Coastline Drive and Liberty Street Bridges

Demolition, Disposal, and Construction Plan


The City of Jacksonville proposes to remove the existing Coastline Drive Bridge and the existing Liberty
Street Bridge and replace them with similar structures. These structures are supported on piles over the
St. Johns River. The demolition will be accomplished in a manner consistent with this plan; however, the
Contractor selected to perform the demolition shall prepare and submit for approval the detailed bridge
demolition plan identifying means and methods. The City of Jacksonville is requesting that this permit
include a condition requiring the Contractor to submit and acquire approval by the SJRWMD of this
detailed means and methods prior to commencement of demolition activities.

Pre Demolition/Construction
The contractor will install erosion and sediment control mitigation around the edges of the areas to be
demolished. Staked turbidity barrier will be used in areas of less than five feet of depth. Floating
turbidity barriers will be used to surround deeper construction areas as well as surround crane barge
and material barges.
The river bottom in the vicinity of the demolition and in the vicinity of the material barge offloading will
be surveyed with multi beam and side scan sonar prior to the undertaking of the demolition to
document the condition and presence of debris at these sites.

Demolition Plan
The foundation for the structures are either steel pipe piles or steel H-piles. It is likely that these piles
cannot be extracted completely. If they cannot be extracted, the contractor will be required to cut
these piles at least 2 feet below the existing river bottom.
Based on the limited structural capacity of the existing structures, it is likely that most, if not all of the
demolition of the structures will be accomplished with floating equipment. The existing structures are
not expected to be able to support demolition equipment. A crane barge will be used to lift pieces of
the existing structure onto either a material barge or onto land adjacent to the demolition site. No
demolition debris will be discharged into the water way for any reason. The material removed from the
demolition site will be disposed of in an approved offsite landfill or recycling facility.
The river bottom will be surveyed after demolition activities are complete if there are any concerns
involving remnant debris.
In the event of an accidental discharge of demolition materials or equipment in the river, the Contractor
will immediately notify SJRWMD and the USACE. Retrieval of this material shall be initiated within 72
hours of approval from regulatory agencies.
There may be minor excavation without removal of materials from the river bottom to facilitate the
cutting off of the piles. Materials removed will be reinstated in the hole after the cutting operation is
complete.

Construction Plan
It is anticipated that due to upland constraints adjacent to the bridges, these bridges will be constructed
with the use of floating equipment. Material barges will be utilized to shuttle materials to the site and
floating cranes will be used to construct the improvements. If other methodologies are utilized, the
Contractor will notify the SJRWMD at the time of the submission of the demolition plan to gain approval
of the proposed construction methodology.
