Comparative Analysis

Baggao offers various services. There are 27 services offered but it was subdivided into five
major components namely,
Public Services
Environmental Management Services
Social Services
Economic Development Services
Infrastructure Services

General Public Services

Baggao and Aparri has almost the same services offered in their respective LGU. Services on
both LGU are closely related with each other. Services offered are all community based. The
only difference in this part is the magnitude and focus of the two LGU. Baggao compared to
Aparri in terms of Public welfare services, both are aiming for the development of the
community, convenience of the people, and satisfaction of the citizens on the services they offer.
The only difference we saw on this specific service they offer is the magnitude and vector of the
service they have. Baggao has more sub component programs than Aparri has. Their services
vary on what the people need and not on what the LGU wants to offer.

Social Services
Both Baggao and Aparri has Social Security , Welfare and Development services. Base on what
we observed, Baggao offers more programs and services than Aparri in this aspect. Baggao also
has a more detailed and specified services including the primaruy beneficiaries of the services
they have.
The two LGIUs initiated this type of service in order to promote social awareness, interaction
and understanding. This service is also used by both LGU to reduce poverty and help the poor
cope up with others through financial support, employment and scholarships.

Based on the documents we have, Aparri doesnt have that much program than Baaggao has.
Maybe there are reasons behind it. Aparri and Baggao do not have the same needs, plans and

projects which can be a reason for them not to have some services tat Baggao has and, the other
way around.
Aparris list of social services compared to Baggao is very few. Baggao has included Risk
reduction programs, peace and order and more in their AIP (Annual Investment Plan) while
Aparri did not. LGU Baggao has listed their initiated and conducted services in a very detailed
manner while Aparri did not. We also saw a lot of missing services that they shouldve had, but
we did not.

Environmental Management Services

All LGU has environmental services to promote and preserve environmental awareness. Baggao,
based on its location needs this, a lot. The LGU is located between mountainous terrains, and
still surrounded by thick forest lines, thats why one of their main concern is the preservation and
protection of the forest and environment as a whole. Tree plantations where built by the LGU for
seed raising, preservation of century and heritage trees that are more than a century old, proper
waste disposals, and also maintaining the beauty of the tourist attractions that Baggao has to
offer.
Comparing it with Aparri, their geographical location has played an important role in
implementing and using such services. Aparri is a coastal town so their concern will be on the
promotion, development and preservation of coastal areas. Services like clean and green
programs are provided by this LGU. Aparri and baggao are both doing the same services to
protect, develop and promote the environment, but things are a little bit different in what services
they focused on.
Like for example, Baggao is much more concerned on the protection of the forest while Aparri is
on the coastal front. Baggao also has coastal areas on the western seaboard but they are well
preserved due to its remoteness. Both LGU are environmentally caring but what makes them
different aare the reasons why they offer different services. There are many reasons why they
have different services, and one is their location.

Economic Services
Under this service that Baggao has, Agriculture and Farm is on top of the list. The municipality is
one of the top suppliers and producers of rice and corn in the province. Poultry, fishery, market
and slaughter are also supported by the LGU. The economic status of baggao as of now is
developing and growing. Many businesses and establishments are already emerging on the area.
With this, the income of the municipality will increase.
Comparing it with Aparri, the two towns are closely related because both are first class
municipality. In terms of agricultural and farm services, the two towns are closely related to each
other. The two municipality are both economically growing and developing due to fast growth in
the businesses that are present in the area.
Baggao and Aparri have some similar programs under economic services. Sustainable livelihood
and stable businesses are being watched in order maintain the economic stability of the two

towns. But based on the documents we have, Baggao has more program under this services than
Aparri has.

Infrastructure Services
According to our source, infrastructure services of baggao is concern on the building of bridges,
roads, power grids and lines, buildings that are use for public purposes, including drying
pavements and other relevant infrastructures that are needed in barangays. Aparri on the other
hand did not indicate where this service they have falls. They also have services like baggao have
in terms of establishments, public roads and other necessary infrastructures but of course, their
projects and services will again depend on what each LGU needs. Like for example in Baggao,
you cannot build a wave breaker. The thing here is that, both Baggao and Aparri are serves and
provides what infrastructures people needs as a form of help and support.

The services of Baggao and Aparri differs in many ways, but their goals and objectives are the
same. Both are serving their respective LGUs well for the purpose of showing the importance of
LGU, the people and other means of necessary help that they can provide in order to exercise
heir role.
