program$to$build$a$network$of$girls$clubs$in$Malawi.$With$a$$493,352$Seed$Grant$from$the$
Grand$Challenges:$Putting$Women$and$Girls$at$the$Center$of$Development$fund,$we$will$be$
able$to$facilitate$water,$sanitation$and$hygieneFrelated$improvements$in$the$health,$
development$and$economic$sectors$in$Blantyre,$Malawi,$while$empowering$the$women$and$
girls$of$Blantyre$to$promote$gender$equality.$$

Water$for$People$is$committed$to$developing$a$world$where$every$family,$every$school,$and$
every$clinic$has$sustainable$access$to$safe$water$and$sanitation.$Our$guiding$principle$is$
Everyone$Forever,$and$our$job$will$not$be$done$until$all$people$have$safe,$continuous$
access$to$water,$forever.$One$of$our$most$successful$programs,$Sanitation$as$a$Business$
(SAAB),$seeks$to$revolutionize$the$sanitation$sector.$$It$currently$functions$independently$
in$Africa,$Asia$and$Latin$America,$and$it$was$funded$by$a$$5.6$million$grant$from$the$Bill$&$
Melinda$Gates$Foundation.$

The$success$of$our$SAAB$program$represents$just$one$example$of$the$sustainable$and$
scalable$programs$we$create.$Our$Everyone$Forever:$Girls$for$Girls$program$will$start$at$
just$10$schools$in$the$city$of$Blantyre,$but$has$the$potential$to$scale$to$all$of$Malawi,$all$of$
Central$Africa,$and$even$all$of$the$developing$world.$The$most$promising$part$of$our$
program$is$that$it$has$the$potential$to$expand$independently$of$western$aid.$$

EXECUTIVE(SUMMARY(
$
Water$for$People$is$a$501(c)(3)$nonprofit$organization$based$in$Denver,$Colorado$that$
exists$for$one$purpose:$For$all$people$to$have$safe,$continuous$water.$Our$guiding$principle$
is$Everyone$Forever,$meaning$we$work$toward$full$coverage,$so$that$every$family,$school,$
and$clinic$has$access$to$safe$water$and$sanitation$forever.$$
$
We$currently$work$in$nine$countries$around$the$world,$and$one$of$our$target$locations$is$
Blantyre,$Malawi.$Blantyre,$which$is$Malawis$second$largest$city,$is$in$a$good$place$of$
improvement$and$innovation$regarding$water,$sanitation$and$hygiene$(WASH).$
Approximately$87$percent$of$Blantyre$Citys$secondary$schools$have$access$to$clean$and$
safe$water$and$about$77$percent$have$wellFmaintained$toilets,$but$only$oneFthird$have$
handFwashing$facilities.$$
$
We$want$to$close$the$water$and$sanitation$gap$by$helping$Blantyre$to$achieve$full$WASH$
coverage$at$every$school.$Schools$without$working$toilets$or$clean$water$are$not$only$
unhealthy,$but$they$also$discourage$children$from$attending$school$and$completing$their$
educations.$A$lack$of$WASH$facilities$has$particular$impacts$for$girls,$who$oftentimes$cannot$
attend$school$when$they$are$menstruating.$Interventions$that$dispel$the$taboos$that$
surround$personal$hygiene,$health$and$menstruation$are$necessary$when$attempting$to$
achieve$progress$in$the$WASH$sectorand$for$the$interventions$to$reach$their$highest$
potentials,$women$and$girls$must$be$involved$in$the$projects$conception,$design,$
development$and$implementation.$$
$
We$created$the$Everyone$Forever:$Girls$for$Girls$program$to$satisfy$this$need.$The$Girls$for$
Girls$(G4G)$program$will$enable$Water$for$People$to$facilitate$WASHFrelated$improvements$
in$the$health,$development$and$economic$sectors$in$Blantyre,$and$to$empower$the$women$
and$girls$of$Blantyre$to$promote$gender$equality.$Water$for$People$will$select$10$female$
undergraduate$or$graduate$students$to$serve$as$mentors$and$planners$of$this$program,$and$
their$focus$will$be$to$create$a$network$of$G4G$clubs$in$Blantyre.$$
$
The$Grand$Challenges:$Putting$Women$and$Girls$at$the$Center$of$Development$grant$will$
enable$our$team$to$implement$three$elements$of$the$G4G$program$during$a$twoFyear$
exploratory$period.$These$elements$include$a$oneFyear$preFprogram$stage$that$will$allow$
volunteer$mentors$to$develop$a$planFofFaction$for$the$program,$a$oneFmonth$
implementation$period$in$Blantyre,$and$a$postFprogram$evaluation$that$will$start$
immediately$after$the$implementation$period$and$continue$for$the$duration$of$the$year.$We$
predict$that$the$Girls$for$Girls$program$will$satisfy$its$exploratory$goals,$and$will$be$able$to$
scale$into$a$program$that$will$change$the$WASH$and$genderFrelated$situations$of$everyone$
in$Malawi,$forever.$

Water$for$People$requests$a$Seed$Grant$in$the$amount$of$$493,352$from$the$Grand$
Challenges:$Putting$Women$and$Girls$at$the$Center$of$Development$grant.$This$money$will$
help$us$to$achieve$our$vision$of$a$city$where$women$and$girls$are$empowered$to$make$
equitable$decisions$and$to$advocate$for$their$schools$and$themselves;$and$where$all$
students$will$have$access$to$improved$water$and$sanitation$services$at$their$schools.$

INTRODUCTION(
$
Water$for$People$is$a$501(c)(3)$organization$that$exists$for$one$purpose,$and$that$purpose$
is$as$simple$as$our$name:$We$want$all$people$to$have$safe,$continuous$water,$and$when$they$
do,$our$job$will$be$done.$We$want$water$for$everyone,$forever.$Were$looking$beyond$toilets$
and$wells$and$water$pumps,$and$into$the$future.$Were$talking$to$people$to$find$out$how$
they$live$and$what$they$need$to$feel$healthy,$safe,$empowered$and$successful.$Were$
designing$solutions$based$on$longFterm$needsand$long$lives.$We$dont$want$to$be$around$
forever,$but$we$want$water$to$be.$
$
In$the$early$1980s,$Ken$Miller,$a$former$president$of$American$Water$Works$Association$
(AWWA);$Wayne$Weiss,$who$was$with$Black$&$Veatch;$and$John$B.$Mannion,$a$former$
executive$director$of$AWWA,$shared$the$heartfelt$vision$of$a$world$where$all$people$have$
access$to$clean$water,$adequate$sanitation,$and$basic$health$services.$The$three$joined$
forces$in$1991$to$create$a$path$for$Water$for$Peoples$establishment$as$an$international$
nonprofit$development$organization.$The$organization$has$since$grown$to$become$a$leader$
in$social$responsibility$and$innovation$in$the$sector.$$
$
Water$for$People$is$the$AWWA$designated$charity$of$choice,$and$is$also$endorsed$by$the$
Water$Environment$Federation,$the$Water$Quality$Association,$the$National$Association$of$
Water$Companies,$the$National$Association$of$Clean$Water$Agencies,$and$the$Association$of$
Metropolitan$Water$Agencies.$$
$
When$we$distribute$our$annual$budget,$we$focus$on$transparency,$momentum$and$change.$
Our$2013$budget$consisted$of$$13,548,997.$Our$highest$source$of$revenue$came$from$
contributions,$grants$and$scholarships.$InFkind$contributions,$special$events,$interest$
income$and$unrealized$gain$also$added$to$our$annual$revenue.$In$addition,$many$generous$
partners$continuously$support$our$mission.$Some$of$our$notable$donors$are$charity:$water,$
Cisco$Systems,$Inc.,$the$KimberlyFClark$Corporation,$the$Fossil$Foundation,$and$yourselves,$
the$Bill$&$Melinda$Gates$Foundation.$Many$other$donors$including$individuals,$businesses$
and$organizations$help$us$to$further$our$mission$each$year.$
$
Ned$Breslin$is$the$CEO$of$Water$for$People.$Our$domestic$staff$consists$of$36$dedicated$
changeFmakers$who$work$on$the$following$teams:$Executive,$Finance$and$Administration;$
International$Programs;$Marketing$and$Communications;$and$Resource$Development.$In$
addition,$we$have$approximately$20$international$staff$members$in$each$of$the$countries$
we$work$in.$Our$Board$of$Directors$consists$of$15$members,$and$Patrick$McCann$is$the$
chair$of$the$board.$

Water$for$People$currently$works$in$nine$countries$around$the$world:$Honduras,$
Guatemala,$Nicaragua,$Bolivia,$Peru,$Malawi,$Rwanda,$Uganda$and$India.$Our$employees$inF
country$know$the$cultures,$languages$and$communities$we$serve.$Based$on$special$grants$
and$funding,$we$have$worked$in$more$than$40$other$countries$over$the$years;$however,$we$
have$found$that$a$targeted$approach$is$more$effective$and$efficient.$

Water$for$Peoples$guiding$principle$is$Everyone$Forever.$We$work$toward$full$coverage,$
meaning$that$every$family,$every$school$and$every$clinic$receives$access$to$safe$water$and$
sanitation.$In$addition,$capacityFbuilding$is$critical$to$our$work.$We$ensure$that$when$
something$breaks,$someone$in$the$local$area$has$the$capacity$to$fix$it.$When$we$work$with$a$
community,$we$practice$coFfinance.$This$means$that$in$addition$to$investments$from$Water$
for$People,$local$communities$and$governments$must$invest$in$their$own$water$and$
sanitation$solutionseveryone$pays.$$
$
Water$for$People$thinks$about$the$longFterm$success$of$our$programs$every$step$of$the$way.$
We$want$our$target$communities$to$be$able$to$function$independently$of$foreign$aid$for$
their$water$solutions,$and$we$want$these$communities$to$have$reliable$access$to$water$and$
sanitation$for$generations.$After$establishing$solutions$in$communities,$we$guarantee$10$
years$of$monitoring$and$evaluation$to$ensure$sustainability.$In$addition,$we$ensure$
sustainability$by$taking$marketFbased$approaches.$Water$for$People$works$closely$with$the$
private$sector$(local$businesses$and$entrepreneurs)$to$ensure$that$ongoing$service$is$
provided.$This$provides$jobs$while$enabling$communities$to$become$selfFsufficient.$With$
each$project,$we$demonstrate$a$model$that$others$can$take$on$to$create$a$global$movement$
that$will$lead$to$everyone$having$access$to$water$and$sanitation.$$

After$witnessing$success$and$innovation$by$many$Everyone$Forever$projects,$Water$for$
People$would$like$to$expand$sanitation$programs$in$developing$urban$areas.$With$the$
Grand$Challenges:$Putting$Women$and$Girls$at$the$Center$of$Development$grant,$Water$for$
People$will$be$able$to$implement$a$pilot$program$titled$Everyone$Forever:$Girls$for$Girls.$
Girls$for$Girls$will$simultaneously$improve$health,$development$and$economic$outcomes$
related$to$water,$sanitation$and$hygiene$and$empower$women$and$girls$to$promote$gender$
equality.$$
$
The$goals$of$the$Great$Challenges$grant$align$perfectly$with$the$Girls$for$Girls$program.$
Receiving$the$grant$would$allow$Water$for$People$to$build$on$the$partnership$we$currently$
have$with$the$Bill$&$Melinda$Gates$Foundation.$The$Foundations$$5.6$million$grant$for$our$
Sanitation$as$a$Business$Program$has$enabled$us$to$transform$the$sanitation$sectors$in$
Africa,$Asia$and$Latin$America.$Now,$it$is$time$to$work$together$to$build$on$the$Sanitation$as$
a$Business$Program,$as$we$add$focuses$on$gender$equality$and$full$water$and$sanitation$
coverage$at$educational$facilities.$$
$
NEEDS(ASSESSMENT$
$
In$a$recent$publication$in$Science+Magazine,$Melissa$Gates$explained$that$smart$
development$intentionally$addresses$gender$inequalities$and$measures$the$impact$of$
health$and$development$programs,$not$only$on$sector$outcomes,$but$also$on$gender$
outcomes.$The$Girls$for$Girls$program$will$address$both$sector$and$gender$outcomes.$
$
The$pilot$program$will$run$in$Blantyre,$Malawi,$which$is$Malawis$second$largest$city.$
Blantyre$is$home$to$over$700,000$people,$70$percent$of$which$live$in$unplanned$
settlements,$also$known$as$slums.$The$Everyone$Forever$program$in$Blantyre$has$been$one$
of$our$most$successful$programsBlantyre$is$in$a$good$place$of$improvement$and$

innovation$regarding$water,$sanitation$and$hygiene$(WASH).$A$2011$Blantyre$City$Council$
(BCC)$survey$that$collected$data$from$Blantyre$City$Secondary$Schools$revealed$that$
approximately$87$percent$of$the$public$schools$have$access$to$clean$and$safe$water.$In$
addition,$about$77$percent$had$wellFmaintained$toilets,$but$only$oneFthird$had$handF
washing$facilities.1$We$must$enable$Blantyre$City$Secondary$Schools$to$close$the$water$and$
sanitation$gap$by$achieving$full$coverage$of$WASH$services$at$all$schools.$$
$
Schools$without$working$toilets$or$clean$water$are$not$only$unhealthy,$but$they$also$
discourage$children$from$attending$school$and$completing$their$education.$When$latrines$
and$washing$facilities$are$not$available$at$schools,$students$and$teachers$are$forced$to$
either$use$nearby$land$or$bushes,$or$wait$until$they$are$out$of$school.$This$situation$has$
particular$impacts$for$girls$education,$especially$for$girls$going$through$puberty.$A$lack$of$
sanitation$facilities$at$schools$means$that$during$menstruation,$girls$do$not$have$a$place$to$
comfortably$change$sanitary$pads$and$wash$themselves$in$privacy.$This$means$
menstruating$girls$may$miss$classes$each$month$during$their$period.$The$same$may$be$the$
case$for$women$teachers.$
$
In$many$social$contexts,$these$issues$are$not$openly$discussed$and$there$is$a$stigma$and/or$
taboos$surrounding$personal$hygiene,$health$and$menstruation.$Particularly$where$
education$levels$are$low,$pubescent$girls$and$boys$may$have$very$little$understanding$of$
what$is$happening$to$themselves$and$their$bodies.$School$curricula$typically$do$not$cover$
topics$such$as$puberty$and$menstruation$at$all,$and$if$they$do,$they$do$not$do$so$in$a$
sensitive$way$that$helps$boys$and$girls$to$understand$the$changes$in$their$bodies.$Together,$
the$taboo$of$menstruation$issues$and$the$lack$of$WASH$facilities$in$educational$settings$
contribute$to$low$attendance$levels$for$female$students$and$teachers.$
$
Kate$Fogelberg,$South$America$Regional$Manager$at$WFP,$explains,$Its$a$woman$thats$
going$to$benefit$from$a$sustainable$service$over$time.$Having$to$walk$a$long$time,$having$to$
carry$water,$having$to$look$for$a$place$to$go$to$the$bathroom,$and$girls$dropping$out$of$
school$when$they$start$menstruating$are$burdens$that$improved$water$and$sanitation$
services$alleviate.$Its$a$fundamental$improvement$on$a$womans$daily$life.$She$continues,$
We$need$implementers,$planners,$donors,$and$policy$makers$to$shift$from$thinking$about$
one$project$somewhere$to$a$service$thats$going$to$benefit$women$and$their$children$over$
time.$As$a$sector,$we$can$start$to$think$about$the$story$of$women$and$water$differently.2$
$
Now$is$the$time$to$focus$on$improving$sanitation$services$in$educational$settings.$Now$is$
the$time$to$ensure$that$all$schools$have$access$to$WASH$facilities$and$programs$that$will$
teach$their$women$and$girls$about$WASHFrelated$health.$Now$is$the$time$to$merge$the$
improvement$of$sanitation$services$with$increased$gender$equality$and$the$empowerment$
of$women$and$girls.$

The$Everyone$Forever:$Girls$for$Girls$(G4G)$program$will$enable$WFP$to$facilitate$WASHF
related$improvements$in$the$health,$development$and$economic$sectors$in$Blantyre,$and$to$
empower$the$women$and$girls$of$Blantyre$to$promote$gender$equality.$WFP$will$choose$ten$
of$the$most$qualified$undergraduate$or$graduate$American$women$who$have$the$desire$to$
be$agents$of$change$in$Blantyre.$These$ten$women,$called$mentors,$will$volunteer$their$time$
to$spend$nearly$a$year$developing$a$plan$of$action$for$the$oneFmonth$G4G$implementation$
period$in$Blantyre.$Upon$their$arrival$in$Blantyre,$the$mentors$will$establish$a$network$of$
Girls$for$Girls$clubs$(G4G$Clubs)$in$the$city.$

o Reach$at$least$75$percent$of$all$females$in$Blantyre$through$programming$at$
the$individual$school$and$citywide$club$levels$
o Reach$at$least$25$percent$of$all$males$in$Blantyre$through$programming$at$
the$individual$school$and$citywide$club$levels$
Ensure$that$all$10$schools$that$have$G4G$Clubs$have$consistent$access$to$improved$
water$and$sanitation$sources$
o Maintain$effective$partnerships$between$G4G$club$executive$board$members$
and$local$partners$
o Ensure$all$water$and$sanitation$services$and$repairs$are$supplied$and$
financed$by$local$organizations,$not$western$organizations$

The$success$of$the$G4G$program$will$depend$on$effective$relationships$with$local$partners.$

Tools+for+Enterprise+and+Education+Consultants+(TEECs)+and+Sanitation+as+a+Business+
Program+(SAAB)+
Tools$for$Enterprise$and$Education$Consultants$(TEECs)$is$an$entrepreneurship,$economic$
and$education$development$consultancy$registered$in$Malawi.$Founded$in$2009,$TEECs$
primary$focus$is$to$identify$and$assist$in$developing$companies$and$entrepreneurs$who$
can$sustainably$provide$affordable$sanitation$services$to$periFurban$households$in$Blantyre$
City.3$
$
TEECs$runs$the$Sanitation$as$a$Business$Program$(SAAB).$$SAAB$is$a$program$that$seeks$to$
achieve$sustainable$excreta$management$in$lowFincome$areas$through$catalyzing$business.$
It$uses$a$marketFbased$approach$that$has$been$designed$to$promote$an$entrepreneurial$
mindset$to$address$and$resolve$the$challenges$of$sanitation$provision$in$Malawi.4$SAAB$
was$developed$by$Water$for$People$using$a$$5.6$million$grant$from$the$Bill$&$Melinda$Gates$
Foundation.5$$

WFP$will$work$with$TEECs$and$SAAB$to$identify$local$businesses$and$entrepreneurs$who$
can$assist$G4G$club$members$in$ensuring$their$schools$have$access$to$improved$water$and$
sanitation$services$at$all$times.$

The$Blantyre$City$Council$is$a$local$authority$with$a$responsibility$to$provide$municipal$
services$to$the$citizens$living$within$Blantyre$City$boundaries.+6$The$council$values$many$of$
the$same$services$that$the$G4G$will$work$to$develop.$These$services$include$sexual$and$

A$partnership$with$BCC$will$help$G4G$board$members$to$develop$creative$and$effective$
programs$that$will$cover$many$of$their$crossFsector$focuses.$For$example,$BCC$can$help$G4G$
clubs$to$plan$a$sexual$and$reproductive$health$workshop$for$male$and$female$students,$and$
BCC$can$feature$G4Gs$programming$in$their$biFyearly$training$sessions$for$parents$and$
teachers.$$

Blantyre+Water+Board+(BWB)+
The$Blantyre$Water$Board$(BWB)$is$a$parastatal$organization$established$and$
reconstituted$under$the$Malawi$Water$Works$Act$No.$17$of$1995$to$supply$potable$water$
for$commercial,$industrial,$institutional$and$domestic$use$in$the$supply$area$of$Blantyre$
City$and$surrounding$areas.$Its$mission$is$to$provide$reliable$and$affordable$water$supply$
services$to$customers$whilst$effectively$contributing$to$the$development$of$the$national$
economy$and$sustenance$of$the$environment.7$

G4G$club$members$can$work$with$BWB$to$ensure$that$their$schools$are$supplied$with$
reliable$and$affordable$water$supply$services$in$an$economyFfriendly,$sustainable$way.$$

Water+User+Association+(WUA)+
Water$for$PeopleFMalawi$has$been$working$in$the$lowFincome$areas$of$Blantyre$to$establish$
Water$User$Associations$(WUAs)$to$manage$communal$water$points,$which$usually$take$
the$form$of$water$kiosks.$A$WUA$is$generally$composed$of$an$elected$board,$an$executive$
committee,$and$a$paid$staff,$including$a$bookkeeper,$water$sellers,$water$inspectors,$and$
plumbers.$It$sells$water$to$people$through$communal$water$kiosks,$where$people$purchase$
byFtheFbucket$water$from$sellers.$Water$For$PeopleMalawi$helps$establish$the$WUA$and$
provides$it$with$the$technical$(water$point$maintenance$and$repair),$financial$(tariff$
development$and$financial$accountability),$and$human$resource$skills$necessary$to$manage$
the$water$system.$This$initiative$has$created$330$new$jobs,$primarily$for$women.$8$

G4G$club$members$can$work$with$WFPFMalawi$to$develop$a$WUA$kiosk$in$any$schoolFarea$

works$toward$independence$from$western$aid.$For$the$first$10$years$of$programming$after$
club$inception,$each$club$will$be$allowed$to$request$a$certain$budget$amount$from$the$WFP$
office.$The$Budget$Request$Allowance$(BRA)$represents$the$highest$amount$of$money$each$
club$is$allowed$to$request$each$year.$As$the$clubs$decrease$the$amount$of$money$they$
receive$from$WFP,$they$will$be$able$to$find$other$sources$of$fundinggrants$from$local$
partners,$microloans,$club$membership$fees,$etc.$$

For$Year$1,$each$club$will$have$a$BRA$of$$500.$For$each$subsequent$year,$the$BRA$will$
depreciate$at$a$rate$of$10$percent$per$year$from$the$original$$500$allowance.$Therefore,$the$

Naksimas+story+
In$West$Bengal,$India,$10th$grader$NoorFeFnaksima$is$doing$her$part$in$preserving$her$
childhood$and$that$of$her$classmates$at$Pabdana$Hifzul$Ullum$High$School.$Shes$served$as$
secretary$of$her$schools$WATSAN$committee$(Water$and$Sanitation$Committee)$for$years,$
and$actively$participates$in$their$weekly$hygiene$sessions.$
$
I$have$been$in$the$WATSAN$committee$since$its$institutionalization,$Naksima$says.$I$was$
inspired$by$how$having$an$arsenic$filter$plant$installed$at$my$school$made$a$huge$difference$
within$the$community$and$school.$
$
Arsenic$contamination$is$a$common$problem$in$West$Bengal,$leading$to$high$rates$of$
student$illness.$In$2011,$Water$For$People$collaborated$with$Naihati$Prolife$(a$local$NGO)$to$
install$a$handFpump,$drinking$water$taps,$toilets,$changing$rooms,$and$incinerators$in$the$
school.$They$also$established$a$maintenance$system$through$the$WATSAN$committee,$
funded$by$the$students$themselves.$Naksima$helps$with$upkeep$such$as$checking$for$pipe$
leaks,$stocking$cleaning$supplies,$and$testing$for$continual$running$water.$

The$students$now$have$a$new$perspective$on$hygiene,$and$regular$menstrual$hygiene$
education$has$decreased$absenteeism$rates$among$girls.$Girl$students$now$get$to$use$
sanitary$napkins$and$are$aware$of$how$to$maintain$menstrual$hygiene$discipline$and$feel$
more$confident$in$sharing$our$issues$with$teachers,$Naksima$explains.$

The$other$students$respect$Naksima$for$her$dedication$to$their$health$and$safety.$Many$of$
them$joined$WATSAN$over$the$years$with$her$encouragement,$and$they$are$inspired$to$
continue$her$good$work$once$she$leaves$at$the$end$of$the$school$year$for$college.$I$like$to$
bring$others$on$WATSAN$board$and$help$maintain$the$precious$facilities$that$we$have$got,$
Naksima$says$with$pride.13$
