pril 25-29, 2006 the International Center for Spiritual Renewal facilitated and
hosted the Azusa Street Centennial. This 100 year anniversary celebration of the
Azusa Street Revival was attended by over 50,000 people from 106 different nations.
The streams of Spirit-filled Christianity converged in Los Angeles to rejoice in a century
of blessing on this movement that now numbers over 600 million people around the
world.

n 2008, the new Oral Roberts University Board of Trustees began work on clarifying
the mission of the university for 21st century ministry. An initiative was launched by
the Board of Trustees called Empowered21 and the International Center for Spiritual
Renewal was asked to facilitate this process to focus on new generations and the
power of the Holy Spirit. Immediately, it was discerned that the convergence of these
dynamics was leading toward questions and answers that would serve the entire
Spirit-filled movement. Empowered21 began to be understood as a natural kingdomwide follow-up to the Azusa Street Centennial. The Azusa Centennial reflected on
what God had done for the last 100 years, and Empowered21 would focus on the
future of the movement.

D

uring 2009 and early 2010, Empowered21 held 17 unique conversation events
around the world with leaders, scholars and new generation voices to ascertain
their insights into the issues facing the movement in the 21st century. More than
500 people from 54 nations and over 15 different universities were involved in the
conversations. Questions like: What does it mean to be Spirit-empowered in the 21st
century? and What steps can be taken to engage new generations in the Spirit-filled
experience? were asked.

his process revealed eight themes common to the conversation events as the
top needs in the movementin order of most commonly mentioned:

1 Need for Leadership Character leaders who are transparent, filled with
integrity, authentic, real, pure and cleansed
2 Greater Biblical Literacy knowledge of the Bible and an understanding
of the purpose of the Holy Spirit, gifts of the Spirit, Spirit Baptism, etc.
3

Need for Spiritual Fathers and Mothers role models and

intergenerational unity to be called for across the globe.

Resources those harvest fields that seem to be ripest in the 21st century
are the most in need and should be resourced accordingly

Education ministerial training and higher education

Contextualization leadership native to the region being served

Transition of Leadership new leadership of the movement, which goes

beyond the influence of the USAmoving East and South

Rise of Islam intense pressure is being experienced by Spiritempowered believers who are aggressive in evangelism on this frontier

onversation input and discoveries were used to inform the program of the first
Empowered21: Global Congress on Holy Spirit Empowerment, which was held in Tulsa,
Oklahoma, April 8- 11, 2010. The Congress focused on shaping the future of the Global
Spirit-empowered movement by focusing on crucial issues facing the movement and
connecting generations for intergenerational blessing and impartation. More than
10,000 people from 95 nations attended the April Congress where over 210 learning
conversations and numerous general session events informed and connected them. It
became obvious that the Congress was forming a launch base for further exploration.

he International Center for Spiritual Renewal was asked to solidify and expand
Empowered21 following the Global Congress, and Empowered21 was transferred
to the Center in the summer of 2010. As the governing and fiduciary entity, the ICFSR
assigned inspirational oversight of Empowered21 to the E21 Global Council. This
relationship allows the Empowered21 movement to move quickly toward its goals
while retaining accountability for its vision and transparency in its finances.

hree years later, at the request of the ICFSR board, stewardship of Empowered21
returned to Oral Roberts University. The Empowered21 network now spans
the entire globe and its vision includes reaching every person on Earth. Reuniting
Empowered21 with ORU brings this global network alongside the scholarship and
next-generation vibrancy of a premier Spirit-empowered Christian university.

mpowered21 is now witnessing a convergence and collaboration of Spiritempowered ministries around the world. A series of regional Empowered21
leadership teams have formed to focus on unique issues faced by Spirit-empowered
churches operating within disparate socioeconomic climates. The entire network is
able to benefit from best practices and growth in individual regions.

urther research within the Empowered21 network has identified five highly
important trends where the Spirit-empowered Church is most likely to grow
and positively influence the world. They are:
1) experience a fresh, historic outpouring of the Holy Spirit
2) increase in leadership development within Spirit-empowered churches
3) be increasingly known for meeting human needs in the community
4) see an increase in the practice of divine healing
5) be more open for new expressions of Spirit-empowered ministry

Movement... Empowering

Generation!

Purposes

37

1. Form and serve a Global Council of leaders in the Spirit-empowered movement that
will give inspirational oversight to the Empowered21 process.
2. Form and serve a network of international regional leadership teams, which
are intergenerational, multi- ethnic, gender inclusive and broad in denominational/
movement representation that will give guidance to the Empowered21 process in their
region.
3. Organize regional and global events that provide a platform to address the issues
facing Spirit-empowered Christianity in the 21st century.
4. Mobilize and resource the global Spirit-empowerment movement to utilize
Pentecost Sunday (and the weeks before it) each year for focused teaching/preaching
on the Holy Spirit, inviting every generation to experience Him.
5. Form and serve a global network for next generation leaders who are empowering
future generations in every segment of society including church, family, government,
business, education, arts/entertainment, sports and media.
6. Discern, develop and distribute a framework for Spirit-empowered discipleship,
which includes age and stage outcome-based benchmarks of what a Spirit-empowered
Christ follower looks like and lives like.
7. Identify and create models and resources for local churches and Kingdom ministries
to use in answering the continuing cry for spiritual fathers and mothers.
8. Commission and recognize research to bring understanding to Spirit-empowered
Christianity and serve the movement by focusing on new generations.
9. Discover, assess and interpret emerging vocabularies that will help communicate the
eternal truths of Scripture to new generations in the power of the Holy Spirit.
10. Create a 24/7 platform to facilitate connectivity, unity, prayer, worship, resources,
etc. that will encourage Spirit-empowered living. This would include the use of video
resources, teaching helps, etc.
11. Identify giftings and resources in each region and provide platforms for these unique
contributions to be shared with the global church.
12. Utilize the Empowered21 initiative to create fresh new ways that Kingdom
ministries can be brought together for fellowship and mutual exposure.

FOCUSING
The Empowered21 Pentecost Sunday Initiative was created in 2012, inviting pastors to confirm
a commitment to preach and teach on the Holy Spirit and to proclaim the transforming,
renewing, empowering truth about the Holy Spirit. Within two years, global participation has
increase over 1,000 percent with registrations from more than 130 nations.

LEADING
During Pentecost Week 2014, thousands of Spirit-empowered Christians from every inhabited
continent were involved with the E21 network in celebrating the Holy Spirit in churches,
national conferences and media networks. More than 4500 believers from 70 nations gathered
in Jerusalem, Israel, for Pentecost Sunday 2015, which was also Shavuot on the Jewish calendar.
The E21 Europe Congress will celebrate Pentecost 2016 in London, May 11-13.

RESOURCING

With more than 200 million downloads on smartphones and tablets, YouVersions Bible app is
allowing people around the world to experience the bestselling book in history in new ways.

Spirit Filled Life.
The Spirit Filled Life series of devotions was created by Empowered21 leaders to challenge
the way believers view the Holy Spirit. Topics include renewal, direction, comfort, help,
healing, restoration and intercession for the Christian life. Devotionals were designed to bring
transformation to the hearts, work, families and ministries of believers around the world.

Building a Foundation on the Word of God

An important part of the Empowered21 vision has been to
gather scholars from around the world to study the past,
present and future of the Spirit-empowered movements on
every continent and from as many nations as possible. To
accomplish this goal, three meetings have convened: Oxford,
England, in 2012; Sydney, Australia, in 2013 on the campus of
Alphacrucis College; Quito, Ecuador, in 2014, on the campus
of the South American Seminary; and the 2015 meetings was
held in Jerusalem, Israel.
Four volumes of the papers read in these gatherings will be
published in 2016. The volumes, edited by Dr. Vinson Synan
and Dr. Amos Yong, will feature Asia, Africa, Latin America,
Europe and North American
