the soap opera in a way, and
they want to tune in and see what happens next. There are always new developments and new characters and Walt always learns a new thing and the audience
does too.
Beattie will give four matinee and evening performances of Wingfield Unbound
in Rosebuds Opera House, March 17 to
19. Each performance includes a buffet

to implement a herbicide spray program,

30 horizontal metres of irrigation canals,

solving skills, and organized job task planning
abilities. Must also have the ability to work well
with others in a fast-paced environment while
under pressure. Standing and/or walking for
extended periods. Must Speak, Read, Write
fluent English.
