Invitation for Participation / Nomination to GNLU Maritime


and Blue Economy and Ocean Governance Academy, 6-12
March 2016, Gujarat, India
Dear Colleagues,
Gujarat National Law University (www.gnlu.ac.in), a premier
national law university of India, is announcing GNLU Maritime
Developments, Blue Economy and Oceans Governance Academy
2016 from 6 to 12 March 2016. The 2016 Edition will have two
major themes of Maritime Developments and the Blue
Economy and Oceans Governance.
The Academy aims to provide reinforcement of knowledge,
understanding and proficiency of maritime law required to perform
responsibilities assigned to the senior officials and shipping
executives. The fluidity and complexity of the nature of maritime
issues and interdisciplinary response by maritime security officers
require a deep understanding of the law of the sea, maritime laws,
policies and regulations. Modern ship-owners and operators, and
vessel officers are subjected to increasingly detailed and rigorously
enforced environmental, security, safety and political (embargo /
sanctions) regulations and requirements. The consequences of noncompliance can be catastrophic. The Academy offers participants
the opportunity to meet like-minded professionals in a sympathetic
but
nonetheless
demanding
academic-research
oriented
atmosphere in which valuable professional knowledge can be
gained and shared.

Blue Economy and the Oceans Governance hold key to achievement
of Millennium Development Goals (MDGs). While the oceans
governance is largely regulated by the law of the sea regime,
specifically, the UNCLOS, blue economy covers areas beyond and
within the oceans governance. The missions of UN and its
Specialised Agencies, International Seabed Authority (ISA),
International Tribunal for the Law of the Sea (ITLOS), Indian Ocean
Rim Association (IORA) and AALCO bear direct significance to
issues and challenges posed by the twin concept of the blue
economy and the oceans governance. While several maritime OECD
states have taken a lead and have blue print before them,
developing coastal states of Africa, Asia and the Pacific are in need
and finding extremely important to fully realise the benefits of the
ocean space. Laws, policy, practices, issues and challenges differ
from state to state, like any other international legal regime.
Therefore, Academy aims to share and exchange policy and
regulatory developments in Africa, Asia and the Indian Ocean
Region on blue economy and the oceans governance, to identify
issues and challenges with an aim to achieve participation of all
relevant stakeholders in national plans of action and to discuss
ways and means to promote collaboration between developed and
developing maritime nations to derive maximum benefits from the
implementation of the law of the sea regime for sustainable
development.
Invitation: GNLU has pleasure to invite you and your institution to
nominate 1-2 persons dealing with maritime law, law of the sea,
blue economy and the oceans governance.
Funding: GNLU is exploring funding assistance for participants
from developing countries. While the University will employ its
efforts, we encourage you to solicit assistance from various
departments, UN agencies, law of the sea foundations, diplomatic
missions of India in your country, among others. GNLU will be
pleased to endorse a request for funding for needy participants.
