1.

Scope
This GP provides group practice for the roles, responsibilities, and expectations of ETP SMEs in the
development and maintenance of ETPs.

Terms and definitions


For the purposes of this GP, the following terms and definitions apply:
ETP Working Group
Group with representatives from: the segments, other parts of BP, and the Director - Engineering
Standards whose responsibility is oversee the development, maintenance and delivery of ETPs to BP
and BP contractors.

For the purpose of this GP, the following symbols and abbreviations apply:
ETP Engineering Technical Practice.
HiPo High potential incident.
MIA Major incident announcement.
SDO Standards development organisation.
SME Subject matter expert.

5.1.

Roles, responsibilities, and expectations


General
a.

In an effort to increase engineering expertise in BP, the Group Engineering Director has
developed the ETP SME role.

b.

ETP SME team members shall function from a Group perspective, but represent the
interests of their segment.

c.

ETP SME performance plans should include measurable objectives regarding ETP work.
The entity needs to recognize the importance of the ETP SME role in ETPs and
SDOs.

5.2.

SME teams
ETP SME members participate on ETP SME teams that are responsible for the ETPs in the
various categories.

5.2.1.

General

ETP SME teams shall:


a.

Self-determine suitable work methods.


Periodic content workshops can be an effective method for ETP development and
revision.

5.2.2.

b.

Establish best practice in their particular area of discipline.

c.

Strive to eliminate the need for ETP requirements by influencing the requirements in
industry standards through work with SDOs.

d.

Provide technical guidance, interpretation, and coaching on ETP content to entities as they
come into compliance with either:
1.

GRP STD 01, element 6.

2.

GDP 5.0-0001, clauses 5.6.2 and 5.6.3.

ETP related

ETP SME teams shall:


a.

Evaluate the need for proposed ETPs.

b.

Help set the future of ETP effort.

c.

Develop or oversee development of new ETPs as needed and authorized by the ETP
Working Group.

d.

Maintain a work plan for future ETP work, including updates based on elapsed time,
changes to industry standards, technology developments, HSSE items, Group comments,
shared learnings, MIAs, HiPos, Group risks, or other sources.

e.

Utilise Words tracked changes feature for ETP revision work to highlight changes to
fellow SMEs.

f.

Recommend to the ETP Working Group aspects of individual ETPs for application to
existing facilities and equipment.

g.

Plan for future ETP work to ensure that ETPs are reviewed, revised (if appropriate), and
republished:

h.

1.

So that the technical revision date is no older than five years.

2.

No more than six months after publication of the primary industry standard on which
they are based.

3.

Within six months from when the number of relevant comments and shared learnings
is ten or more.

4.

Within one month from when safety critical information is realised.

Identify and obtain technical experts to assist SME team, which includes securing crosssegment technical input.

5.2.3.

i.

Maintain ETP philosophy in accordance with GP 00-10.

j.

Communicate with other SME teams and ETP Team to ensure ETP consistency, eliminate
technology gaps and avoid duplication.

ETP Library Shared Learning System related

ETP SME teams shall:


a.

Utilise the ETP Library workflow in ETP development and revision work to eliminate
parallel editing.

b.

Review and update keywords whenever an ETP is uploaded to the ETP Library workflow.

c.

Maintain ETP document revision logs in the ETP Library as ETPs are revised.

d.

Evaluate and respond to comments on ETPs in the Shared Learning System.

e.

1.

Comment responses (not canned responses) should be generated and sent within two
months of comment receipt.

2.

Comment filing status should be determined within three months of comment receipt.

Review and validate (or reject) shared learnings in the Shared Learning System.
1.

Shared learning status should be changed from Awaiting validation to Pending


within one month of shared learning receipt.

2.

Shared learning responses (not canned responses) should be generated and sent within
two months of shared learning receipt.

3.

Shared learning filing status should be determined within three months of shared
learning receipt.
