I.

Executive Summary
Engineer Oscar Pascua is selected to take head as general manager of Buenavista
Electric Cooperative Corporation, INC. (BEIC). Just when he got the post, he
immediately went to work because of several problems troubling the cooperative. He
then called up a meeting and send a recommendations to the board of directors to solve
the problems. But unfortunately, it results no improvement and instead, made it badly.
This was cause of poor performance that the employers submit.
For these to solve by Engineer Oscar Pascua, he must change his leadership style
by basing it to different contingency approaches of style and he must come to a

conception to motivate his employers to do their best at work.


II.
Statement of the Problem
Engineer Oscar Pascua, as the newly appointed general manager, worried about
problems besetting the cooperative, had called a meeting. Then he made
recommendations from these problems to the board of directors. But then, still no
improvement accomplished and yet it raises more badly. The electric charged cost of
BECI is still seen to be the fifth highest in the country. The supplies and materials are still
delayed for as much as three months. Moreover, there is still increasing amount of
uncollected accounts and system loss. And unfortunately, there is new set of employees
who do not report regularly.
Engr. Pascua is now considering drastic measures but he is not sure if it is the
right thing to do. He is contemplating whether it will bring him to be a good leader or not.
He is aware to what must his actions will be for his subordinates comply with his orders
and commands.

Causes of the Problem

These, many problems bothering the company of Engr. Pascua, are all results of
poor performance that submit by the employees. When employees dont comply with
their best then their work is displeasing.

Decision Criteria/Methodology
For Engineer Pascua to accomplish these problems, he must consider the
following criteria:
Engr. Pascua may consider to base his leadership style to different
contingency approaches of style compiled by Robert Medina in his book

Engineering Management.
Engr. Pascua can consider to come to a conception to motivate his

employers to do their best.


Alternative Courses of Action
These are the alternative courses of action Engr. Pascua may achieve to solve his
problem:

He may make salary increase void and promote promotional


potentials instead. It promotes a healthy competition among employees,
thus most of them will be goal-oriented. However, there is possibility that
some employees will look for resignation as an option, especially for those

senior employees.
He may make comprehensive evaluation of work-related performance
among employees. This strengthen the competitiveness among employees
as their weakness are effectively identified. However, the evaluation is
subjected into margin of error since it is dependable to the person doing

such thing.
He may push to strengthen the cooperatives centralized organization.
It will result the cooperative to be more organized and share harmonious
communications among departments. However, the burden of decision
making is isolated within the executive division.

He may provide relative training grounds for new and existing


employees. The employees will surely be more competitive and skilled,
thus efficient manpower can be achieved. However, if the most of the
employees will neglect the importance of such activities, then the

objectives of these programs will not be manifested.


He may look for new provider of supplies and materials. From this,
there is successful partnership among new providers of supplies and
materials. However, there widespread adjustment in terms of material

handling and processing which alters the companys methodology.


He may make explicit companys financial allocation. The maximum
utilization of companys budget could be greatly attained, thus, system lost
will be declined. However, sensitive affairs can be exposed which will

make the companys condition vulnerable.


He may enhance the existing Standard Operating Procedure (SOP).
Service development within the cooperative can be greatly achieved since
all uncertainties will be catered by enhanced SOP. However, enhanced
SOP calls for vary array of changes and adjustments, thus, majority of the

cooperative will be affected.


Implementation and Justification
With the alternative solutions presented, Engr. Pascua will now implement
actions. For better solutions for the problem of Engineer Pascua he will go along with
these series of steps:
1. First, Engr. Pascua must make explicit companys financial allocation. By
this the maximum utilization of companys budget could be greatly
attained, thus, system lost will be declined.

2. Then, Engr. Pascua must look for new provider of supplies and materials.
From this, there is successful partnership among new providers of supplies
and materials.
3. Engr. Pascua must strengthen the cooperatives centralized organization. It
will result the cooperative to be more organized and share harmonious
communications among departments.
4. Engr. Pascua must make comprehensive evaluation of work-related
performance among employees. This strengthen the competitiveness
among employees as their weakness are effectively identified.
5. Engr. Pascua must make salary increase void and promote promotional
