The Lessee shall establish a separate Advanced Technology Training

Unit for the Training and Skill development / enhancement of the


workers children by 2002. Admissions in the Unit will be on the
basis of open competition among the workers children.
The Lessee shall allocate 30% seats for the workers and their
children in the other disciplines in the University. Admissions against
the 30% reserve seats shall be made, on the basis of open
competition / merit among the workers / workers children.
The education of workers and their children shall be free of cost.
The Lessee shall give /

notify due presentation to Workers and

Employees as recommended by the Punjab Workers Welfare Board


and Labour and Manpower Department, Government of the Punjab
and Punjab Workers Welfare Board on the Board of Governors of the
University.
The Lessee shall not undertake any major addition / alteration and
modification in the Complex without prior consent of the Lessor. The
Lessee shall pay the costs incurred on alternation / addition and
modification in the Complex and the same shall be adjusted against
the rent due to the Lessor.
After the expiry of the lease period, the Lessee shall hand over the
possession of the Complex to the Lessor in good condition as per the
verified inventory list. In addition to these, any alternation, addition
and modification made by the Lessee subject to clause-14, shall also
be handed over to the Lessor by the Lessee at the end of the lease
period.
The Lessee shall also pay all taxes levied by the Federal and
Provincial Governments or a Local Government Boyd during the
lease period in the respect of the Complex.
Both the Lessor and the Lessee shall have the right to negotiate
with the other any such aspect as is not included in the Agreement

for the promotion of the cause of welfare of the workers and their
children and / or pertaining to the Information Technology University.

LEASE AGREEMENT BETWEEN


VIRTUAL UNIVERSITY OF PAKISTAN (MINISTRY OF INFORMATION
TECHNOLOGY) GOVERNMENT OF THE ISLAMIC REPUBLIC OF PAKISTAN AND
PUNJAB WORKS WELFARE BOARD, LABOUR AND MANPOWER
DEPARTMENT, GOVERNMENT OF THE PUNJAB
This agreement of lease (the Agreement) is made at Lahore on _____
BETWEEN
Punjab Workers Welfare Board, Labour and Manpower Department,
Government of the Punjab, Lahore (Hereinafter referred to as the
Lessor) of the One Part;
AND
Virtual

University

of

Pakistan (Ministry

of

Information

Technology)

Government of Pakistan, (hereinafter referred as the Lessee) of the


Second Part.
Whereas the Lessor has agreed to give on lease its property known as
M.A. Jinnah Technical Institute, Raiwind Road, Lahore (the Complex) to
the Lessee and the Lessee has accepted to take on lease for the sole
purpose of using it for education and training in the Information
Technology. The allocated area is 60,867 square feet (1.5 acre)
approximately.
The terms and conditions of the Agreement are as follows:
1. The agreement shall enter into force from the date of signing of this
agreement.
2. The period of the Agreement shall be for 30 years extendable
through mutual consent for a period of 30 years.
3. The monthly rent will be Rs. 20,000/- payable as advance rent for
the whole year during the 1st quarter of each financial year. The rent
shall be increased by 10% (on initial rent) every year.
4. The Lessee shall provide teachers training development / education
to employees of lessor (school teachers only) on specified mutually
agreed terms and conditions.
5. The computer proficiency license course will be provided free of cost
to the employees of lessor.

6. The Lessee shall allocate 500 seats annually for the workers and
their children in the Universitys programmes. Admissions against
the 500 reserve seats shall be made on the basis of open
competition / merit among the workers / workers children for Lahore
region.
7. The tuition fee of workers and their children shall be waived off;
however, admission and other dues will be paid by the respective
student.
8. The Lessee shall be responsible to pay all charges of electricity, gas,
water consumption and telephone etc. installed on the premises.
9. The Lessee shall not sublet or assign the Complex or any of its
portion etc. without prior written consent of the Lessor;

The Lessee shall be responsible for proper maintenance and
all major and minor repairs of the Complex;
11.
The Lessee shall not be held responsible for any damage
caused to the Complex due to a force majeure;
12.
The Lessee shall not undertake any major addition /alternation
and modification in the complex without prior consent of the Lessor.
The Lessee shall pay the costs incurred on alternation / addition and
modification in the Complex and the same shall be adjusted against
the rent due to the Lessor;
13.
After the expiry of the lease period, the Lessee shall hand over
the possession of the Complex to the Lessor in good condition as per
the verified inventory list. In addition to these any alternation,
addition and modification made by the Lessee subject to clause-10
shall also be handed over to the Lessor by the Lessee at the end of
the lease period;

The Lessee shall also pay all taxes levied by the Federal and
Provincial Governments or a Local Government Body during the
lease period in respect of the Complex, if applicable;
15.
Both the Lessor and the Lessee shall have the right to
negotiate with the other any such aspect as is not included in the
Agreement for the promotion of the cause of welfare of the workers
and their children and / or pertaining to the Information Technology
University;
16.
All disputes pertaining to the interpretation and application of
the Agreement shall be settled through negotiations between the
Lessor and the Lessee. If the dispute is not settled within sixty days
then the existing dispute will be settled under the Arbitration Act,
1940.
