CHAPTER I

INTRODUCTION
I.1 Background
Background of ERP ( Electronic Road Pricing ) implementation is the carrying
capacity of roads in Jakarta are inadequate, losses due to congestion in very high ( 42
trillion ), the degradation of public transport system, and the trend of growth in the
number of motor vehicles is very high Based on information from the Jakarta
Transportation Agency, an increasing number of private vehicles very rapidly, reaching
1.117 per day, or about 9% per year.
The increase is happening right now is not matched by the growth of road area.
Growth path is relatively fixed, which is about 0.01% per year. If not done revamping
transport patterns, then in 2014 in Jakarta estimated total standstill. Allong with
development technology, created ERP (Electronic Road Pricing) as well as innovative
solutions to reduce the number of private vehicle users. ( Jakarta Transportation
Department, 2011 )
Developed countries such as Malaysia, Singapore, and Germany has been using
this technology and proven to reduce the number of private vehicles. Basically, the
normal amount of his four. Wheeled vehicle users, namely 1.500 units. Indonesia has
now

CHAPTER II
BASIC OF THEORY
II.1 Definition of ERP ( Electronic Road Pricing )
ERP ( Electronic Road Pricing) is an electronic gate or gantry which is paid by
the system using a server computer as the controller. Formerly, ERP system used for toll
roads. But now, ERP can be used on the highway. KAPSCH is a company from Sweden
that manufactures the ERP and developed by Alita and Toba Sejahtera companies.
ERP gantry design can be designed according to the demand of the country, but
does not alter the functions and features that are on the ERP. ERP gantry can perform
sensor at a distance of up to 15 cm and all data can be recorded and processed by the
RSS ( Roadside System ) that put on the next of ERP and then the data will be
monitored by the supervisor in monitor room.
ERP is an intelligent solution to reduce congestion for motorists and private
cars, by using ERP technology would be difficult for private vehicle users for free of
cost will be higher if the higher number of offenders.

II.2 The Main Components of ERP

ERP systems directly related to OBU ( On Board Unit ), which is a device that is
installed on the vehicle. Theres a sensor on the ERP that useful to communicate and
receive data from the OBU.ERP useful to tackle congestion on the highway. Cutting the
balance in ERP is expected to make the drivers personal vehicle such as motorcycles
and cars become a deterrent.

II.2.1 ERP ( Electronic Road Pricing ) Equipments


There are other components besides OBU contained in the ERP :
VDC ( Vehicle Detection and Classification ) Sensor
Detects all passing vehicles based on
classification with a maximum speed of 160 Km/H.
There are the characteristic of VDC Sensor :

Sensor for stereoscopic images.

VDC ( Vehicle Detection and Classification ) Illumination Unit


VDC Illumination Unit with VDC Sensor has the same functionality, but VDC
Illumination unit has an advantages that arent owned by VDC Sensor that can detect
vehicles at night. Because of LED (Light Emitting Diode) Light at night can sensor the
vehicle that pass the gantry.
There are the characteristic of VDC Illumination Unit :

LED (Light Emitting Diode) technology

Long life

Energy saving

No moving parts (high reliability)

Blue light (low intensity)

VR ( Vehicle Registration ) Sensor Unit Black / White


VR ( Vehicle Registration ) Sensor is an ERP device that is capable of
taking pictures, the plate number and a vehicle with a resolution of 1280 x 1024
with a vehicle speed limit of 160 Km/H. Which has an Ethernet interface data
submitted to VR Controller.

There are the characteristics of VR ( Vehicle Registration ) :

High resolution images (1280x1024)

Large dynamic range ( optimized for varying light


conditions)

Built-in image processor

DSRC ( Dedicated Shorts Range Communication ) Transceiver


DSRC is an ERP device that is capable of detecting OBU which is works
at a frequency of 5.8 GHz international standard that are used for traffic.
There are the characteristics of DSRC :

Standardised DSRC communication

5.8 GHz

No moving parts (high reliability)

24-48 Vdc supply

II.2.2 RSS ( Roadside System ) Equipment


RSS ( Roadside System ) located right next to the ERP. RSS contains a
collection of hardware that is useful for relaying data from ERP into the monitor room
and then the data can be used as needed.

Here some of the hardware contained in the RSS :


Controllers
The gantry equipment is connected to high performance controllers. The
controllers are intended for industrial standard 19 rack mounting.
The following is valid for the following RSS controllers :

Toll Station Management Controller (TSMC)

Automatic Lane Controller (ALC)

VDC Controller

Ethernet Switch
Ethernet Switch is an networking device that connect all devices does not need
to be reconfigured because these device connect automatically.

Link Controller
A Link Controller is an ERP device that receive data from OBUand regulates the
access link or the internet even or the local network that integrated with ERP device.
The information has been processed by the ERP then be sent over the internet or local
network.

CHAPTER III
PROBLEM ANALYSIS
III.1 How The ERP Works
Vehicles that will pass under the gantry at a distance of 10 meters will be
detected by the VDC ( Vehicle Detection and Classification ). Then at a distance of 5
meters transceiver communicates with the OBU ( On Board Unit ), so that when the
vehicle passes directly under the gantry, the transaction will occur. There is a sign if the
transaction is done, there is the sound of beep at OBU, and if the beeps three times
warning means that the balance owned is empty. The sensor uses radio waves at 5.8
GHz that come from the DSRC( Dedicated Shorts Range Communication ) Transceiver.
The radio waves has been licensed as a standard radio waves belong to Indonesia.
Vehicles that across the gantry classified into 4 classes, namely 0 (zero), 1 (one),
2 (two) and 4 (four). Vehicle class 0 (Ghost) is a class of vehicle that is not detected the
type or shape. For example, a scavenger crossed with a cart, the cart is a vehicle class 0

class, grade 1 is the class of motor vehicle, a class of grade 2 is personal car and class of
grade 4 is a large class, such as busses or trucks.
After passing through the gantry, the data obtained as plate number, shape and
size of vehicles to be processed again by the kind of hardware and software in the ERP
system. VDC ( Vehicle Detection and Classification ) Sensor sends data ( via the VDC
Controller that uses Linux operating system ( OS ) while the VR ( Vehicle Registration )
Sensor sends data to the VR Controller that uses Windows OS.
At the same time, the transceiver receives data from the OBU ( On Board
Unit ) contained on the vehicle and the data is passed to the Link Controller. After all
the data is collected, then the Ethernet switch as a medium to deliver the data, deliver
the data that can be accessed via a local network or the wider network. The switch cable
that used for local network is only connected to the monitor room and a wider network
can be monitored from anywhere.
WAN ( Wide Area Network ) use the VPN ( Virtual Private Network ) in order to
connect to the network of the ERP, so it can be monitored from anywhere . VPN tunnel
is an access point that is made by man and can not be accessed by others. The Ethernet
Switch is used for local network, and if the Ethernet Switch with the wider network via
VPN and WAN is connected by the router. The data that has been processed will be use
as needed.

III.2. Software On The ERP System

Once the data obtained from some of the hardware that works, then there
are 4 software that displays data retrieved from the hardware. The data contained in the
hardware will be stored in the local storage.
o VDC GUI ( Vehicle Detection and Classification Graphical User Interface )
VDC GUI ( Vehicle Detection and Classification Graphical User Interface ) is a
software that can detect and record the vehicle classification based on the size and
dimensions directly. The data displayed on the VDC GUI software comes from VDC
Sensor and VDC Illumination Unit.

o LCTU ( Local Configuration Termination Unit )


LCTU ( Local Configuration Termination Unit ) is software that is used
for configuration of devices found on ERP. The configuration given in the ERP
is a local IP Address local connection ( 192.168.1.1-255 ).

o Peak
Peak is a software created by KAPSCH to monitor the vehicles that
passing through the highway directly and record the vehicle license plate
number that taken through VR ( Vehicle Registration ) and VR Illumination
Sensor through VR Controller.

MCon ( Monitoring Control )


MCon ( Monitoring Control ) is a software that display the database
records in VR ( Vehicle Registration ) Sensor and VR Illumination Unit in the
form of transaction OBU ( On Board Unit ), license plate number and vehicle
images.

CONCLUSION AND SUGGESTION
IV.1 Conclusion
ERP ( Electronic Road Pricing ) is an electronic gate with many components to
help it works. ERP is a levy imposed on road users entering a corridor or area
that is done to limit the number of vehicles passing through the corridor or area

so as to increase traffic performance and increase traffic performance and


improvement of public transport services.

There are main components contained on ERP :


VDC ( Vehicle Detection and Classification ) Sensor
VDC ( Vehicle Detection and Classification ) Illumination Unit
VR ( Vehicle Registration ) Sensor Unit Black / White
VR ( Vehicle Registration ) Illumination Unit (IR light)

RSS ( Roadside System ) components :
Controllers
Ethernet Switch
Link Controller

Mechanism of the ERP works : When the vehicle pass through the gantry, at a
distance of 10 meters will be detected by the hardware called VDC ( Vehicle
Detection and Classification ) and VR ( Vehicle Registration ) . If the vehicle
own the OBU ( On Board Unit ), then at a distance of 5 meters will be detected
by the transceiver. Detection using radio waves for 5,8 GHz. Once the data
contained in ERP has successfully recorded, then the RSS ( Roadside System )
will process the data to be passed back to the monitor room ( local network ) and

WAN ( Wide Access Network ) that can be monitor from anywhere.


There are 4 Software that works on ERP system :
VDC GUI ( Vehicle Detection and Classification Graphical User
Interface )
LCTU ( Local Configuration Termination Unit )
Peak
MCon ( Monitoring Control )

IV. Suggestion
Owners of private vehicles should not linger long under the gantry, as any
activity can be recorded.
ERP development in Indonesia is expected to increase, so that the use of 5.8
GHz radio waves are usually use for the Internet, can be developed again as
other countries that use ERP.
Not allowed to steal or plagiarism activities on various components contained in
ERP.

The Company of KAPSCH is expected to develop software into 2, the software


of configuration and the software of monitoring.
