the estimated costs of treating smoking for NHS Wales are more than
380m a year, accounting for 7% of healthcare expenditure.
What if that money could be spent on something else? What else could that buy?
How can we reduce spending 380 million a year on a lifestyle choice?

There is clear evidence that young people are influenced by seeing adults smoke,
by making it the norm not to smoke, we can stop our children from ever starting
So, whats the plan?
around 21% of the population still smoke.
PCC Environmental Department aim is to reduce this to 5%, making the
Pembrokeshire population healthier.
How are we going to do this?
by making it the norm not to smoke
this will not be law, but a voluntary policy
PCC Environmental Dept are proposing a pilot 'smoke free policy' and Little
Haven Beach has been selected as a starting point.
This would make Little Haven the first beach in Wales to adopt a Smoke Free
Policy.
By adopting this policy, our beaches will become cleaner, safer and even more
beautiful!

So heres the challenge, next time youre at the beach, and you feel like a
cigarette, stop and breathe the fresh sea air instead.
When do we start?
Make sure to be in Little Haven on the 8th March because the BBC are there
interviewing.
And then come down to Little Haven to be part of the launch on Wednesday 9th
March at 2pm.

Pitchside fencing for the Broad Haven Fc to be able to
sell fundraising advertising space,

and bulbs and flowers for the Welcome to Broad Haven Planter!
YOU can be part of these types of activities by joining our fundraising team!
We welcome everyone and it doesn't matter if you can only spare a few hours,
every little helps!
To have your say and/or be part of 2016s event planning - we'd love to see
you at the AGM
The AGM will be held at Anchor Guest House on Thursday 3rd March at 8pm
New Shed!
The Havens Carnival thanks those helpers that turned out on a drizzly
February Saturday to erect our new storage shed!
Designed, ordered and assembled by Scott Bailey of Ratford Eggs farm;
collected and transported by trailer, kindly loaned by Down To Earth
Landscaping; delivered to the Broad Haven school and set on a piece of
playground arranged by The Head, Gareth Lewis. It was then reassembled by
Carnival crew and other kind volunteers! Then all the kit
and equipment of the Carnival was moved down stairs
from the village hall and carried to its new home!
Can you believe all the work involved, all the kind
volunteers who turned out on a drizzly, cold February
Saturday and that the entire Carnival fits into a 8x10
shed?!
Massive thanks, massive effort folks - job well done!
Our new shed is set and we are ready for Carnival 2016!

THE HAVENS COMMUNITY ALLOTMENT AND GARDENS


By coincidence I wrote about the
allotments this time last year and it was
interesting for me to read how well the
autumn planted broad beans and
shallots were doing then. What a
difference a year makes! The broad
beans have been completely destroyed
by the repeated gales/storms and the
shallots are hanging on, but with
shredded top growth.
It is a reminder that in growing our
selected seeds/plants, what we create,
is not a natural environment. We need a
micro climate to suit the particular plant
if we are to succeed. It is noticeable that
the plots using wind break fabric have
better looking shallots than I have right
now.
I have broad beans growing in paper
towel tubes at home in the greenhouse,
they have only just germinated. Being
frost hardy can be planted out, once
they are hardened off, towards the end
of March or early April. They will need
individual staking and wind break
protection if they are to succeed. The
trick is to wait until there a little warmth
in the soil otherwise they are badly
checked and take longer to get into
their stride.
My love of main crop Pink Fir Apple
potatoes continues with my admiration
of their flavour and store longevity. In
preparing a bed for this season in mid
February I dug up 8 full size ones in
perfect condition that had grown from a
tuber accidentally left in the soil last
year. I had forgotten I let the potato
plant carry on amongst the sprouts. It is
a reminder that for some root
vegetables keeping them in the ground
over winter is a good store method and
used by some farmers for carrots

Nature is the fierce competition for


survival, the wild flowers illustrate this
by occupying a niche in the hedgerows.
They are looking good and only a little
battered by the storms. Primroses and
celandines are in flower and pennywort
abounds, the leaves are a pleasant
addition to the salad bowl this time of
year. Wild garlic leaves too.
The Havens Community Allotments and
Gardens AGM will be held on April 6th
2016, at 6.30pm, more details will be
available nearer the time. Anyone
wishing to attend and not a current plot
holder is welcome, contact me for more
information.

evaluating
existing
funds
and
commitments, are able to increase this
year's
[Boardwalk]
maintenance
allowance to 1500, the remaining cost
of the work will be funded by donations
and monies that Support the Boardwalk
will continue to raise.
Boardwalk Twinning with Watamu,
Kenya!
When some of the Boardwalk team
travelled to Kenya this year they came
across, of all things, a boardwalk. The
Mida Creek Boardwalk is a local
project focussing on community and
experiencing & protecting nature, just
like us.
So we contacted the folks in Watamu in
Kenya and asked if they would like to
develop a 'twinning' project with us,
share fundraising tips and other ideas
that each finds helpful. We have now
received a reply... they are 'in'! Amazing
that we can work together now to try
and set up this international opportunity
- fundraising for ASSETS really
improves lives, so hopefully our
fundraising ideas and experience can
really help a project & like-minded
volunteers over 7000 miles away!
Easter Activities
In the Easter Holidays STB will have
Wild Things! (a Forest School workshop
provider) running events on and around
the Boardwalk. Details can be found
elsewhere in the Diary. Every place
booked will see a donation going to STB
funds and STB volunteers will be
providing helpers for each event. If you
would like to help out in this way, and
are over 18, please get in touch.

Fantastic Gift
A huge thank you must be offered to the
Raymond brothers (landowners of the
boardwalk) for gifting the Boardwalk
project 25,000 towards completing the
upgrade of the structure, decking and
other facilities of our Boardwalk.
Therefore we are currently meeting with
contractors to obtain quotes and get
best value for money to complete the
Boardwalk. This will mean that shortly
we should be able to extend the
reconstruction and placement of nonslip decking to the top end of the
walkway. This will mean the entire
length being easier to walk in all
weathers.
While this is a massive milestone for the
Support
the
Boardwalk
team,
fundraising will continue to keep making
the boardwalk fun and accessible for all
ages.
Path at Top of Boardwalk News
Just In!
The muddy cinder path that joins the
Boardwalk to the picnic tables and
footpath at the top of the route is badly
in need of repair and is soon to be
improved!
The volunteers of STB were very
concerned
that
people
were
experiencing difficulty accessing the
lovely new boardwalk as the cinder path
was constantly flooded, muddy and
impassable.
In
November
STB
volunteers put together 3 potential
options/plans as to how improvement to
the path could be achieved and asked
the HCC to discuss the path at their next
meeting.

FAIRTRADE FORTNIGHT
Fairtrade Fortnight 2016 starts on February 29th and ends on March 13th. The
theme this year is BREAKFAST. Martin Luther King said "Before you finish eating
breakfast in the morning, you've depended on more than half the world." The
Fairtrade Foundation is using breakfast to explain that the people who grow the
food we take for granted can't always feed their own families. So as you sit down
for breakfast,stand up for farmers by eating fairly traded muesli and bananas, and
drinking fairly traded coffee or tea, and orange juice. A large variety of fairly traded
food and drinks, clothes, cards and cleaning items can be purchased from
Traidcraft, one of the six organisations which set up the Fairtrade Foundation in
1992. The new spring catalogue is available from your local Fairtraders Yona Pusey
(T 781 339), and Amelia Gardner (T 781 592). There will be a stall at Wilderness
Cottage, Haroldston Hill on Saturday March 12th from 3-5pm to which anyone who
would like to come is warmly invited.

BIRD WATCH
House Martin Survey
Spring is officially here, and it wont be long before House Martins are
with us once again and perhaps even nesting on your home. This
migratory species spends the winter in Africa and usually returns
during April and May to breed. The only time that you are likely to see
them on the ground is whilst they are gathering mud to build or repair
their nest (most commonly constructed under the eaves of houses).
The nest takes around ten days to complete and is made up of
will lewis
between 700 and 1,500 individual mud pellets. The first brood help to
feed later chicks, gaining valuable parenting skills for their own breeding attempts
the following year. Nests tend to be occupied from one year to the next, although it
is unlikely to be by the same pair. Males often return to where they were born, whilst
females move several kilometres away. House Martins are aerial feeders, taking
aphids and other small insects so, unless they nest on your house, you are most
likely to see them flying above you. Look out for a blue-black back, and a white
rump and underside; the tail is short and forked, lacking the streamers of a Swallow.
Their flight consists of long glides, rapid fluttering and quick changes of direction.
You may also see them skimming the surface of ponds as they dip their bellies to
bathe or scoop water into their bills.
House Martins feed in flight and so cannot be attracted to gardens by providing
food. A muddy puddle from which they can collect nesting material may prove
attractive, however, particularly during dry weather. They may also use an artificial
nesting cup. BTO Garden BirdWatch data show that Wales has a higher reporting
rate than other parts of the UK.
House Martins are a species in decline. Between 1966 and 2013 there was a
population decline of 69% in England. Yet, whilst the southern half of Britain has
seen a decline in abundance, there has been an increase in the northern half. The
BTO is running the first ever national survey to examine the timing of nesting,
number of nesting attempts and the behaviour of birds while they are breeding. If
you are fortunate enough to have House Martins nesting on your home, or could
easily and regularly view a nest elsewhere, please consider
helping the BTO with this special survey.

Support the Boardwalk Cinder Path
Proposal Cllr Mark Burch fed back on
the information requested in January.
He advised the meeting that the STB
Group are in the process of evaluating
proposals and quotations for the
replacement of the final part of the
boardwalk/viewing area and the funds
donated by the Raymond Bros will go
towards the cost of this work.
In response to the STB Group's
proposal for repairs/drainage to the
Cinder Path the Council will increase
this year's Boardwalk maintenance
allowance to 1500 to be used towards
these repairs.

No Smoking Policy Cllr Susan
Reynolds (Chair) welcomed Mark
Elliott, Head of Public Protection and
County Councillor and Huw George,
Environmental and Regulatory Services
from Pembrokeshire County Council to
the meeting.
Mark and Huw's objectives are to make
the Pembrokeshire population more
healthy.
They
discussed the
enormous amount of money taken up
plus the burden put on the National
Health Service due to lifestyle choices,
one of which being smoking. They
pointed out that around 21% of the
population still smoke and the aim is to
reduce this to 5%.

MATTERS ARISING
Budget Proposal 2016/2017 A Meeting
was held on 14 January by the Business
Subcommittee in order to identify the
Havens commitments and maintenance
requirements for April 2016/2017. The
Committee proposed that the council
continue to fulfil their existing
responsibilities by ensuring there were
adequate contingency funds available
for work identified over the year as
follows:
Play Park maintenance and equipment
replacement Little Haven Hall
maintenance allowance Broad Haven
Hall maintenance allowance Shelter
maintenance and/or replacement when
necessary Boardwalk maintenance
allowance Community Grass Cutting
Areas Church Yard Grass Cutting
Allowances Trafalgar Terrace Car Park
maintenance Broad Haven/Little
Haven Festive Lighting contributions
The Havens Diary Printing Allowance.
Plus ring fence funds for critical areas
such as the Play Park equipment
replacement and the Trafalgar Terrace
car park maintenance.
The
proposed
Budget
also
recommended
that
the
yearly
maintenance allowances for the
following should be increased in
recognition of increasing costs over the
last few years:
Church Yards Grass Cutting Village
Halls Maintenance
Boardwalk
Maintenance Contribution.

equivalent of one classroom full of


youngsters start smoking and if we can
change their attitude/views before they
are 18 years old they will not start.
Stopping youngsters smoke can only be
done by showing them it is not normal to
smoke.
Mark and Huw feel that to achieve these
objectives we need to normalise no
smoking and with this in mind they are
proposing a pilot 'smoke free policy' in
Wales. This will not be law, but a
voluntary policy, aimed at making 'no
smoking' the norm.
Mark and Huw put forward Little Haven
Beach as a starting point. This would
make Little Haven the first beach to
adopt a Smoke Free Policy.
They
pointed out that Brighton had thought
about it for some time but had failed to
get it off the ground.
Councillors expressed support for the
proposal and asked whether it should
be applied to both Broad Haven and
Little Haven as both beaches fall within
the Havens Community. Mark pointed
out that Little Haven would be the ideal
starting point as it had one access to the
beach and people wishing to smoke
would not have to go far to leave the
beach.
The Council discussed the proposal and
are very keen to get involved. They
would like the scheme to be marketed
as The Havens, and the policy rolled
over to Broad Haven once the Little
Haven pilot has got off the ground.
Pembrokeshire County Council will
organise a sign for the slipway and
request Theresa Owen, Director of
Public Health to do the launch. Mark
and Huw told the Council that being the
first No Smoking Beach in the UK will
attract a lot of publicity for the area and

County Councillor Peter Morgan was
asked to feedback to Mark and Huw and
ask them to get the policy up and
running in Little Haven as soon as
possible.
Broad Haven Beach/Predict and
Protect Model The Clerk advised the
meeting that the Predict and Protect
Model is being run at Poppit Sands and
Newport at present.
Rod Thomas,
Senior Environmental Officer has asked
Eleanor Howlett, Natural Resources
Wales, if Broad Haven can be included
for 2016. If accepted Diana Turbervill,
PCC, will arrange a meeting with
Councillors to organise the procedures
required to implement the model.
Little Haven Flood Alleviation
Scheme
Emyr
Williams
invited
members of the Council to visit Amroth
to consider an alternative flood
alleviation scheme that has been
implemented on Amroth beach. The
meeting is planned for Monday, 8
February at 2pm.
Broad Haven Hazards/Street Lighting
The Clerk brought to the attention of the
meeting that a number of hazards were
reported throughout the month as
follows
Flooding in the road outside the Royal
Hotel - this problem has existed ever
since the Water Board put in a road to
the pumping station . This has been
reported to the Water Board in the past
and will be reported again together with
requesting assistance from PCC.
Danger posed by the split level
pavement in Marine Road where white
edging lines have worn away - reported
to PCC.
Intermittent failure of lighting to the rear
of the Ocean Car Park - unfortunately t

Community Grass Cutting Tender
Tender documents for the Community
Grass Cutting areas will be issued on
Monday,

February
2016.
Submissions will be evaluated at the
next Council Meeting. The Clerk
advised the Council that notification had
been received from Pembrokeshire
County Council advising that the
number of cuts carried on the PCC
Grass Cutting areas may be reduced
during 2016.
School Governor Cllr Susan Reynolds
has retired from School Governor
(Community Council representative)
after eight years on the Board. Cllr
Charlotte Alexander will take over the
role at the next Governors' meeting.
Queens 90th Birthday Celebrations
The Council have asked the Clerk to
contact both Broad Haven and Little
Haven Hall Committees to discuss their
plans for the Queens 90th Birthday
Celebrations with a view to donating
funds to their planned activities.
