RULES, ROADS, AND PARKS

An eventful Community Board

14 meeting featured internal bickering over bylaws, a Parks Department presentation on a new program, and concerns over a variety
of transportation issues throughout the Rockaway peninsula. The
Nomination Committee conducted an open ballot election, which
most board members expressed
displeasure for, in which board
member John Cori was nominated for Chairperson against
incumbent Dolores Orr. Orr was
reelected as chair by a vote of 23-8
with two abstentions. Cori then
passionately expressed his desire
for a more transparent and effective community board, saying that
communications often get muddled and pointing out that several
committees, most notably Education, have not met in several years.
District Manager Jonathan Gaska emphatically rebuffed Coris
claims, saying that the board is
incredibly transparent and that

the bylaws governing meetings
are readily made available.
Orr stated that Borough President Melinda Katz is working
on standardizing all community
board bylaws across Queens but
for now Community Board 14
must follow the existing regulations, which have not been updated for two decades. Noreen Ellis
called for a motion asking for the
Bylaws Committee to reconvene
and address the antiquated rules
while others stated that the public
meeting was not the appropriate
forum for addressing these complaints. Ellis motion carried and
the committee will meet at a later
date. At the end the of the meeting
Cori went up to Orr and expressed
gratitude for allowing him to voice
his concerns, insisting that there
was no animosity behind his reasons. Orr graciously accepted and
said that she does not take these
matters personally.
A representative from the Parks
Department was on hand to discuss the agencys new initiative

entitled Parks Without Borders.
The program will select eight
parks from around the city and
seek to improve connections between parks and the communities
they serve by making them more
accessible to the public via more
entrances, lower fencing, and
making use of underused land.
The $50 million project, with $10
million set aside for rehabbing existing parks and $40 million used
to fund the eight parks the department selects. Residents can submit their ideas and vote for eligible parks at www.nyc.gov/parks/
pwb. The agency will select the
eight parks from criteria including
community support, park access,
and physical conditions and context (where the park is in relation
to its surroundings). The website
will take submissions and votes
until February 28.
Orr suggested making use of
Parks-owned land on Beach 88th
Street that was formerly proposed

as a kayak landing/departure site,
while Jose Velez suggested creating more entrances at Bayswater
Park. Steve Cooper recommended making better use of Edgemere Park which has 25-30 acres
of passive land and is a special
jewel that is underutilized due
to lack of access and awareness.
Some board members expressed
concern over the perceived unfairness of the voting process, including complaints about unlimited online voting (which is being
addressed, according to the representative) and lack of internet
access for many residents. Eddie
Pastore commented that Parks
has set aside tens of millions for
this project but consistently tells
the board that there is no money
for conceptual plans proposed
at meetings. The representative assured the board that the
eight selected parks will be from

Nab Honor

The annual Michelin guide

books feature some of the
best, high-quality restaurants
within an area. This year, two
of Rockaways own made the
2016 guide.
In 2015, Umas, the Central
Asian/ Uzbek restaurant at
92-07 Rockaway Beach Boulevard, was the first Rockaway
restaurant to make the Michelin Guide. Theyve done it
once again this year.
In response to the honor,
owner Conrad Karl says, We
are so stoked to make the
Michelin Guide for the second
year in a row. We would like to
thank our amazing staff for tirelessly striving to make us the
best restaurant in Rockaway

A Too-Late Tribute
To A Great Teacher

This was written fifteen years

ago. It is being reprinted at the request of Susan Settanni as she and
family and friends, many in Rockaway, mark a sad anniversary.
Ive had a lot of teachers. My
favorite one died this week. His
name was Rich Settanni.
Now, he wasnt Mr. Chips,
in fact, he only taught for a few
years. He left teaching to better
support his young, growing family in Rockaway. I dont know if
he would have remained a teacher had the salary of a Catholic
high school teacher been better. I dont know if he knew how
gifted he was in front of a class. I
never got to ask him. He died too
young. I waited too long.
It was almost 30 years ago
when I sat for the first time in
freshman English class at Nazareth High School. Rich Settanni stood before us; he couldnt
have been more than 24 or 25
years old himself. These many
years later, with my own teaching experience to add to my perspective, I marvel at just how
engaging, encouraging, funny,
and wise this young teacher was.
And about how his essential
goodness was so apparent.
At his funeral Wednesday, his
extraordinarily brave daughter Susan eulogized him, remarking that he believed in
living life to the fullest. Her
words brought me back to the
classroom again. It was Rich
Settanni who had introduced
the class to a short story called
brought down the house when

doing a full Travolta, singing
Dantes Inferno, learn baby
learn, Dantes Inferno!!!
He had the stage but he willingly shared it with any student who could offer something witty or even outrageous.
Students didnt have to raise
their hands if they had a funny
line that couldnt wait. I dont
know why Abraham Lincolns
name came up in class one
day. I dont know why there
was mention of the Emancipation Proclamation. But I do
know no one laughed harder
than Rich Settanni when Chris
Thomas said, Oh, I thought
Lincoln signed the Masturbation Proclamation.
Rich Settanni made students
want to come to class. Is there a
higher compliment for a teacher? He made us feel like adults
while being an adult himself--yet one who had a lot of kid left
inside. He had a gift.
And just how special this gift
was became clear to me when
I tried my hand at teaching. I
tried to be Rich Settanni every
day----and I failed every time.
But it was still worth the effort.
For the past 25 years weve
been in and out of touch. We
were due to get in touch again.
Oddly enough, I was in Barnes
and Noble last week looking
for books for my 12-year-old
son. I thought of Rich Settanni.

A great teacher.
I thought of some of the short

stories he had introduced to
me. I knew my son would like
them because, well, because
Rich Settanni had liked them
and had gotten me to like
them.
He was on my mind again
when I finished typing The
End to a novel Ive been working on forever. I thought Id
give him a call and yell at him,
curse at him for encouraging
me to write way back when.
And then wed both laugh and
talk about The Honeymooners, The Yankees, our families,
and the good old days at Nazareth High School.
But instead I got a call that
my favorite teacher had died.
Goodbye teacher and friend.
Ive got to go myself, now. Ive
got to get my son to read The
Heyday of the Blood. And Ill
want to talk to him about it.
The Heyday of the Blood. He

used this short story to teach
the class about the theme of
a story, what a story is really
about. The theme of The Heyday of the Blood: live life to
the fullest. Every minute, every
day. Although I was merely sitting in a classroom I felt like I
was suddenly living life---my
eyes were being opened. This
learning stuff could be fun. I
liked this guy, Settanni.
I liked him more when he
pulled me aside and told me
that he wanted to submit a short
story I had written---a class assignment--- to some now-forgotten competition. He even
introduced me to the chairman
of the English department and
said I was a keeper.
I was lucky enough to have
him as a teacher again during
my junior year. He was great as
my freshman teacher; now he
was even better.
Like plenty of English teachers, he could quote Shakespeare, Yeats, and Tennyson
with aplomb. But he was at his
best when he was quoting the
wondrous Ralph Kramden.
I think we students figured if
this guy could appreciate The
Honeymooners maybe this
other stuff hes trying to teach
has some value, too.
It was the late 70s and disco
was curdling a lot of brains.
Leave it to Rich Settanni to use
a hit disco tune to teach. Does
anybody remember that song,
Disco Inferno? It so happens
he was trying to get his class to

BCVFD Building Gets

Boost From Goldfeder
A meeting organized by
Assemblyman Phil Goldfeder gathered numerous state
agencies to sort funding
and other issues relating to
the long-delayed rebuilding of the Broad Channel
Volunteer Fire Department
(BCVFD) building. The original structure on Noel Road
suffered severe damage after Hurricane Sandy and the
group has been based out
the American Legion Hall
since the storm. Funding issues have been hampered
by what Goldfeder termed
complicated and often contradictory regulations from
both state and federal agencies.
The new firehouse is proposed to be built next to the

Legions headquarters and
will be state of the art, featuring pre-storm capacity levels
and an improved communications center. It will be two
stories and approximately
10,000 square feet. For us,
this new firehouse will be
a safe refuge during future
storms, former BCVFD Chief
Dan McIntyre said. It will
be a base of operations for
us and for all city and state
agencies tasked with rescue
and recovery during emergencies. Simply put, it will
allow us to serve the Broad
Channel community for the
next century.

Bus Adds Earlier

name, but the message written by James, a 7-year-old,

third grader from PS 47 in
Broad Channel in September
2014, was found some sixteen
months later.
Riders of the QM16 express bus

service will now be treated to an
earlier departure time. The bus,
which begins its route at Riis Park
and has stops in Neponsit, Rockaway Park, Rockaway Beach, and
Howard Beach before heading
into midtown Manhattan on 34th
Street and 57th Street (both on
Third Avenue), added a 5:47 a.m.
route to its schedule beginning
on January 4. Previously the earliest departure was at 6:07 a.m.
The change comes after years of
requests from passengers and efforts by Assemblyman Phil Goldfeder.
Our families face some of the
longest commutes in the entire
city and this earlier bus could
really make the difference between getting to work on time
and getting stuck in traffic. I applaud NYC Transit for listening
to riders concerns and making this small but important
change, Goldfeder said.

On Tuesday
All members of the public are
invited to attend a meeting discussing the future of downtown
Far Rockaway. On Tuesday
January 19 Councilman Donovan Richards, representatives
from the Economic Development Corporation, and others

Ocean Bliss Yoga is a clean,

quiet yoga studio located within
Elaines School of Dance overlooking the bay and in view of
summer sunsets. Our teachers
are experienced and trained in
vinyasa, gentle, restorative, yin,
alignment, childrens and teen
yoga, as well as reiki. There is a
variety of classes offered weekly
to fit the needs of all who come,
utilizing props such as blocks,
bolsters, blankets, straps, sandbags, eye pillows, tennis and

golf balls. Essential oils are offered in some of the classes.
Now in our 6th year, we are a
community of teachers, practicing yogis, beginners, of all
ages male and female who
come together to practice not
only the yoga poses gaining
strength and balance, but also
breath awareness and quieting
the mind. Yoga practiced in
this way, promotes good health
and wellness in body, mind

and spirit.
Monthly workshops such as
restorative and yin yoga offer a
chance to unwind and soften
from the everyday challenges of

Blocks Of The Rock: Beach 127th Street

Steve Gifford has a nickname

for seemingly everybody on his
block. The new guy was called
Egyptian Jack and yet another neighbor got the moniker
Produce Mike. The last house
on the left on the beach block
of 127th Street, Giffords home
overlooks the entrance to the
sand and ocean, providing one
of the most stunning views any
home in Rockaway has to offer.
A former electrician by trade,
Gifford and his brother built
many of the additions to the Andrew Gifford, Steve Gifford, Mike Dzuik, Geraldine Walsh, and
Richard Gwillyn

fight. Eventually word spread
around and a relatively intimate
20-family affair became an unmanageable 200-family affair,
so the tradition ended in 2010.

Dear Editor:
This is a discouraging open
letter from a Breezy resident and
NYC BIB recipient:
The NYC Build It Back (BIB)
program has become the tale of
praying mantis and black widow
spiders. Its evolution is rooted
with promises of a pleasurable
survival of the species. However, once lured into its web, only
to be devoured, or to forever remain in a forgotten cocoon.
Emerge, the birth of NYC Build
It Back (BIB) program. This began as a simple, laudable idea
to help people raise and repair
their homes after Super-Storm
Sandy. It has morphed, not into
a monarch butterfly; but a voracious praying mantis, gobbling
up tens of millions of taxpayer
dollars, and leaving in its wake
major surgery (not covered under OBAMACARE), for many of
its recipients.
If this letter seems to denote
sarcasm, disbelief, frustration,
disappointment, outrage and
angry as hell, not going to take
it anymore attitude, it does,
and I am!
I have written to every imaginable politician, governmental
agency and BIB executive. To
date, I have received an executive level education in passingthe-buck, finger-pointing, and
the complete inability of anyone able to overturn stupidity.
The US Dept. of HUD federally funded the Elevation Program
stating NYC is responsible
for ensuring all construction activities are in compliance with
Federal, State and local requirements. Compliance clearly rests
with NYC BIB.
Yet, the very first sentence
of FEMA Elevation Guidelines
states: A. Financial Issues:
1. The proposed method/technique for elevating a structure
must be the lowest cost alterna-

tive within a range of options.
4. A separate Benefit Cost
Analysis (BCA) must be completed for each structure included in the project application. Initial BCAs should be
based on reasonable cost estimates and may require re-evaluation, if actual costs, such as
contractor bids, are higher.
This question, not begs, but
now screams to be answered:
Why is BIB mandating spending $350,000 taxpayer dollars to
elevate one single home; and
forcing its recipients to accept
wasteful, unnecessary, unwanted repairs that necessitate
again vacating their homes for
up to a year? Furthermore, after BIB unwanted help, many
recipients are placed in a position to spend thousands of dollars in re-repairs, unmet needs,
and irreplaceable depreciation
of their property. BIB is not in
compliance!
Unfortunately, having been
born with too much common
sense, I cannot explain why,
only tell you what. Have a
strong stomach? See attached
BIB mandates.
This is BIBs compliance to
Lowest cost alternatives and
Benefit Cost Analysis.
* Everyone who has completed
repairs of their hurricane-ravaged
homes must have their interiors
ripped apart to install sprinkler
systems and escape windows?
Cost -$20,000. Impossible to identify the person responsible for this
brilliant decision!
* Poured concrete foundations
that flawlessly withstood Super
Storm Sandy need to be entirely ripped out, to be replaced by
piers and open foundations.
Yet, privately, approval by NYC
Building Dept. allows for closed
elevation, and on existing foundations, with installation of
floodgates. Cost-$215,000; rather than $75-85K.
*Rip out all chimney and interior
fireplaces, and repair cost of the
demolition. Cost-$15-$20,000,
rather than the $5,000 cost to
raise them. Then,
*Repair roof; replace brand new
siding and capping to cover up
damages caused by ripping out
the chimney and the installation
of new escape windows. Cost

set of architectural drawings, without even asking one single question as to how the occupant lives.
*Vacate your previously vacated home for an additional 7-12
months.

Subsequently, my costs: new
decking, ripping out the metal

Irreplaceable

destruction and loss: Two-story brick chimney, two interior
brick fireplaces and their beautiful surrounding enclosures,
sub-standard replacement of
my brand new siding and capping. Cost-$100,000. Three years

For the Love of the Game

I love the feel of a basketball in my hands. Too many

injuries have kept me out of
the game. But to find a court
and to shoot the ball, over
and over again, I could do it
for hours and never tire of it,
and never hit a shot either. I
am no LeBron James.
As a kid playing with my father, I was always amazed that
he never let up, always guarded me, and always made his
shots. When I got older we
played less, and I looked for
various other playgrounds to
prove my skills against other
formidable opponents. But
injuries always crept into the
equation, first ankles and
later knees. It seemed a high
school season wasnt complete if I wasnt on crutches
at some point. By the time
college came around my best
days were clearly behind me

by years, but the memory of
running the court on a fast
break, making a behind the
back pass, stealing the ball off
the dribble all still excited
me. Unfortunately it seemed
that the recovery time from
injuries and playing seemed
to get longer with each outing.
At some point, as St, Paul
says, we must put childish
things aside, and work, marriage, family all take center
stage, and rightfully so. But
every once in awhile a handful of intrepid sweaty men
would gather to relive their
glory days, and I, fully the
fool among them, would play.
There is nothing like a basketball workout, I dont know
why, but forget about running,
lifting, trainers, cross-train-

I was invited to play with a

group of men calling themselves the Graybeards. I was
not sure what to make of the
name because none were gray
and none had beards at the
time, but this was an opportunity to define who I was again,
with skills such as no one had
yet seen on these sands.
And true to form, I took a
pass to the face and broke
my glasses and bled all over
the floor of St. Francis de
Sales newly waxed floors.
When my mermaid in train-

ing, and even cross-dressing
trainers, there is nothing like
the sweat from a basketball
run. Unfortunately, that is
true of the other nine players,
and it can get pretty smelly
after a while, but you know
what, boys like that stuff.
Many years had passed
when living on this strange
peninsula I call home now,
with few people who knew of
my basketball skills, (yes they
were that well hidden) when

just like the old times. Upon
inspection, I was sent directly to bed and forbidden to
play with those Graybeards
again. But I did sneak out of
the house for five glorious
years before age finally began to catch up in the form
of heel spurs, plantar fasciitis, pulled calf muscles,
knee braces, and finally torn
finger tendons. Who am I to
argue with the gods! I mean
these basketball pleasures
with my fellow companions
could not get in the way of
my health, right? But perhaps
the straw that broke the camels back was when I realized
that it took more time to get
ready than to actually play.
The pre-game Advils, the
knee brace, the heel cups,
the monthly cortisone shots,
the contacts that I could never really get in or out, I mean
really who was I kidding!
So fast forward twelve years
of non-competitive working
out, when the call came from
my Graybeard friends, who by

now are truly very gray and in
some cases bearded indeed!
They were a man short. Having recently bought a new pair
of sneakers, and working out
with a weight vest and ankle
weights all summer long, this
was my chance to relive the
glory years with those sweaty
old men, my friends.
And relive them I did, when
about fifteen minutes in,
on an uncontested lay-up I
simply planted my right foot
causing instant pain to shoot
up into the knee! Hobbling
off the court I watched the
remainder of the session, unable to stand or walk. Ahhh
yes, just as I remembered it!
I hope the next twelve years
go by quickly, I will be sure to
answer the call once again.

Street traditions include International Food Day, a summertime potluck where everybody
brings worldly sustenance to
the beach, a volleyball net that
stays up for the entire summer
and hosts friendly games between children, adults, and
off-duty lifeguards (Its becoming a big new thing, this
year it exploded, Gifford said),
and a toast at the end of block
on Sandy Day, October 29th, to
celebrate the blocks resilience.

Architecturally the block

has seen transformation over
the years. Many of the houses
were built prior to World War
II. Every big house you see is
an original, Gifford explained.
Now they cut them up in to two
or three separate houses. Its ruining the block. In the middle
of the block, a large empty lot
where one of the original houses formerly stood is sectioned
off and according to Gwillyn
will be developed into condos
similar to those seen on Beach
125th Street. Geraldine Walsh,
a lifelong resident of the street,
recalled growing up with the
Commodore Hotel at the north
end of the block. The elegant
building was erected in the late
1920s and was one of the primary attractions in old-time Belle
Harbor until its closing in the
1970s. Most of the homes retain
the classic high-steeped beach
house look but some of the newer homes take on a more modern
look, and many homes are now
split into two-family dwellings.

been a ton of kids on this block,
she said. Walsh stated that perhaps the biggest change she has
seen is the simple fact that people tend to remain in Rockaway
these days as opposed to the
past. People who have left this
block want to come back. Now
you have to die before someone gets on this block because
nobody leaves. Dziuk said that
is has been the long-term dedication of the homeowners that
has kept the blocks character intact. If you dont have that kind
of commitment to a neighborhood, it doesnt work, he said.
The blocks future seems to be in
good hands as Giffords daughter
Caroline can attest. Its been so
fun to grow up on this block, the
high schooler said. Theres always been a lot of people my age.
And the all the parents are kids
too.

that voting is not the only thing

In his remarks Gaska stated
that the Department of Transportation (DOT) has not given a
clear indication as to when the
closed off stretch of Beach Channel Drive will be reopened. He
sent an email suggesting that the
eastbound side be reopened to
traffic with one or two lanes but
had not received a response at the
time of the meeting. He also requested DOT take a look at syncing the lights near the closure to
ease congestion and prevent an
inevitable accident. Were lucky
this didnt happen in May or June
because it would have been an
utter disaster, he said.

Gaskas statements, saying DOT
reps would only consider reopening the eastbound side and
that investigations on the road
are ongoing. Ruscillo stated that
all board members should attend next Tuesdays meeting at
MS53 regarding planned chang-
es to the Mott Avenue area of

Far Rockaway. He said that at a
committee meeting on January
6 DOT said it was considering removing a slip lane at the intersection of Central Avenue and Mott
Avenue to create more space for
the planned $22 million project, which Ruscillo said would
be a bad idea as it would create
congestion and safety hazards.
He also announced a potential
study to align transportation
needs with other East Rockaway
efforts. Ruscillo and other board
members lamented that little
progress has been made on addressing the dangerous intersection at Rockaway Beach Boulevard and Beach 62nd Street.
In the public speaking section information was presented
about a Credentialed Alcoholism
and Substance Abuse Counselor
(CASAC) training program being
held in nearby Inwood. Another
presenter encouraged residents
to attend a presentation on the
Indian Point Energy Center,
which she said is dangerous to
the environment and Rockaway
in particular, though she did not
explain how.

Heated Over Heat Issues at Surfside

Alma Realty is getting heat
from residents of the Surfside
buildings, who claim a lack of
heat to be their biggest issue
this winter.
For the second winter in a
row, several tenants have complained that the heat within
the buildings located on Shore
Front Parkway and Beach
105th, Beach 106th and Beach
107th has been consistently inconsistent and they say its due
to a new computer-based heating system that was installed
after Hurricane Sandy. This
computer is controlling when
people get heat and it has been
very erratic, which is causing a
lot of anxiety among the tenants. Theyve been calling 311
and making complaints and its
been quasi-non responsive,
Barbara Buffolino, president of
the tenant association, SHAFT,
said. Prior to this system being
installed, we were getting heat.
With this computer system ad-
hering to the Department of

Housing and Community Renewal guidelines, weve been
having all these problems.
With a mild winter, the heating issues havent been as bad,
but it was especially noticed
once the outside temperature
dropped to 18 degrees earlier
this month. In some cases its
subjective, because those who
are older and may be around
all day may feel that theyre not
getting enough heat, but when
I walk in from work, the heat
doesnt come on until much
later, Buffolino said. Some tenants have turned to expensive
alternatives for relief like space
heaters and others are resorting
to dangerous options. People
are using heaters and bumping
up their electric bills and some
are turning on their stoves and
ovens because gas is included,
which opens up a whole gamut
of other issues, Buffolino said.
Several tenants say theyve
been dealing with heating issues. The tenants have filed

several complaints with the

Department of Housing Preservation and Development that
were passed on to Councilman
Eric Ulrichs office, which has
been trying to assist the residents with their issues. Ulrichs
office analyzed and broke down
the number of complaints and
found that tenants complained
about 31 different issues within the buildings. Among the
three buildings, 80 inspection
forms were filed by tenants of
the roughly 800 apartments and
61 of them included complaints
about heat, with the second
largest complaint being windows that cannot be locked or
windows that cause a draft. It
was found that the apartments
with the most complaints about
heat are those that face the
ocean.
On-site manager Nick Conway says Alma has been working to address the issues. He
says the average temperature
of the building was raised to 74
degrees as opposed to the min-
imum of 68. The heating issue

is limited to a certain number
of apartments and it was found
that some apartments get cooler faster when the system goes
off. Those units have open
windows or more than likely
have air conditioners installed.
Weve inspected most of them
and will continue to inspect the
others that have complaints,
Conway said. Weve been
willing to help remove air conditioners and insulate openings, which has been effective
in stopping the problem.
Robby Schwach of Ulrichs
office says that the number
of complaints from tenants
has gone down, but there are
others dealing with issues unrelated to drafts. Alma has
admitted that there are some
mechanical issues, especially
with apartments that face the
ocean, which they said they
will address. Were hoping that
by continuing to work with
them, these issues will be resolved, Schwach said.

Unexpected End to Boardwalk Causes

Did you know the new boardwalk will be extended? Neither

did residents who may be impacted by the change. According
to Parks Department plans, the
new boardwalk will end at the
west end of Beach 126th Street as
opposed to the east side, where
it has always ended.
A slightly longer boardwalk
may not sound so bad, but for
Elizabeth Gatto, the extension
may cause a potentially dangerous situation, which she was
not made aware of until recently. Parks Department renderings show that the boardwalk
will end on the west side of the
block and will include a landside staircase at that end. As the
beachfront house on that side of
the block, the staircase would go
right into Gattos driveway. The
stairs will end right by my driveway and the path to the stairs is
directly in my driveway. How
can you put a staircase ending

in front of someones driveway?
God forbid I hit someone with
my car or a child gets hurt on my
property, she said.
According to the Parks Department website, the earliest renderings that can be found including
the extension and staircase, date
back to September 2014. Earlier
renderings did not include this
extension. Despite the early renderings, it seems that many were
not aware of the extension. Media archives show no mention
of it at local meetings and members of the Parks Department had
been giving false information
as late as October 2015. Belle
Harbor Property Owners Association meetings usually focus
on 127th to 149th and 126th is the
forgotten block. I asked how the
boardwalk would be built back
and was told that it would end on
the east end of the block, Gatto
said. During an October 20, 2015
BHPOA meeting about another
boardwalk headache of poorly planned ADA ramps, Queens

Parks Commissioner Dorothy
Lewandowski and project manager Kylie Murphy were specifically asked where the boardwalk
would end. Recorded notes from
the Rockaway Times quote Parks
response as, the boardwalk is
ending where it has always ended, but it will connect to a baffle
wall, so there will be a line.
Gatto obtained online renderings of the project and found
that the boardwalk would in fact
be ending right at her property,
with a staircase. She says she
met with Kylie Murphy, Portia
Dyrenforth and Councilman
Ulrichs office to address her
concerns in December and representatives from Parks and the
Economic Development Corporation visited Gattos home
and said the plans may be reconsidered. When Skanska,
the contractor conducting the
boardwalk rebuild, put pilings
right next to Gattos property this

week, it became clear that Parks
plans never changed. Skanska
told me there was no new plan,
Gatto claims. Gatto says Parks
told her that to change the plan
would cost extra time and money for the project, which they
hope to complete by this Memorial Day.
With the east side of Beach
126th Street having a vehicular
access ramp, Gatto says the additional stairs are unnecessary.
I can understand having a ramp
for vehicle access, but when you
have that, theres no reason for
stairs as well, she said. When
the old boardwalk ended at the
east side of Beach 126th Street,
the ramp did not interfere with
the east side beachfront home,
as the exit was next to a brick
wall. Gatto is scheduled to meet
with Parks and EDC representatives again next week to see if
any changes or compromises
can be made.

Nicole Frontera Beauty is a
medical spa that offers medical cosmetic services such as injections, botox, fillers, laser hair
removal, ultratherapy skin tightening, skin resurfacing, medical
facials, chemical peels, microdermabrasion, fat reduction,
teen acne treatments and more.
Theyre all noninvasive medical
services, Frontera said. She provides most services herself and is
assisted by a female staff of aesthetician Melanie Reid and spa
managers Marcy Syker and Cindy
Cooke.
Frontera started out at a registered nurse in 2001 and first
worked in hospitals until she
traveled abroad to Israel in 2003.
I was looking for worse as a
nurse and I couldnt work in a
hospital because Im not Jewish
and I didnt speak the language
at the time. I called a bunch of
doctors until I came across this
American plastic surgeon who
was impressed that I was a board
certified registered nurse from
New York, so he hired me and
I learned a lot of things while
working with him. He taught me
how to do injections and work
with lasers and I would sit with
him in surgeries, Frontera said.
When she came back to New
York in 2006, she went back to
the hospital route but found that
she needed a change of pace.

pital, I worked in the ICU and

you see people die and it was
depressing, so I wanted to help
people, but in a different way. I
wanted to make people feel good
and feel happy, which in turn
made me feel better, she said.
She once again pursued plastic
surgery, working for a surgeon
in Long Island, while working
on her masters as a nurse practitioner. She was certified in 2012
and assisted in surgeries and injections at the Long Island office
before working at a medical spa
in Manhattan. She also started
doing freelance work and offering services out of her home
with botox parties.
Due to clashing practice beliefs about the industry, Frontera
realized she preferred to work
on her own. When you work
for other people, you have to
take on their values and I didnt
agree with how some operated,
because they made it more of
a business and want you to sell
things to people that they dont
need. I didnt want to do that. I
want to be honest with people. I
wanted to be able to lay my head
down at night and feel good
about what I do. We all want to
make money, but its wrong to do
it in an unethical way, she said.
Following Hurricane Sandy,
Frontera realized how much
Rockaway could use her services, as opposed to opening a spa
somewhere else. After Sandy, I
thought it would ruin my home
business, but people started
calling my saying they needed

to feel good about themselves
because they were so drained
from working on their houses. I
got an overwhelming amount of
calls for cosmetic services and
I thought that while rebuilding
Rockaway, I could invest in the
community instead of somewhere else. Rockaway didnt
really have anything like it. I
thought it would be good to give
Rockaway another business that
can help people, Frontera said.
She opened her Rockaway location at 104-02 Rockaway Beach
Boulevard in November 2013.
In addition to being able to
run a business with her own values, opening locally has given
Frontera the opportunity to focus
on another important role: being a mom. Im a hard working
woman but I love being a mom
and I wanted to spend more time
with my children. I was working
in Manhattan or Long Island with
12-hour days and it took a toll on
me. Its easier when you can make
your own schedule and work
where you live. I can pick up my
son within 10 minutes if he needs
me, she said. Owning a business
has also presented some parenting challenges. After I opened my
business, I had my second baby
and I only had eight days of maternity leave. I couldnt take off for six
weeks to take care of my newborn.
There are pluses and minuses to
owning your own business. Its a
nonstop, 24/7 job. Youre always
thinking of ways to make it better,
even when youre not there.

Frontera says opening her own
business was a risk, but a risk
worth taking. When I told friends
and family I was thinking of doing this here, a lot of people said
people in Rockaway wouldnt go
for it, but I felt this overwhelming
sense to invest in the community
and I thought a business like this
would be a great addition to all the
other great businesses here. I felt
that if I didnt do this, someone
else wouldve. I took a chance and
thank God it has been going well,
she said, adding that her husband, local firefighter Ryan Frontera, has been supportive along
the way.
Fronteras says her work can
be both challenging and rewarding. The biggest challenge is
managing expectations. Sometime people want things done
cosmetically that may require
something more invasive like
plastic surgery, so I try to explain
to people what I can do for them
realistically, before they spend
the money, she said. However
the biggest reward is when people are happy with the results. I
cant tell you how many times I
do something for someone and
they come back later that day
or week and say Wow, it looks
so much better. You can see the
joy you bring to someone and it
makes it all worth it. At the end
of the day, youre making people
feel better by helping them look
better.
Besides applying her medical
background to her work, Frontera makes sure to stay on top
of the latest technologies. She
works for one of the largest laser companies in the world and
learns about the latest laser technology so she can train doctors
how to use them. She also works
with a plastic surgeon weekly.
Its important to stay on top of
the curve and to be able to educate people about what could
work best for them, she said.

Beware The Supplements

A few months ago one of my

columns dealt with dietary supplements. Today I would like to
discuss adverse events related to
these products. By a 1994 Act of
Congress dietary supplements
are considered to include herbals
(botanical products and probiotics), complementary nutritionals
(i.e. amino acids) and micronutrients (vitamins and minerals).
The number of products available is estimated to have risen
from 4000 in 1994 to 55,000 in
2012. In 2007 the reported outof-pocket expenditures for these
products was $14.8 billion, one
third of the amount spent on prescription drugs. The FDA recom-
mends limiting the size of a prescription pill to 22 mm (7/8 of an

inch) but does not have such size
limits for supplements.
Recently a study was published about adverse events related to supplements. The study
was a group effort of the CDC,
FDA and the Consumer Product
Safety Commission. They looked
at 10 years of data (1/1/04 to
12/31/13) from 63 participating
hospitals. What they found was
startling. They found a total of
23,005 ED visits resulting in 2154
annual admissions. 61.9 percent
of these visits were for unsupervised ingestion of micronutrients by children. The involved
products were vitamins, iron,
supplements for weight loss and
supplements for insomnia, sedation and anxiety. After excluding these ED visits, 66 percent of
the remaining ED visits were for
adverse events associated with
a single herbal or complementary nutrition product. Of those,
25 percent involved weight loss
products and 10 percent involved energy products.
After excluding the children,
the majority of the ED visits were
for adults 20 to 34 who reported adverse effects from weight
loss or energy products. Cardiac
symptoms were most common
in this group and most reported
chest pain, palpitations or rapid
heartbeat. These cardiac effects
were also seen with bodybuilding and sexual-enhancement
products and again in younger
adults. Swallowing problems
were most common with calcium products and abdominal
symptoms were most common
with iron and potassium products. In older adults age 65 and
older choking and swallowing
problems were most common
and were related to iron, calcium
and potassium products.
It is quite probable that the

number of adverse events seen in
this study only scratches the surface. Only 63 hospitals were involved and often adverse events
to these products go unreported.
So here are a few recommendations. Since only iron supplements are required to come in
childproof containers if you use
these products be sure they are
secure from curious little hands.
If the pill or tablet is huge the likelihood of choking is much higher
but many of these cannot be cut
in half. Be sure that if you use a
supplement your doctor is aware
of it. Finally, be sure to read the
list of ingredients carefully and
be aware that product names can
be misleading. For example, Pro
Clinical Hydroxycut Weight Loss
lists 10 active ingredients, none
of which are the three active ingredients in Hydroxycut Appetite Control.
There are numerous online resources where you can find more
information including websites
of the FDA, CDC and OIG (Office
of the Inspector General).

It is said that without a sense

of caring, there can be no sense
of community. So it was no surprise that this past weekends
fundraiser for Minnie Horan up
at the Broad Channel VFW was
a resounding success as the hall
resonated with the sound of music accompanied by throngs of
people enjoying the bands and
each others company.

me for referring to myself as an
ex-Marine in a previous column. There is no such thing as
an ex-Marine! You should know
that from the day you graduate
boot camp until the day you die
you are a Marine. My sincere
apologies to both you and the
Corps, Andrew. You are absolutely right and I give you my
word it will not happen again.
I have taken to task the editor
of this otherwise grand weekly newspaper who was directly
responsible for this goof and
soundly chastised him for his
faulty proofreading skills.
With the Christmas and New
Year holidays now behind us
now all we have left to do is to
settle in and wait out the remaining 67 days until the arrival
of spring on Sunday, March 20,
2016. Yes, I know there are a few
minor almost holiday events
sprinkled in between now and
the arrival of the vernal equinox.
Mardi Gras carnival celebrations
have already commenced and
will continue until Fat Tuesday,

February 9, but a month-long
party is something I couldnt
handle even back in my younger
days. The celebration of Robert
E. Lees birthday is an event that
political correctness now causes me to shy away from after all
the ruckus that was raised last
year about the Confederate flag.
Valentines Day is really nothing
more than an economic stimulus package for the greeting
card and flower industries. I find
Groundhog Day to be somewhat
creepy after viewing the Bill
Murray film and watching Staten Island Chuck attack our own
Mayor de Blasio two years ago.
Unless you are actually viewing
or marching in a parade, St. Patricks Day remains just another
day of winter. Presidents Day
is a holiday that continues to
confuse me as I am still not sure
what happened to Lincolns and
Washingtons birthdays. Finally,
Employee Appreciation Day is
an observance that, as long as
I can remember, was never celebrated by any of my past employers. Spring cant arrive fast
enough for me!
Leather &
Wood Shelves

This week were going to work on
shelves made with leather straps (or
old leather belts) and wood.
To start off you will need the wood,
I recommend using a 2 by 6 or 2 by 8.
Cut it to desired length. Though some
people may prefer the raw wood look, I
suggest staining the wood with MinWax.
MinWax comes in many colors, so you
get to choose something that will go with
the room your shelf is being hung in.
Then you need leather straps (or
two old leather belts). Measure in two
inches on your wood and mark a line
for the leather. Leaving about 10 inches excess, nail your belt to the bottom
side of your wood shelf. Short roofing
nails work best. After doing this to
the left and right side of the bottom,
youre ready to hang your shelf.
Using an anchor, secure the end of
your first 10 inch strip of leather to the
wall. With the shelf hanging flat against
the wall, raise the second 10 inch strap til
the shelf is level, then secure your second
strap to the wall. For the front strap, you
will want to raise it til your shelf is level

and secure is about two inches above the

first strap. Cut any excess from your strap.
Repeat this for your second strap.
If your shelf is going to be three feet
or longer, add a third strap in the center.
However two or three shorter shelves
(one above the other) may give a nicer
look than one long shelf. You can even
stagger a few shelves across the wall if
you want the get real creative.

together in just under an hour.
Chicken thighs are seared until
crisp and golden brown before being combined with soft onions, lots
of garlic and Greek olives.
Yields: 4-6 servings
Ingredients:
8 bone-in, skin-on chicken thighs
Kosher salt and freshly ground
black pepper, to taste
3 tablespoons extra virgin olive oil
12 garlic cloves
2 large yellow onions, thinly sliced
(about 4 cups)
1 lemon, thinly sliced, seeds discarded
2 tablespoons fresh oregano leaves,
plus more for garnish
1 cup mixed Greek olives
Juice of one lemon

OK, well all go out and have
dinner at Chipotle tonight with
a little norovirus on the sideexciting enough for all of you?
Congratulations to our local

New York attorney, lobbyist, and
fashion-enthusiast Brad Gerstmans list of best dressed politicians in 2015. I used to refer to
Phil as the Energizer Bunny
because of his ability to seemingly be in a myriad of different
places at once but, henceforth,
I will simply refer to him as Assemblyman GQ!
Broad Channel why would
anyone want to live anywhere
else?
Directions:
Remove the chicken from the
fridge 20 minutes before cooking
to remove chill. Preheat oven to
350 degrees. Season the chicken
on both sides with salt and pepper.
In a large ovenproof pan or Dutch
oven large enough to hold all the
thighs in a single layer, heat the
olive oil over medium-high heat.
When the oil is hot, add the chicken, skin side down, and sear until golden brown, 5 to 6 minutes.
Add the garlic cloves to the pan
and flip the thighs over. Cook until
the garlic is fragrant and has gotten a little brown, 2 to 3 minutes.
Remove the chicken and garlic
from the pan and set aside.
With the pan still hot, add the onions, lemon slices and oregano,
and season with salt and pepper.
Cook, stirring often, until the onions have wilted and the brown
bits on the bottom of the pan have
loosened, 6 to 8 minutes. Nestle
the thighs skin-side up in the onion mixture and add the garlic and
the olives. Pour the lemon juice
over the chicken and transfer to
the pan to the oven. Bake 40 to
50 minutes. Scatter fresh oregano
leaves over the top and serve.
